HPCA case: Dhumal, 10 others get bail
Dharamsala, October 27 Former chief minister, his son Anurag Thakur, president of the HPCA and BJP MP from Hamirpur, his younger son Arun Dhumal and 16 others, were summoned by the court on September 6 in the case registered under sections 420, 406, 218, 120(B) and 201 of the IPC and section 13(B) of the Prevention of Corruption Act on August 1, 2013. Special Public Prosecutor Satish Thakur said the Court of Additional District and Sessions Judge Davinder Kumar granted bail to 11 of the 16 accused under Section 439 of the Code of Criminal Procedure (CrPC) at furnishing bail bond and surety bond of Rs 25,000. Meanwhile, the court also granted exemption from personal appearance to Anurag Thakur. The Hamirpur MP had sought exemption from personal appearance for today citing a meeting of Parliamentary Standing Committee on information technology headed by him. “Three other accused Arun Dhumal, Vishal Marwah and Surender Thakur remained absent as summons could not be served upon them,” the public prosecutor said. Vishal Marwah and Surender Thakur are HPCA’s honorary secretary and vice- president, respectively. The court also issued summon against senior Himachal Administrative Service (HAS) officer Gopal Sharma against whom prosecution sanction has been granted. Two IAS officers Deepak Sanan (the then Principal Secretary, Revenue) and Ajay Sharma (the then Director, Sports and Youth Services) were not summoned as prosecution sanction against them from the union government is still awaited. The 11 accused who surrendered have been given the copy of the chargesheet filed against them by vigilance. The matter is listed for further hearing on December 19. The state vigilance and Anti-Corruption Bureau, after year- long investigation, had filed charge sheet in the case on April 25, 2014. The vigilance bureau accused the HPCA of acquiring land fraudulently by deception and illegal means, obtaining documents, NoCs (no objection certificates) and other certificates, fraudulently with a criminal intention, and conversion of the HPCA, which was registered as a society, into a company with ulterior motives to cause wrongful loss to the state. Dhumal, who was named in the chargesheet, faces charges of misuse of the office of chief minister in granting approvals to the HPCA for the land to build cricket stadium and also other favours to the cricket body led by his son. BJP chief flays CM over development
Dharamsala, October 27 Dhumal was here to appear in Dharamsala court in a case registered against him by the state vigilance in the Himachal Pradesh Cricket Association (HPCA) matter. Talking to newsmen Dhumal said the Congress government raised a loan of Rs 8,270 crore during its stint in power from 2002 to 2007. Despite that it did not pay 5 per cent interim relief to state employees. The BJP after coming to power in the state in 2008 paid all arrears of employees and pensioners. The financial condition of the state improved and BJP government had raised a loan of just Rs 6,672 crore in its five-year rule, he said. The former CM further said during its 1-year-10-month rule, the present Congress government had raised a loan of nearly Rs 4,500 crore. In the current financial year only the state government had raised a loan of Rs 2,100 crore. The RBI has fixed the loan raising limit of state at Rs 2,700 crore this financial year. In case the state fails to generate its own resources it might cross the loan-raising limit fixed by the RBI, he said. “As per my sources, the RBI has already warned the state government regarding its precarious financial condition,” Dhumal said. He said despite being in such financial state, the Congress government was burdening the state exchequer by appointing chairmen and vice-chairmen in large numbers. “All these posts are taxing the state finances as their expenses run into lakhs per month,” he said. He said the state agriculture university was not in a position to pay pension to its staff. However, it was sending delegations, including politicians to foreign countries. He said the state corporations and boards have become a den of corruption. The officials and employees are scared as they are working under pressure. Boards and corporations are making unnecessary purchases without following any rules. In the forthcoming winter session of Himachal Assembly, we would expose the said misdeeds of the present government, Dhumal said. He said the chairman and vice-chairmen were just working as spokesperson of the present government at public expense. He also met the members of Dharamsala Bar Association and assured them all kind of help. He said decentralisation of courts should start from the top for the facility of common man. |
Cabinet decision on session today
Dharamsala, October 27 Responding to media queries regarding Central University, Himachal Pradesh, he said the government was in favour of a single consolidated campus of the institute. The statement assumes significance in view of the fact that both BJP and Congress governments have proposed dual campus for Central University. While the previous BJP government wanted the campus of Central University at Dehra, the Congress government wanted it at Dharamsala. The Union Ministry for Environment and Forest had rejected the site proposed by the present government for the Central University campus at Dharamsala. The Union HRD Ministry has written to the state government to give fresh proposal for the campus, giving an indication that the Dehra site could be considered for the consolidated campus. Minister for Housing and Urban Development Sudhir Sharma, who represents the Dharamsala Assembly constituency, however, said the state government would propose alternative sites in Dharamsala for Central University campus. |

Kangra: A 58-year-old resident of Kohara village on Sunday night succumbed to injuries that he had sustained in an accident on October 20. Raj Kumar, the investigating officer of Shahpur police station, today said Amar Chand was hit by a car (DL 1 N 6243 ) at Kohara on the Pathankot-Mandi national highway on October 20. He was taken to the Community Health Centre, Shahpur, from where he was rushed to the DRPGMC, Tanda. His body was handed over to his relatives after a post-mortem examination. Solan, October 27 The State Pollution Control Board (SPCB) had initiated the move to check these violations and sent notices to various educational institutions last year. Little has been done to ensure that institutes undertook measures to offset the impact of environmental degradation arising out of clearing hills for constructing buildings. Hundreds of trees have been axed by various institutes to pave way for buildings. The EIA clearance is supposed to ensure that institutes undertake mitigation measures, but not much has been done to encourage these institutes to seek this clearance. The state government is yet to notify the new state-level EIA Committee, which scrutinises and recommends such cases to the ministry even after the tenure of the earlier committee had expired in March this year. The names of committee members had been sent to the Union government for approval. The committee has not been approved as most of the members were comprised of retired IAS and IFS officials, who have little experience of dealing with environmental issues. According to the norms, members of the committee are supposed to be eminent people having sufficient experience related to environmental issues. This was further delaying smooth compliance of the EIA norms. At least 20 to 25 cases, which include real estate and mining projects, are still awaiting the EIA clearance. Sources in the board said one private university management had been prosecuted for failing to adhere to the EIA norms and permission had been given to take legal action against another. At least three more defaulters in Solan were likely to face the same action. Once a university is prosecuted, it furnishes an affidavit with the Department of Environment and gets a conditional EIA clearance. It was observed that the activities enlisted in the project report have failed to be complied thus reducing the EIA to a cursory formality. DR SS Negi, Director, Department of Environment, said only two universities had sought the EIA clearance till now and none other had applied. He said the SPCB had been directed to initiate action against other institutes, including a private medical college in Solan, which were running without the clearance in violation of the norms. Model fair price shops on the cards in Una
Una, October 27 Jain directed LPG distributors to increase the number of stops in every village so that the consumers do not have to carry cylinders to long distances. He directed them to carry weighing machines and weigh each cylinder before delivery. He directed department officers to take strict action if an underweight cylinder was distributed. The DC appreciated the efforts of the Civil Supplies Department for checking the sale and use of polythene bags, adding that 890 inspections were done by the department between June and October this year and show-cause notices were issued in 175 cases, 146 were issued warnings, while 29 shops were fined Rs 1.13 lakh for storing polybags. Jain said an additional fair price shop had been sanctioned in Loharli panchayat of the Gagret Assembly segment and the consumers would not have to wait for long to get their essential items. Dabur plant in Baddi gutted
Solan, October 27 No loss of life was reported as the unit was closed for Diwali holidays and was to start operations today. According to preliminary investigations, short-circuit appears to be the probable cause of fire which engulfed raw materials and finished products worth Rs 35 crore though the exact cause was yet to be ascertained, confided Subhash Thakur, an HR official. Fire erupted from the godown where raw materials and finished products were stacked. It spread to the manufacturing area where it gutted all machines. The fire was first noticed by security guards and though they tried to douse it using available fire-fighting equipment, it soon spread to other areas and failed to be controlled. The staff then informed fire station officials at Baddi which rushed to the spot. The intensity of the fire was so high that even the tinned roof melted away and black plumes of smoke could be seen from a distance as the fire spread to various sections of the unit. Officials of the Fire Department were yet to ascertain whether the unit’s fire-fighting equipment were fit as fire-fighting operations were not completed. The manner in which the fire failed to be controlled had put a question mark on the installed equipment. The unit, however, had a large quantity of water to meet such an exigency. The fire-fighting teams from Nalagarh and Baddi battled for nearly nine hours to control it and fire tenders from Baddi, Nalagarh, Vardhman and Ropar were also pressed into service to douse the fire. KULLU: A fire broke out in a restaurant on the Mall in Manali, 42 km from here, yesterday. It was learnt that the fire started from the kitchen and engulfed the entire restaurant. Fire fighters controlled the fire on time, preventing the adjoining shops from being gutted. Govt departments fail to achieve targets
Shimla, October 27 Mitra discussed the RFD of the Departments of Education, Energy, Health, Public Works, Irrigation and Public Health, Agriculture, Horticulture, Industry and Forest. It is under the directives of the Government of India that the RFD for each department has to be prepared so that targets are listed and achieved within the set time frame. From the last two years, when the RFD was introduced, its implementation as well as monitoring has been extremely poor. Practically none of the departments of the state government have even bothered to make any effort to get close to achieve targets set by them. However, this time it has been decided that rather than just making budgetary allocation for each department and leaving it to them to earmark money under various heads, the government will give indicators. “The area on which the spending has to be made will be specified rather than letting the department decide where to spend the funds,” said an official. Specific areas of operation will be identified for each department whether it is improvement in quality of education, reducing infant mortality, importing high yielding improved varieties of plants or generating revenue from mining. It was also suggested at the meeting that more efforts must be made to get projects cleared under centrally sponsored schemes. “This will help in getting the much needed funds and also to meet the establishment cost from finances received under the centrally sponsored schemes,” said an official. It was also suggested that in case of the Department of Energy, certain concessions should be extended to bulk consumers so that more and more people could buy power. |
Kinnaur fest to reverberate with tribal performances
Shimla, October 27 The presence of local deities in the form of their musical instruments will also be an added attraction and invitations have been sent to their kardars (caretakers) in this regard, Kinnaur Deputy Commissioner DD Sharma said. The money for food and other expenses would be deposited in the bank accounts of participants and the practice of issuing coupons which had risk of being misused, would be discarded, he said. The ITBP and Home Guards band and cultural performances by schoolchildren would be a part of cultural programmes on all four days. Renowned folk singers, including Nirmal Sharma, Kapil Sharma and Dheeraj Sharma, would enthral the audience on the opening day. The star attractions of the evening, however, would be the Cham Nritya performance by “Nati King” Thakur Das Rathi. Traditional Kinnauri songs by four groups from the district and bhajan competition and performance by Kinnauri folk singers Mansi Negi, Neelam Sharma, Marinda, Shanti Ram, and Rajiv Negi would be the main attraction on October 31. Hollywood documentary shot in Kullu
Kullu, October 27 The school gate was changed to the special jail gate and a bunker was set up outside the gate. The film is being directed by Pan Nalin, who had also directed famous Hollywood film, “Valley Of Flowers”. It was learnt that the film is based on the missing foreigners from the Kullu valley and efforts of the youth engaged in tracing them. Members of the film unit said two actors from New Zealand and two from Australia were playing the lead roles. The story revolves around a missing foreigner girl from New Zealand and the quest of her friends to trace her. The members of the unit said the scene of expatriates visiting the jail to know the whereabouts of their missing friend was shot. The shooting started at 5 am and the shot was completed in about 5 hours, they added. It was learnt that the shooting would be later carried out at Patlikul and in a Buddhist monastery in Leh. Pension plans of autonomous govt bodies go defunct
Dharamsala, October 27 The contributory pensions were to run on the contributions of the employees during their period of service. However, the managing bodies of these pension schemes tried to operate them at par with the state government pension scheme for its employees. Retirees were given benefits and annual dearness allowance at par with the state government employees with no upper limit on pensions. The result is that now the pension schemes have gone defunct and universities are seeking funds from the state government to continue them. In the recent past, the state government had turned down the request of CSK Palampur Agriculture University seeking Rs 61 crore to smoothly implement its pension scheme. About 900 retired employees of the agriculture university have not got pension since March. The employees who have retired since March have not been given any dues by the university. Officials of the university, on condition of anonymity, said the university would not be in a position to pay pension regularly to its employees without government support. In case, the government does not pay up we can pay pension to employees just once in five to six months. The university does not sufficient funds to pay pensions to their employees. The agriculture university just like any other university is an autonomous body. Though the university was established by the state government, it was autonomous in nature. The employees of the university are not considered as government employees. Sources here said earlier the university used to have a contributory pension scheme. In 1998, the state government allowed the university to implement the pension scheme at par with that for the state government employees. However, officials at that time allowed the scheme to be implemented since 1998. The result of the implementing the scheme from retrospective effect was that some employees made meagre payments as contribution to the scheme and took lakh of rupees after the commutation of their pension. By allowing the implementation of pension scheme on the government pattern in which the employees get all benefits at par with government employees, the coffers of the university pension scheme went dry very soon. Now the university authorities are seeking help from government to continue their pension scheme. The government initially gave a financial help of about Rs 35 crore to the university. Even those funds have been exhausted. Now the university is seeking Rs 61 crore from the government to continue its pension scheme. The state government, which is also facing financial crunch, has declined the request of the agriculture university. The sources here said that like the Palampur CSK Agriculture University, the pension schemes of other government universities in the state such as Horticulture University at Nauni and Himachal Pradesh University are defunct. The government had also proposed to draw a scheme under which pensioners of all government universities of the state could be covered. However, the sources here said that no contributory scheme could provide pension at par with what was being given by state government to its own employees. The state government would have to cap upper limit of pension of beneficiaries of contributory pension to make the schemes work. The pension scheme of Kangra Central Cooperative Bank had also gone defunct due to similar reasons. The bank was now consulting private fund management companies to draft a new pension scheme for its employees. |

She revealed that apart from women, people whose annual income was up to Rs 1 lakh were eligible to avail free legal aid through LSC. She asserted that to demand dowry as well as to fulfill such demands was illegal. She also briefed the villagers about the Domestic Violence Act. Advocates Rahul Chib and Naresh Dhiman educated the rural gathering about the Consumer Protection Act, the Motor Vehicle Act, Anti-ragging Act and the MGNREGA scheme. Ban on foreign trips by leaders, babus likely
Shimla, October 27 The Cabinet sub-committee, headed by Irrigation and Public Health (IPH) Minister Vidya Stokes, could hold its meeting here tomorrow before the Cabinet meets. Stokes and Industries Minister Mukesh Agnihotri will be here for the meeting tomorrow, whereas Transport Minister GS Bali is away to Delhi to attend a conference. “There are more than 50 persons, including politicians, bureaucrats and other officials who have been on foreign trips abroad this year,” sources said. He said the Resource Mobilisation Committee was considering recommending to the government to impose a ban on foreign trips as this caused a huge burden on the state exchequer. Even though in several foreign trips, the entire expenditure is borne by sponsors, in several others a lot of money is spent. Another step the committee might take is to impose taxes on certain products which can rake in a lot of money. In fact, the Finance Department too is a strong advocate of this method, as this can easily help generate a lot of revenue. With little funds at the disposal of the government, the committee is also likely to recommend that most of the government projects be executed under the private-public participation (PPP) mode. This would ensure that the development works do not get impacted and in the process the government would also get some revenue. It was about two months back that the state government had constituted a committee on resource mobilisation so that ways and means could be suggested to cut down on wasteful expenditure and at the same time suggest ways to generate resources. The committee which has so far met twice will submit its final report to the government, making certain recommendations on how to generate resources. The committee had earlier recommended that there should be a complete ban on the purchase of new government vehicles till March 2015 and also that chairmen and vice-chairmen of boards and corporation and also bureaucrats must be allowed the use of only one vehicle, either from the government or from the department they are holding. Swachh Bharat Abhiyan function on Oct 31
Mandi, October 27 He said Rural Development and Panchayat Minister Anil Sharma would preside over the concluding function of the month-long sanitation drive in the district. The DC said the main motive of the function was to share knowledge on sanitation and reach out to maximum people. On the occasion, the district administration would also launch a ringtone on sanitation, the DC said. Members of mahila mandals, panchayats, self-help groups, municipal councils and public representatives had also been invited. During the sanitation drive, several programmes, including painting competitions, at the school level and awareness campaigns would be organised, he added. |
Efforts on to make HP herbal state: CM
Dharamsala, October 27 He said the government was conserving and promoting herbal wealth to make Himachal ‘herbal state’ of the country. Ayurvedic system of medicine had been well integrated into the national health care system. The government had laid special emphasis to strengthen ayurvedic system of medicine and Rs 203 crore was being spent for Ayurveda Department during this fiscal year, he said. The Chief Minister added that the state was a treasure house of herbal and aromatic medicinal plants and herbs. It was promoting commercial herbal plantations to provide a sustainable supply of raw material to the pharmaceutical industry. The herbal gardens at Jogindernagar in district Mandi, Neri in Hamirpur, Jangal Jhaelra in Bilaspur and Dhamrera in Shimla district were catering to the needs of ayurveda health institutions, he said. He said for procurement of essential medicinal herbs, the Government of India had sanctioned Rs 2.02 crores and about Rs 22 lakh for upgrading the ayurveda institutions in the state. Also, Rs 35 lakh had been sanctioned for ‘arogya festivals’ in the state. Virbhadra Singh said besides the two regional hospitals at Paprola and Shimla, 1,109 Ayurveda Health Centers were providing quality health services to the people. The patients were also being treated through naturopathy and at present one nature care unit was functional at Oel in Una. Listing the steps taken to strengthen ayurveda, Virbhadra said it was for the first time that as per seniority, the nomenclature of the ayurveda medical officers had been upgraded to senior medical officers, besides providing them monetary benefits. The retirement age of the professors in the Ayurvedic Medical College had been fixed at 62 so that the students could gain from their vast experience and knowledge. He said the system was well adopted in Kerela which, besides providing treatment to the people, was also a source of medical tourism. Dr Y P S Sharma, who played a pivotal role in promoting ayurveda system of medicine, was honoured by the Chief Minister for his initiatives. A souvenir and a calendar was also released on the occasion. The association donated a cheque of Rs 4.51 lakh towards the Chief Minister Relief Fund. Dr Dinesh Kumar, president of the association, welcomed and honoured the Chief Minister and detailed the steps being taken to promote the ayurveda. Earlier, the Chief Minister was given a warm welcome on reaching Dharamsala. He inaugurated a Women Police Station here. Hamirpur, October 27 In total 20,269 people of the district were given social security pension and an amount of Rs 11.5 crore were given to them, whereas 192 lakh were given to the poor and the needy for the construction of houses. Deputy Commissioner Rohan Chand Thakur said 98 people, including 77 from the Scheduled Caste, 18 from Other Backward Class and 3 from Scheduled Tribe category were given relief for the construction of houses. He said the Social Welfare Department had achieved 100 per cent success rate in the implementation of social welfare programmes. The officers of the department had been advised to provide prompt facilities to the needy, he said. He said the monthly pension of Rs 550 was given to people over 65 years age and belonging to the Below Poverty Line (BPL) category under Indira Gandhi Old Age Pension, Rs 550 to widows of BPL category under Indira Gandhi Widow Pension scheme, Rs 750 to people who were over 80 per cent handicapped. Nurpur, October 27 The Development Officer-cum-Block Development Officer Rakesh Prajapati, the panchayat offices should remain opened on all working days from 10 am to 5 pm for the convenience of the public. He said during surprise checks both panchayat secretaries and panchayat chowkidars were not available in the offices, which were found locked throughout the day. He said he had issued show-cause notices to the secretaries in this connection as departmental action. He said he had found the offices of Hatpang, Golwan, Jachh, Bassa-Waziran, Nerna, Kandor, Rehan, Batrahan, Ondh, Hadal, Khanni (Upper) and Baduee panchayats locked and action was being taken against their secretaries. He said all 52 gram panchayats had been directed to keep an attendance, complaints, inspection and movement register by October 31.— OC |

Scholarships given to kids
Una, October 27 The scholarships are an annual feature and the fund is donated every year by freedom fighter Satya Mitra Bakshi of Una from the pension he receives from the government. He has been doing so for the last 12 years. 88-year-old Bakshi is also a member of the state Freedom Fighters Welfare Board. Speaking on the occasion, Sushil Rattan said though freedom fighters of the country were now very old, they still nurtured the spirit of patriotism and selfless service and provided help to needy persons. Himotkarsh president Kanwar Hari Singh also expressed his veiws on the occasion. |

The professors and academicians of Himachal Pradesh University (HPU), along with students from various institutions, participated in the workshop. Subject expert Dr KL Verma said with the use of computer softwares, teaching of mathematics could not only be made easy abut also interesting to attract students towards the subject. He said MathCAD, MetLAB were best softwares that can calculate complex figures in no time. PC Verma, principal of DAV school, said students who were afraid of taking up mathematics in higher classes were made to understand the subject and had been encouraged to take it up. |
