Khattar, Oppn parties bat for more House sittings
Chandigarh, Novermber 3 The ball was set rolling by Khattar, a first-timer himself, who expressed concern at just around 10 sittings per year from 2000 to 2010 as compared to 31 to 40 sittings in other states. Congratulating the newly elected Speaker Kanwar Pal Gujjar, the Chief Minister said as a large number of legislators were first-timers they should get adequate time to speak. Besides, the House had the maximum 13 women members which called for more sittings. Echoing similar sentiments, Abhay Chautala, Leader of the Opposition-designate, regretted that the repeated INLD pleas to extend the sittings of the House fell on deaf ears in the last about 10 years. Outcoming Chief Minister Bhupinder Singh Hooda, whose government was repeatedly attacked for fewer sittings of the House by the INLD and the BJP, blamed the past ‘conventions’ for short durations of the Assembly during his tenure. However, he assured all help to the new government to have more sittings for ‘constructive discussion’.
Parliamentary Affairs Minister Ram Bilas Sharma asserted that Khattar had set an example by urging the Speaker to increase the number of sittings of the House.
Panchkula MLA Gian Chand Gupta also pleaded for more sittings of the Assembly along with training sessions for the first-time MLAs. Independent MLA from Kalayat Jai Prakash pleaded for more time to Independents MLAs in House proceedings. Finance Minister Capt Abhimanyu, state minister Krishan Kumar Bedi and former minister Kiran Choudhry were of the opinion that more sittings would provide opportunity to the members, specially the first-time MLAs, to raise more issue of public welfare.

Chandigarh, November 3 Though no serious agenda was up for discussion, the ‘rookie’ MLAs made the most of their allotted time to congratulate newly-elected Speaker Kanwar Pal Gujjar, with some of them making pertinent political statements and scoring brownie points in the process. Even Gujjar was liberal in giving time to the first-timers, which prompted some of them to be on their feet and make their maiden speech on the floor of the House. Finance Minister and first-time MLA Capt Abhimanyu took a dig at ex-chief minister Bhupinder Singh Hooda, saying he would continue to enlighten the Assembly on ‘historical facts’ in his ‘new avatar’. This had the House in splits. Kamal Gupta from Hisar, who defeated Congress heavyweight Savitri Jindal, set the cat among pigeons saying the House should not underestimate the new members. “Though Prime Minister Narendra Modi and Chief Minister Manohar Lal Khattar are new in their jobs, they are performing better than their predecessors,” Gupta said. BJP leader and first-time MLA Gian Chand Gupta (Panchkula) pleaded for more House sittings and training for new members to raise issues related to public. Former bureaucrat Abhe Singh Yadav, who has watched proceedings from the Officers’ Gallery over the years, reminded members how the House’s time was wasted on non-issues in the previous years. First-time Panipat (Rural) legislator Mahipal Dhanda demanded more time for the newcomers. |

Ambala, November 3 Hearing out public grievances at the PWD Rest House, Vij directed officials to maintain proper records of application received during the darbar and put on record action taken to redress grievances. He said government officials should ensure that problems brought to their notice by the general public are addressed at the local level. The Deputy Commissioner and the Ambala police chief were conspicuous by their absence, but heads of all other departments were present to ensure prompt redressal. Vij repeatedly asked people to vacate seats for government officials so they would hear out their problems and work out a solution. Despite his pleas, people continued to occupy chairs meant for officials causing much chaos and delay. Nearly 100 complaints related to health, power supply, education, sports department, drinking water and roads were received. The minister asked the officials to take action and report back at the next Janta Darbar. Taking up the pleas of two physically-challenged men from Khojpur and Badoli villages, the Health Minister instructed Red Cross officials to right away give them artificial limbs and other aids and asked the Social Welfare Department to start handicap pension. On an application moved by local residents claiming the police were generally reluctant to register complaints and take action, the minister directed officials to work for public welfare without political pressure. He also instructed revenue officials that the general public not be put to harassment. Later, speaking to the mediapersons, Vij said the BJP government would soon take up projects not completed during the Congress rule on priority basis. |
Health Minister vouches for quality food, to bring law
Ambala, November 3 Speaking to The Tribune on the sidelines of a function, the minister said fortification of food items such as pulses and cereals with vitamins and minerals such as iron, folic acid, zinc and B12 would bring down the number of anaemic children and women in the state. He claimed it would be an excellent step forward in ensuring universal health. He said he had asked state health officials to work out a strategy to make fortification of food a reality in the state. “A legislation in this regard would be introduced in the state Assembly once the modalities are worked out. Once passed, the legislation would ensure people ate health food rich in vitamins and minerals,” he said. The Health Minister said the proposal to revamp the Civil Hospital at Ambala Cantonment was also under consideration. He said as the hospital was near the national highway, good facilities would benefit the public. |

New Delhi, November 3 Congress president Sonia Gandhi named party’s senior general secretary BK Hariprasad as observer for the CLP elections. He left for Chandigarh this afternoon and will meet all 15 MLAs tonight to take their views on the most suitable leader. Congress general secretary in charge of Haryana Shakeel Ahmed will accompany Hariprasad him. The Congress wants its Haryana CLP leader in place before the debate on the Governor’s address begins in the Assembly. Sources in the Congress indicated that the announcement of the CLP leader is likely to be made from Delhi later after the central observer reported the views of legislators to Sonia. The contest appears to be building up between Jat leaders Randeep Singh Surjewala and Kiran Choudhry on the one hand, and non-Jat leader Kuldeep Sharma on the other. Former Chief Minister Bhupinder Singh Hooda is unlikely to be in the race, though he will want one of his loyalists to be CLP chief. Kuldeep Sharma, a Brahmin, is Hooda’s choice but a source in the Congress said he would be elected only if the party took a strategic decision to project a non-Jat in Haryana to counter BJP’s new-found vote bank. “The principal decision the Congress has to take is whether or not it will suit the party to promote a Jat or a non-Jat leader in Haryana in the future. There are diverse views on the issue,” a Congress strategist said. Considering the BJP has already cornered the non-Jat block in the state, the Congress might like to nourish its traditional Jat support base by projecting a Jat CLP leader. A source said the party already had a non-Jat and a Dalit in the form of Ashok Tanwar heading the state unit. Asked if former Education Minister Geeta Bhukkal was in the race considering she was among important non-Jat leaders of the party besides being a Hooda loyalist, a central leader said, “It will be difficult to have Dalits handling two major positions. The Haryana Congress is already headed by a Dalit. Ideally, social engineering will have to be given some credence.” |
HC wants undertaking that Rampal’s followers won’t land in Chandigarh
Chandigarh, November 3 He has to appear before the High Court on November 5 in a contempt-of-court case against him. His lawyers and his close aide, Ram Kumar Dhaka, has also been asked to appear on Tuesday at 10 am before the Bench headed by Justice M Jeyapaul. The directions came as the High Court turned down the requests of the Punjab and Haryana governments to defer the date of Rampal’s appearance. As the matter came up for resumed hearing, the Bench was informed by the Chandigarh Administration that a communication has been received from Rampal’s ashram that around 100,000 followers would reach Chandigarh on the day of hearing. The Chandigarh Administration further informed the Bench that both Punjab and Haryana had refused to provide additional security in view of the large gathering. Sant Rampal of Karontha Ashram is facing allegations of interfering in the judicial proceedings during the hearing of a case before the Hisar sessions court. The High Court had earlier taken suo motu cognisance of alleged gherao of the court complex by his supporters, where Sant Rampal had gone for a case. The Bar Association had taken exception to the alleged gherao and brought the matter to the High Court’s notice. In his affidavit submitted on a previous date of hearing, Rampal had claimed that the persons who formed a human chain around the court complex at Hisar, demanded identity cards from advocates and did not allow them to enter the court complex, were members of a private organisation “National Social Service Committee”, being run by Master Ram Kumar Dhaka. Rampal had further deposed that committee members had come to the court for a peaceful protest and a procession taken out by the public at large was managed by the committee over which he had no control. On the previous date of hearing, the Bench had observed: “We would like to record our prima facie opinion that the affidavit filed by contemnor Rampal, though admitting to facts that have led to issuance of the show-cause notice, tries to evade responsibility by placing responsibility upon the general public and the National Social Service Committee. We, therefore, direct Haryana to place before this court any material as to membership, constitution, address and activities of the aforesaid committee, allegedly run by Master Ram Kumar Dhaka

MSc (stats) not akin to MA/MSc (maths) for PGT job: HC
Chandigarh, November 3 The ruling by the Division Bench of Justice Satish Kumar Mittal and Justice Deepak Sibal came on a petition filed by Kulbir Singh and other petitioners against Haryana and other respondents.They had challenged Rule 7 of the Haryana State Education School Cadre (Group-B) Service Rules, 2012, wherein qualifications were prescribed for appointment as PGT of mathematics. The petitioners had contended that the rule was in violation of Articles 14 and 16 of the Constitution as the rules did not prescribe M.Sc (statistics) as one of the qualifications for appointment as PGT of mathematics, while holding others eligible. Their counsel told the court that Haryana in 2012 had offered a concession through a corrigendum, whereby candidates with M.Sc(statistics) were considered eligible for appointment to the post of PGT(mathematics). “If once Haryana had considered candidates with M.Sc (statistics) for appointment to the post of PGT (mathematics), there was no reason in law not to do so in future”. Taking up the matter, the Bench asserted: “Experts in the field from their experience have given a firm opinion to the effect that M.Sc(statistics) cannot be considered equivalent to MA(mathematics)/M.Sc (mathematics)/ M.Sc(applied mathematics). “That being the position, we refrain ourselves from entering into this issue any further. According to us, this issue is better left to the experts. It is equally well settled that it is prerogative of the employer to prescribe the qualifications to a particular post depending upon the needs and requirements of that post. Further, in the case in hand, statutory rules under Article 309 of the Constitution have been framed by Haryana prescribing qualifications for appointment to various posts, including PGT(mathematics) wherein the qualification of M.Sc(statistics) is specifically excluded. We find nothing unreasonable or arbitrary in the same….”. |
Gurgaon property dealer shot dead
Gurgaon, November 3 The victim was identified as Virender Kumar Kundu (42), a resident of Ashok Vihar, Phase-3. His body was found in a pool of blood in the rear seat of his SUV parked by the roadside in Sector 9. He had been shot twice, in the neck and in the thigh. The police said the condition of the body indicates the killers were known to Kundu and they were some negotiations in the car minutes before the murder. “The vehicle’s key was found near the body. It seemed the killer had a discussion with Kundu before shooting him. We are investigating,” an investigating official said. Though the incident occurred in front of a busy petrol pump, no one heard the gunshots or saw the assailant. The police are questioning the pump employees. The police last evening arrested Pardeep of Jaisinghpura village, the main accused in the murder of property dealer Raj Kumar (34). Raj Kumar was shot dead by two persons outside the HUDA office in Karnal’s Sector 12 on September 11. Another accused, Balwan, was arrested earlier. Satish Kumar, DSP, Headquarters, said the police were yet to recover the pistol used in the crime. He said Pardeep was the one who shot Raj Kumar dead. Elaborating the motive behind the murder, he said the property dealer was trying to sell a kothi in Sector 13 on the behalf of the owner while the accused wanted to grab the property by making a fake will. |
Gohana bank heist: More cash recovered
Sonepat, November 3 The investigation had revealed that the accused had planned to melt the stolen ornaments so that these could be sold in the market without any suspicion, said SIT in-charge Inspector Ratan Singh. He said after looting the cash and the ornaments from the bank on October 27, the accused divided them without calculating the value and weight of the ornaments to hide them at different places. Meanwhile, satisfied with the police probe but confused over the procedure to be adopted for the return of their stolen valuables, the victims continued their dharna outside the bank today. As the protesters has not allowed the authorities to start work at the bank for the past seven days, the bank authorities have started dealing with the customers by opening two windows at the HUDA’s PNB branch in Gohana. The 84-foot-long tunnel, which was used by the accused to reach the strongroom of the bank, has been filled with earth under the supervision of the police. Anil Rao, Inspector General of Police (IGP), Rohtak Range, also visited Gohana this evening and held meetings with members of the committee of the victims and the police to review the progress in the recovery of the valuables. Suspecting that the looted ornaments may be with the family members of Mahipal Pal Singh, who committed suicide by consuming poison, the committee demanded that they should also be probed. The IGP told mediapersons that the recovered ornaments would be handed over to the victims if they proved the ownership of the ornaments. However, the court would decide on the procedure to return the ornaments, he said. The committee expressed satisfaction over the action taken by the Sonepat police.

Nine-yr-old raped, murdered; villagers block traffic in Ateli
Ateli (Mahendragarh), November 3 As soon as the news of the girl's killing spread in the area, a large numbers of people from nearby villages reached Ateli this morning and blocked all entry and exits points, including the Narnaul, Mahendragarh, Kanina and Behrod roads. The protesters disrupted the railway traffic for over an hour, causing inconvenience to the commuters. Traders also closed their shops in protest against the rise in crime. The villagers lifted the blockade following the assurances by the district administration that adequate financial assistance would be provided to the victim's kin and the killers would be held within 24 hours. Sensing the gravity of the situation, a large numbers of police personnel were deployed in the town to prevent any untoward incident. The protesters demanded the immediate arrest of the killers, along with a government job and Rs 50 lakh financial aid to kin of the victim. The naked body of the victim, who had gone missing under mysterious circumstances on Saturday evening, was found in bushes near the Ateli railway station yesterday. The victim, a resident of ward no. 2, was a students of Class IV. Meanwhile, the kin of the victim refused to cremate the body. The protesters cleared the roads this evening after Mahendragarh DC Atul Kumar assured them of taking necessary action. Thereafter, the villagers cremated the body. DC Atul Kumar said, "I have apprised the government of the protesters' demands as I am not a competent authority to fulfill them. Now, the government is to decide over the demands." Mahendra Kumar, in-charge of the Ateli police station, said a case under Section 302 of the IPC and the POSCO Act had been registered. "Some youths have also been rounded up for questioning, he added. |
Slum where CM launched op cleanliness faces demolition
Faridabad, November 3 The Railway Ministry has issued a notice to nearly 300 house owners, asking them to vacate their land by November 15 or face demolition. More than 50 acres of the Railways have been encroached upon in the colony. Krishna Colony is located adjacent to a railway line between Bata flyover and Ajronda and has around 1,500 houses with a population of nearly 7,000. Jai Lal Meena, Senior Section Engineer (track), Railways, claimed that nearly 300 houses, most of which were jhuggis, had come up on the land of Railways. “These houses abut onto the main track and to ensure the safe passage of trains, the Railways need to construct a boundary wall. Hence, the eviction notice to residents,” he said. Krishna Colony is among six slum clusters to have come up on the Railway land. Since houses are located near the track, people’s safety remains a concern. Meena said Railway Minister Sadanand Gowda, who visited the district today to review the progress of several railway projects, expressed concern over the encroachments. Social activist KL Gera was surprised at the district administration’s choice to launch the cleanliness drive from an illegal colony. He said the authorities ought to have provided an alternative land to residents of illegal colonies. |
Thanesar civic body sacks 192 sweepers
Kurukshetra, November 3 The sacked employees staged a dharna at the Nagar Parishad and raised slogans against the contractual system and nagar parishad officials. Later, the sweepers took out a protest march in the town before reaching the mini-secretariat where they raised slogans against Prime Minister Narendra Modi. Ramesh Kumar, an agitating sweeper, said: “We all have become unemployed. As many as 192 of the 352 contractual employees have been sacked by the EO today. We were told that our services will not be terminated after the elections but we have been asked to not to report for duty tomorrow.” The sweepers said: “Our salaries are also due since July. Karnal, November 3 The DC said quacks practicing in rural areas and various colonies of the city put the lives of patients in danger. Unknowingly, people visit clinics run by quacks for treatment, he said. Dr Satbir Singh, Deputy Civil Surgeon, told the DC that the death of Ankit in Barsalu village was also a case of negligence by a quack. The department sealed the quack Subhash’s clinic and he has been arrested. He said that according to a family member, Ankit was rushed him to the quack after he complained of chest pain. He gave Ankit some injections due to which his condition deteriorated and he died, said Dr Satbir. |

Juvenile among 8 held with Rs 78 lakh, 10 kg silver
Kaithal, November 3 The silver was stolen from the shop of Arun Saraf in the main Bazaar here on Dhanteras. However, the police are investigating the case to ascertain the source of huge cash recovered from the gangsters. The accused have claimed that they had found the cash from a dilapidated building. The statement has, however, baffled the police, which have not yet relied on their statement. The police have arrested Akhil and Sunil of Partap gate. A juvenile, his mother Chander Kala and his minor sister and Sunil’s mother Shakuntla have also been arrested. Sunil and Rajbir are rag pickers. Akhil works as a labourer. A total of Rs 53 lakh have been recovered from Sunil’s residence. A sum of Rs 25.36 lakh have been recovered from the residence of the juvenile, who has been allegedly involved in cases of theft earlier. |
Farmers protest low paddy prices
Sonepat, November 3 Joined by farmers who had come to the market to sell their produce, they raised slogans against the government and burnt the harvested paddy plants to express their resentment against the government and paddy purchasing agencies. Solanki said despite an increase in the expenditure on the input cost due to scanty rains, the farmers were getting 20 to 25 per cent lesser price than what it was last season. The purchase prices of the fine quality of paddy were from Rs 3,900 to 4,100 per quintal in the state last year, whereas it had not even touched the figure of Rs 3,000 per quintal this season, he said. He asked the government to calculate the expenditure on inputs for paddy cultivation and then fix the purchase prices as per the recommendations of the Swaminathan Commission, he said and reminded that the BJP had promised implementation of the commission’s recommendations before the parliamentary elections. |
Bus service eludes this village on Haryana-UP border
Manglora (Karnal), November 3 Sources said the Karnal-Meerut road that connects Haryana and UP had an inter-state bus service. It was later cancelled by the authorities due to non-issuance of permit. The buses from state leave the commuter on the Haryana side of the bridge at Manglora village, while those coming from UP drop the commuters at Baudoli, the first village from UP side. It forces commuters to cover 400 m on foot. The source said officials from both sides were keeping a check on the entry of buses to prevent any kind of border crossing. To know the difficulties being faced by the commuters, The Tribune team visited the border area. The buses coming from UP side dropped the commuters at Baudoli village, while the buses from Karnal dropped the passengers at Manglora. “Due to this attitude of the state governments, we are facing a lot of problem. We have to cross over 400 m on foot. We have to hire auto rickshaws to cross the area,” said Rakesh Kumar, a resident of Nagla village who was coming from Meerut and was dropped at Baudoli village. “The government must start a bus service between Haryana and UP on this route. It is the main route connecting the two states,” said Deepak, a resident of Samli village. Nasib Singh, a resident of Manglora village, said, “The transport department of the two states should negotiate and solve our problem as soon as possible. We tried to get a bus service started from Karnal to Meerut, but the UP authorities stopped it and asked to make a countersign for the permit. It can be be possible only after an agreement between the states.” “This route was neglected during an agreement between the Haryana and UP governments several years ago,” said Ravinder Pathak, GM, Haryana Roadways, Karnal, adding that they had sent requests to start this inter-state bus service to the higher authorities many times, but to no avail. |
Cops party with jail inmate at his house, four booked
Gurgaon, November 3 Bhondsi jail inmate Vijay Bhardwaj is an accused in the murder of Delhi cop ACP Rajbeer Yadav. The police got information that Vijay Bhardwaj was to appear in the court on November 3 in Panchkula and the policemen took him out of the Bhondsi jail on November 2 evening around 5 pm but instead of taking him to Panchkula, they took him to his house in Sector 14. A party was planned there. A police team, headed by Inspector Amit, in-charge of the crime unit-8, reached the spot and rounded up the area. While the party was on at the house, head constable Dhan Singh, constables Rinku and Pawan were resting in a room in the house. Constable Naresh had gone to his house and was supposed to meet the others on way to Panchkual in Ambala. “After arresting the accused, a special police team brought Vijay Bhardwaj to the Panchkula court. We are questioning the accused," said Alok Mittal, commissioner of police, Gurgaon. On March, 24, 2008, Delhi Police special operations squad ACP Rajbir Singh, known as the "encounter specialist", was allegedly gunned down by property dealer Vijay Bhardwaj at his office on the Mehrauli road, Delhi.

Student killed, 19 hurt in road mishaps
Kaithal, November 3 In another incident, 19 persons, including women and children, were injured when a mini-truck carrying about 32 persons overturned near Baatta village on the Chandigarh-Hisar highway today. The injured were rushed to the Kaithal Civil Hospital. The accident took place when the driver of the mini-truck tried to overtake a vehicle and overturned. The injured have been identified as Raju, Satpal, Mitro, Reshma, Parkash, Ram Kumar, Pooja, Devi, Savitry, Lal Chand, Mohinder, Hemraj, Roshan Lal, Anjli, Nirmla, Lalit, Payal and two others. Rajesh, a family member of one of the victims, said they were labourers and were returning from Khundan village in Fatehabad. |
Rohtak court stays minor’s marriage
Rohtak, November 3 On October 31, Karminder Kaur, Protection-cum-Child Marriage Prohibition Officer, Rohtak, got information that a family of Khidwali village was going to solemnise its minor daughter’s marriage on November 3. The officer visited the village and found that the information was correct. On being asked to produce the girl’s birth certificate, the girl’s parents showed a school certificate, mentioning her age as 17 years. The officer tried to convince the girl’s parents to postpone her marriage but they remained adamant on solemnising it on the appointed date. Following this, the officer moved a local court and requested for injunction. Today, Kirti Jain, Judicial Magistrate (First Class), heard the Child Marriage Prohibition Officer as well as the girl’s parents. The girl’s parents also produced a birth certificate but it was found unreliable by the court. Following this, the court issued an interim stay on the marriage and fixed December 17 as the next date of hearing. Karminder Kaur said if the girl’s parents still went ahead with the marriage, a police case would be lodged against the girl’s parents, relatives, bridegroom and other people involved in the marriage.

Gurgaon Police launches WhatsApp messenger service
Gurgaon, November 3 Gurgaon Police Commissioner Alok Mittal said: “This new service will strengthen Gurgaon Police’s existing social presence across Facebook and Twitter in an attempt to have a direct and more transparent connect with its residents.” Police believe the number of WhatsApp users are much more than people using Facebook or Twitter, so it will help to directly connect with more people. He said: “By saving the number +91-8586976050 on their smartphones, residents can send messages, upload pictures and videos through WhatsApp to report corruption across government departments, harassment by any government officer, cases of crime and illegal activities.” Mittal added: “Traffic-related complaints, including cases of overcharging or misbehaviour by auto drivers, or any other problems can be sent. Residents can send details (issue, place, date and time, etc.) with a photograph or short video clip along with their personal details (name, address, contact number).” A Gurgaon Police team will review all incoming messages and ensure prompt action against serious complaints especially cases of corruption reported with evidence. Ladwa, November 3 While the ground floor housed shops selling footwear and ladies garments, the first floor was being used for residential purpose. HAU signs MoU for new seed varieties
Hisar, November 3 Under the MoUs, non-exclusive licenses have been granted to these companies for the production and marketing of the seed of a recently developed yellow disease resistant wheat variety, WH-1105 as well as WH-1124. Variety WH-1105 is suitable for cultivation under irrigated and timely sown conditions in the north- west zone. —TNS |
