New Delhi, November 1 The Congress has warned that if action is not taken against those responsible for it, the party will start an agitation. The Congress said that BJP MP Mahesh Girri, in violation of the election model code of conduct, today laid the foundation stone of two schools, one at Madanpur Khader's Phase II and the other at Phase III in the Okhla Assembly constituency. DPCC president Arvinder Singh alleged that the BJP was misusing power to break all the rules and regulations to derive political mileage. Congress MLA from Okhla Asif Mohammed Khan had held a dharna on this issue, alleging that the Raj Niwas was functioning under pressure of the BJP. Arvinder said the Raj Niwas was not exercising its constitutional authority on the issue of government formation in Delhi. The BJP was trying hard to delay the elections.
