Shimla, October 18 It also directed the institute to refund the excess fee charged from students within 30 days and said in case of delay, interest at the rate of 14 per cent per annum would be payable from the date of announcement of the order. Disposing of the two complaints of similar content, one filed by 10 students and other by four in May 2012, Commission member Sunil Dutt Sharma in his order said: “The respondent has failed to produce any permission from the UGC to run its study centre for imparting distance education programme along with required permission from Himachal Pradesh and hence BIMS is directed to close down all distance education programme with immediate effect and compliance be reported within 7 days hereof.” “The respondent — Sikkim Manipal University — has been successful in duping petitioners of their hard money earned/ borrowed from banks without rendering any higher education after due observance of law. The primary duty of the university to maintain the highest standards of its teaching and examinations has been completely depleted. Universities are our national institutions to keep up our national prestige and our degrees must be such as to command international recognition,” it said. It further said: “The UGC Act has been made nugatory as Sikkim Manipal University is offering courses without subscribing to the UGC conditions, as such the degree awarded by it may not be of any value.” The action is contrary to the provisions of UGC Act, 1956, and regulations, as it has indulged in alluring people all over the country to pursue higher studies through such study centres, which could not be opened without the prior permission of the state government. The complainants had accused the BIMS of overcharging and running management courses through distance education mode without the UGC’s and the state government’s approval and similar complaint was filed by four students of the institute through a separate petition. The petitioners
sought refund of excess fee of Rs 13,94,760 and Rs 2,63,950 in two cases and the Commission accepted their plea and directed respondents to refund the excess fee charged within seven days. The order implied that the students who got admissions after paying hefty fee have lost a year as the degree was of
no value but the Commission had not imposed any penalty and also not ordered refund of entire fee amount as the entire expenditure had become Infructuous. |
Petrol dealers flay hike in VAT, seek rollback
Nurpur, October 18 He lamented that the state had proposed the hike last month and invited suggestions and objections of the people but, notwithstanding the public objections, the government had implemented the hike from today. “The association had also raised genuine objections and suggested to convene a meeting to work out an alternative strategy to enhance revenue collections through petroleum products’ trading. But the government did not respond to our communication and even ignored public objections and issued a notification of VAT hike yesterday,” he added. Sukamar, also the national vice-president, Federation of All-India Petroleum Traders, said the association had a number of effective and suggestive measures for enhancing revenue collections through petroleum products’ trading. He urged Chief Minister Virbhadra Singh to roll back the VAT hike, keeping in view the larger interests of the consumers and fall of petrol prices globally. He underlined the need to follow a strategy to generate revenue collection. |

Shimla, October 18 He was speaking on the closing ceremony of three-day mega HP University Inter-College Youth Festival-2014. He also announced ~4 crore for the new block of the college with parking facilities and classrooms and also gave nod for the construction of an over-bridge near the college connecting the IGMC road with the National Highway. He expressed happiness over the constitution of Students Central Association of the Sanjauli college through nomination of meritorious students. Similar bodies would be in place soon in other colleges, he said. He said the state government had opened 15 colleges in far-flung and remote areas of the state during the past 21 months and appealed to the teachers to volunteer to serve in such colleges and schools. The CM said the state government was making concerted efforts to provide technical and professional education to students to enable them to have access to competitive job market and also engagement in self-employment ventures. He distributed prizes to the winners. Sanjauli college Principal Joginder Singh Negi said as many as 750 students from 45 colleges took part in the Youth fest. |
BJP draws flak for using black money issue for political gains
Kangra, October 18 He said the Bharatiya Janata Party (BJP) had failed to name people whose accounts were in the Swiss Bank, which Modi had promised
to divulge during the poll campaign. He said the way the BJP used this issue for political gains no other Indian politician had ever played such a gimmick. He asked why was there reluctance in revealing the names of people whose accounts were in Swiss banks. He said the Congress today wanted to know, why the BJP mislead people of the country on this issue during poll campaign. Yesterday, the Centre had told the Supreme Court that it cannot disclose the names of all those having black money stashed abroad as it violates the double taxation avoidance agreement. |
Shimla offers sky gazing potential
Shimla, October 18 In a letter addressed to deputy mayor Tikender Singh Panwar, Snehi said Shimla had high potential for sky gazing and it could be tapped if they could put some astronomy club in place in the city for the purpose. He cited the example of the Eiffel Tower in Paris saying that it had powerful telescopes through which one could enjoy experiencing different parts of the city. “The historic Ridge provides an equally important scope for this enterprise to flourish. Shimla can have a bird club, which can involve bird-watching, which further can be linked with a photography club,” he said. “It is a tragedy that most of our cities have no space for libraries. We as kids used to come together to open community libraries. Community activities such as book clubs should be encouraged in the city,” he suggested. He said it was sad that the town does not have sufficient space for children to play. “The MC can allocate spaces for recreation activities such as play stations, swings,” he said. “Since you are a biking enthusiast, starting the practice of keeping cycles at several places in the city on rent will encourage people to discourage motor vehicles,” he said. “The city can have cycle and walking zones. It can be a combination of places where you can only walk with or without a cycle and where no motor vehicle is allowed,” he said. “Lastly, residents can commute in trams in Shimla on the lower ring of the Cart Road, which can be connected to a series of lifts. An effective public transport will cut pollution and limit movement of cars along the hill between the two tunnels on either ends of the city,” Snehi said. |
Seven get 14-yr RI for smuggling
Sundernagar, October 18 The defaulters will have to pay Rs 1 lakh each as fine and in case of the
non-payment of fine the convicts will have to undergo an additional one-year imprisonment. In the judgment, two men were held guilty for possessing 15.45 kg charas under Section 20 of the Narcotic Drugs and Psychotropic Substances (NDPS) Act and five others for conspiring in the offence under Section 29 of the NDPS Act. The convicts were Padam Singh and Jai Singh, both residents of Banjar district in Kullu, and Sanjay Singh, Ravi Kumar, Sabdeep Kumar, all of Gurgaon, Roshan Lal of Banjar district, and Deepak Kumar of Hazipur in Bihar. The prosecution produced 14 witnesses to prove its case and
the defence produced four witnesses. The court observed that the testimony of official witnesses was sufficient to hold the convicts guilty. The court ordered that the convicts must be lodged at the Central Jail in
Nahan. |

Shimla, October 18 The protesters alleged that it was a murder and demanded that a case of murder be registered. Chaju Ram’s body was brought to the IGMC, Shimla, for postmortem, but after the examination, the relatives refused to cremate it and took it to the DC’s office.
