A day after the deadly suicide bomb attack at Wagah, uneasy calm prevailed on the Indian side of the Attari border even as bilateral trade between the two countries has been temporarily suspended. Sources said though the bilateral trade would have been otherwise also shut for a couple of days on account of Moharram on Tuesday, Pakistan refused to receive tomato imports today in view of the terror strike.

Khaitan’s judicial custody extended

The judicial custody of businessman Gautam Khaitan was today extended till November 14 after the Enforcement Directorate (ED) told a Delhi court that the probe in a money laundering case related to the Rs 3,600 crore VVIP chopper deal was at a crucial stage. Special Judge V K Gupta sent Khaitan to 11 days judicial remand as ED submitted that it is still collecting evidence in the case and the probe is at a crucial stage.

Cong, BJP look for new party chiefs in Gujarat

Both the Congress and the BJP in Gujarat are due to get new presidents of the party state units in the coming days. The second two-year term of state BJP chief RC Faldu is ending this month and under the party constitution cannot be repeated for a third term, while state Congress president Arjun Modhvadia submitted his resignation after the party’s debacle in the December-2012 state Assembly elections but the party high command failed to take a decision on it.

Veteran Bollywood actor Sadashiv Amrapurkar, who essayed villainous and comic roles with equal ease and gave powerful performances in “Ardh Satya” and “Sadak”, died today at Kokilaben Dhirubhai Ambani Hospital after battling lung infection. “Sadashiv Amarapurkar was suffering from interstitial lung disease and passed away at 2.45 am,” his daughter Rima Amrapurkar said.

Plea in HC to bring back 5 fishermen
Madurai, November 3
A petition seeking a direction to the Indian High Commission in Colombo to avail the extradition treaty between India and Sri Lanka and bring back five fishermen, now in a jail in the island nation, to the central prison here, was filed at Madras High court Bench here today. Petitioner S M Anantha Murugan, an advocate, submitted that nine agreements had been signed between the two countries, including on Maritime boundary and exchange of prisoners -- both under trial and those convicted. He contended that the five fishermen sentenced to death were arrested by Lankan navy within 12 nautical miles of the Indian shores, which was beyond their territorial jurisdiction as per one of the treaties. Since the fishermen were arrested in Indian territory, they should have been tried by the Special court in Thanjavur, he said. — PTI

Attari, November 3
A day after the deadly suicide bomb attack at Wagah, uneasy calm prevailed on the Indian side of the Attari border even as bilateral trade between the two countries has been temporarily suspended.

Sources said though the bilateral trade would have been otherwise also shut for a couple of days on account of Moharram on Tuesday, Pakistan refused to receive tomato imports today in view of the terror strike. They, however, sent around 40 to 45 trucks loaded with gypsum and other goods to India in a bid to decongest their area for security reasons.

Integrated Check Post (ICP) officials said the request to temporarily suspend the bilateral trade came from the Pakistan side last night and it would resume after the two sides reached a decision in this regard. The trade has been suspended at a time when it is the peak season for both imports and exports. A total of 127 truckloads of goods were exported to Pakistan yesterday, while 120 had crossed over to India.

Security has been strengthened along the border. BSF Punjab Frontier IG Ashok Kumar said extra forces had been deployed in view of the terror strike that took place not very far from the Zero Line.

Road, rail traffic normal

Meanwhile, passenger traffic between the two countries via road and rail remained normal. The Delhi-Lahore bus and the Samjhauta Express crossed the border, though the security blanket around them was thicker today.

Mohammad Fazil, a salesman from Meerut, said he had gone to visit his daughter who was married in Lahore. He said the atmosphere on the other side of the border was quite scary last night and they decided to immediately return. Mohammad Rafeeq, a Pakistani resident who is here to visit his relatives at Badaun in Uttar Pradesh, said members of his family sustained injuries in the blast. He said the two countries should join hands to fight terrorism.

Sikh jatha crosses over to Pak

In another development, a jatha of Sikhs from Canada also crossed over to Pakistan to celebrate Guru Nanak Dev's birth anniversary on November 6. Surjeet Singh, a jatha member from Toronto, said the Pakistan Government should ensure safety of Sikh pilgrims.

Baljeet Kaur, another pilgrim from Ottawa, said the pilgrims would be visiting lot of Sikh shrines, including Panja Sahib, Nankana Sahib and Dehra Sahib, and urged the government to extend them maximum security.

SGPC jatha to leave today

The SGPC has decided to send its jatha comprising 759 members to Pakistan tomorrow for Guru Nanak Dev's birth anniversary celebrations. The jatha will leave the SGPC headquarters at 8am.

The SGPC has hit out at the Pakistan High Commission for denying visas to pilgrims who featured in the SGPC list of jatha members. SGPC secretary Dalmegh Singh said they had sought visas for 1,028 pilgrims but the Indian Government and the Pakistan High Commission had declined it to 269. He said their move hurt pilgrims' sentiments.

India today strongly condemned the dastardly terrorist attack at Wagah in Pakistan in which at least 61 people were killed, saying there was no grievance or political goal so great as to justify it. In a statement, the External Affairs Ministry said: “There is no grievance or political goal so great as to justify such a cowardly act. We believe that only the firmest and most comprehensive action against all terror groups without any distinction is the only way to defeat this evil scourge.”

The Ministry also said: “India’s prayers will remain with the families of the victims, who we hope will be granted the courage and fortitude to overcome this irreparable loss that they have just suffered.”

Prime Minister Narendra Modi had yesterday expressed shock and condemned the attack.

Congress president Sonia Gandhi today expressed shock and dismay over the blast. Condemning the extremist elements behind such inhuman act, she also extended condolences to the families of the bereaved.

The Communist Party of India (Marxist), too, expressed its shock and grief at the suicide bombing attack. In a statement, the party said: “This horrific attack underlines the threat posed by the extremist-terrorist groups in both Pakistan and India which needs to be countered by close cooperation between the two countries.”

The US today offered to provide any assistance to Pakistan to track down the perpetrators behind the terrorist attack at Wagah Border. Condemning the suicide attack as a “senseless terrorist act”, Ambassador Richard Olson said it demonstrated terrorists’ blatant disregard for life.

“This act demonstrates terrorists’ blatant disregard for life. The US remains steadfast in its commitment to the people of Pakistan in their efforts to counter terrorism, uphold the rule of law, and build a peaceful future for themselves and their children,” Olson said in a statement.

“The US supports Pakistan’s efforts to bring all those involved in planning and executing this attack to justice and stand ready to provide any appropriate assistance to authorities investigating this tragic attack,” he said.

Offering condolences to the victims, he said: “On behalf of the American people, I extend my heartfelt sympathies and condolences to the families of the victims as well as to the Government and people of Pakistan.” — PTI

TN Cong splits as senior leader floats new party

Down and out following its recent electoral reverses, the Congress was jolted in Tamil Nadu today after its strongman GK Vasan split the party to revive his late father's outfit Tamil Maanila Congress.

Soon after Vasan, Shipping Minister in the former Congress-led Government, announced his decision to quit, party president Sonia Gandhi expelled him as a consequence of the first major revolt anywhere against the Congress' central leadership.

Asked what sense did it make to expel Vasan after he anyway announced his exit, Congress general secretary in charge of Tamil Nadu Mukul Wasnik said, "He has not yet formed his party; he has only voiced his intention. Technically he is still a Congress member as we have received no resignation letter. Expulsion was in order after his decision to leave."

Though Vasan didn't hold anyone responsible for his move, he did mention AICC's lack of respect for Tamil Nadu leaders as a concern. The flash point in Vasan-Congress relationship came recently when the Congress declined Tamil Nadu unit's request to allow use of state leaders' K Kamaraj and Vasan's late father GK Moopanar's photos on party identity cards.

The Congress defended its decision even today, saying Vasan's demand was "improper" as the party had decided to issue uniform ID cards during the ongoing membership drive and the cards would have photos of Congress president Sonia Gandhi and vice-president Rahul Gandhi.

"We don't understand the reason why GK Vasan's quit. Our efforts till the end were to retain him because he has been minister in our government and has held important party positions. It seems he had made up his mind to leave," Wasnik said.

He rejected the move as a challenge to the authority of Sonia or Rahul saying, "workers everywhere have complete trust in the central leadership and Tamil Nadu rebellion was an isolated case."

While the Congress fought hard to downplay Vasan's exit and said he was trying to look for the political space in the post J Jayalalithaa era, Vasan's supporters recalled the time when GK Moopanar, TMC founder, merged with the Congress despite the rising graph of Dravidian parties in the state. The year was 2000.

The Congress, however, insisted Vasan would be alienated in the state as top party leaders from the state like P Chidambaram (former TMC member); Jayanthi Natarajan, former state Congress chiefs yesterday congratulated EVKS Elangovan whom Sonia appointed state Tamil Nadu chief after Vasan loyalist and former state president BS Gnanadesikan quit three days ago.

The Congress added that Vasan, after enjoying the fruits of power, quit on convenience even when he was offered state party presidentship.

As the Congress refused to see gravity in Vasan's rebellion, the fact remains it faces similar leadership crises in Assam, Punjab, Haryana and Himachal. In all these states, strong local leaders are opposed to incumbent CMs or state party presidents.

The court granted the plea of ED prosecutor Vikas Garg seeking extension of Khaitan’s judicial custody after he was produced before it on expiry of his earlier remand.

Garg submitted that the agency was in the process of recording statements of some of the accused in the case.

He said that ED has written to the Ministry of Defence and other ministries seeking information with regard to the case and the replies were still awaited. “The investigation is a crucial stage and it would not be proper to let the accused out,” Garg contended.

The court had earlier dismissed Khaitan’s bail plea on the ground that investigation regarding other accused persons was still in progress.

Earlier, Khaitan’s counsel had argued that he was a “soft target” and “influential persons”, who were also accused in the case, had not yet been arrested by ED.

The agency had alleged that Khaitan was “actively involved” in the illegal transactions relating to proceeds of crime and he was one of the beneficiaries of the entire deal. ED is probing the case in which Rs 360 crore were allegedly paid as kickbacks.

The agency had earlier submitted that Khaitan was on the board of Chandigarh-based company Aeromatrix which was allegedly a front firm for the financial dealings in the chopper deal. — PTI

Cong, BJP look for new party chiefs in Gujarat

Both the Congress and the BJP in Gujarat are due to get new presidents of the party state units in the coming days. The second two-year term of state BJP chief RC Faldu is ending this month and under the party constitution cannot be repeated for a third term, while state Congress president Arjun Modhvadia submitted his resignation after the party’s debacle in the December-2012 state Assembly elections but the party high command failed to take a decision on it.

He reportedly renewed his plea to be relieved of the responsibility after the party’s total washout in the last parliamentary elections when the party failed to capture even one of the 26 seats in the Lok Sabha from the state. Party sources claimed that the high command had woken up to the situation now and was seriously looking for his replacement.

The terms of the presidents of the two parties show contrasting situations — for the BJP the brightest period under Faldu and under Modhvadia, the darkest era for the Congress in the history of the state.

Barring a short-lived glimpse of success when the Congress captured three of the seven seats in the state Assembly by-elections in September, the Congress had all the time being biting dust in all elections at all levels from the local panchayats to Parliament under Modhvadia. But Faldu’s tenure saw the BJP’s meteoric rise to power at every level from the village panchayats to the Central Government. Though the BJP successes were largely due to the charisma of Prime Minister Narendra Modi and his popularity among the people, at the organisational level the credit has gone to Faldu.

The BJP, it is learnt, is considering trying some changes in the caste equations to woo the sections in society who hitherto held reservations about the saffron party. Party sources said the BJP was likely to bring in a “Kshatriya” as the new president to replace Faldu, a Patel, particularly now that Anandiben Patel has taken over as the Chief Minister. The Kshatriyas so far by and large were supporting the Congress, particularly because the “Patidars” (Patels) favoured the BJP.

Among the names floating in the BJP corridors as possible successor to Faldu are those of Bhupendrasinh Chudasma, Pradipsinh Jadeja, both ministers in the Patel ministry and IK Jadeja, a former minister in the Modi Cabinet and currently one of the vice-presidents and spokesman for the state party.

The Congress, too, is believed to be considering a “Kshatriya” as Modhvadia’s replacement in the former Union Minister Bharatsinh Solanki, son of former Chief Minister Madhavsinh Solanki. Siddhartha Patel and Tushar Chaudhary, both sons of former Congress Chief Ministers, as well as the young leader Shaktisinh Gohil, are also believed to be in the reckoning for the post.

One can’t continue, another doesn’t want to

Devendra Fadnavis, the first BJP Chief Minister of Maharashtra, is all set to kick off his rule by enacting a Right To Service Act in the state as early as the Winter Session of the Assembly. The bureaucracy has been put to work in drafting this piece of legislation which will be passed by the state legislature as soon as possible.

“The Chief Minister wants the law to be passed in the Winter Session of the Assembly itself,” a state government official said.

Among those who have submitted inputs for such a law include veteran social activist Anna Hazare, sources said.

The Maharashtra government will be drawing heavily from the Right to Services Act enacted by the Shivraj Singh Chauhan government in Madhya Pradesh some years ago.

A citizens charter will be enacted along with the Right to Service Act so that a minimum level of service is guaranteed by government departments. “Delivery of service is sought to be made time-bound and officials who delay the process will be fined heavily,” a source said.

While Fadnavis is keen on levying huge fines on tardy officials, the bureaucracy is keen on limiting fines to around Rs 500 per day, sources said.

According to officials, Fadnavis asked Chief Secretary Swadheen Kshatriya to prepare the draft of the law immediately after being sworn in as Chief Minister. The bureaucracy has been given a month’s time to prepare the legislation which is sought to be passed during the Winter Session of the Assembly to be held at Nagpur.

Guwahati, November 3
A National Investigation Agency (NIA) team, assisted by the local police, continued search operations in the residence of Sahanur Alam, who is among the Burdwan blast accused, at Chatala village in Sorbhog in western Assam’s Barpeta district for the second day today.

The NIA personnel focused the search on Sahanur’s and his wife’s room today, which had been locked since the couple left the house about a week after the blast on October 2. A source said some incriminating documents and foreign currency had been recovered from the room.

The sleuths had yesterday searched the houses of Sahanur’s brothers, one of whom, Jakaria, had already been arrested by the Assam police for allegedly having jihadi links.

The house of another local person, who had allowed Sahanur and his associates to offer Namaz (mass prayer) at his courtyard a day before the last Eid in October, was also searched. Sahanur was named in the NIA’s most-wanted list of fugitives accused in the blast.

Known as ‘doctor’ in the area for offering dental problems’ remedies, Sahanur had left the house, purportedly to visit his in-laws, after Eid. He is, however, not a qualified dentist.

Director General of Assam Police Khagen Sarma said the police were on the lookout for five persons in addition to Sahanur for alleged links with Jamatul Mujadideen Bangladeh (JMB). The police had already arrested 11 persons for alleged JMB links, all of whom are now in judicial custody.

Meanwhile, the Assam Government has decided to hand over cases related to jihadi activities in the state to the NIA so that the cases could be probed thoroughly as these have international ramification.

“Sadashiv Amarapurkar was suffering from interstitial lung disease and passed away at 2.45 am,” his daughter Rima Amrapurkar said.

The body of Amrapukar, 64, will be kept at Bhaidas Auditorium, Vile Parle west, today to enable people to pay their last respects.

Amrapukar’s last rites would be performed at his native place in Ahmednagar district tomorrow, Rima said.

Prime Minister Narendra Modi and the Bollywood fraternity took to Twitter to condole the actor’s death.

“We will remember Sadashiv Amrapurkar as a versatile actor, popular across generations. RIP. My deepest condolences to his family,” Modi tweeted.

Amitabh Bachchan, who is currently shooting his upcoming film ‘Piku’ in Kolkata, said the actor was close to his heart.

“Waking up in Kolkata to the sad news of the passing away of Sadasiv Amrapurkar.. A colleague and a gifted talent. Prayers! When a colleague suddenly passes away there is a sudden vacuum, of times spent together, of acknowledgement of their work..,” Bachchan posted on Twitter.

Amrapukar played iconic character roles, including as a ruthless eunuch in ‘Sadak’, a villain in ‘Ardh Satya’ and a selfish father in ‘Ishq’ with an effortless ease. Ardh Satya was Amrapukar’s debut Hindi film in 1983.

Amrapurkar had won two Filmfare awards. In 1984, he won the award for the best supporting actor for “Ardh Satya” and in 1991, the best villain trophy for his portrayal in “Sadak”. His other works included “Aankhen”, “Ishq”, “Coolie No. 1” and “Gupt: The Hidden Truth”.

Ironically, while he would instil fear with his negative roles on-screen, the actor was a true gentleman in real life and was involved in many social activities.

He later shifted his focus on Marathi movies. Amrapurkar was last seen on the big screen in 2012 film ‘Bombay Talkies’.

He had become selective and was more into social work in the last few years. Right from his younger days, Amrapurkar was into acting and was part of several plays in school and college. He was a trained singer but was advised that his highly nasal baritone would prevent him from achieving fame — so at the age of 21, Sadashiv migrated to theatre and the stage. He acted in more than 50 plays and also began to act in minor roles in Marathi cinema until in 1979.

In 1981-82, Amrapurkar acted in a Marathi stage play ‘Hands-Up!’ alongside stage actors Avinash Masurekar and Bhakti Barve-Inamdar. This play was a super hit and Amrapurkar was noticed by director Govind Nihalani who was searching for an artiste to play the central negative character in his movie ‘Ardh Satya’. — PTI

Delhi HC to hear Sonia, Rahul’s plea on Dec 2

New Delhi, November 3
The Delhi High Court on Monday posted the plea by Congress president Sonia Gandhi, vice-president Rahul Gandhi and other party leaders in a case related to the acquisition of the National Herald daily for final hearing on December 2.

Justice VP Vaish said he will start hearing the case on regular basis on December 2.Apart from the Gandhis, Congress treasurer Moti Lal Vohra, family friend Suman Dubey, and Oscar Fernandes had moved to the high court and sought to quash the summons issued to them by a trial court on a complaint by Bharatiya Janata Party (BJP) leader Subramanian Swamy.

The stay granted by the high court on the criminal proceedings in a trial court here will continue till next date of hearing. Swamy claimed that Sonia Gandhi and Rahul Gandhi, as majority shareholders of Young Indian Ltd. (YIL), benefited from the acquisition of Associated Journals Ltd. (AJL).

On June 26, the trial court issued summons to the Congress leaders on a complaint by Swamy alleging “cheating” in the acquisition of AJL, the publisher of the now defunct National Herald newspaper, by YIL - “a firm in which Sonia and Rahul Gandhi each own a 38-per cent stake”.

Filing the plea, the Congress leaders said Swamy was a political opponent and the present criminal proceedings were initiated only with an intent to secure an oblique political objective. — IANS

HC to review AFT’s position on injury sustained during leave

The Punjab and Haryana will now adjudicate over the correctness and legality of the interpretation of law and court judgments by the Armed Forces Tribunal after a disabled soldier moved the High Court against the Tribunal’s order that denied benefits being sought by him.

In his petition, Sepoy Hawa Singh has claimed that he was injured while on leave but was denied disability benefits by the defence ministry even though the Supreme Court as well as different high courts have established that soldiers, who are on authorised leave, are to be notionally treated as on duty.

Taking up the petition, a division bench of the high court has issued notices to the Union of India and the Armed Forces Tribunal.

Raising several issues, the petition has questioned whether a tribunal can tacitly state that it would not observe the law laid down by a full bench and a division bench of the high court and also the latest decision of the Supreme Court by simply basing its decision on an old full bench order of the Delhi High Court despite the fact that earlier decisions of the tribunal on the same point have already been set aside by the Supreme Court as well as the high court.

It has also questioned whether a statutory tribunal can tacitly declare judgements of constitutional courts inapplicable on one particular issue when the same issue had been taken by the respondents in review before the apex court, which dismissed the review application on both facts and law.

Stating that judgements rendered by the Chandigarh bench of the tribunals have been consistently set aside by the high court on the point of grant of disability pension while an individual is on authorised leave, the petitioner has contended that the judgements rendered on the subject have been based on multifarious points and logic and not on the basis of a government notification that has been cited by the tribunal. Further, the said notification had to be read in conjugation with the relevant provisions of the Leave Rules and not in a stand-alone manner.

Manmohan Singh to get top Japanese award

New Delhi, November 3
Former Prime Minister Manmohan Singh has been chosen for one of Japan’s top national awards for his contribution to India-Japan ties, becoming the first Indian to receive the rare honour.

Singh will be awarded ‘The Grand Cordon of the Order of the Paulownia Flowers’ for his “significant contribution to the enhancement of relations and promotion of friendship” between Japan and India for about 35 years, a Japanese Embassy statement said here.

It is a “high level National Order” and a rare honour awarded to those who are recognised for their distinguished contribution, it said, adding “Manmohan Singh is the first Indian recipient of this Order.”

Singh said he was truly honoured and felt “humbled by the love and affection showered upon me by the people and government of Japan.”

He said it had been his dream to see India-Japan relationship grow and prosper and “this is an objective towards which I have worked, not only in my tenure as the PM, but across the larger part of my career in public service”. Singh, who served as the PM for 10 years from 2004, said he was heartened to witness the transformation in India-Japan relations. — PTI

Raja, Kani to face trial from Nov 17

Former Telecom Minister A Raja, DMK MP Kanimozhi, DMK supremo M Karunanidhi’s wife Dayalu Ammal and 16 others will face trial in a 2G scam case related to money laundering from November 17 when a Delhi court will start recording evidence. Special CBI Judge OP Saini, who had earlier fixed November 11 for recording statements of prosecution witnesses, now put up the matter for November 17 after the counsel for both the Enforcement Directorate (ED) and the accused sought adjournment citing several reasons.

“Considering the submissions of both parties and the nature of the case, with deep reluctance, I am inclined to allow the prayer. Accordingly, prayer for adjournment is allowed.

“Put up the matter for recording of prosecution evidence on November 17, 2014, as prayed by both parties. The date of November 11, 2014, as already fixed, stands cancelled,” the judge said.

The matter was taken up during the day when Special Public Prosecutor Anand Grover and advocate N K Matta told the court that complainant Himanshu Kumar Lal, an ED officer, was scheduled to be examined as first prosecution witness on November 11 but due to some other serious PMLA case, he has to go to Australia from November 11 to 13.

The prosecutor said it would be very difficult for him to examine complainant as a first witness in the case and no other witness is available for examination from November 11- November 13 and said the matter be adjourned for November 17.

Similarly, the counsel for the 19 accused also sought adjournment on the ground that considering the voluminous record of the case, they were not ready for cross­examination.

On October 31, the court had put on trial Raja, Kanimozhi, Dayalu and 16 others on money laundering charges. Charges were framed against 19 accused — 10 individuals and nine companies — under the provisions of the Prevention of Money Laundering Act.

All the accused had pleaded not guilty and said they will go for trial on charges against them. During the day, the defence counsel sought some time to go through the record and the order on charge. — PTI

6 SP candidates file papers for Rajya Sabha elections

Six Samajwadi Party (SP) candidates on Monday filed their nomination papers in Uttar Pradesh for the elections to the Rajya Sabha later this month. Tazeen Fatima, wife of UP minister Mohammad Azam Khan, Mulayam Singh Yadav’s cousion Ram Gopal Yadav, Javed Ali Khan, Neeraj Shekhar, son of late Prime Minister Chandrashekar, Chandrapal Yadav and Ravi Verma today filed their nomination papers before Returning Officer and Principal Secretary Vidhan Sabha Pradeep Dubey. Shekhar, Chandrapal and Verma had unsuccessfully contested the recent Lok Sabha elections.

Confident of all SP candidates sailing through to the Rajya Sabha, Ram Gopal said the kind of numbers the party had in the Vidhan Sabha, the results were a foregone conclusion.

“With these new MPs, the SP’s strength in the Rajya Sabha would increase to 15 MPs. Samajwadis would now have a strong voice in the Rajya Sabha,” he said.

Sources said Congress leader Kapil Sibal was seeking the SP’s support to enter the Upper House. The SP, keen to have powerful orators, is likely to support his candidature. Rashtriya Lok Dal chief Ajit Singh is also lobbying for SP’s support to find a place in the Rajya Sabha. Voting will take place on November 20 for the 10 Rajya Sabha seats from UP.

Army jawan shoots self in Hyderabad

Hyderabad, November 3
An Army jawan, who was being questioned by the Hyderabad police in connection with the death of an 11-year-old boy in a high security military area in the city, allegedly committed suicide by shooting himself today.

Lance Naik Appala Raju, who shot himself to death with his service rifle around 4 am, was one of the Army personnel being interrogated by the police in connection with the death of Syed Mustafa, who had died of burn injuries on October 9 after he was apparently set on fire in the cantonment area at Mehdipatnam in the city.

The incident had led to tension in the area with the civilians alleging that the Army personnel were involved in the death of the boy.

Following the death of the Army jawan, a Defence spokesperson said: “Appala Raju was immediately taken to a nearby hospital where he was declared brought dead. No suicide note was found.” Humayan Nagar police and Army officials are investigating the matter.

Mustafa’s death had triggered furore with the city police registering a case of murder against unknown Army personnel in connection with his death. A Special Investigation Team (SIT) was formed to probe the death of the boy even as the Army denied the role of any of its personnel in the incident. The boy was found burnt after being doused with kerosene in the military area. Before dying, the boy had told a magistrate that some “military men” burnt him. The boy’s parents also alleged that some Army personnel were involved in the matter but the Army denied the allegations.

In a statement, Press Secretary to the President, Venu Rajamony said interested applicants can apply online through the website www.presidentofindia.nic.in. “The last date for receipt of application is November 30, 2014. All Indian nationals who have a track record of innovation and implementation of innovative ideas may apply. The programme will commence from March, 2015 and selected Innovation Scholars will stay in Rashtrapati Bhavan for a period of two weeks,” he said.

Rajamony said the Innovation Scholars In-Residence Scheme was launched by the President of India on December 11, 2013 with a view to promoting the spirit of innovation and giving further impetus to grassroots innovation activities. — PTI

Kharge to be on CIC selection committee

Leader of Congress in Lok Sabha Mallikarjun Kharge has been inducted into the three-member selection committee which will select the Chief Information Commissioner.

As per file notings, Prime Minister Narendra Modi, who heads the panel, has nominated Defence Minister Arun Jaitely besides Kharge to the committee. The decision to include Kharge has been taken on the advice of Law Ministry as there was lack of clarity on the Leader of Opposition in Lok Sabha.

The RTI Act requires that selection of the Chief Information Commissioner be done by a three-member panel comprising the Prime Minister, who shall be the Chairperson of the committee, Leader of Opposition in Lok Sabha and a Cabinet Minister to be nominated by the Prime Minister. — PTI

Black money probe
Account inheritance comes to fore

New Delhi/Berne, November 3
Accounts inherited from family members as also from previously-constituted trusts or companies have come to the fore in a big way, as India seeks further details from Switzerland about those suspected to have 'unaccounted' wealth parked in the Swiss banks.

Hundreds of individuals and entities, including 627 names mentioned in a list submitted by the government to the Supreme Court, are facing probe for allegedly having black money in foreign banks, including in a Swiss branch of HSBC bank.

While Switzerland has agreed to provide 'prompt' assistance to India and reply to information requests in a time-bound manner, the Indian authorities are conducting their own probes before approaching the Switzerland Government. — PTI

Central Govt effects major reshuffle

New Delhi, November 3
In a major bureaucratic reshuffle, the government today replaced Financial Services Secretary Gurdial Singh Sandhu with Gujarat-cadre IAS officer Hasmukh Adhia and made over 60 Special and Joint Secretary-level appointments.

Sandhu, a 1980-batch Rajasthan cadre IAS officer, has been made Chairman of the National Authority for Chemical Weapons Convention, according to a late night order issued by the Department of Personnel and Training (DoPT).

Adhia, a 1981-batch IAS officer, is presently working as Additional Chief Secretary in the Finance Department of Gujarat government. He served as the Principal Secretary of Education Department from April, 2008, to January, 2013, and as Principal Secretary to Narendra Modi from May, 2004, to May, 2006, when he was the Chief Minister of Gujarat.

Prior to that, he was Director from 1994 to 1999 in the Department of Industrial Policy and Promotion under the Ministry of Industry at New Delhi. DoPT has also issued orders for appointment of 26 Special Secretary-level officers and 35 at the level of Joint Secretary. — PTI

SC: Ban on female make-up artists illegal

The Supreme Court today termed as “illegal and unconstitutional” the film industry’s bias against female make-up artists. “Why is this discrimination? We can understand that some actors want certain make-up artists. But you can’t deny access to female make-up artists,” a Bench headed by Justice Dipak Misra remarked.

The Bench made the observation after senior advocate Meenakshi Arora, who argued for nine women make-up artists, contended that her clients were not being given membership of any regional association. Being a member of associations was a pre-requisite for seeking work. They said they had been denied membership by the Cine Costume and Make-up Artist Association of Mumbai and the Film Employees Federation of Southern India.
