Statehood agitators demand re-identification process
Haridwar, October 2 A large number of protestors, mainly women, did a sit-in protest at the city Magistrate office demanding review of the identified statehood agitators list. Raising slogans against the respective state governments since creation of a separate state in 2000, agitators alleged that many a people who didn’t have any connection with statehood movement had been included in the identified statehood agitators list. For the past few years several protests and meetings with the government representatives have been made by these activists, who term their role during the statehood movement as active and no less than those identified by the state government in the past. Secretary of Uttarakhand Rajya Andolankari Manch Meera Raturi while addressing the protestors at the city Magistrate office said district administration didn’t take field survey as a result of which many a women activists who played pivotal role during the movement were left out of the previous statehood agitation activists list. Identified statehood agitator JP Pandey said respective state governments since creation of Uttarakhand in 2000, had failed to live up to the expectations and woes of these activists, who took active part in the statehood agitation. Pandey said people hailing from Haridwar, Roorkee, Lal Dhang, Lakshar, Narsain areas took active part in the movement as well as carried separate agitation alongside to make sure Haridwar district included in the state. “The government should ensure that those people who deserve statehood activist accreditation should be given their due. Many people have made it to the previous lists, who didn’t take active part during separate statehood agitation since 70’s to 90’s. But due to proximity with some political leaders, administrative officers they are now being given government facilities,” said Pandey. Shamsher Bahadur, a left-out statehood agitator, remarked that they feel hurt as they were the ones who took to streets, carried out marches, agitated at various places and sacrificed time for a separate state .But now they feel somewhat dejected as neither political leaders have lived up to the expectations of the people of
the state, neither active statehood participants have been fairly recognised and given due recognition of their contribution. |

Mahar begins dharna, draws small crowd
Pithoragarh, October 2 “I have come to pay respect to Mahatma Gandhi on the occasion of Gandhi Jayanti. A statue of Mahatma Gandhi is located at the spot where Mahar is staging the dharna. I have nothing to do with his protest,” said Jagat Singh Khari, chairperson of the Pithoragarh Nagar Palika Parishad and a Harish Rawat loyalist. Mahar started the dharna against the alleged failure of the state government to initiate various development schemes in Pithoragarh district. Mahar, a loyalist and relative of Chief Minister Harish Rawat, was annoyed with the functioning of the state government. According to sources, no minister visited the dharna site while the minister in charge of the district was in hospital. The Speaker of
the Legislative Assembly, Govind Singh Kunjwal, who had acted as Harish Rawat emissary two days ago, did not reach the dharna site as well. Kunjwal had promised to reach the dharna site to hand over some government orders on development schemes sanctioned for the district. “The Speaker was busy today due to Gandhi Jayanti,” said staff members of the Speaker. However, some old Congressmen and youths joined Mahar’s dharna and spoke from the dais praising him for his agitation to highlight the problems of Pithoragarh. “Mahar has guts to take on the people in power. He is dissatisfied with the backwardness of this border district,” said Mukesh Pant, a Congress youth leader in the district. Ahead of the dharna, a pamphlet released by Mahar said he had done various works in the last two years which were more than the works done for the area by former BJP MLA Prakash Pant. “When Mahar can defeat a tall BJP leader like Prakash Pant, he should have been given a Cabinet berth in the state government,” said Tilak Chandra Joshi, a Mahar loyalist. |

Revision of circle rates postponed
Dehradun, October 2 The decision to revise the land circle rates was taken at a Cabinet meeting in August and the revision would have led to 10-30 per cent hike, but fearing a back lash from the public, the government developed cold feet. In Uttarakhand, the land circle rates were hiked during the first tenure of Khanduri government, the revision led to 60 to 70 per cent increase in land rates. “Surely, if the government were to revise the land rates, it would mean an upward increase and this in turn would certainly make the land acquisition for the common man dearer,” said a property dealer. However, when the government had first decided to go ahead with the hike in circle rates, it was primarily aimed at increasing the revenue of the government. Over the past three years, the circle rates have been not been hiked in the state. “It is an unpopular decision as people purchasing plots or houses will be required to pay more stamp duty in case there is hike in the circle rates,” said an official from the Department of Sales Tax. Significantly for Uttarakhand, the commercial tax continues to yield highest revenue of about Rs 5,000 crore. In several states, the circle rates are being revised every year and the circle rates are fixed on the basis of the width of roads. “It is the government’s decision whether to revise circle rates every year or not. It often leads to rise in the cost of the property,” said the officer. However, before enforcing the revised rates, the district administration invites objections from the public and only then the rates are finalised. |
