Cops, Rampal followers set for showdown
Hisar, November 8 Rampal is confined to his fortified Satlok Ashram in Barwala town, about 25 km from the district headquarters. A multi-tier high security ring has been thrown around the ashram by his followers. Sources said around one lakh followers are in the ashram to resist any attempt to take the godman into police custody. Well-disciplined followers in uniforms and armed with sticks have lined up both sides of the road leading to the ashram for nearly 2 km. Heavily-armed security personnel are deployed at strategic points to keep a round-the-clock vigil on activities outside the ashram. The administration too has called in heavy reinforcements of forces, with 25 companies of the Haryana Police and 10 of paramilitary forces stationed in the Police Lines here. A fleet of vehicles including ambulances, fire tenders and a crane are on standby. Forces carried out a mock drill to deal with any untoward situation. The police said 10 observers would lead the contingents of forces deployed to maintain law and order. The police have set up five checkposts around the town and will divert traffic on the Hisar-Chandigarh highway and Barwala-Hansi road to alternative routes as and when required. “The High Court orders will be implemented and the law and order situation will be maintained in the region. The forces will ensure peace and won’t allow road blockades or damage to public property,” a police spokesperson said. The district administration dispatched a team of doctors to examine Sant Rampal. Sources said the team, headed by principal medical officer Dayanand, went to the ashram and would submit its report to the district administration. Meanwhile, the administration continued back-channel talks to find an amicable way out of the deadlock arising out of the HC order. Discussions between the state’s top authorities and Rampal supporters continued. Deputy Commissioner ML Kaushik said the administration would ensure peaceful resolution of the issue, but did not give details of the progress of talks. The Punjab and Haryana High Court had on November 5 issued non-bailable warrants against Sant Rampal and his close aide Ram Kanwar Dhaka and directed the Haryana Police to arrest them and bring them to court on Monday. Chandigarh, November 8 DG (Prisons) YP Singal, widely believed to be the front runner for the DGP’s post on account of his family’s ‘proximity’ to the Chief Minister, was today posted as DG, State Vigilance Bureau. Its chief Parminder Rai will take over as DG (Prisons). Sources said today’s reshuffle has ended speculation about the new police chief, as the tenure of Vashisht, who retires next year, has been by and large non-controversial. Besides, the conduct of free and fair Lok Sabha and Assembly elections and prompt cracking of the recent Gohana bank heist strengthened his hold over the top post. A senior functionary of the Khattar government said ‘upright’ and ‘hardworking’ administrative and police officers would be rewarded. “Changes in the top echelons in the administration and the police would only be made in case of officers who openly identified with the previous Hooda regime... Upright officers don’t have to fear punishment postings,” he said. Among the senior-level officers shifted today were Mohinder Lal, DGP (OSD Rules), who will be DG, Human Rights and Litigation against a vacant post. Jind doctors keep off for 3rd day against police ‘inaction’
Jind, November 8 The Haryana Civil Medical Services Association (HCMSA) said Jind SP Anil Dhawan was present at the hospital, but allegedly failed to take action and left the doctors at the mob’s mercy. The violence took place after Darshan Lal, a shopkeeper, was shot dead late Wednesday evening while closing his shop. He was rushed to the Civil Hospital where he was declared brought dead. Alleging delay in treatment, his relatives allegedly attacked doctors, including the Civil Surgeon. Darshan Lal’s widow Neelam Aneja appealed to the agitating doctors and paramedical staff members to call off the protest. She, along with some local women, met the protesters in front of the Civil Surgeon’s office, but agitators refused to end the stir. Since Darshan Lal belonged to the Punjabi community and so does the Jind SP, some local non-Punjabis tried to lend a ‘Punjabi Vs non-Punjabi’ tinge to the logjam. The Jind SP outright denied the allegation that he was supporting the accused — Dr Krishan Middha, son of local INLD MLA Dr Harichand Middha, Raju Lakhina and Ashok Lakhina — as they were also Punjabis. The three have been booked and special police teams are conducting raids to arrest them. “I am an SP and responsible of law and order. I never think on caste lines and these Punjabi vs non-Punjabi rumours are being spread to give a communal colour to a simple incident of violence by an irate mob. Had I and my police force not been there during the attack, things would have taken a turn for the worse. We are conducting raids and the accused would be behind bars soon,” said Anil Dhawan, Jind SP. Meanwhile, the HCMSA will hold a state-level meeting here tomorrow to chart out the future course of action. “Dhawan did not take action despite being present when our doctors and the CS were beaten up. We will not lift our dharna and join duties without the suspension of the SP. We have called a state-level meeting here tomorrow and may take our agitation to the state level if the government fails to take immediate action,” said Dr Arun Kumar, district general sectary of the association. Birender set to be third Haryana minister at Centre
Chandigarh, November 8 In fact, his induction is seen as an attempt by the BJP to ‘mollify’ the influential Jat community in Haryana. The BJP wants to reach out to the Jats against the backdrop of the naming non-Jat Manohar Lal Khattar as the CM. Talking to The Tribune, Singh confirmed that he had been invited by PM Narendra Modi to take an oath tomorrow in Delhi. Though non-Jats and the urban voters played a major role in BJP’s historic win in Haryana paving the way for the first BJP government in the state, yet the party could ill-afford to antagonize the influential community, which constituted about one-fourth of the total population. The role of the Birender factor in the BJP’s win is yet to be established as only his wife Prem Lata won the elections out of at least six of his confidants who fought elections. However, Birender’s entry into the BJP proved to be a morale booster for the party in the run-up to the elections. The veteran Jat leader’s elevation as the Union minister seems to be a part of the deal about his ‘rehabilitation’ post-Assembly elections as he resigned from his Rajya Sabha seat he held as a Congressman. As of now, two RS seats are vacant from Haryana and Birender could be sent to the RS from Haryana. Moreover, his entry into the Modi cabinet would also go long way in checking the influence of former CMs Bhupinder Hooda and OP Chautala among the Jats in the state. Vij orders probe into poor facilities in Rai school
Sonepat, November 8 He also sought an explanation from the SDE and the JE of the PWD (B&R) Department over the lapses in maintaining the infrastructure in the school. He inspected the toilets, beds, sports grounds, gym and swimming pools, kitchen, dispensary etc and expressed his anguish over the poor maintenance of the facilities. He also checked the attendance registers of the staff. Talking to the media, he said that he was disappointed over the neglect of a prime institute of the state. The government will not tolerate such negligence and the strict action will be taken against the erring officials, he warned. Chandigarh: Health Minister Anil Vij has asked the Centre to open a regional centre for Yoga and Naturopathy at Panchkula for which 12 acres of land is available. He has also sought appointment of one AYUSH doctor at every Urban Health Centre under the National Health Mission. Speaking at the World Ayurveda Congress in New Delhi today, Vij said AYUSH doctors should be regularly trained so that they could keep themselves abreast with the latest research. This is vital as many programmes are being run by the Union Health Department like anaemia control, Rashtriya Bal Suraksha Yojana, Janani Suraksha Yojana and others, he said. |
Khattar pushes for growth, self-sufficiency
Karnal, November 8 The CM said, “I am greasing the state machinery for smooth functioning of the government. I have to formulate plans for five years to achieve overall development.” He referred Karnal to be his home and said he would ensure development of his home. A white paper on the work done by the previous government will be presented before the public in few days, so that they could judge the performance of the Hooda government, the CM said. “We are reviewing the financial status of the government and trying to make the state exchequer self sufficient,” Khattar said. On the issue of bringing state employees’ salary on a par with Punjab employees, the CM said they would take care of the rights of employees. The CM did not answer questions on the Vadra land deal.
