50 new cholera patients at Garha
Jalandhar, September 9 Despite a number of patients being discharged, the average at the Civil Hospital continues to be 30. Doctors at the Civil Hospital said while the OPD cholera patients had decreased, there was a substantial rise in patients suffering from viral fever (in some accompanied with dysentery). Patients of both diarrhoea and viral fever are pouring in from newer areas. There are a substantial number of patients from Basti Bawa Khel, Basti Peerdaad, Basti Shiekh, Sant Nagar, Swaraj Nagar, Bhargo Camp and Gandhi Camp being reported at the Civil Hospital. Patients from other areas like Ram Nagar, Hargbind Nagar, Avtar Nagar and Chugitti are also being reported. So far, all the 18 water samples (out of these five were sent to be tested from the Civil Hospital with H2S kits, rest for bacteriological tests for the water lab at Chandigarh) taken from Garha, have failed. The water at Garha is officially non potable. District Epidemiologist Dr Satish Sood said, "While the water is clearly unfit for drinking, we are waiting for the MC teams to finish their work in the entire area. After all, the connections have been cut. The MC and health teams will be carrying out re-sampling." Dr Sood said the nature of the bacteria in the failed-samples was not yet known. Speaking about the massive reportage of patients from other areas, Dr Sood said, "We shall be analysing the patient inflow and files at the Civil Hospital after which camps shall also be carried out in other areas with potential threats." Congress leader Mohinder Singh Kaypee also visited the Garha area today. |
DGSE sets Oct 10 as deadline for DEO
Jalandhar, September 9 While the report sought by the DGSE also seeks a report of measures taken to ensure alternative options for the students who have been left out-of-school due to the closure of these schools, the education department has been caught snoozing. While 41 schools were issued closure notices as early as April, the total number of schools issued closure notices is now 49 and out of these, 18 have already stopped functioning. But so far, none of the students of these schools have been moved to other schools. The instructions ask the DEO elementary to ensure that all the defaulting schools be closed and also that children hence left without a school - due to their closure - be admitted to neighbouring schools. All the 49 schools haven’t even been able to submit self-declaration forms (or form 1) to the education department despite reminders. While their closure is the first phase of the education department actions to ensure the RTE implementation (and PSEB affiliation) in private schools, there are yet other schools, which fall short of the RTE guidelines. Department officials say a list of other defaulting schools is also being prepared by the department. In the past five months, the education department has not been able to ensure that students rendered out-of-school be admitted to neighbouring schools. The snoozing education department says it does not even have the total number of children. While the schools were earlier given March 31 deadline for the implementation of the RTE Act, the deadline was later extended to October 31. The report thus sent by the DEO by October 10 will include the final list of all schools which will be closed this year. While there are a total of 887 private schools which had applied for affiliation in the district, out of these, the Punjab School Education Board had granted affiliation to 833 on a temporary basis. |
Protest against vulgar music in buses
Jalandhar, September 9 YC activists, led by its Jalandhar Lok Sabha president Kaku Ahluwalia, staged a dharna at the Punjab Roadways GM office near the ISBT against the playing of vulgar music. They also protested against improper entertainment of pass-holder students, including girls, in buses. Kaku said, “The vulgar music being played in various buses also causes eve teasing. It should be banned immediately.” YC Jalandhar president said, “If the officials concerned fail to impose strict ban on vulgar music and if the pass-holder students are not entertained properly in buses, they will be left with no option but to launch a strong agitation in this regard.” |
Kaypee calls vigilance panel meet in quick succession
Jalandhar, September 9 Kaypee today, in an apparent support of the residents of illegal colonies, said several slum colonies in the city and even those where in land had been allotted by the Government of India had been wrongly declared illegal. He said this while addressing a Vigilance Monitoring Scheme meeting called by Divisional Commissioner R Venkatratnam for the MPs hailing from six districts here. Speaking on the occasion, Kaypee said, “I belong to Dhina village. A part of my village was covered under a Centre’s welfare scheme wherein landless people had been allotted plots in 1975. The colony came to be known as Indira Colony. How is it that a site where land had been allotted by GoI becomes illegal?” When none of the officials could reply, Kaypee said, “How would they know, there is a complete new generation of officers now?” The Divisional Commissioner then asked ADC Harminder Singh to look into the matter by checking any records available. Similarly, he raised the issue about some slum colonies being termed as illegal. He went ahead and said that some villages, including Mithapur, Khurla Kingra and Garha, which came in the ambit of Municipal Corporation too have been declared illegal, unmindful of the fact that property dealers had minted several crores of rupees by carving out colonies here and paying nothing to the government. He asked, “How is it that when the government has spent crores of rupees in these colonies by ways of MP and MLA grants and made all provisions that these areas are still illegal?” Kaypee was the only MP present in person, the remaining including Navjot Sidhu, Avinash Rai Khanna, Santosh Chaudhary, Naresh Gujral and Ambika Soni were presented through their nominees. While earlier, MPLAD funds were being used for development in illegal colonies, such diversion of funds has been stopped in the district. This happened after an RTI application was filed and the Deputy Commissioner's office referred the matter to the Government of India, seeking guidance on whether MPLAD funds should be diverted to illegal colonies. Demand to lodge FIR in alleged child labour case
Jalandhar, September 9 Congress councillor Sushil Rinku said it was strange that while a 12-year-old girl came down to Jalandhar to get a complaint lodged against State Mahila BJP Morcha president Renu Thapar three days ago, the police was unnecessarily delaying any action. "The police is not taking cognisance of the complaint owing to political pressure. They have only been diluting the issue by taking action on secondary matters by suspending an ASI for interrogating her in uniform that, too, on BJP leader Swaran Salaria's intervention while not having even touched the primary complaint levelled by her," he said. Rinku said he had shot off memoranda to DGP Punjab Sumedh Saini, Deputy Chief Minister Sukhbir Badal, Bihar Chief Minister Nitish Kumar and National Commission for Protection of Child Rights, seeking justice for the poor girl. The girl's father, Jai Kant Singh, who resides at Basti Sheikh here, said there was an attempt to kidnap him from near Model House today. "I was near Mata Rani Temple there and coming out of a toilet when a few persons used force to bundle me into a car. But I resisted and somehow managed to escape," he said during an interaction with media. Singh and his wife Poonam who had been earlier saying that his daughter was only getting educated by the BJP leader today reversed his stand as he came along with Congress leaders and said she had taken tuition through her for barely a month and was more of working as a domestic help. Asked how he came in contact with her, he said, "My elder daughter, who is now in Bihar, was working at the house of BJP leader's father in Jalandhar. It was he who recommended three years ago that I should send my younger daughter to Ludhiana." Girl shifted to Gandhi Vanita Ashram
The girl, who was shifted to Nari Niketan on the orders of a magistrate on September 7, was moved to Gandhi Vanita Ashram on Monday. Prior to being taken to the ashram, she was taken to State Protective Home, from where she was sent back, as it houses girls above 18 years. Vice-president of Punjab Mahila Congress Morcha Nimisha Mehta met her at the ashram on Monday. "The girl seemed comfortable there and shared that she was even doing light cooking in the house of BJP leader," she said after meeting her. Sushil Rinku said his wife Sunita Rinku, with whom she had stayed overnight on September 6, was not allowed to meet the girl at Nari Niketan on Sunday. 'Allegations baseless' BJP leader Renu Thapar said all allegations of child labour levelled against her were baseless. She declined commenting further and added, "I plan to hold a press conference on Tuesday to tell my side of the story." Police version ACP (West) Ravinder Pal Singh Sandhu said the complaint had been forwarded to Ludhiana and now it was up to the policemen there to take suitable action. Apart from Sunil Jyoti, Bhatia and Rakesh Rathour, Chief Parliamentary Secretary for Cooperation and Jalandhar north MLA Krishan Dev Bhandari, Jalandhar Cantonment MLA, Pargat Singh, BJP city president Subash Sood and Akali Dal city chief Gurcharan Singh Channi were present at the meeting. Expressing satisfaction over the outcome of the meeting, Bhatia said,”Former Mayor, Rakesh Rathour, shared his experience of giving equal importance to the Senior Deputy Mayor during his tenure and said the same should continue for better coordination.” To a query, Bhatia said, “I have raised the issues based on principles as I was not consulted for holding a meeting, regarding agenda in the meeting, tender list and decision regarding making payments. These issues have been resolved now and that is why our differences have ended.? To a question regarding commission system prevalent in the MC, Bhatia said, “Corruption will not be tolerated in the corporation at any cost.” Further to a query, he said the fresh date for holding the meeting of Finance And Contract Committee (F&CC) has not yet been finalised. It is likely to be finalised on Tuesday. He said,”Developmental works in the entire city will now be done on war footing.” |
Case registered against TV channel
Phagwara, September 9 This was confirmed by SSP, Kapurthala, Inderbir Singh, this evening. Earlier, on a call given by the Bahujan Samaj Party, a partial bandh was observed in Phagwara, Goraya and Phillaur in protest against the telecast of a debate related to the arrest of Bapu Asa Ram, having alleged derogatory remarks about a religion which hurt the religious sentiments of Dalits. Vehicular traffic was also disrupted in Goraya and Phillaur. |
Five cases of jaundice reported in city
Phagwara, September 9 The Bahujan Samaj Party State General Secretary, Jarnail Nangal, after visiting the locality expressed his anger against lack of drinking water, and sewerage facilities in the area.Though medical teams are constantly monitoring the situation, neither Phagwara MLA nor any other officer of the Civil Administration including SDM, Phagwara,Aand the Corporation Commissioner has visited the affected areas. Five jaundice patients are being treated the SMO said. SMO said a medical team comprising of Medical Officer and pharmacist had been deputed at Mansa Devi Nagar who will remain in the area from 9 am to 2 pm. |
Bloood donors honoured
Phagwara, September 9 The guests along with the club president, Vitin Puri and secretary, Anurag Mankhand, honoured more than 200 blood donors and inspired the youth to make blood donation a routine after every three months to save the precious lives. The Chief Parliamentary Secretary announced a financial assistance of Rs one lakh to the club from his discretionary funds. |
Use treated water for irrigation, fish farming: Kalia
Jalandhar, September 9 Kalia accompanied by MLAs Sham Sunder Aggarwal (Hoshiarpur), Rajneesh Kumar (Mukerian) and Surendra Dawar (Ludhiana) visited 100 MLD Sewerage Treatment Plant (STP) and 25 MLD Sequentional Batch Reactor (SBR) set up at Pholriwal to get first-hand experience of their working. PPCB member secretary, Babu Ram, its SE, SP Garg, Sewerage Board X-en Resham Lal and its SE, KP Goel were also present on the occasion. The committee was formed following a member of legislative assembly raised a question regarding the working of Sewerage Treatment Plants (STPs) and Air Pollution Control Devices (APCDs) installed in various parts of the state. Talking to The Tribune, the committee chairman Manoranjan Kalia expressed satisfaction over working of the two STPs as both the Biological Oxygen Level (BOD) level in the treated water was found to be under permissible limit. While the BOD level in the water treated through100 MLD was 30, whereas the same in 25 MLD SBR equipped with latest technology was just 10. Kalia said, “When the committee asked, we were told that the entire treated water is discharged into the Sutlej river.” At this, the committee advised PPCB to start using this treated water for different purposes. “We have recommended PPCB to use this treated water for irrigation in nearby fields and for fish farming by making a pond near the STPs.” he added. He said, “Treated water containing 30 BOD carry methane gas which is used for cooking. We also advised PPCB to lay a pipe line to nearby colonies to use this methane gas for cooking on trial basis.” The committee chairman said, “The PPCC member secretary told us that its team usually visits after every three months to see working of STPs and APCDs. At this, we recommend to give directions to all concerned parties to install separate power meters for STPs APCDs, the reading of which will also indicate whether they were kept in working condition or not.” Stating that the committee will soon visit some other cities including Ludhiana to inspect working of STPs and APCDs, Kalia said, “I called environment and sciences secretary Seema Jain and PPCB member secretary Babu Ram soon after constitution of the committee to know steps taken for curtailing air and water pollution in the state.” |
‘Abducted’ minor girl returns home
Phagwara, September 9 She denied the charges of abduction. When the police took her to the Civil Hospital for the medical examination, she refused to co-operate, saying she left the house according to her own wish and came back now. After repeated arguments with the doctors and the police she was handed over to her parents.Girl’s father Harjinder Singh from Shahkot, a resident of Adarsh Nagar had loged a complaint with the Satnampura Police on August 25 alleging that his daughter, who was studying in class IX in Swami Sant Dass Public School was being harassed and eve-teased by Akshya for a long time. He said his daughter went for tuition on that day, but did not come back home. The police then registered a case under Sections 363 and 366A of the IPC and started investigation against the accused, who is still absconding. |

Man booked for firing at wife, son
Amritsar, September 9 Surinder Singh, investigating officer, said the police received a tip-off that Satnam Singh had tried to kill his wife and son following a tiff. He allegedly fired at them. One of the bullet hit his son Robin Singh (22), whose condition is serious. His wife also suffered a bullet injury in her leg. The investigating officer said preliminary investigations had found that Satnam Singh did not possess any licence for the weapon used in the crime. He said Satnam Singh was on the run and raids were being conducted to nab him. |

Pvt schools flout norms in appointing counsellors for special children
Jalandhar, September 9 While some schools do not have an RCI certified trainer on its roll, many others are devoid of even a special education department which is a mandatory requirement in the CBSE affiliated schools. While the Cambridge School having three different branches in the district boasts of providing quality and meaningful education to its 31 children with special needs, the head of the department is not an RCI certified trainer. "I have two degrees in the field of special education from UK. But then, RCI doesn't recognise my degrees," confirmed Deepika Birdi, Special Education Needs Coordinator, at the Cambridge School. Mayor World, another prestigious school in the city has 25 special children which are also being looked after by a non certified special educator. The most shocking act was caught at Delhi Public School which is granting exam relaxation to its special children on the basis of a report filed by a non registered counsellor for the past three years. Also, they are referring the students with special needs to the same counsellor who takes private tuitions after getting paid by the parents. "On finding any such case, we refer the child to the special educator on our panel. On the basis of the report sent by her, we give some relaxation to these students in our in-house exams, said Vandana Sondhi, counsellor, DPS. However, she claimed ignorance about the fact that the special counsellor is not an RCI-certified trainer. "I am not computer savvy. The process of online RCI registration is very tedious. I tried many times, but couldn't complete the formalities. Moreover, due to busy schedule, I couldn't go to Delhi for registration. I do sign the assessment report of a special child but then the DPS doesn't provide any relaxation to the child on the basis of my report, said Pallavi Khanna, Special Counsellor, DPS. Besides teaching them, these schools also refer most of their children to private clinics in Delhi for the assessment report,which is required to give some concession in the CBSE board exams. "I tell parents that they can get a report from the PGI or Amritsar Mental Hospital as the Civil Hospital here doesn't have a psychologist, but our high profile parents prefer to go to private clinics," said Pooja Arora, Special Educator, Mayor World. Parents are paying hefty amounts to get the report from these private clinics referred by the schools which otherwise could have been provided free of cost by the in-house RCI certified special trainer. "This is a very serious matter. It is like getting treatment from an assistant without an MBBS degree. It could prove dangerous to the already challenged child. It is a clear violation of the RCI Act 1992 which states that no one is allowed to practise in the field of special education without RCI registration. Those who are flouting these norms are entitled to an imprisonment of up to six months and a fine of up to Rs10,000, " said Dr Subodh Kumar, Director (Academics), RCI. He also added that a person has to choose a field out of the 17 different fields and can only practise in that area after getting a Licence from RCI. According to the RCI Act, 1992, nobody can practice in the field of special education without an RCI certification. The CBSE has also directed its affiliated schools to have a special educator in the absence of which they could even revoke the affiliation also. Many schools like MGN and Apeejay don't even have a special education department at all. With the ongoing money game playing between various schools and non-certified councillors and the lack of awareness and unity among the parents of the special children, the future of these IC children is slowly engulfing into dark. Now, it is up to the administration to look into this serious matter and to secure the special children who are being used as 'baits' by some corrupt players in the education field. What the schools say Jatinder Singh, Principal, MGN: We first want the society to think about themselves. We can hire a special educator but special children do not come to us for admission. Kiran Joth, Headmistress, Cambridge School: It is very difficult to find an RCI certified trainer in the city. Vandana, Counsellor, DPS: This is actually shocking. I was not aware of this. Now, I will immediately check the RTI accreditation of our counsellor. JS Hundal, Principal, Mayor World : We have a special educator, but there are no special children in our school. She is there just to help the slow learners. |
