Chandigarh, November 4 Underlining his priorities while replying to the Governor’s Address on the second day of the Vidhan Sabha session here today, Khattar said corruption remained the core issue the government needed to tackle. Even as yesterday’s camaraderie went for a toss during the debate on the Address, the Congress MLAs staged a walkout over the government “non-commital” attitude on a definite date for giving increased old-age pensions. Khattar committed to bringing a White Paper on the state’s fiscal health, expressing concern over the reports indicating major irregularities in the prevailing system of distribution of social security pension. “The audit reports confirm that a scam involving ~4.5 crore has been unearthed in Karnal district alone. The reports also reveal that there are 12,000 such beneficiaries who have not even filled in the application forms,” he said, adding that the government would evolve an effective mechanism for pension distribution. Emphasising that promises made in the election manifesto would be fulfilled, he said the state was “lagging” as far as financial management was concerned given its debt burden of ~82,000 crore. “With the change of government, questions will be raised on the state’s fiscal health. The people have a right to know. We will issue a white paper before the Budget session,” he said, adding that the government would need to plug leakages and step up the 65 per cent recovery of bills alone. Khattar said the BJP’s poll promise of giving ~2,000 old-age pension would be implemented, prompting the Congress MLA to ask for a time-frame before they staged a brief walkout. Irked at repeated interruptions from them, Khattar shot back: “In eight days, you want accountability from us while we can’t even question you on your actions in the last 10 years”. Replying to former Speaker and Congress MLA Kuldeep Sharma’s allegations that Governor Kaptan Singh Solanki “had been forced to read out RSS agenda”, the Chief Minister said his association with the RSS started in 1980 when he joined the organisation as a pracharak. He began with stating he wanted to salute all mothers and went on to announce the four kinds of mothers that existed in the world. “There is our mother, there is Bharat ‘ma’, there is Ganga ‘ma’ and there is ‘gau ma’,” he said, evoking smiles all around. “Ram teri Ganga maili ho gayi paapiyon kay paa dhotay dhotay. Gau ma gives us three things—‘doodh, gobar aur gaumootra,” he said. We get so much from cows but the previous government failed to give ~15 per cow per day for upkeep. Kamal Gupta said some books had used the word “looteray” (thugs) for ancestors and it was corrected by the BJP government during its last term in the Centre. Former CM Bhupinder Singh Hooda said his party had raised objections and it was deleted from the textbooks, making the allegations redundant and demanded the word be expunged from the proceedings. To this, INLD’s Abhay Chautala said, “This one word is giving them so much pain. In this very House, the Congress, as the party in power, has used so many such words for us and our protests fell on deaf ears. They will have to hear this.”
Former Speaker Kuldeep Sharma was his witty self as he took on the BJP government, stating that the party appeared strong on the outside only because it was a number game in the House. “Inside, it is very weak. Some of its MLAs have decided to let their beards grow till they occupy the Chief Minister’s chairs,” he said in an obvious reference to Education Minister Ram Bilas Sharma and Health Minister Anil Vij’s aspirations to be the Chief Minister. INLD seeks judicial probe into Vadra land deals
Chandigarh, November 4 Speaking on the Governor’s Address, Leader of the Opposition Abhay Singh Chautala lashed out at the Congress for “bending rules and fast-tracking procedures” to benefit Skylight Hospitality owned by Vadra. “The previous government provided undue benefits to DLF because of its Vadra connection. The CAG has said Vadra had received a windfall gain of ~44 crore and the government failed to recover ~41.5 crore due from him, causing a loss to the exchequer. We want to know whether the CAG report will be looked into, when and how. We demand that a sitting judge should hold the inquiry and bring out the facts,” Chautala insisted. In a speech frequently interrupted by Congress legislators, Abhay Chautala questioned various land deals. “They have objection to the word looteray (thugs) used by a BJP legislator but they must explain why the Congress government gave away 276 acres acquired by the HSIIDC to DLF by acquiring additional 76 acres? The court cancelled that but we want to know the faces behind that deal and the facts should be presented in the House. Another 1,383 acres, given back by Reliance, was released to private builders. We want answers,” he said. Though Congress MLA Karan Dalal tried to corner the INLD by seeking a reply to the land given away by the party during its rule to the Punjab Chief Minister and his son, Sukhbir, Chautala countered the allegations by asking why the Congress government did not investigate the matter during its over nine-year rule. When Congress MLAs sought to know under which head of the Governor’s Address was Chautala being allowed to speak, BJP members shot back that he was speaking on the issue of “corruption-free governance”. After the BJP had derived enough pleasure from the growing discomfort of the Congress, Capt Abhimanyu made a feeble attempt to urge Chautala to restrict himself to the Governor’s Address but soon sat down. Later, he announced that various land deals during Congress rule would be looked into. Former Chief Minister Bhupinder Singh Hooda took the INLD head-on and sought to know how a leader (Abhay Chautala) facing a disproportionate assets case and how a party with its top leadership in jail for the teacher-recruitment scam had any right to even speak on corruption. “These are all baseless allegations and we are for a free-and-fair inquiry into the matter. Chandigarh, November 4 Khattar’s plea was acknowledged by a thunderous applause from all benches. Members of the House stood in a two-minute silence to pay tributes to those who lost their lives in the September floods. The House proceedings, full of jibes between leaders of the ruling BJP and Congress, saw some interesting moments in the INLD cosying up to the BJP in taking on the Congress. The INLD was interested in having a pre-poll alliance with the BJP before the Assembly elections, but the BJP decided to go it alone. The INLD leader in the House, Abhay Chautala, supported the BJP on most of the issues and attempted to embarrass the Congress by raising the matter concerning the Vadra land deal. Unlike in other Assemblies where the list of obituary references is a common list, the Haryana Vidhan Sabha had obituary resolutions listed under different heads such as former MLAs, freedom fighters, martyrs of Haryana and separate resolution on floods in Jammu and Kashmir. Ram Bilas Sharma spoke on the resolution on behalf of the BJP, Abhay for the INLD and Bhupinder Singh Hooda for the Congress. Referring to the natural calamity in Jammu and Kashmir the House passed a resolution that read, “The House places on record its deep sense of sorrow on the sad and untimely demise of those innocent persons, who lost their lives in flash flood in Jammu and Kashmir in the month of September 2014... the House resolves to send heartfelt condolences to the members of the bereaved families.” Khattar also paid tributes to others who died since the last session in February. These included two former MLAs — Jaipal Singh Arya and Ramji Lal — freedom fighters and martyrs of Haryana. The six freedom fighters included Shyam Singh of Brara village, Ambala; Ajmer Singh of Kheri Dabdalan village, Kurukshetra; and Harnath of Badrai village, Bhiwani. Water crisis in 30 Adampur villages sparks protest
Hisar, November 4 Villagers said they were not getting supply in the Balsamand water channel that caters to the region. They have been protesting under the banner of Jal Sangharsh Samiti for many months and villagers of Budak even boycotted the Assembly election. Villagers stayed blocked the exit gate and confined administrative officials to their offices throughout the day. A posse of police force was deployed to maintain law and order. Vikram Sheoran, secretary of the samiti, said the SDM assured them that their problem would be taken up with the state government. “The administration has sought some more time to redress our grievances. We have decided to give the administration 15 days. After the deadline, we will step up the agitation,” he said. DHBVN to now give power connections to erring builders
Gurgaon, November As per rules, a builder must submit the layout of the colony before taking licence for a colony. He has to provide certain things such as dispensary, primary school and adequate power infrastructure such as sub-station at his own cost. However, a majority of builders fail to do so. The issue was highlighted last year when residents of several societies came on to the roads protesting lack of amenities, especially water and power. Gurgaon sees extreme power shortage, especially in summer, because most builders don’t have their own infrastructure, which results in excessive pressure on the state feeder. The line trips because of overloading. Following this, DHBVN announced new connections would not be given to builders till they fulfilled old promises. |
Four days after cleanliness drive, many Jind localities still a mess
Jind, November 4 Heaps of garbage continued to greet locals in many localities four days after the launch of the mission. A visit to various parts of the city such as bus stand area, colonies around the station, urban estate areas and HUDA sectors belied the administration’s claims. In most areas cleaning had either not been started or had been abandoned mid-way. On November 1, senior bureaucrats led by the Deputy Commissioner picked up the broom to launch the “Swach” mission. The administration claimed to have formed special teams and divided the district into 50 zones to improve efficacy of the drive. Two senior officers were put in charge of each zone while SDMs were overall in charge of their areas. The DC would assess the success of their mission at the end of the week. “The mission is only on paper. We have not seen any action in our area. Garbage is till scattered and it shows the administration launched the mission as a formality and later abandoned it,” said Surinder, whom The Tribune team met near HUDA Ground. Ramesh, who lives between Patiala Chowk and station, said they too were waiting for the drive to kick off. Additional Deputy Commissioner and drive’s nodal officer Bhal Singh Bishnoi said residents could approach them to complain. |
Khattar’s village on way to becoming a model
Rohtak, November 4 Prominent residents of the village have launched a concerted campaign to clean the village and keep the intoxicants at bay. A signature campaign has also been started to shift the liquor vend outside the village. Baniyani sarpanch Dayanand said the village youth had enthusiastically taken up the sanitation drive, which had led to the creation of a harmonious and disciplined approach. “Maintenance of cleanliness will also be helpful in ensuring a disease-free and healthy environment,” he maintained. Former Baniyani sarpanch Desraj Chawla’s son Mukesh said efforts were also being made to prevent the village youth from falling prey to the menace of liquor and other intoxicants. “A signature campaign has been launched to shift the liquor vend out of the village and women, especially, are hopeful that the move would check crime and improve the village atmosphere,” he stated. Panchayat member Umed Singh said the local residents were elated over the installation of village resident Manohar Lal Khattar as the Chief Minster. He said they wanted to make Baniyani a model village in a true sense. Sunil, a village youth, said efforts would be made to educate the illiterate persons of the area. “If Haryana is also made liquor-free on the pattern of Gujarat, the crime rate will certainly come down,” he pointed out. |
3 undertrials flee in Bollywood style
Mahendragarh, November 4 The police immediately launched a search operation with the help of the Rajasthan police and nabbed the trio from Nimrana village on the Haryana-Rajasthan border after several hours. The incident took place near Bazaad Naaka in Ateli town around 11 am. A van carrying gangsters Narbeer alias Situ of Rewari, Rahul of Bada Talaab Gurjjarwada, Hari Om of Kheri Talwana village and another notorious criminal was on its way to Narnaul. “The prisoners started manhandling each other after a heated exchange of words over some issue. The policemen escorting the undertrials stopped the van tried to pacify them during which the trio escaped,” a source said. The undertrials snatched a motorbike belonging to a youth of Kheri village here and sped away. Four cops who were part of the escort gave them a chase for some distance, but could not stop them. The cops informed Mahendragarh SP Balwan Singh, who launched a search operation in the area after sealing all border points. When the prisoners could not be traced, the Rajasthan police was also informed. The Rajasthan and Mahendragarh police jointly launched a hunt to nab the undertrials at border points of the states. Finally, they caught Narbir, Rahul and Hariom from Nimrana village, it is learnt. The Mahendragarh SP could not be contacted despite repeated attempts for his comments. Sirsa farmer attends global farmers’ meet in Iowa
Sirsa, November 4 Mann was one of the 16 farmers invited from all over the world to participate in this round table.The only other Indian farmer to participate was Jayapal Reddy from Hyderabad. The round table was followed by a World Food Prize (WFP) symposium. The global farmer round table features a facilitated dialogue among global farmers to better understand and address the challenges of filling the increasing food and nutritional security gap. Mann was also a panelist in the Crop Life International seminar with the theme- ‘Drought and disease tolerance for food security’. The seminar was moderated by Julie Borlaug, granddaughter of father of the Green Revolution, Dr Norman Borlaug. Dr Indu Sharma, Project Director of the Directorate of Wheat Research (DWR), Karnal, was another Indian speaker from India at the Borlaug dialogue international symposium. Mann said he told the participants that Indian farmers were doing their best for food production. Kaithal, November 4 The traders filed a complaint with the administration following which SDM Ashwani Maingi, SHO Subhash Sheoaknd and market committee secretary Savita Chaudhary rushed to the mandi and promised full protection to the traders and action against the guilty. The SDM directed police officials to increase patrolling in the mandi area. Purchase and sale resumed after this assurance. Sonepat, November 4 In order to give a momentum to the plan, Deputy Commissioner Samir Pal Srow today held a meeting with Sonepat SDM Amit Khatri and officials of other departments, including water services and sanitation and municipal council. The DC said two ponds in the Kalupur Chungi and Sunder Sawari areas were being used for dumping garbage. The pond would not
only be dug up and cleaned, but would also be encircled with iron fencing, so that stray cattle and other domestic animals could not enter the ponds. He explained that the Shubhash stadium would continue to be used
for games and physical activities. It would be further dug up and only be
used for accumulating rain water. “Water accumulation in these ponds will solve the problem of waterlogging during the rains, as the will help in recharging the level of sub soil water in the town,” he said
and added that it would help in maintaining cleanliness. Indri to get its court in a month
Karnal, November 4 Jeyapaul was here today to inspect Indri SDM office premises for establishing a court at Indri. Replying to a question about the pendency of cases in the Indri sub-division, Jeyapaul said around 1,500 cases from this region were pending and with the establishment of this court the cases would be disposed off on time. The people of the Indri sub-division have been demanding a court for the last several years, which would be fulfilled within a month, the Justice said. He added it would save their time as at present they had to travel to Karnal for their court cases. He added there were three to four rooms in the SDM office complex, which were appropriate to establish a court. Earlier, District and Session Judge Manjeet Singh, SP Abhishek Garg, ADC Girish Arora welcomed the Justice at Karna Lake. |
High Court directs Rampal to tell followers to stay away from court
Chandigarh, November 4 As the case came up for resumed hearing this morning, the High Court directed Sant Rampal to reach Panchkula at 9 am on Wednesday from where the Chandigarh police would bring him to the High Court for hearing in the case at 10 am. The High Court has already asked Rampal’s close aide, Ram Kumar Dhaka, and Dr OP Hooda to be present in the court. Hooda had issued a medical certificate to Rampal on a previous date of hearing on the basis of which he did not appear before the Bench. The Division Bench headed by Justice M Jeyapaul also directed Haryana and Punjab to provide five and four police companies, respectively, to the Chandigarh police on Wednesday to prevent any untoward incident. The Bench had already been informed by the Chandigarh administration that a communication has been received from the Rampal’s ashram that around 1,00,000 followers would land in Chandigarh on the day of hearing before the court. The Chandigarh Administration had further informed the Bench that both Punjab and Haryana had refused to provide additional security in view of the large gathering. Sant Rampal of Karontha ashram is facing allegations of interfering in the judicial proceedings during the hearing of a case before the Hisar sessions court. HC raps Army school for workman’s victimisation
Chandigarh, November 4 A Division Bench of Justice Satish Kumar Mittal and Justice Deepak Sibal also dismissed the school management’s appeal against a Single Judge’s order in the matter after imposing costs of Rs 25,000. The cost is to be deposited with the Haryana Legal Services Authority. The school management had challenged the order passed by a Single Judge on July 11. The Judge had upheld the award dated June 18, 2012, passed by the Ambala Labour Court, reinstating workman Udayvir with continuity of service and full back wages. The respondent workman was appointed chowkidar on an ad hoc basis from September 5, 2004, to May 14, 2005. He continued to work till February 27, 2007, when his services were finally terminated without complying with the mandatory provision of Section 25-F of the Industrial Disputes Act. During this period, the management gave different breaks in his service apparently to avoid the respondent from getting the benefits of the provisions of the Act. Taking up the appeal filed by the school against Haryana and other respondents, the Bench asserted in no uncertain terms: “The present case is a case of victimisation of the workman by the management by adopting unfair labour practices. “Though the workman has worked for about two-and-a-half years, the management by giving deliberate and intentional breaks in the workman’s service had the strategy to avoid liabilities under the Act. This conduct was held to be an unfair labour practice… “Furthermore, the workman’s services were terminated without complying with the provision of Section 25-F of the Industrial Disputes Act on the basis of the circular dated December 11, 2006, issued by the Army Welfare Education Society, New Delhi, to dispense with the services of such workmen. “Such termination of the workman’s services has been rightly held to be illegal and arbitrary. In such cases, in our opinion, reinstatement with back wages is the only appropriate relief, which should be granted to the workman. Thus, we are not inclined to interfere with the order passed by the Single Judge”. |

Polytechnic student’s ‘death’; kin block highway
Palwal, November 4 The movement was restored after intervention of senior officials, who assured a probe into the incident. The police however resorted to minor lathi-charge to disperse the mob, who reportedly indulged in stone throwing. According to reports, the protest erupted as soon as the hospital authorities handed over the body of the student, Lalit Kumar, a resident of Hodal to his kin after the post-mortem exam this evening. Demanding arrest of the accused allegedly responsible for the death, the protesters squatted on the highway by keeping the body on the road. Lalit a third semester student of engineering diploma had fallen from the fourth floor at the college campus on Monday under suspicious circumstances. Though the police reports claim he deliberately jumped to commit suicide in the presence of another student, the kin of the victim alleged he had been ‘pushed’ to death by someone as part of a conspiracy. It was also revealed that Lalit had turned to the campus after a gap of several days due to ‘depression’ after he quarrelled with a girl with whom he was reportedly having an affair. |

Faridabad, November 4 “The ‘nagar kirtan’ organised by the sabha covered a distance of around six kilometre had several volunteers, who picked up all the waste including plastic containers and disposable cans used by the participants during the programme,’’ claimed Amarjeet Singh, secretary of gurdwara Singh Sabha. Revealing that while a team of 10 to 15 volunteers were given the responsibility of removing all the waste from the road from where the religious procession passed, he said this was done to ensure participation and cooperation with the state-level cleanliness drive launched recently. He said a special rickshaw was deputed to collect the garbage and dispose it at a proper place. He added while the drive attracted a large number of residents, a large number of youth and school students appeared enthusiastic regarding the cleanliness drive. According to Singh, the sabha also resolved to use steel utensils during the ‘langar’ instead of plastic plates and containers. He said this was being done to ensure a proper check on items that lead to disposal problems and plastic menace. |

Minor’s rape, murder mystery solved; 4 arrested from Ateli
Mahendragarh, November 4 The girl’s body was found from the bushes near the railway station in Ateli on Sunday. The accused — Arun, Deepak, Rajesh and Sanjay — were produced before a court in Narnaul today that remanded them to police custody for three days. Mahendragarh DSP Bijender Singh said Arun lured the girl to his plot near the Ateli railway rtation on Saturday evening. Sonepat, November 4 The victim lodged a complaint at the Kharkhoda police station last evening alleging she was alone at her house when Rahul raped her. He threatened the victim with dire consequences if she informed her family members, and then escaped.
