New sub-registrar’s office, patwarkhana to be inaugurated tomorrow

Insanitary conditions prevailing at the Civil Hospital greeted Husan Lal, MD, Punjab Health Systems Corporation (PHSC), who came to visit the district four days after a cholera outbreak in the city.

While it took four cholera deaths and hundreds of patients suffering from the disease for the official to come to the city, he visited both the Civil Hospital and the Garha area to take stock of the extent of the outbreak.

However, it seems like at least on the outbreak issue, the Municipal Corporation (MC) has become a convenient punching bag for the health officials.

Even as four people have died and the number of patients suffering from cholera has crossed 300 today, the official said he was largely satisfied with the work done by the health officials so far.

When questioned why the Health Department hadn't been able to rein in the outbreak even as early warnings had been received in the form of 30 failed water samples across the district as early as May, 2013, he said the Health Department had been doing its job, but the Municipal Corporation should have checked the water supply.

While the Civil Hospital is also short of many cholera medicines, which a number of patients said they had to buy from outside, Husan Lal said it would be ensured that patients get all medicines.

Medical staff confirmed shortage of a number of medicines, since they were not being received by the hospital.

Meanwhile, appalled at the insanitary conditions prevailing in various wards at the Civil Hospital, which was chock-a-block with outbreak patients, Husan Lal gave instructions to officials to maintain hygiene at the hospital.

Talking to The Tribune, he said the hospital was very unclean and needed a serious clean-up. He visited cholera patients scattered across the emergency and pediatric wards.

At the trauma ward, he witnessed a lone patient, lying on the floor covered with only some bandages amid a sickening stink. He instructed the staff to clean up the ward.

Speaking on the issue of the Civil Hospital being over burdened and patients suffering owing to an acute shortage of staff, Husan Lal said as many as 600 recruitments of new doctors had been made in the state and the Jalandhar Civil Hospital would also be getting more staff soon.

"The construction of new wings at the hospital is on and it will also be made sure that other infrastructural problems are addressed," the official added.

Meanwhile, the number of patients suffering from cholera reached 326 today (with as many as 126 new cholera patients being reported in the Garha area).

Husan Lal was accompanied by Deepak Bhatia, State Surveillance Officer (Directorate of Health) and officials from the local Civil Surgeon office, including Civil Surgeon Dr RL Bassan, MS Dr JS Cheema, District Epidemiologist Dr Satish Sood and DHO Dr Balwinder Singh.

The cholera outbreak

The health authorities finally acknowledged that the outbreak is of cholera. Epidemiologist Dr Satish Sood maintained that only one cholera suspect was present in the city, while Civil Surgeon Dr RL Bassan on Saturday clarified that it’s cholera.

Number of patients suffering from the disease reached 326 on Saturday. At least 30 patients were admitted to the Civil Hospital, 10 of them critical.

Three days after the outbreak, crucial medicines like ciproxin, metrogyl, loperamide, imodium and amoxicilin (500) are still unavailable at the Civil Hospital.

Both staff and patients from areas like Garha, Basti Bawa Khel, Chugitti, etc, confirmed that they were buying medicines from outside the hospital.

Given the patient flow, the disease seems to be spreading in many other areas too.

Mayor acting in dictatorial manner, says Bhatia

In what may be termed as his most scathing attack so far, Senior Deputy Mayor Kamaljit Singh Bhatia (SAD) has termed the functioning of Mayor Sunil Jyoti (BJP) as "dictatorial" and "unbecoming". Though the cold war between Bhatia and Jyoti has been on for quite sometime, but with the former deciding not to attend the Finance and Contracts Committee (F&CC) meeting of the Municipal Corporation (MC) called by the Mayor twice in the recent past, the differences between the duo have taken the worst turn leaving the Akali-BJP alliance in the municipal House in an embarrassing situation.

In a virtual outburst against the Mayor during an interview with The Tribune, Bhatia, who is four-time municipal councillor, said Jyoti was not only treating him shabbily, but also Deputy Mayor Arvinder Oberoi . Accusing the Mayor of not taking him into confidence on any issue related to the civic body, Bhatia said, "I am not being consulted before holding any official meeting. Neither I get any invite for the foundation stone-laying ceremonies these days, nor any information for any of the site visits by the Mayor. At times, I get to know about the date of the official meetings from the newspapers. I am nowhere in decision-making exercise, whether it is regarding the preparation of the detailed project report (DPR) of development projects or the utilisation of the funds, etc. I want to ask the Mayor why he does not trust him. Am I Pakistan's spy?"

Though Bhatia stated that there neither was a clash of ego between the duo, nor any personal problem, but maintained that the Mayor had been "ignoring" him for quite a long time. "Though this kind of problem has been there ever since Jyoti took over as Mayor, but every time the immediate tension was eased following intervention of senior leaders of both parties", said Bhatia. Raking up the crucial issue of corruption in the MC, Bhatia said, "Though the Mayor is honest, but the big question is that why he is not taking the corrupt to task. There is rampant corruption in the different branches of the civic body, particularly the Building Branch. It was me, who took up this matter during the House meeting one and half months back, but so far the Mayor has not taken any action in this regard. Jyoti has not bothered to even discuss the matter with me or even set up a fact-finding committee on the issue."

Asserting that proper coordination between the Mayor, Senior Deputy Mayor and Deputy Mayor is essential catalyst for the development of the city, Bhatia said, "I had worked as Senior Deputy Mayor in the last MC House as well and there was never a problem with the then Mayor Rakesh Rathour. I fail to understand about such an uncooperative attitude of Jyoti." Bhatia said he had already apprised his party leadership of the matter. "I am in constant touch with my party leaders, including Jalandhar Cantonment MLA Pargat Singh and SAD district president Gurcharan Singh Channi," he said, while adding that he had no demands, but only wanted due recognition and respect from the Mayor. "This kind of distrust sends a wrong message among the masses," he said.

Congress seeks Mayor’s resignation

Taking a serious note of Mayor Sunil Jyoti’s failure in holding important meeting of the Finance and Contract Committee (F&CC) of the Municipal Corporation (MC), the Congress has sought his resignation. The PPCC secretary, Virendra Sharma, and DCC (Urban) president Arun Walia said, “If Sunil Jyoti does not resign at his own by Wednesday, the Congress will hold a protest outside the MC building demanding his resignation.” — TNS

Major tragedy averted as projection of school classroom falls

As a result, a major tragedy was averted as the projection of a classroom collapsed and fell down on Thursday.

As many as 993 girls are studying in seven rooms, which means more than 140 girls in a room. Moreover, notices of unsafe rooms have already been pasted on these locked classrooms. One of the classroom structure collapsed in February this year.

During a round of the school several girls were found studying outside a classroom, while two classes of different subjects were being taught in one classroom. Even computer room was being used for academic study of two different sections.

Principal Nirmal Singh said he had written to the authorities concerned for urgent repair of the classrooms. When contacted, District Education Officer, Roop Lal, said the matter was under consideration at higher level. This government school was built in 1943 but no repairs had been carried out for the past many years.

Though the school management had submitted the details of the case to Chief Parliamentary Secretary, Som Parkash,during his visit to the school in May, he did not speak about the problem to the authorities concerned. Several prominent citizens, including representatives of different political and social organisations have knocked at the doors of the Chief Minister, Principal Secretary, Education, and other authorities concerned but nothing has been done so far to repair the dilapidated school building.

New sub-registrar’s office, patwarkhana to be inaugurated tomorrow

A newly-constructed building housing the office of sub-registrar and patwarkhana completed since the past over six months is set to be finally inaugurated by Revenue Minister, Bikram Singh Majithia, at the District Administrative Complex on Monday.

The Deputy Commissioner,Shruti Singh, today took a round of the building to check various finishings done ahead of the minister’s visit. She was accompanied by SDMs Iqbal Singh Sandhu and Paramjit Singh.

Majithia is also likely to visit the new sub-tehsil offices at Bhogpur and Adampur. Since Bibi Jagir Kaur’s son-in-law Yuvraj Bhupinder Singh is scheduled to officially take charge of the post of Zila Parishad on Monday, the minister is also scheduled to pay a visit to Kapurthala on that day.

MC plans to make inner stretches six-lane

If the claim of the Municipal Corporation (MC) authorities gets a practical shape, the stretch of road from BMC Chowk to Patel Chowk and Patel Chowk to Bidhipur will become six-lane within the next six months.

Senior Deputy Mayor, Kamaljit Singh Bhatia, accompanied by the MC Superintendent Engineer (SE) (B&R) Kulwinder Singh stated “The MC has planned to make the stretch six-lane for ensuring a smooth flow of traffic here.”

Bhatia and Kulwinder said, “Over 80 kilometres of city roads will also be re-carpeted by March.”

Senior Deputy Mayor said the work of re-carpeting of roads and making the stretch six-lane would be formally inaugurated by Deputy Chief Minister Sukhbir Badal on December 1 and the entire work would be completed by March.

Bhatia and Kulwinder said the work would be done at a cost of Rs 24 crore. To a query regarding availability of funds for these works, they said, “The municipal corporation will get Rs 10 crore for these works as a part of total Rs 60 crore HUDCO loan, whereas the remaining Rs 14 crore will be arranged by the MC from its own resources including collection of VAT.”

SE said the re-carpeting of the roads would be done as per the specifications set by the Indian Road Congress (IRC). Kulwinder said the footpaths would be curtailed from two to three feet to widen some of the roads with heavy flow of traffic.

The declaration of the proposed re-carpeting of over 80 km city roads was made by the Senior Deputy Mayor, Kamaljit Singh Bhatia.

As the three-month time given to the District Congress Committee to evacuate their 12 illegal shops from the premises of the Congress Bhawan by the Commissioner, Municipal Corporation, on the orders of the Punjab and Haryana High Court is set to lapse on September 10, most of them are yet to move out.

On June 10, Commissioner, MC, Vinay Bublani had passed orders pointing various violations regarding construction in house line, raising of shops in side and rear, illegal opening made in the plot towards PUDA market at backside of the plot and excess coverage at the backside.

The BJP leader and RTI activist Manit Malhotra had filed a CWP 16242 of 2012, on which the court had passed an order on August 23, 2012 and again on February 8, 2013 directing the MC Commissioner to decide the matter.

The 12.36 acre plot number 73 in Rajinder Nagar scheme in question, was reportedly allotted to the District Congress Committee for Rs 16,915. 94 for the construction of office. The JIT officials had deposed before the Commissioner that the DCC had deposited the sale money of plot but not audited with no sale deed executed in favour of the Senior vice-president DCC (Urban) and no record available regarding handing over of the possession of plot.

Bublani had found that the proposed plan was submitted by the DCC on October 5, 1982 to MCJ and sent to JIT on November 3, 1982 for issuing NOC which is still pending with the latter. Twenty days later, the JIT had issued a letter to president, DCC, to sign and execute the sale agreement, after which there is no record of correspondence.

Bublani got site measurement done on May 21, 2013, wherein it was found that 10 out of 12 shops had been constructed in houseline on the North-West side of plot and two shops on the backside of the plot opening towards PUDA market on North- East side.

He has mentioned in his order, “As per the site plan, there is houseline of 18 feet on the front side and 15 feet running alongside the north-west side of the plot along road. There also is no opening permissible towards backside of the plot ie north- east. Shops in houseline as well as opening towards PUDA land are in total violation of the scheme plan as well as schedule of clauses of the scheme and same is non-compoundable. There also is an unauthorised change in use of land”. The MC had even issued a show-cause notice on May 25 to DCC under Section 269 (1) of Punjab Municipal Corporation Act 1976.

Commissioner Vinay Bublani said his orders had mentioned minimum time of eviction as three months not exceeding four months which meant that the MTP could act only after another month.

BSF Chowk may soon get traffic lights

While the city has already 20 traffic lights installed at various chowks , one more chowk may soon get traffic lights.

The sub-committee on traffic lights of the Municipal Corporation (MC) has passed a proposal to install traffic lights at BSF Chowk for the smooth flow of traffic there.

The three-member MC sub-committee headed by the Senior Deputy Mayor, Kamaljit Singh Bhatia,has decided to present the proposal of setting up traffic lights at BSF chowk in next meeting of the MC house, the date regarding which is yet to be finalised.

While another member of the sub-committee BJP councillor Ravi Mohindru was not present at the meeting, whereas Deputy Mayor Arvinder Kaur Oberoi’s husband and former councillor Kuldip Oberio attended the meeting.

Besides MC Superintendent Engineer (SE) (B&R) Kulwinder Singh, SE (O&M) Lakhwinder Singh and traffic police inspector Sukhdeep Singh attended the meeting.

After the meeting, Bhatia said the sub-committee also decided to present a proposal in the MC meeting for inviting tenders for Rs 1.82 crore work of upgradation of already installed 20 traffic lights for the next eight years.

The contract with Chandigarh-based RR Electronics Limited has already expired on August 31 this year. So new contract for upgradation, synchronisation and maintenance of traffic lights will be executed by the MCJ for the next eight years on bulit operate and transfer (BOT) basis.

The synchronisation of traffic lights from Guru Nanak Mission Chowk to Kapurthala Chowk will also be done by the new company, he added.

Bhatia said the new company would also be asked to install inverters for uninterrupted traffic lights in case of power cut or emergency.

Apeejay college organises business quiz for students 

MAC Forum, a student association of the Department of Commerce and Management of Apeejay College of Fine Arts, Jalandhar, organised a business quiz and Power Point Presentation Competition. MAC Forum works for the overall personality development of the students and provide them a platform to explore their interests and talent. In Power Point Presentation Competition, 15 students participated covering broader topics such as sterling Dollar v/s tumbling Rupee, political parties and religious gurus, social networking sites-boon or bane, fashion and youth etc. It was followed by a business quiz in which four teams participated and questions relating to Indian economy, current affairs, basic accountancy, market and banks etc were asked. Principal, Sucharita appreciated the efforts of all.

Teacher’s Day programme

A programme was organised on the Teacher’s Day by students of Mehr Chand Polytechnic College. They welcomed Principal S Jagroop Singh, HOD of ECE (E) JS Ghera, and HODs of other departments. Students and teachers remembered Dr Sarvpalli Radhakrishnan on this occasion.

Inter-school district champions

KMV Collegiate School’s Kho-Kho team has done the school proud by emerging winners in the inter-school district level tournament. Eight players from the winning team have been selected for schools state championship. Among those selected are Amandeep, Poonam, Manpreet, Maninder, Sandeep, Jasvir, Harpreet and Rajwinder. Acting vice principal, Mrs Daljit Kaur congratulated the winners and Head, Department of Physical Education, Mrs Ashoo Bajaj.

ASI suspended for ‘not handling’ issue properly

Following the lodging of a complaint by a minor girl of being ill-treated by a woman BJP leader of Ludhiana, the Jalandhar Commissioner today on the alleged intervention of party leaders suspended an ASI on the charges of not handling the issue properly.

A 12-year-old girl had come to Jalandhar late last night and met a Congress councillor, who facilitated her in getting a DDR lodged against the BJP State Mahila Morcha leader for ill-treating her as maid for the past two months. ASI Malkiat Singh has been suspended after BJP leader and chairman of the Punjab Protection of Child Right Commission Swaran Salaria interfered in the matter this morning.

Salaria has claimed that there had been a violation of the Juvenile Justice (Care and Protection of Children) Act as the girl was interrogated past 11 pm and that too by policemen in uniform, which could have detrimental psychological effect on her. Asked if he was siding his party leader on the issue, he said, “I believe that it is simply a violation. I am not concerned as to who the complainant is. It is not even me, but my secretary Sameer Kumar who is acting on the issue.”

The ADCP, Headquarters, Navjot Mahal, too, tried a cover-up, “Even before there was any interference by the Child Rights Commission, we had already ordered suspension of ASI Malkiat Singh of the Division Number 5 police station. He went to the house of Congress councillor Sushil Rinku and got the DDR entered without informing the sensitive matter to his seniors and taking suitable directions on the issue.”

Mahal said the girl was produced in the court today and she recorded her statement. On the orders of the court, she had been sent to Nari Niketan here. The ADCP said the girl stayed whole night at the residence of Congress leader and the ASI should have sent her to Nari Niketan in the night itself while taking her statement in plain clothes this morning.

On the instructions of the Judicial Magistrate, Phagwara, Mohit Bansal, while taking preventive action the City Police, Phagwara, arrested a suspended woman employee of the local courts, Suman Rani, under Sections 107 and 151of the CRPC on the charge of creating disturbances in the judicial complex on Thursday evening.

This was confirmed by SHO City, Ravinder Singh, while talking to the newsmen here today.

He said the accused was suspended a few days back in a case of alleged irregularities and was creating uproar in the complex.

Later, she was produced before the court of Sub- Divisional Magistrate, Phagwara, PP Singh, who sent her to judicial custody in Kapurthala.

2 thieves held with 90-kg copper wire

The Division Number 7 police has arrested two thieves and recovered 90 kg of copper wire and intoxicant powder from them. The thieves were arrested near BSF Chowk during a naka laid there, said in charge of the bus stand police post Paramjit Singh. “We stopped an auto-rickshaw coming from the Ludhiana side and recovered the wires. During interrogation, the two thieves, Harjit Singh of Bhargo Camp and Butli Sani of Bihar, confessed to stealing the wires from Jindal Factory in Ludhiana”.

Foetus found

The Division Number 1 police found a six-month-old foetus of a female child at Shital Nagar. The foetus was dumped wrapped in a newspaper alongside the DAV canal. The SHO, Balbir Singh, said the foetus was perhaps thrown into the canal, but it fell outside. "We have registered a case and are trying to get clues," he said. — TNS
