New Delhi, October 27 The mining company in the past seven years donated Rs 1.18 crore to the BJP and Rs 65 lakh to the Congress. An analysis of donations by individuals and corporates to the national parties between Financial Years 2004-05 and 2011-12 (submitted to the Election Commission) reveals that Timblo, whose MD Radha Timblo figures in the black money affidavit the government submitted to the Supreme Court today, donated on nine occasions to the BJP between 2004 and 2012 and on three occasions to the Congress. The BJP's donations report for the 2011-12 also lists Chamanbhai Lodhiya from Rajkot (another person named in the government affidavit) as having donated Rs 51,000 to the party. Timblo Private Limited made significant donations to the BJP in a single year (February 2011-2012) when on four occasions it gave the saffron party Rs 25 lakh each totaling to Rs 1 crore. These facts were revealed today by the electoral reform group - Association for Democratic reforms - which conducted an analysis of the national party's donation reports to reach the conclusions. The donations by Timblo group are listed against the names of Timblo MD Radha Timblo, Dilip Timblo and Paduranga Timblo Industries. Again in 2006-2007, the following amounts were donated to the BJP by Timblo on separate occasions - Rs 25 lakh on one; Rs 7 lakh on another and Rs 2 lakh on another. Other smaller amounts were given in 2004-05. In 2011-12, Chamanbhai Lodhiya, also in government's black money hoarders' list, donated Rs 51,000 to the BJP by way of an Axis Bank cheque, as mentioned in the BJP's donation report for the year. Timblo also donated Rs 55 lakh to the Congress in 2011-12 and again Rs 10 lakh in 2009-2010. There are in all 13 Electoral Trusts in India only seven of which have been approved by the Central Board of Direct Taxes (CBDT) because these were formed after the CBDT rules governing Electoral Trusts were notified on January 31, 2013. The remaining six Electoral Trusts are out of CBDT ambit as they were in existence before the CBDT rules were notified. "The seven Electoral Trusts formed after the CBDT rules came into effect are required to submit details of their donations to the Election Commission. The remaining six formed before CBDT rules are not bound by any such requirement. These six Electoral Trusts have donated more than Rs 105 crore to national parties between 2004-05 and 2011-12. Details of these donations are unknown," ADR analysts say. The implication is: It can't be verified whether the funding of political parties through Electoral Trusts (not covered by CBDT rules) was only a means of getting tax exemption or also a means to convert black money stashed in tax havens into white money in India. ADR said details of donors of Rs 105 crore donated to political parties by the six Electoral Trusts which were formed before the CBDT rules came into existence, should also be disclosed. Stop titillating, disclose names, Cong tells BJP
New Delhi, October 27 After the government submitted to the Supreme Court a list of 25 persons who have stashed money in foreign banks, former Law Minister Salman Khurshid and party general secretary Digvijay Singh asked the BJP where were the names that were meant to embarrass the Congress. The Congress slammed the BJP for “political titillation and media sensationalism” on the issue and said the BJP was in power and free to disclose the names. “There is no occasion for press sensationalism or political titillation here. They (the BJP) are the government. We have told them to disclose the names. Let them stop playing games and come clean,” Congress spokesperson Abhiskeh Manu Singhvi said articulating party position. The Congress was reacting to a recent statement by Finance Minister Arun Jaitley that the Congress would be embarrassed once the names were disclosed. Today’s list had no names of any Congress persons though the Government is learnt to be processing case details of at least four Congress affiliated leaders. These include two Maharashtra politicians. For its part, the Congress today said anyone found guilty of stashing black money abroad would offer “individual explanations” for their conduct. Former Finance Minister P Chidambaram has already said this thing. Singhvi further explained the issue saying, “It is as though the Congress has authorized anyone to stash black money abroad? The accused are individually accountable,” Trying to spin the controversial black money tale, the Congress today asked the BJP why it wasn’t disclosing those 55000 names of alleged hoarders which their sympathiser Ramdev was referring to during the Lok Sabha campaign. The opposition was equally interested in knowing why PM Narendra Modi, who had promised to bring black money back and put lakhs into people’s accounts, hadn’t managed to recover even Rs 55? To back its allegation that the BJP is playing politics on the issue, the Congress cited how significant groundwork on illegal money recovery was done during UPA’s tenure. “Under the UPA, 79 Double Taxation Avoidance Agreements were signed with different countries building the foundations for the recovery of black money. In NDA’s regime only 14 such agreements were signed. It is for the people to judge who is more serious about the issue?” said a Congress leader. |
AAP alleges selective action against account holders
New Delhi, October 27 Addressing a press conference, Kejriwal said two years back, AAP had disclosed list of those who have accounts in foreign banks abroad. One of them exists in the list of three account holders disclosed by the BJP. The Income Tax Department raided a few of those whose names appear in this list disclosed by the AAP two years ago. “As per our information, action is being taken against those on the list selectively. Whereas harsh actions are being taken against some, the powerful ones are being let off”, Kejriwal said. Why did the Central Government disclose only these three names? Does the rest of the list contain names of those who are close to the BJP” Kejriwal asked. |

NDA resiling from UPA stand, Jethmalani tells SC
New Delhi, October 27 He said after the July 2011 verdict on black money, the UPA government had only sought recall of direction for formation of SIT but did not ask for modification or clarification on the issue of Liechtenstein Bank accounts which is now being sought by NDA government. “The present administration has resiled from this position and now after over three years is praying for modification/ clarification of the judgment and order of July 4, 2011 in connection with the disclosure regarding Liechtenstein Bank accounts of Indians,” the expelled BJP leader said while opposing Centre’s plea to modify the order. He contended that after three years the Centre cannot backtrack and is bound by the fact that directions were not challenged by it regarding Liechtenstein Bank accounts, but have been purportedly complied with(though it is disputed), he said. Govt to ensure no sewage is dumped into Ganga: Bharti
New Delhi, October 27 In line with Prime Minister Narendra Modi’s poll promise, Bharti today announced a slew of short-term measures to make Ganga ‘nirmal’ (clean), which will be followed by medium and long-range plans to ensure ‘aviral’ (uninterrupted) flow in it. The first step would be to implement a no-sewage policy in Ganga and its tributaries along with the development of river fronts in 108 cities on the lines of Sabarmati River Front project in Ahmedabad. Bharti also announced a national volunteer force called Ganga Vahini on the pattern of Red Cross. The pilot project of developing a river front is being initiated along Mathura and Vrindavan on the Yamuna. “Sewage water from the Mathura-Vrindavan patch will be sold to a company which will use it to sustain the recycling project,” Bharti said. “The first aim is to make Ganga clean. To ensure uninterrupted flow keeping in mind the agriculture and power requirement of the country may take some more time but we are committed to ensure that,” Bharti said, talking to the media after a meeting of the National Ganga River Basin Authority, the first in nearly three years and the fourth since its inception. The government’s initial focus would be on the 140 drains that empty their waste in Ganga from Gangotri to the Ganga Sagar and also the tributaries which have turned into drains over the time. Besides plugging the discharge of sewage, industrial and agricultural waste into the Ganga, it will be ensured that people do not defecate next to the river, especially during the time of occasions like Kumbh. Bharti said expert teams have been formed by the ministries of Urban Development and Rural Development to find technical solutions and best practices used worldwide for dealing with agricultural, industrial and municipal waste. The Union Minister also said the Punjab Government had approached her for development of similar projects for Sutlej. Bharti asserted the Centre would take into confidence the states concerned before taking any decision about the rejuvenation of Ganga. A panel comprising officials of the Environment and Water Resources has been asked to study and give suggestions on the recommendations of various committees formed earlier. Winter session likely from Nov 24
New Delhi, October 27 The slightly over four-week session will have 22 sittings with four days earmarked for private members. The Cabinet Committee on Parliamentary Affairs (CCPA) that met here today under the chairmanship of Home Minister Rajnath Singh decided the dates which will be sent to the Prime Minister for his approval before sending it to the President. While recommending the session schedule, the CCPA took into consideration the legislative business that the government would like to be taken up in both the Houses of Parliament and also the recommendation of the Whips Conference held earlier this month at Goa on the number of sittings for Parliament and state legislatures. The All-India Whips Conference recommended that efforts should be made to hold a minimum number of 100 sittings in a year for Parliament, minimum of 70 days for state legislatures with more than 40 members and a minimum of 40 sittings a year for legislatures with less than 40 members. The CCPA also referred to the productive session of Parliament during the first Budget session of Modi government and the need to maintain the positive momentum, official sources said here adding that it also examined the list of Bills pending in both Houses of Parliament including eight in the Lok Sabha and 67 in the Rajya Sabha and the nature of proposals contained there-in. The Committee decided that Parliamentary Affairs Minister M Venkaiah Naidu should immediately circulate the list to all ministries concerned seeking their response in a week’s time so as to firm up legislative business for the winter session. NCP to abstain if BJP seeks trust vote in Maharashtra
Mumbai, October 27 “If the Shiv Sena joins the government, there will be no problem. We will not be part of the government but do not want to create instability by voting against a minority government. So NCP will abstain if there is voting,” NCP spokesman Nawab Malik said. The NCP would like to honour the people’s mandate which is in favour of BJP ,the single largest party, he said. Seven independents and five MLAs from smaller parties will support the BJP government during the floor test taking the total strength to 134, 10 short of the simple majority mark in the house of 288. There is one nominated member taking the total strength of the legislative assembly to 289. In an interview to an English daily, NCP chief Sharad Pawar said, “if situation warrants and there is voting in the assembly (for establishing majority) we will abstain.” “Numbers are such that we are compelled to do it, otherwise there will be no government in Maharashtra and within six months elections will be held again,” the NCP spokesman added. — PTI |

No TMC leader involved in blasts: Mamata to NSA
Kolkata, October 27 Mamata told the NSA that the state police had been specifically directed to ensure that no part of the state was used by the terrorists for chalking out plan in attacking any place in the country and outside. She also demanded that the Central and the Bangladesh paramilitary forces should launch a joint drive against the terrorists. She denied the involvement of any TMC legislator and leader in the October 2 Khagraghar blast in which two terrorists were killed. Mamata agreed that the culprits irrespective of their caste, creed and religion should be punished. But the innocent people should not be harassed and victimised. Doval today visited the blast site at Khagraghar in Burdwan and inspected the house which was used by the terrorists as their hideout for launching an attack in Bangladesh. The Director Generals of the National Investigation Agency and the National Security Guard and the central intelligence branch (IB) also accompanied Doval. Incidentally, the house was owned by a local TMC leader and it was rented to a suspected terrorist who is now absconding. Bangladesh officially complained that TMC RS MP Ahmed Hasan Imran, a close aide of the CM was helping the Jamat-e-Islam in their subversive activities against Bangladesh. |
300 letters of support for Chatwal in US court
New York, October 27 Chatwal, 70, a Padma Bhushan awardee and major fundraiser for former Hillary Clinton, had pleaded guilty in April this year to violating the Federal Election Campaign Act by making more than $1,80,000 in campaign donations to three candidates through straw donors and to witness tampering. He is scheduled to be sentenced on November 19 and while the charges carry a maximum prison sentence of 25 years, under a plea deal with the government, he could be sentenced to a little more than five years and would have to pay $5,00,000 in fines. He has agreed to forfeit $one million to the US. His lawyers have submitted nearly 300 letters from Chatwal’s friends, family, employees and business colleagues detailing his philanthropic and humanitarian work to seek leniency from District Judge I Leo Glasser in his sentencing. Among them is a November 2008 letter by then Prime Minister Manmohan Singh, who expressed his “sincere appreciation” for Chatwal’s “personal efforts” in working for the successful conclusion of the Indo-US civil nuclear deal. He congratulated Chatwal for his “important contribution” in bringing the two countries closer together and expressed confidence of his continued support to deepen India-US ties. Notably, there are no letters of support from former US President Bill Clinton and his wife former Secretary of State Hillary, with whom Chatwal was considered to be very close. Chatwal had raised at least $1,00,000 for Hillary’s 2008 presidential campaign against Barack Obama. A July 2014 letter by author Deepak Chopra describes him as a “compassionate, caring and selfless” person who has been “very instrumental in fostering relationships” between the governments of India and the US. — PTI |

Avoid complicating boundary issue, China tells India
Beijing, October 27 "China's position on China-India boundary question is consistent and clear. We are committed to finding a solution to the boundary question with the Indian side through friendly negotiation as soon as possible and working together to safeguard peace and tranquillity along the border," Chinese foreign ministry Spokesperson Hua Chunying said. "Pending the final settlement of the boundary question, we hope that the Indian side could refrain from taking any action that may complicate or exaggerate the question," Hua said in an e-mail response to a PTI query about 54 new Indo-Tibetan Border Police (ITBP) force border outposts to be built along the Arunachal Pradesh border. China claims Arunachal Pradesh as southern Tibet. China's reaction is a trifle different from its reaction on October 15 to the plans announced by Union Minister of State for Home Affairs Kiren Rijiju to build new roads along the boundary from Mago-Thingbu in Tawang to Vijaynagar in Changlang district of Arunachal Pradesh to match China's infrastructure development. "There is a dispute about the east part of the China- India border. Before final settlement is reached we hope that India will not take any action that may further complicate the situation," Chinese Foreign Ministry Spokesman Hong Lei said earlier while reacting to the road proposal. "We should jointly safeguard the peace and tranquillity of the border area and create favourable conditions for the final settlement of the border issue," he had said. Subsequently, officials from India and China held the Working Mechanism for Consultation and Coordination (WMCC) meeting in New Delhi during which the two sides discussed a host of issues relating to the management of the boundary and maintaining of peace and tranquillity along the borders.

New Delhi, October 27 It would move ¬northwestwards during next 24 hours and then recurve northeastwards and cross north Gujarat and adjoining Pakistan coast around Naliya by October 31 morning. There will be an increase in the rainfall activity and wind speed over Gujarat region from October 30, the IMD said. Gujarat CCM Anandiben Patel on Monday assured that preparations were in place to deal with the cyclone. She said the first step is to recall all fishermen from the sea. The effect of the storm will be most felt in a band of roughly 25-50 km from the coast, so we have ordered the trimming of all trees in that area so that the falling of trees can be minimised. |

Unicef warns India as Polio cases rise in Pak
New Delhi, October 27 The UN agency’s warning came months after World Health Organisation (WHO) declared India polio-free and Pakistan recently recorded its 200th case of polio, the highest case count in that country in more than a decade. Meanwhile, Rotary today announced USD 44.7 million in grants to fight the virus worldwide, including USD 4.9 million to keep the disease from crossing India’s borders. The funds will be used by UNICEF and WHO to support high quality immunisation in India.

Chennai, October 27 In a statement issued here, the BJP said the ministry ordered AIR officials to stop such programmes on a request from Tamil Nadu BJP leader Tamilisai Soundararajan. According to Soundararajan, the party will not impose Hindi on anybody. The BJP is of the view that people should accept a language on their own. The AIR's decision to air four hours of commercial programmes in Hindi daily from its local stations - Nagercoil, Dharmapuri and Puducherry - is being opposed to by political parties in the state. Race for Rajya Sabha seats hots up in UP
Lucknow, October 27 As per the EC schedule, the notification would be issued on November 3 and polling and counting of votes would be held on November 20. Of the 10 retiring MPs, Samajwadi party held top seats (Ramgopal Yadav and Amar Singh). The BJP had the lone member, Kusum Rai, and the remaining six seats were held by the BSP - Akhilesh Das Gupta, Avatar Singh Karimpuri, Brijlal Khabari, Brijesh Pathak, Rajaram and Veer Singh. An Independent, Mohammad Adeeb, was supported by the Congress, SP and BSP. In the changed political scenario, the SP would be able to field at least six MPs, BSP two, BJP one and the Congress and the Rashtriya Lok Dal together can probably scrap through one seat. In the Samajwadi Party, the re-election of Ramgopal Yadav is certain. The other names that are doing the rounds are Rewati Raman Singh, Neeraj Shekar, Bhagwati Singh and Ashok Bhadouria who all lost their Lok Sabha seats recently. Recently estranged MP Amar Singh has been making overtures clearly to retain his Rajya Sabha seat. The SP is a divided house on the issue. While CM Akhilesh Yadav and uncle Shivpal Singh Yadav are soft, national general secretary and another uncle Ramgopal Yadav as well as senior leader Mohammad Azam Khan are dead against any such move. Very soon it would be clear which faction has the upper hand. |

U’khand seeks Rs 9,222-cr aid to check river pollution
New Delhi, October 27 Rawat made a pitch for the package during the fourth meeting of the NGRBA, which was presided over by Union Minister of Water Resources, River Development and Ganga Rejuvenation Uma Bharti. Addressing the meeting he said that the river and its tributaries like Yamuna, Mandakini, Ramganga and Sharda have genesis in Uttarakhand. Outlining the proposed action plan of the state to conserve the Ganga, Rawat said there were 132 human settlements along the banks of the river and its tributaries; each of them need a robust sewerage system which would require Rs 7,634 crore. Also, the state has identified 730 sites along the “yatra” route for the “Char Dham”, among others, where public toilets for pilgrims need to be constructed. Moreover, 159 places have been identified along the banks of Ganga where last rites are formed. He said the state proposes to construct electric crematoriums to prevent pollution of the river for which it needed financial assistance from the Centre. Rawat suggested creation of small water bodies along banks of the river to store water when the flow in it is at its peak. The conserved water could be let out in the river during off season to maintain flow in it. The state has already submitted a proposal to the Centre for creation and rejuvenation of one lakh small water bodies in forest, waste land, and Panchayat land. He urged for authorisation to the state to sanction hydro power project up to 25 MW to reduce its dependence on coal based thermal projects which are not environment friendly. |
Army helps small Asian countries combat threats
Shimla, October 27 The doctrine branch at the Army Training Command (ARTRAC), which has been preparing various doctrines after consulting all stakeholders for India, was consulted by one such country. Seeking help to prepare the “doctrine”, the ARTRAC had assessed perceived threats to the country. The doctrine is aimed at combating threats the small Island nations face from terrorists, poachers, marines and climate change. The ARTRAC teams visited the country on their request in February to assess the situation and circumstances prevailing there and gave it a skeleton doctrine. The National Defence Forces (NDF) of these countries, primarily responsible for attending to all internal and external security needs, including the protection of the Exclusive Economic Zone (EEZ) and the maintenance of peace and security and the “doctrine”, help in evolving a strategy to defend the country’s security. Doctrine here refers to method of warfare, which is devised keeping in mind the topography, demography, internal and external threat perception, prevailing strategies and aspirations of the country. Army officers said: “Celebrating Diwali with jawans at Siachen was a rare gesture which has enthused soldiers and is an indication that pending matters will be expedited.” The Army had identified 77 strategic roads, but there was not much progress. But now work on 22 roads had already commenced, while the work on other roads and rail links was being taken up. |

Jaipur, October 27 Four of them were given Cabinet rank while six were sworn in as Minister of State (Independent charge). They were administered oath by Governor Kalyan Singh in the presence of Chief Minister Raje at a ceremony in Raj Bhawan here. Those who were sworn in as Cabinet Ministers are Rajpal Singh (MLA from Jhotwara), Kiran Maheshwari (Rajsamand), Surendra Goyal (Jaitaran) and Dr Rampratap (Hanumangarh). Amra Ram (Pachpadra), Krishnendra Kaur (Nadbai), Vasudev Devnani (Ajmer North), Rajkumar Rinwa, Surendra Pal Singh (Karanpur) and Anita Bhadel (Ajmer South) were sworn in as Ministers of State (Independent charge). Those who were sworn in as Minister of State were Pushpendra Singh (Bali), Babu Lal Verma, Arjun Lal, Otaram Dewasi (Sirohi). Devnani took oath in Sanskrit while others took oath in Hindi. This is the first expansion of Cabinet after Raje took over as Chief Minister in December last year. Three killed in clash between TMC, BJP workers
Suri (WB), October 27 Bullets were fired from country-made guns in the two-hour-long clash, which left three persons injured, the police said. All three succumbed to their injuries in a local hospital after being admitted there, hospital sources said. No one was arrested as yet. Trading charges, ruling TMC and BJP have blamed each other for the violence, the police said. A strong contingent of police personnel under Additional Superintendent of Police Ananda Roy was on the spot, the police said. Makra village is adjacent to Chakmondola where the officer-in-charge of Parui police station was attacked during a raid on October 24. Prosenjit Dutta, the OC, and three other policemen were injured when they raided Chakmondola village following reports that bombs were being manufactured there. A team of state BJP leaders, including George Baker, a former movie actor, former top police official RK Mohanti and the party's state vice-president Subhas Sarkar, was not allowed by the police to visit Chakmondola village on the ground of prohibitory orders under Section 144 of the CrPC in force there. AP condemns Telangana’s ‘rogue behaviour’
Hyderabad, October 27 The AP government also asked its new neighbour to stop its "political game" and co-operate in better utilisation of Krishna river water to protect the interests of farmers in both the states. The Chandrababu Naidu government said it wanted the Telangana government to abide by the AP Reorganisation Act and also relevant government orders (GOs) on maintaining minimum water level at Srisailam reservoir to meet irrigation and drinking water requirements in the two states. SC rejects Nalini’s plea for release

New Delhi, October 27 A three-member Bench headed by Chief Justice HL Dattu rejected the plea without giving any reason. “Sorry, we are not interested,” it said. Nalini had challenged Section 435(1) of CrPC under which the state governments could grant remissions in jail terms only with the Centre’s permission in cases investigated by the CBI. Veterans meet at Chandimandir
Chandigarh, October 27 They were addressed by Lt Gen KJ Singh, General Officer Commanding-in-Chief, Western Command,
who reiterated the commitment of the Command to look after the interests of the ex-servicemen
and widows. Various issues concerning welfare of veterans were discussed during the interaction. The underlying aim of the event was to provide a concerted push for expeditious mitigation of myriad issues being faced by veteran community post-retirement. Various policies and schemes launched by the Ministry of Defence and state governments for ex-servicemen were also highlighted. A similar meet for retired officers had been organised last week. |
Swaraj, Advani had given their asset details: LS
New Delhi, October 27 The clarification came in the wake of an RTI reply which had said Advani and Swaraj were among 401 Lok Sabha members who had not declared their assets and liability details to the Secretariat as on September 26. “Information regarding assets and liabilities under the Members of LS (Declaration of Assets and Liabilities) Rules, 2004 have been received by the Secretariat from Sumitra Mahajan, LK Advani, Sushma Swaraj, MPs Ramen Deka and Sadhvi Niranjan Jyoti,” a statement issued by the Lok Sabha Secretariat said. According to the Members of the Lok Sabha Declaration of Assets Rules, 2004, a member is required to declare assets within 90 days of taking oath.

In UP, 524 IPS officers shifted in 9 months
Lucknow, October 27 Through these transfer orders, 524 IPS officers were shifted. More than 50 officers were transferred through one single order dated June 7. Criticising the frequent shifting, BJP spokesman Manoj Mishra said it hinted at a flourishing ‘transfer industry”.
