Make model MSW disposal plan, Green Tribunal to DC
Jalandhar, September 3 In a hearing today on an application filed by Nakodar-based social activist Gaurav Jain, the five member principal Bench of Delhi-based National Green Tribunal, headed by its chairman Justice Swatanter Kumar, directed the DC to prepare a comprehensive and fully scientifically developed plan for collection and disposal of the MSW before setting up a proposed MSW disposal plant in Jalandhar. Jalandhar DC Shruti Singh, SSP (Rural) Yurinder Singh Hayre and Nakodar MC EO Rajiv Oberoi were present before the tribunal today on its direction during its last hearing. Asking the officials to submit this comprehensive plan to the tribunal on the next date of hearing on October 3, it granted liberty to them to approach the Punjab Chief Secretary for preparation of such model MSW disposal plan at Jalandhar, which then can be adopted for other areas in the state. The tribunal directed the officials to make a scientific plan for collection, manual segregation at collection point, transportation to disposal site, mechanical segregation at the site of the proposed MSW disposal plant and for preparation of composting pits, dumping of waste which can be converted into compost with due covering by soil and periodical spraying of disinfectants, recycling of the usable plastic and other waste and then finally burning of usable/non-recyclable plastic or other waste through incinerators and disposal of the residual waste. Interestingly the tribunal also indicated that the authorities would be at liberty to ask for payment of money from the entire population generating MSW on the principle of “polluter pays” for generating funds for executing the works of MSW disposal effectively. In its two-page interim order, the tribunal stated, “These officers at open deliberations even agreed that the state of affairs in Nakodar in relation to collection and disposal of MSW is not in order and requires definite improvements. It is further pointed out that Nakodar is a part of Jalandhar cluster for collection and disposal of MSW, where it is proposed to install MSW disposal plant.” In its order, the tribunal further stated, “The officers assure this tribunal that henceforth no MSW would be permitted to be thrown on the roads of Jalandhar as well as Nakodar, they would take all appropriate steps and even use their power in accordance with law to ensure compliance of this direction and different sites for dumping and disposal of MSW would be identified by the expert bodies and list thereof would be placed before the tribunal.” |
City experiences second quake in six days
Jalandhar, September 3 The epicentre of the quake measuring 4.4 on the Richter Scale was 33 km north of Kishtwar and 75 km south of Kashmir. There were no reports of any loss of life or damage to property. When the tremors were felt in the city, mediapersons were interacting with new commissioner of police Ram Singh at Press Club. One of the reporters speaking at that time, instantly said "Ghabran di lor nai, police jithe jaandi a thori hal-chal ta hundi e a. Bhuchaal bhi nawen CP da welcome karan aaya. (There is no need to worry, some movement is expected at that place where police go. And probably quake takes place to welcome new CP). At this all reporters burst into laughter. Later while addressing mediapersons, CP Ram Singh said in chaste Punjabi “Jado police te media mil ke society vaste kam karde ta bhuchal bhi kuch nai kar sakda (When media and police work jointly for betterment of the society, no quake can harm anyone.) This was second quake in the city within six days. Earlier on August 29, a quake of 4.7 intensity on Richter Scale having its epicentre at Hoshaipur-HP border jolted the region. Actually when it comes to earthquake proneness, half of Punjab, including Jalandhar, falls in the seismic risk zone 4, next only to zone 5, which is the most dangerous zone. |

F&CC meeting today
Jalandhar, September 3 Earlier, the meeting was delayed and rescheduled to be held on September 4. The estimates of patching the potholes of dilapidated roads and faulty street lights around Sodal Mandir in view of the famous mela on September 18 may be passed on priority. Talking to The Tribune, Mayor Sunil Jyoti said patch-work of all the roads including Gujja Peer and Kali Mata Mandir roads would be started soon. It was delayed because of the postponement of the meeting of the F&CC committee of MCJ to September 4. These estimates of repair of these roads have already been included in the agenda of the F&CC committee meeting scheduled to be held on Wednesday. Thereafter the repair of bad roads and faulty street lights around Sodal Mandir will be started.Actually less than a fortnight has been left for celebrating famous Baba Sodal Mela. The roads around Sodal Mandir are still in dilapidated condition. As usual, lakhs of devotees are likely to pay their obeisance at Sodal Mandir during the mela on September 18. Devotees from various parts of Punjab and other states start thronging the temple even two days before the exact date of the mela. MC used to improve the basic amenities including patching the potholes of all the roads approaching the Sodal temple and installing proper lighting system around it much before the mela but it has not yet started any such work whereas the mela is just a fortnight away. Almost all the approaching roads to the temple are in bad shape. The condition of Kali Mata Mandir Road and Gujja Peer Road connecting highway to Sodal Mandir are considered as worse roads as compared to other roads approaching the temple. Big and wide potholes and pits and flying dust cause a lot of inconvenience to the commuters here. Similarly, the condition of roads from Kishan Pura Chowk, Sodal railway crossing and Ram Nagar railway crossing to Sodal Chowk is also not much better. Further there are several street lights around the temple which are not in working condition and are required to be repaired. |
