Situation in Trilokpuri ‘under control’
Condemning the riots, the CPI and AAP appeal to people to fight against those disturbing social harmony
Tribune News Service

New Delhi, October 26
Situation in the riot-hit area of Trilokpuri in East Delhi is peaceful though Section 144 CrPC is still imposed to prevent assembly of more than five people so that no fresh incident of rioting takes place.

Joint Commissioner of Police Sanjay Beniwal said situation in the Trilokpuri area is under control. No fresh incidents of rioting and stone-pelting have taken place today. The police have met the elders of both the communities to convince them in order to check rioting that had happened on Friday night.

He said that there was no curfew-like situation in the area. Just Section 144 CrPC was imposed to prohibit people's gathering and it would continue tomorrow also.

The rioting had taken place on Friday night after a petty fight at a religious gathering on Diwali, leading to clashes between two communities. Both the groups hurled bricks, acid bulbs and bottles at each other and set shops and vehicles on fire. Some of the rioters also carried swords. Stone pelting and violence was reported from several blocks though blocks 15, 23, 27 and 32 were worst hit.

Meanwhile, the Communist Party of India (CPI) and the AAP condemned the riots in Trilokpuri, demanding stern action against those responsible besides holding an inquiry. It is allegedly a conspiracy in view of the elections in Delhi, the parties said.

Both the parties appealed to the people of Trilokpuri, Kalyanpuri and Khichripur to maintain calm and fight against those who are trying to disturb the social harmony.

Saying that violence in Trilokpuri is an unpardonable act, the AAP had sought a report from its MLAs - Raju Dhingan and Manoj Kumar, representing Trilokpuri and Kondli assembly constituencies-on the reasons behind the communal flare-up.

Delay in contract approval may hit CP cleanliness
Tribune News Service

New Delhi, October 26
Cleanliness work in Connaught Place is likely to be affected due to delay in awarding a contract to a private company for ensuring the maintenance of market places and parks.

A private entity - M/S J. C. Decaux -- was chosen to maintain cleanliness in Connaught Place, but the final award of the contract to the firm was yet to be given as New Delhi MP Meenakshi Lekhi, who was member of the New Delhi Municipal Council (NDMC), had raised certain objections about its terms and conditions, sources said.

The sources said a discussion on awarding the contract had taken place at a council meeting on September 19 where Lekhi demanded a copy of the past contract entered into with M/S J. C. Decaux to be provided all the members of the council.

NDMC Chairperson Jalaj Shrivastava had written to the members of the council that the award of the contract was approved after due discussions and presentation and all possible queries raised by the members were answered in the council meeting.

"This was a unanimous decision. However, in case differences emerge on any issue, the dissent note is required from the member concerned which we have not received till date," said Shrivastava.

He said that the next council meeting was proposed to be held on October 21, but the minutes of the council meeting held on September 19 were received from Lekhi on October 17.

"However, it was found that there are some differences on the decision taken on the agenda item 07(A-15) regarding designing, installation and maintenance of street furniture, cleaning and maintenance of public plaza, parking area, planters, subways and toilets in Connaught Place on DBOT basis," he said in the letter.

Lekhi herself had chaired the meeting of the council held on September 19, sources said. Lekhi said, "I had signed the minutes except one decision as the council was not satisfied with its fairness and the same was wrongly recorded."

DDA to webcast housing scheme draw on YouTube
Tribune News Service

New Delhi, October 26
The DDA has decided to webcast Housing Scheme 2014 draw live on YouTube. The draw will be made next month.

Director (System) V.S. Tomar said the DDA always believes in transparency. But live draw on YouTube would prove more satisfactory to the applicants. The webcast would be available for an "unlimited" number of online users through a YouTube channel.

This is being done for the first time in the history of the DDA, he said.

Narrating the schedule of draw, Tomar said a meeting was held with various vendors a few days ago, and the DDA vice-chairman has approved the proposal to webcast the draw through live streaming.

The tentative date for draw of the lots for the new scheme, which offers over 25,000 flats across various categories, ranging from Rs 7 lakh to Rs 1.2 crore, is November 5. The scheme closed on October 15 and has received over 8.5 lakh applications.

He said the proposal for online draw submitted by Delhi-based vendors was approved as the proposed budget for the project turned out to be "cost-effective". The proposal will have no cap on online users as the video would be streamed online through a YouTube channel.

The DDA has decided to dedicate a server to deal with the anticipated "rush of online traffic" on its official website.

As part of preparations ahead of the draw, the DDA has planned to set up a dedicated server around the last week of this month, and it will have load-balancing facilities, to avert chances of crashing the website.

Book community centre online soon!
Tribune News Service

New Delhi, October 26
An online system for booking its community centres and parks for marriage functions and other events has been developed by the Public Works Department (PWD). Its trial run has already started and it will soon be thrown open for the public.

"We have started the trial run of online booking system for community centres and open space or parks. With the launch of this project, Delhiites can book PWD parks and community centres for marriage functions and other events online and even make payment through the Internet. This project may be launched on December 1," said a senior official who is looking after this project.

He said that the department is trying to remove all the hurdles coming in the way of implementing it.

According to the PWD official, Delhi residents presently have to book community centres manually by visiting Delhi Secretariat, which often consumes a lot of time.

"After the launch of online booking system, people don't need to visit Delhi Secretariat. People can book event venue from their homes. They have to just visit online," he said.

At present, there are over 12 community centres and open area/parks of PWD, including Gulabi Bagh where three marriage venues are available, Karkadooma, Kalyanvas and Timarpur.

The official said this project will help bring transparency in the booking process. Last month, PWD had blacklisted three tent operators who made forged booking of PWD community centres and open space/parks.

According to official data, only 39 men from Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Tripura and Sikkim are serving Delhi Police. "Of these, 10 are Indian Police Service (IPS) officers while the rest are in the posts of constable, head constable or inspector," a police officer who did not wish to be named told IANS.

"Compared to the number of students and professionals from the northeastern states in Delhi, the number of police personnel is very few. Their number needs to be increased," John Neihlaia, an Indian Police Service (IPS) officer posted in Delhi Police, told IANS.

Neihlaia, who hails from Mizoram, added that various steps have been taken by Delhi Police to ensure the safety and security of northeasterners in the capital. Following increased incidents of racial attacks on people from the northeastern region, Delhi Police formed a special 24x7 helpline unit - 1093 - to register complaints.

At least 34 people from the community, including professionals and students, were appointed as helpline representatives and issued identity cards by Delhi Police to work with them.

According to the report by the North East Support Centre and Helpline (NESCH), more than 200,000 people from the northeastern states are living in the national capital, of whom around 50 percent are females. — IANS
