New Delhi, November 8
A seven-year-old girl has been allegedly molested by a lab assistant at a school in Rohini, outer Delhi, said a police officer today. The accused identified as Harender (40) has been arrested.

The victim is a Class III student of Saint Giri Senior Secondary School in Rohini Sector 3. According to the police, she was not going to her school for the past few weeks and was making excuses.

"She narrated her ordeal to her mother on Wednesday morning," said a senior police officer. The girl said that she was forcefully kept in the lab of the school and also revealed the identity of the accused to her parents.

The girl's parents went to the school to report the incident and approached the Rohini South police station. The accused, Harender, was immediately suspended by the school authorities.

Based on the girl's statement, the police went to the school and arrested the lab assistant. "He was produced before a court and sent to 14-day judicial custody," said the officer.

Harender had allegedly molested the girl at least four times in the past few months, said the officer. "We are also trying to investigate if the accused had molested other students," another senior police officer said, adding that the girl has been given counselling by an NGO in the presence of her mother.

The police are also examining the CCTV footage of the school to gather evidence.

Harender has been booked under relevant sections of the Indian Penal Code and the Protection of Children from Sexual Offences Act.

DDA approves policy of buying private land through negotiations
Tribune News Service

New Delhi, November 8
In view of many infrastructure and housing related projects have been "held up" as the Delhi Development Authority (DDA) was not able to acquire land, the authority has approved the policy of purchase of private land through negotiations.

"It was approved as the New Land Acquisition Act under which the buying has become 'cumbersome and time consuming'," said a senior officer of the authority.

The policy for purchase of private land has been formulated on the pattern of the Delhi Metro Rail Corporation (DMRC), it said.

The authority took the decision to approve the policy also keeping in view that land acquisition under the New Land Acquisition Act has become cumbersome and time consuming, the statement said.

There will be two-tiered committees for negotiation at the DDA, which shall be set up precisely for this purpose. It shall consist of senior DDA officials, including its vice-chairman.

In the authority meeting chaired by Lt Governor Najeeb Jung, a policy for "chulha tax" payers was also approved.

As per the policy, five villages namely Majhi Rajpur, Todapur, Dasdhara, Jhilmil Tahirpur and Aragpur Bagmochi can be considered for grant of freehold rights in principle.

Nearly 5,000 families are residing in these villages. They were paying chulha tax since pre-independence days.

The charges to be levied to these chulha tax payers for regularisation was also discussed and it was felt that since these occupants are occupying the land for very long period and thus the rates charged from them should not be in any way more than the rates approved for the unauthorised colonies occupants, it said.

Two AAP MLAs refuse to contest Delhi elections
Tribune News Service

New Delhi, November 8
Two former Aam Aadmi Party MLAs have expressed unwillingness to contest forthcoming Delhi Assembly elections, alleging "lack of internal democracy" in the party.

"I have conveyed to the party that I am not interested in fighting the polls. I have taken this decision due to lack of internal democracy in the party," said former MLA from Timarpur Harish Khanna. He also alleged that the party would take decisions without listening to its MLAs.

"Whenever party called a meeting to discuss any issue, they did not listen to the elected members. I had some differences with some persons inside the party and was not happy with the way party was doing work. I had on July 6 also informed Kejriwal about my stand and on November 6, I have just reiterated that I would not contest forthcoming assembly elections," Khanna said.

However, the AAP maintained that a final decision on whether the two would again contest or not has not been taken as yet. Khanna and another AAP MLA from Rohini Rajesh Garg do not want to contest the upcoming elections in Delhi.

However, Khanna said he would work for the party and will fight for internal democracy in the AAP as the party should also listen to voices of elected members.

Reacting to decisions of two former MLAs, an AAP senior leader said, "We have got to know about their stand. The party will also seek report on the matter from district office-bearers and final decision will then be taken." The AAP had made a stunning debut in the assembly elections in December last year winning 28 seats in a 70-member house.
