Dehradun, May 28 Talking to media persons here today, Harish Rawat said that Congress in the past also had not contested panchayat poll on the party symbol. Chief Minister Harish Rawat welcomed the decision of Uttarakhand Assembly Speaker Govind Singh Kunjwal to hold the next Assembly session at Gairsain in Chamoli district from June 10 to 13. He said the state government would provide all necessary help in making arrangements for the smooth conduct of the proposed Assembly session at Gairsain. He further said that holding of the Assembly session at Gairsain was in consonance with the aspirations of the statehood agitation. He said the state Congress government was fully committed to build the new Assembly building at Gairsain. ''The holding of Assembly session there is an important step in fulfilling that dream,''he said. He also appealed to the political parties not to indulge in politics on the issue. Taking a dig at the Opposition BJP, Rawat said that there was a lot of difference between what they preach and what they practice. ''One the one hand, BJP leaders are demanding that the construction of Assembly building should be speeded up at Gairsain while on the other hand they are raising questions about holding Assembly session at Gairsain,'' he said. He appealed to the Leader of the Opposition, Ajay Bhatt, to help and support the government in holding the historic session at Gairsain. He said that the tenders for the construction of the Assembly building hadbeen finalised. The Chief Minister wished that during the Assembly session the problems of the hilly areas of the state, particularly migration from hills, downfall of hill agriculture, shortage of drinking water and unemployment should be discussed. He said that plans are afoot for de-centralisation of the development process and to give money directly for district plans. ''We plan to appoint young officers as in charge of the districts to monitor the developmental works in their respective districts,'' he added. Rawat announced that his state government as part of the decentralisation process also planned to hold Cabinet meetings at five places in the district to know the

Govt schools in Kumaon fare poorly in board exams
Pithoragarh, May 28 In the Kumaon region, where there are more government educational institutions than private ones, the results in government schools are pathetic. In most of the remotely situated schools and colleges, the pass percentage is very low. The obvious causes seem lack of teachers and other facilities in these schools. The reality is that even the deputed teachers do not take sufficient care of the students in these institutions as their own children study in private schools, said Padma Datt Pant, a retired government teacher. In Nainital district, of the 16 students who figured in the state merit list, only five are from government schools while other toppers are from private schools. This is because the teachers deputed in the schools located in interior areas get transferred to schools near towns so that they could get their children admitted to private schools. The schools in the interiors thus remain teacher-less after that, said Pramod Pandey, a guardian in Bhimtal town. Of the 13 students who made it to the merit list in Pithoragarh district, none was from government colleges while all of the meritorious students were apparently from private schools. Some of these have been opened by retired teachers and others by unemployed youths. Bageshwar district, which topped in pass percentage in intermediate examination in the state, could not account for toppers while 83.15 per cent students have passed the exam in the district affected by disaster last year. As for the 10 students who made it to the state merit list in high school and intermediate exams in Almora district, all are from government schools. Champawat district could not figure in the merit list despite 5,153 and 3,711 students having appeared in high school and intermediate examinations respectively this year. “In 88 secondary schools in the district, 243 posts of teacher, most being science teacher's posts, are vacant in remotely situated schools. The total number of posts is 736. This seems the reason for no student from the district figuring in the state’s merit list,” said Ganesh Pandey, a social worker in Lohaghat town. |

Rehabilitate disaster-hit people of
Dharchula: CM
Pithoragarh, May 28 The Chief Minister addressed district-level officers through video conferencing from Dehradun and said besides making land available to the disaster-affected families for building homes, these families should also be given plots as soon as possible. “The Chief Minister has also given instructions that the people, who were yet to get compensation, should be paid the amount within 15 days,” said the district administration in a press note issued yesterday. It said the Chief Minister reviewed relief distribution to the disaster-affected people of Dharchula subdivision and instructed the officers concerned to give compensation to those whose houses constructed on government or unowned land were damaged. “The Chief Minister also gave orders that the affected people, who are living in rented houses after the disaster, be paid rent amount till June within 15 days,” said sources. The Chief Minister directed the officials that money required for the repair of drinking water schemes damaged in the natural disaster last year be released within three days. He also ordered the district administration to send in the demands for trolleys, baileys and folding bridges for the area required to make the routes smooth for local villagers. “The Chief Minister has ordered that in case personal or government land is not available for the rehabilitation of the disaster-affected people, private land be purchased for the purpose. If even private land is not available, the case be sent to the government,” said the sources. |

Better medicare proposed for ex-servicemen
Dehradun, May 28 GoC Maj Gen KD Singh chaired the meeting. A host of senior serving and retired officers attended it. Various issues pertaining to scaling up of medicare facilities for ex-servicemen in Dehradun were discussed. The GoC briefed the committee on the initiatives taken to upgrade medical infrastructure at various ECHS polyclinics in Uttarakhand and the proposal of additional polyclinics in Clement Town, Selaqui and East Canal Road in the state capital. The concept of community service was mooted. Ex-servicemen community could render voluntary service at polyclinics to bolster medical and administrative resources there, it was opined. The ECHS Regional Director made a presentation on the action being taken to improve the state of various clinics in the state and introduction of online billing and payment in some areas. Brig KG Behl (retd) raised the issue of appointment of specialists, pending for a long time. The GoC said efforts were being made to get the payscales revised and also bring in specialists for a few days in the week. On the issue of requirement of a heart specialist, MH Commandant Brig Surendra Mohan said the matter had already been taken up. Efforts are being made to make cardiac facilities available in local empanelled hospitals for the ex-servicemen. At present, the facilities are available in Jolly Grant, Fortis in Coronation Hospital, he added. Other points raised by the committee members included issuance of repeat medicine for two months, relocation of MH canteen, outsourcing packed lunch for outstation patients, additional availability for medical specialists and gynaecologists, ACs to be installed in waiting room for JCOs and ORs and a new window for giving medicines. DMC puts more workers on duty for clearing drains
Dehradun, May 28 The main task of the team is to clear clogged drains to ease the flow of rainwater and prevent waterlogging, especially during the monsoon. The naala gang was formed more than four decades ago when the state was still part of Uttar Pradesh. Dr RK Singh, Health Inspector, DMC, told The Tribune that this year onward they had decided to increase the number of workers in the naala gang. “Earlier there were 50 workers to cater to the entire city, especially during the monsoon. However, it becomes a huge problem to resolve the water-logging problem in the city during the peak rainy season. Though the team works round the year clearing drains, it is difficult to work with a limited number of workers during the monsoon," he added. “Last year, we received about 100 complaints during the monsoon. A special emergency help line has been set up at the DMC. Residents can report the problems related to water-logging and overflowing drains on this number. This year also we have shortlisted around 75 to 80 areas in the city where drains have to be cleared before the monsoon,” said the Health Inspector. |

Subdivision office for Doiwala to tackle problem of low voltage
Dehradun, May 28 Department officials said that stern instructions were given to officials to replace obsolete electronic meters, and consumers can apply for new connections.
An executive engineer would be appointed in the division in order to ensure disruption-free electricity to consumers. Well established sources said that the department was also planning to set up a new division at Premnagar and other fringe parts of Dehradun district in
order to improve distribution system in the district. Talking to The Pioneer, an official spokesman of UPCL, Madhusudan, said the that department had been continuously working to enhance the distribution system, especially
in the remote areas of the state. He said that stern instructions were given to officials to replace damaged transformers at
affected areas within 48 hours or else strict action would be taken against them. |

Tourism Minister reviews progress of various projects
Dehradun, May 28 Dhanai instructed department officials to start proceedings for taking over the control of Hotel Alaknanda in Haridwar, which is at present under the possession of the Uttar Pradesh Tourism Department. He said ?a legal process seeking the intervention of the Supreme Court in the matter should be drawn up immediately, so that the state get the control of the property at the earliest. The minister also appointed nodal officers in the department to look after the transfer of forestland in the areas that
have come under various tourism development projects proposed by the department. Instructions were also given to select land for Centre- sponsored tourism projects. Among those present at the meeting were R Rajesh Kumar, AK Diwedi, Shailendra Shankar Singh and Vivek

Woman found dead; husband jailed
Dehradun, May 28 According to in-charge of Kotwali police station, SS Bist, ''we have arrested Shammi, the husband of the deceased from Dehradun. He was sent to jail after being presented before the court.'' Notably, the parents of the deceased, who live in Karnal in Haryana, alleged that Shammi killed their daughter for not fulfilling his dowry demand and filed a complaint at the Kotwali police station
against Shammi. Yesterday, the death of Rajni triggered widespread protest in Karnal and relatives of the girl blocked the Kaithal Road along with the body of Rajni, demanding action against the accused. Shammi and Rajni got married 3-year back and for the last two years both were living in Dehradun. The police said, both were living in a rented accommodation at Omkar Road. Reportedly, Rajni was found dead under mysterious circumstances on Monday morning inside her house. Since then her husband was missing and today he was arrested. |

the state government should make Gairsain the permanent capital of the state. He said the government's initiative to hold the Assembly session at Gairsain kept no meaning. Airy said the UKD (A) would stage a dharna in Dehradun on June 9 in support its demand. To a query, Airy said the party would field its candidate in the byelections

Dehradun, May 28 A group of 75 women from three villages, Bheemawala, Dhakrani and Hasanpur Kalyanpur, were trained by Rural Litigation and Entitlement Kendra (RLEK) and 25 women of village Jattowala were trained by Pragati, sister organisation of Rural Litigation and Entitlement Kendra. The different sessions of the training included legal provisions of women -specific laws such as dowry, domestic violence, Pre-Conception and Pre-Natal Diagnostic Techniques (PCPNDT) Act, social schemes for minority communities and also various components of leadership development. Women showed great enthusiasm as they found it very beneficial. Rukhsar, a woman from village Dhakrani, said: ''This training has made me realise the leadership qualities that I had but was not aware of. I am grateful to the trainers for making me realise.'' ''The knowledge of legal provisions shall help me claim my entitlements better,” said Gurpreet Kaur, a resident of village Bheemawala. Commenting on the training Shahina Praveen of village Hasanpur Kalyanpur, said: ''Such trainings are useful for us as we come to know many such provisions of social schemes of government for the minorities that are beneficial for us.” Phool Jahan of village Jattowala said:'' Now I shall not take any
injustice being meted out to me. Now I am aware of my rights and my entitlements due to
the training.'' The certificates of completion were awarded by renowned social worker Rajiv Puri in the villages itself. Dehradun, May 28 No one was injured as the mall was closed when the fire took place and only 10-12 persons were inside the mall during the night hours. They were evacuated safely by the fire department staff. Luckily, the incident took place in the night hour, otherwise the damage could have been much larger. “Preliminary investigations revealed that the fire broke out due to short-circuit. We will now enquire whether the smoke alarms were working or not though the water tanks were functional and we used the stored water for putting off the flames”, Shiv Prasad Mumgain, deputy chief fire officer, Dehradun, told The Tribune. He further added that the fire-safety measures installed in the mall will be checked once again in the next couple of days and action would be taken against the mall owners ''if we find any lacunae in the fire safety arrangements.'' The fire department sources have told that the mall did not have emergency exits and there was no system in place for smoke to ventilate out, due to which the whole mall got filled with the smoke that added problems for the fire personnels. “We are going to review the fire safety measures in place in all the high rise buildings in Dehradun, and notices would we issued to the owners of the buildings where rules are being flouted,'' said a fire department official. Shopping malls and commercial complexes are required to adopt fire safety measures, including wet riser, hose reel, automatic sprinkler system and yard hydrants. Similarly, the establishments need to have terrace tanks, fire pumps, auto-detection system, illuminated exit signs, electrical fire alarm system. Besides, the big buildings need to have sufficient space for evacuation and operations of fire tenders as well. |

Workshop on composting
Dehradun, May 28 A few days ahead of the workshop Jodie Underhill, CEO, Waste Warriors, had met senior executive engineer Purnesh Kumar of the CPWD for a presentation on the organisation’s work. During the meeting, he requested that a workshop be conducted to tackle the large amount of garden waste lying in their compound after seeing photos of enclosures previously made by the NGO. Thus a team of interns headed by Jodie Underhill supervised the gardeners to set up three composting enclosures. It was a live hands-on demonstration with joint efforts. The second day saw the dry leaves transferred into the structures after being soaked in water and a composting agent (Nature Vel-SW) manufactured by local company Clover Organic. The agent speeds up the decomposition and prevents any smell or flies. A heap of dry leaves is now settled inside the structures, ready to be turned into manure. The gardeners were given tips regarding the maintenance. An expected time of 40-45 days will convert the leaves into compost. A lunch was organised by the CPWD for the team. They assured the organisation of providing help to expand their workshop on composting to other government sites. |

Awareness workshop on biodiversity
Dehradun, May 28 Several NGOs, educational institutes, commercial organisations, scientific institutes and other agencies participated in the workshop. In his inaugural address, Dr Arun Kumar, director, Dolphin (PG) institute, explained about biodiversity. He said the decade 2011-2020 was designated as biodiversity decade by the United Nations. Dr Arun Kumar has also prepared biodiversity studies and action plan for Uttarakhand. He has also compiled a book on bio-resource of Uttarakhand. Dr Sunil Saxena, chief scientific officer, Punjab State Council for Science and Technology, said this was a multi-media campaign to create awareness about the environment in the masses. Murder accused arrested
Dehradun, May 28 The police claimed that the accused Amit Chauhan was arrested this morning when he was trying to escape to Chandigarh. After the arrest, Rajpur police presented him in the court and was later sent to jail. According to the Rajpur police, Amit Chauhan was a frequent visitor to Sushila's house and on Sunday night also he came to visit her in the absence of her husband, Balbir Verma, who was away to Muradabad for some work. The police said Sushila used to sell liquor illegally from her house and Amit used to come regularly to buy liquor. But on Sunday, Sushila refused to provide him the liquor, which allegedly antagonised Amit and he hit her with a iron road killing her, claimed police. Reportedly, the accused hails from Dhanaulti but used to stay in a guesthouse at Kishanpur in Dehradun. On Monday morning, Sushila was found murdered inside her room and according to her children?, Amit Chauhan visited their house on Sunday night in the absence of their father. Police then launched a manhunt to nab Amit. |

Dehradun, May 28 A business venture of Max India Group, Antara Living will roll out 216 apartments of sizes ranging from 1,500 sq ft to 10,000 sq ft by 2016. “Our project is on course and we have achieved 30 per cent sales since the launch of the project last year. Of the 30 per cent sales so far, local residents account for 13 per cent purchases. Govt to start job outsourcing agency
Dehradun, May 28 Speaking to a group of officials from the Youth Welfare Department, Dhanai said a state-level youth development centre would be set up at Tehri. The department should also initiate the process of constructing a mini-stadium at Khand village in Raiwala at the earliest. Also, the expansion plans for the stadium at Barodi should be made in consultation with the Sports Department,? he said. Ajay Kumar Pradyot, Rakesh Chandra Dimri, Ajay Aggarwal, and SK Jairaj were present at the meeting.

Two armed robbers loot jewellery shop
Dehradun,May 28 The incident took place around 10:30 am when Ankush Verma, owner of Vrindawan Jewellers, opened his shop and was sitting alone inside it. According to him, two armed men on a white colour bike entered his shop and asked him at gunpoint to give them all the gold valuables in the shop. Ankush showed bravery and put up resistance,after which both robbers panicked and escaped from the shop with whatever little gold valuables they could lay their hands on. The police were informed immediately about the incident after which SSP Ajay Rautela, SP City Navneet Bhullar and SP Rural Manikant Mishra reached there to take stock of the situation. On the basis of information provided by Ankush about the identity of the robbers, the police launched a manhunt to nab the culprits. It is to be noted that both robbers were wearing helmets so as not to be identified but according to the owner of the shop, both looked quite young and were short in height. |

Dehradun, May 28 Pramita Gupta, who works in the Excise Department as a clerk, complained to the vigilance department that Sunil Mishra, section officer in the Public Service Commission, has demanded a bribe of Rs 20,000 from her in lieu of her promotion to the post of Excise Inspector. According to SP Vigilance, VKS Karki, “ After receiving the complaint, we formed a team under inspector Jawahar Lal and today the team laid a trap and arrested Sunil Mishra from near Rispana Bridge while he was taking money from the complainant." Pratima Gupta said her promotion was due and the papers were sent to the commission and her DPC was scheduled on May 29. But Sunil Mishra told her that important papers regarding her service records were missing and asked for bribe otherwise she might not get the promotion. BJP activists stage protest
Dehradun, May 28 BJP activists led by cantt MLA Harbans Kapoor gathered at the CBD office, and raised anti-department slogans. They lamented that CBD officials are not properly monitoring the sanitation work in the area. According to them, garbage could be seen in the entire cantt area, and CBD officials are not working to dispose of the garbage. The agitators said that residents can fall prey to different infectious diseases as garbage was lying unattended on the road side. The entire area, including Premnagar, and adjoining areas, are facing acute shortage of potable water. A memorandum was submitted to CBD officials, to address their grievances. CEO of CBD Arvind Dwivedi assured the agitators that effective steps would be taken by the department to ensure proper sanitation in the region. — TNS

For Indian Air Force, Abhishek Tiwari took 3 wickets. While chasing the target, Air Force team got off to a flying start with both openers Saumik and D Lochab scoring 22 and 65 runs, respectively.
