SAD posters take credit for Centre’s scheme

Even as the issue on the use of Punjab Chief Minister’s photograph on the 108 ambulance, which is part of the Centre's scheme, has not settled for the past over two years, the state government has now come up with posters taking credit for disbursing SC Pre and Post Matric Scholarship Scheme of the Government of India (GoI).

A lok adalat- cum-seminar was organised by the Employees Provident Funds Organisation, Jalandhar, at JCT Mills here today. Regional Provident Funds Commissioner, MS Kalia, along with RPFC-!! Vishawjit Sagar, Asstt Commissioner (complaints) RS Jaswal,Vijay Chaudhary ,Barjinder Singh, Aman Dogra, Shikha and Major Singh redressed the problems on the spot in which detailed discussions were held with the representatives of JCT Mills, Ramgarhia Polytechnic College, Wahid Sandhar Sugar Mills, GNA Enterprises, and Guru Nanak Khalsa Public School,etc. JCT Mills vice-president, Punit Verma, was also present at the function. — OC

Three more diagnosed with jaundice
Phagwara, September 10
Three more patients suffering from jaundice were diagnosed by a team of doctors after examining 36 persons in Mansa Devi Nagar here today. Senior Medical Officer Dr Jaswinder Singh said all three patients were receiving treatment. He said the team visited about 55 houses and imparted health education to the residents of the area. The team also distributed 3000 chlorine tablets and constantly monitoring the area. The team remained in the area from 9 am to 4 pm to provide medical care and treatment. No official of the civil and corporation administration visited the area despite spreading of jaundice caused by contaminated water. — OC

DC marks fresh probe

Dissatisfied with the preliminary report submitted by the Municipal Corporation, the Deputy Commissioner today ordered a fresh inquiry into the cholera breakout episode on the Garha road here.

Visiting the site this morning, DC Shruti Singh ordered that another inquiry be conducted by a three-member panel, including SDM-1 Iqbal Singh Sandhu, XEN Punjab Pollution Control Board and XEN Public Health. She said she had given two days' time to the new panel to report the cause and failure on part of the staff in dealing with the problem that led to four deaths and hundreds of residents falling ill due to the ailment. She said she had deliberately not added any member from the Municipal Corporation for she wanted an independent probe into it.

Shruti Singh said she was told by the health staff that the number of patients turning up for treatment had declined significantly. “Most of whom who are coming now were panic-stricken and were being sent off after check-up without any need of admission,” she said.

Commissioner Municipal Corporation Vinay Bublani said as part of the action taken from his office, 60 illegal water connections that had caused the problem had been severed and water pipes in the area had been cleaned. He said the water flowing into these pipes would once again be tested through the MC’s laboratory before restoration of supplies. “Till then the supply in the area would remain through water tanks,” he said.

Bublani said previous reports of water testing from the corporation’s laboratory would come to him tomorrow. He said he had also sought cause report from the health department, which was yet to come to him.

Dr RL Bassan, Civil Surgeon, said there was a significant dip in new patients coming in. “There were 17 patients of diarrhoea who turned up at the Garha dispensary, of whom only two were referred to Civil Hospital. He said the number of in-patients was now 22, with most of the previous patients getting discharged.”

Regarding report, he said he would share it with media after discussing the same with his staff tomorrow.

Residents blame civic body, politicians for poor amenities

Hundreds of residents of various city areas, particularly the Garha locality, under the grip of cholera and diarrhoea, have not only brought to light the laxity on part of the Municipal Corporation (MC) to provide clean drinking water supply here, but also blamed politicians, holding important portfolios, in ensuring basic civic amenities to the city residents.

What is disturbing is that notwithstanding the fact that besides four persons losing their life and many falling ill, ministers, MLAs and the MP concerned have failed to do anything concrete except offering lip service. It may be mentioned here that after the media highlighted the seriousness of the outbreak of cholera, political leaders from the ruling SAD-BJP as well as Opposition Congress, including Punjab Local Bodies Minister Bhagat Chunni Lal, Jalandhar MP MS Kaypee; Pargat Singh, who is Jalandhar Cantonment constituency MLA in which Garha falls and the former MLA Jagbir Brar, had visited the affected areas.

During interaction with The Tribune, residents of Garha and other affected areas, including Swaraj Nagar, Basti Shiekh, Basti Bawa Khel, Bhargo Camp, Basti Peerdaad, Ram Nagar and Avtar Nagar, expressed their anger over the attitude of the politicians. "In the aftermath of the outbreak of cholera and diarrhoea, political leaders of different parties are visiting the areas just to gain political mileage and cheap publicity. Why action is not being initiated against the employees responsible for failing to check the contamination of water," said Jugal Kumar.

The residents also asked why preventive measures had not been initiated by the MC and the Health Department in the areas, where the threat of epidemic looms large on account of the contaminated water supply. According to a majority of area residents, due to the old and damaged water pipelines, there had been inter-mixing of the drinking water with the sewerage waste. "Everytime, when there is an outbreak of a disease, politicians come to the localities and assures action against the erring officials and also promise to take corrective steps but to no avail," said Rajinder Singh, a resident of Garha.

Dept orders fresh probe into earth digging case

Eleven months after a block development and panchayat officer and an assistant engineer of the Rural Development Department had been booked under the Mines and Minerals (Development and Regulation) Act 1975 on the orders of the Punjab and Haryana High Court, the department has started a fresh inquiry into the matter.

The case assumes significance as assistant engineer Harbhajan Singh, accused in the case, had committed suicide, blaming his seniors for making him a scapegoat in the case. Dissatisfied with a previous inquiry conducted by the Deputy Director of the Jalandhar division in the case, a fresh probe has begun, with Deputy Director Chandigarh Rakesh Kumar visiting Bhogpur yesterday.

The case had been registered at the Bhogpur police station on the recommendation of the then Deputy Commissioner Priyank Bharti and SSP (Rural) Yurinder Singh Hayre.

The FIR had been lodged under the Mines Act, Punjab Village Common Land Regulation Act and Section 120-B of the IPC was registered against the block development and panchayat officer Sewa Singh, assistant engineer Harbhajan Singh, village development officer Surti Ram, sarpanch Hem Singh of Sangrawali village, three panches Parminder Singh, Jaswinder Kaur and Balbir Singh and one Amardeep Singh, who had got earth dug up from 64 kanal 16 marlas and 3 feet land after an auction. The panchayat had reportedly wrongly got the auction done by passing a resolution for an otherwise fertile land on October 1, 2010, with case referred by the BDPO Sewa Singh to the AE Harbhajan Singh. The records mention that the engineer allegedly gave a very low estimate for the work at just Rs 3.34 lakh, Rs 48 per trolley) with bid going to Amardeep Singh for just Rs 4 lakh. The documents were countersigned by the BDPO with resolutions written by the VDO in the presence of panchayat, it was found.

The District Development and Panchayat Officer Jalandhar had recommended action against the sarpanch to director, Village Development and Panchayats Department, who was then suspended in July 2012 and an inquiry held by ADC (development). The fresh estimates taken on the orders of court prepared by Assistant Engineers Gurdeep Singh and Raj Kumar for restoration of land put the figures at a whopping Rs 67.08 lakh, with 9,585 trolleys required, each at a cost of Rs 700.

The amount of nearly Rs 63 lakh also stands recoverable, for which the panches have been asked to pool Rs 16,77,025 each by the BDPO in a notice issued on October 5, 2012. DDPO Avtar Singh Bhullar confirmed the ordering of a fresh probe into the matter.

Gujja Peer road area residents hold protest against MC

Losing their patience, residents and shopkeepers around one of the worst stretches in the city on the Gujja Peer road held a protest in the area in support of their long-pending demand of improving the condition of the dilapidated road, which connects a number of city areas with National Highway Number 1.

The protesters, including the president of the Globe Colony Ekta Council Jaswant Singh and Shankar Garden Welfare Society chief GS Bhullar stated that commuters here were already facing a lot of inconvenience due to the pathetic condition of the road due to deep and wide potholes and pits for the past seven years. However, their problems aggravated since the Municipal Corporation (MC) started filling these pits with soil instead of making permanent solution of recarpeting the road. While all other rounds around Sodal Temple are either recarpeted or repaired, only soil is being filled in pits for the past three years consecutively at the time of Sodal Mela every year.

Meanwhile, president of the Jagdambay Naujawan Sabha Ramesh Sharma and the Jai Veshno Jawan Sabha chief Sarabjit Singh Nagi said the road became so slippery after yesterday's rain as soil filled the pits. It became very difficult to pass through this road. A number of pedestrians and two-wheeler riders slipped and fell on this road.

One of the shopkeepers located beside Gujja Peer Road, Ashutosh Sharma, said their business had been adversely affected due to the damaged roads, as public, in general, avoids coming on this road. When a heavy vehicle passes on this road, stones lying here sometimes fly like bullets after being pressed under their tyres. The windscreen of my car and glass of my shop has already been broken due to such flying stones.

This road falls under three wards represented by BJP councillors Prem Lata Vashisth (ward number two), Bhagwant Rai Prabhakar (ward number four) and Kanwaljit Singh Bedi (ward number 22).

A local Congress leader Mike Khosla, who contested the last MC elections from one of these wards unsuccessfully, demanded that the road should be recarpeted without any delay as the inhabitants of this area were left with no option but to live in hellish conditions. Dust is all around in normal days and water inundates this road even after several days after a downpour due to the poor drainage system.

'Tender passed, work to start this month itself'

Kanwaljit Singh Bedi, councillor, ward number 22, said when I came to know about the protest I, being their representative, along with area BJP leader Bhupinder Saini Bhinda, went on my own to meet them to redress their grievances. I assured them that the work of construction of this road will start this month itself as a tender of Rs 97 lakh had already been passed by the MC house as Chief Parliamentary Secretary for Cooperation and area MLA Krishan Dev Bhandari and Mayor Sunil Jyoti showed special interest for the early construction of this prestigious road which connects highway. The work order will soon be released as and when finance and corporation committee (F&CC) meeting is held. Soil is just filled in pits as a temporary measure in view of Sodal Mela on September 18. I assure them that the soil will be removed to keep the original level of the road intact while constructing it to avoid the entry of rainwater in houses and shops located in the adjoining localities. Adequate road gullies will also be installed for the proper drainage of rainwater on this road. SAD posters take credit for Centre’s scheme

Even as the issue on the use of Punjab Chief Minister’s photograph on the 108 ambulance, which is part of the Centre's scheme, has not settled for the past over two years, the state government has now come up with posters taking credit for disbursing SC Pre and Post Matric Scholarship Scheme of the Government of India (GoI).

The posters, which are meant to be pasted outside all schools and colleges, bear pictures of not just the Chief Minister Parkash Singh Badal and Deputy Chief Minister Sukhbir Badal but also Minister for SC/BC Welfare Gulzar Singh Ranike and Chief Parliamentary Secretary Pawan Kumar Tinu.

As many as 500 such posters have been sent to all district welfare officers across the state to be prominently pasted outside all educational institutes for the promotion of the scholarship scheme for the underprivileged sections and to woo the youth there, just ahead of the parliamentary polls.

The posters nowhere mention it to be a Government of India scheme, for which the entire amount is disbursed by the Centre. Instead, it has a bold heading "Punjab sarkar" in Punjabi at the top, with the name of the state department underneath. Further, it lists out various conditions for scholarships for the SC, BC, OBC and minority students, while also giving details of the amount to be disbursed in each case.

Punjab Youth Congress Chief Vikram Chaudhary said taking unnecessary mileage for the Centre's scheme was an old style of the Deputy CM. Calling him "Mungeri Lal", he said, “The SAD leaders had been seeing big dreams of wooing the masses, doing nothing from their side and simply taking credit for various GoI schemes. I have been fighting the 108 ambulance case in court. Similarly, they gave cycle distribution scheme under the Sarv Sikhya Abhiyan as Mai Bhago Scheme and have been putting up the CM's pictures on it. It is bad politics and stooping too low.”

Continuing to raise the issue of alleged child labour at the hands of BJP Mahila Morcha leader, the Congress leaders shot off a missive to Labour Commissioner, Punjab, today demanding his intervention for registering of an FIR in the matter.

The Advisor Member RTI and Grievances Cell of Punjab Pardesh Congress Committee, Sanjay Sehgal, today wrote to the Labour Commissioner demanding registering of an FIR with directions to be given to the police under Sections 3 and 14 of Child Labour (Prohibition and Regulation) Act 1986, Sections 23 and 26 of Juvenile Justice Act 2000 and Sections 16, 17, 18 and 19 of Bonded Labour Abolition Act 1976.

He has quoted the Act, “The Juvenile Justice Act 2000 clearly stipulated that even if a child is above 14 years of age and below 18 years and is working in non-hazardous occupation may be considered as a child in need of care and protection.” The girl in question who was reportedly working in the house of BJP leader Renu Thapar in Ludhiana was just 12 years old. 

Sehgal said, “Your timely action will be appreciated but a delay will be considered as injustice to the girl. Otherwise we will be filing an RTI application with queries related to Action Taken Report including number of days for which the complaint was lying with each officer, decision taken and remarks made by each officer thereon, name and designation of the Inquiry Officer, time frame to conduct and complete the inquiry in child labour case and under which Section case to be registered etc.”

After Municipal Corporation councillor, Sushil Rinku, started off with the matter by getting a DDR lodged with Division Number 5 Police Station on September 6, State Mahila Congress vice president Nimisha Mehta also took up the matter and visited the girl at Gandhi Vanita Ashram yesterday. And now RTI activists of the party have also pitched in.

Preview of short film ‘Re-Live’ held

After his short film “What if I am a G” qualified for the International Film Festival held at Goa in 2011, city-based film-maker Sahil Dev has come up with another production “Re-Live”. A student of the department of journalism and mass communication, Guru Nanak Dev University, Regional Campus, Dev was much possessive about his new creation and welcomed the critics and the suggestions at the preview of the “Re-live” on the campus here today.

Dev, who is passionate to be a film-maker, says "Re-Live" is based on the concept of lucid dreams and hallucinations. The film is about a chap who relives in a single day the time he spent with his girlfriend. 

He talks about his passion for film- making and claims to send the movie for the MIFF and the GOA International Film Festival. Dr Harjeet Singh, a former assistant station director, Jalandhar Doordarshan,who was present on the occasion said the youth must be exposed to good cinema and short films. New technology can provide avenues of expression to them. “New concepts are being explored even in Punjabi cinema, which brings hope for a bright future for the film industry in the region” he said. Dr Kamlesh Singh Duggal, head of the department, said the department had produced a number of students who were contributing in the field of journalism and film industry. 

He also appreciated Dev for coming up with two short films with meager funds from his personal savings at an age of 24.

Dr Namarta Joshi, Senior Lecturer and Film Expert, encouraged the students to initiate projects which test their creativity. She urged that good movies can be produced with sound knowledge of techniques and rich cultural heritage of Punjab. Besides students and teachers, Associate Dean of the campus SS Sangha were also present on the occasion.

Lyallpur Khalsa College honoured for winning MAKA trophy
Lyallpur Khalsa College, Jalandhar, has been honoured by the Guru Nanak Dev University for its contribution in winning the MAKA Trophy. Extension lecture
Kanya Maha Vidyalaya PG Department of Hindi organised an extension lecture on "Hindi: from National and International Language", here today. Head of the Department of Hindi from Guru Nanak Dev University, Amritsar, Dr Sudha Jitendra, was present as a subject expert for the lecture. She is an expert on the scientific aspect of language study and teaching and has a deep insight about both Hindi language and literature. During her discourse, she elaborated upon the relevance of Hindi as a National language. She added that in the era of commercialisation, Hindi is emerging as a strong medium of international communication and hence also as an international language. The students present for the discourse shared their views about the relevance of Hindi in the present social scenario and also asked questions about job opportunities for Hindi scholars.To celebrate ‘Hindi-Day’, many competitions including poetry , story essay,short-play and slogan writing etc will be organised at the Kanya Maha Vidyalaya during the month of September.

Placement session 2013-14 
The Indian Navy conducted a Pool Campus Drive at CT Group of Institutions for the recruitment of BTech final year (2010-2014 batch) passing out students. According to the CT Institution authorities, it is the first visit of Indian Navy in Punjab for the recruitment purpose. This recruitment is under the University Entry Scheme (UES) and attracts the students of various engineering branches for technical branch in the Indian Navy. 

Fancy dress competition 
The students of DIPS, Tanda, participated and won various medals in the Inter-School Fancy Dress Competition, organised by Sahodaya. The competition was divided in three categories. In the first category, Aryan Saini of nursery class recited his poem “Rail Engine” and was adjudged the first runner-up. In the second category, Jessika Singh of prep class dressed as Micky-Mouse stole the show. In the third category, Gurnoor Kaur of first class performed on the theme “Abolish Child Labour” and she was adjudged second runner-up. The winners were awarded medals and certificates. 

World Physiotherapy Day 
Department of Physiotherapy, Apeejay College of Fine Arts, celebrated the “World Physiotherapy Day” with children of Pingla Ghar and pledged to give free services to the inmates of Pingla Ghar. On this occasion, Principal, Sucharita encouraged the students to participate in such noble venture. Students of the Department of Physiotherapy provided free physiotherapy services to the inmates and pledged to provide the same in future also. The students will visit Pingla Ghar two-days a week for free treatment of the inmates. 

Grandparents’ Day 
Rainbow Wing of MGN Public School celebrated ‘Grand Parents’ Day’ at Old Age Home of the Red Cross Bhawan. Students welcomed the aged persons with flowers. School students presented a cultural programme.They also distributed sweets to them.

Lecture on women empowerment
An extension lecture was organised by the PG Department of History at DAV College, Jalandhar, on “Women Empowerment”. Head of the Post Graduate Department of History at DAV College, Abohar, Rekha Handa Sood, was the speaker. While addressing the students, she discussed various aspects of women empowerment. She urged that gender equality is necessary for the socio-economic development of a nation. 

Hindi Diwas
A function under the theme “When will the exile of Hindi be over” was held at BD Arya Girls College. Commissioner, Income Tax, Sanjay Mishra, was the chief guest. Principal (retd) and a Hindi writer Suresh Seth was the resource person. College Principal Sarita Verma welcomed the guests. All the dignitaries discussed the present constitutional situation of the Hindi language, its downfall in the present scenario. College student Seema presented a poem on the subject. Another student, Deepti, presented a speech on the issue. Dr Sarita Verma motivated the students to respect and learn the national language.
