Dehradun, May 25 The protesters also threatened to intensify their agitation if
the state government did not quash police officials's suspension orders. Members of the BJYM under the leadership of BJYM Mahanagar chairman Vipin Rana gathered at Clock Tower and burnt an effigy of the state government. They also shouted anti-government slogans and said the state government was harassing police officials who have a clean image and were committed to their duty. Rana said the crime rate had increased in the state and the government had miserably failed to control crimes. He added Chief Minister Harish Rawat should resign on moral grounds as the BJP had won all the five seats in the recently concluded parliamentary elections in the state. He demanded that the Congress-led state government issue a white paper on the natural disaster. The state government had failed to address the grievances of the displaced villagers, he added. Dehradun, May 25 “In June 2012 and 2013, we have commemorated the birth anniversary by organising marathon runs 'Madathon' on the theme of reviving the dying streams of Dehradun. Last Sunday, we organised a clean up drive at Tamsa river stream near the Tapkeshwar Temple to generate awareness about the issue. But this time, we want a complete political consensus on the stream's revival as only then there will be a forward movement on the project,” said Shardul Singh Rana, a MAD member. It may be noted that it was on MAD’s petition that former Union Minister for Water Resources and present Chief Minister Harish Rawat had directed the National Institute of Hydrology, Roorkee, to conduct a study for the revival of streams like Bindal and Rispina. As part of its Sunday to Sunday activities, the MAD has extensively been touring areas near the source of these streams. At the 20-minute meeting with Ajay Bhatt at his residence, the delegation apprised him about the MAD’s efforts and sought his support for its campaign. The same message was also relayed to the Vidhan Sabha Speaker. The delegation included founder chairperson of MAD Abhijay Negi and Shardul Rana. |

Chief Minister in a fix over choice of Assembly seat

Dehradun, may 25 Ahead of the Lok Sabha elections, Harish Rawat, who was Union Water Resources Minister, was sent by the Congress high command to take over the reins of the state. Since he is not a member of the state Legislature, he has to enter the Assembly within six months. On the other side, the overall performance of the Congress candidates in all five Lok Sabha seats in the state, was poor. This has added to Harish Rawat's worries. His wife, Renuka Rawat, also lost the elections from Haridwar. He had won the seat for the Congress in 2009 after a gap of 25 years. Since the Congress has faced defeat in 63 of the 70 Assembly segments in the state, Rawat is finding it difficult to choose a safe Assembly segment for himself. Moreover, the present number of MLAs in the state Assembly is also not much encouraging for the Congress in the current political scenario reverberating with the Narendra Modi wave. In the 70-member House, the Congress has 33 members while the BJP has 30 members. The Congress government is supported by a seven-member group of legislators called the Progressive Democratic Front (PDF). The PDF comprises three Independents, three BSP and one UKD legislator. Two BJP legislators, Ajay Tamta and former Chief Minister Ramesh Pokhriyal Nishank, have won the Lok Sabha elections from Almora and Haridwar, respectively. Tamta was MLA from the Someshwar (reserve) seat in Almora, while Nishank represented the Doiwala segment in Dehradun. The byelection for these two Assembly segments would be held soon. Harish Rawat has to decide whether he would contest from Doiwala, which is part of the Haridwar constituency, or look for another safe seat. He already have two offers from his native Kumaon region. Harish Dhami, Congress legislator from the Dharchula Assembly segment, Pithoragarh, and Govind Singh Kunjwal, Uttarakhand Assembly Speaker, have offered to leave their seats for him to contest the election. |

microbiologist. The interview panel consisted of Jasdeep Kaur, system executive and GMP coordinator, Umang Sharma, HR executive, Ajay Sharma, quality manager,
and Anil Kumar Naithani, quality manager at Brindaban Beverages, Bareilly. Dr Nidhi Belwal, officer and secretary of the placement cell, welcomed the team. Rs 75 lakh penalty imposed for illegal mining
Dehradun, May 25 During the raid, the team found several anomalies in mining rights papers of the Rawasan riverbed and seized them. It registered a case against the guilty persons at Shyampur police station and also imposed a penalty of Rs 75 lakh on lease-holders. The team also found illegal mining of 90,000 cubic metre worth Rs 3.5 crore on the Rawasan riverbed. Gunjiyal said surprise checks would be
done in the near future to keep a tab on unauthorised mining in the region. |
MC meeting cancelled due to lack of quorum
Mussoorie, May 25 Ward members Ramesh Bhandari, Arvind Gusain, Sashi Rawat, Vinod Semwal, and Anuj Gupta, furious at the absence of Manmohan Mall, tried to convene the meeting but Executive Officer Azhar Ali cancelled it due to lack of quorum. Ward member Anuj Gupta alleged that Manmohan Mall's failure to convene the meeting showed that he was not interested in development works related to the town. Gupta said the meeting was cancelled due to the MC president's absence and it proved his indifference towards the development needs of the town considering that the tourist season had just begun. He said previous meetings were cancelled due to the election code of conduct in force during the Lok Sabha elections and now the meeting was again cancelled, which was unfortunate. Gupta alleged that the Kolhukhet-Jharipani Road had remained closed for the last one year due to lack of repairs, but no action had been taken despite several reminders to the MC president. He said the road to Makdeti village in his ward needed urgent repairs, but the MC president instead of allocating funds for road repair was ignoring the problem due to unknown reasons. Gupta alleged that the MC president was releasing payments of only those contractors who were close to him and delaying payments of others citing lack of budget as the reason. Meanwhile, Manmohan Mall refused to comment and said he would answer to all allegations at the next council meeting. |
Sainik School celebrates 48th annual day

A mass PT display, karate, aerobics, flag PT, a band display by the school band and daredevilry on high horses, including the leap through a ring of fire, kept the audience enthralled. Sengar gave away the Cock House Trophy to Kesari House for standing first. He awarded the coveted Governor's Trophy to senior under officer cadet Gautam Garhia for being the best overall cadet. Badges were conferred upon the cadets who excelled in academics and scholarships were given to NCC cadets. Officers, teachers, staff of the school, parents and dignitaries were also present on the occasion. Major Gen Sengar was given an impressive ceremonial guard of honour by the NCC cadets of the school. He also inaugurated the NDA Milestone. Sainik School, Ghorakhal, has been doing exceedingly well to achieve its objectives. It also has the honour of winning the Raksha Mantri's Trophy for sending the largest number of cadets to the NDA seven times since 2000. It is the only school of its kind in the state that prepares cadets for joining the defence forces in the officer cadre. |

CCTV footage helps police nab thieves
Dehradun, May 25 After registering a case against them all the accused were sent to the jail. The stolen items worth lakhs of rupees were recovered from their possession. The accused have been identified as Feroz Malik, resident of New Delhi, Yakoob, resident of Baghpat, Uttar Pradesh, Raj Thakur, resident of Budaun, Uttar Pradesh, Rakesh Kumar, resident of New Delhi, Ashok Sarkar resident of Hastinapur, Uttar Pradesh, Sunil, resident of Bulandshahar, Uttar Pradesh, Arjun Bala, resident of Hastinapur, Uttar Pradesh and Ashif resident of Baghpat, Uttar Pradesh. Amit Sinha, DIG, in a press conference today said a special team including SOG was constituted to crack the case. DIG Sinha said the team analysed CCTV footages and the suspect caught standing beside a black colour SUV in the footage. The police nabbed them on the basis of the vehicle, which had a Haryana registration number plate. The DIG informed that 52 laptops, one TFT, two LCDs, six DVD players, six inverters, 11 small batteries, nine big batteries, Rs 1,90,000, were recovered from their possession, besides, cutters, iron road, one SUV, one hatch-back car was also impounded. |
Kedarnath yatra continues amid moderate showers
Dehradun, May 25 Well established sources revealed that the Kedarnath yatra was halted yesterday after landslides in Rudraprayag blocked the route to the shrine. Landslides triggered by incessant rain blocked the road at Munkatiya in Rudraprayag district. District Magistrate, of Rudraprayag, Dr Raghav Langar, said the Kedarnath pilgrimage was continuing and adequate arrangements had been made to ensure safety of pilgrims. He added that en route to the Kedarnath shrine had been completely repaired for smooth conduct of Yatra. He said the number of pilgrims to the Himalayan shrine would be regulated to avoid confusion in case an emergency. Meanwhile, Chief Minister's Media Coordinator Surendra Kumar said the state government was making every effort for the smooth conduct of the Char Dham Yatra. He added 62,000 pilgrims had visited the four shrines so far. The state government had made all necessary arrangements to facilitate the pilgrims. Devotees from across the country are congregating at the four shrines. |
Assembly session at Gairsain from June 8
Dehradun, May 25 Uttarakhand Assembly Speaker Govind Singh Kunjwal has said Chief Minister Harish Rawat has given his consent to hold the first Assembly session at Bhararisain, near Gairsain, in Chamoli district. It was at Bhararisain that the foundation stone of the proposed state Assembly building was held last year. It was in November 2012 that the then Chief Minister Vijay Bahuguna had held a Cabinet meeting at Gairsain. It was an attempt by the Congress government to exploit the emotional issue of Gairsain as permanent capital and give a positive message to the people living in the hills. Interestingly, Vijay Bahuguna took the decision to hold a Cabinet meeting at Gairsain after his son Saket Bahuguna's defeat in the Tehri Garhwal Lok Sabha byelection in October 2012. Vijay Bahuguna did try to rake up the Gairsain issue by holding a Cabinet meeting at Gairsain and then laying the foundation stone of the proposed Assembly building. According to officials, arrangements are being made to hold the Assembly session and bookings are being made for the local Garhwal Mandal Vikas Nigam (GMVN) guest house. It is believed that the session could either be held in tents erected at Bhararisain or at the block office keeping in view the weather conditions prevalent during those days. Arrangements are also being made to accommodate the legislators, officials and employees of the state Assembly at Gairsain and nearby areas. |

Bhatt questions govt move
Dehradun, May 25 Ajay Bhatt, Leader of the Opposition in the Assembly, said the decision to hold the Assembly session at Gairsain was politically motivated and was taken with an eye on the coming panchayat elections in the state. While state Assembly Speaker Govind Singh Kunjwal said the decision was in consonance with the sentiments of the people and policies of the state government which had earlier held a Cabinet meeting at Gairsain in November, 2012, and laid the foundation stone of the proposed Assembly building there. He hoped that the state Assembly would sit in the lap of the Himalayas to take positive decisions about the backward hill areas of
the state. He said earlier also a Cabinet meeting was held at Gairsain and the foundation stone of the proposed Assembly building was laid by spending crores of rupees. He added the Congress again wanted to spend huge amounts of money on holding the session at a place having no facilities. Bhatt said no useful purpose would be met with the holding of the Assembly session at Gairsain which would entail spending of huge public money. The exercise would also not help local villagers. Meanwhile, Chief Minister Harish Rawat has claimed that the session at Gairsain would be held in consonance with the sentiments of the people of the state. |

3,000 pilgrims visit Hemkunt Sahib on first day
Dehradun, May 25 The pilgrimage to the Hemkunt Sahib gurdwara is one of the toughest involving an arduous trek of 21 km from Gobindghat. The gurdwara remains closed during the winter as the area remains snowbound. Vice-chairman of the Shri Hemkunt Sahib Management Trust Narendrajit Singh Bindra told The Tribune that the portals of the shrine located at a height of 15, 200 ft were reopened today when the first batch of pilgrims arrived there. “Though unlike the Kedarnath dham, the Hemkunt Sahib shrine was not extensively damaged in the natural disaster last year, a 6-km stretch on the yatra route was washed away,” he said. The state government had repaired the route in time for the smooth conduct of the yatra, he added. Bindra said the number of pilgrims visiting the shrine would be restricted this year. However, it would increase gradually in the near future. Meanwhile, the condition of a road near Lambagad is still poor and several incidents of mudslides are hampering the repair work. However, administration officials claim every possible step was being taken for the smooth conduct of the yatra. |

Doiwala becomes a tehsil
Dehradun, May 25 Speaking on the occasion, Harish Rawat said Uttarakhand would be the first state to start the Kisan pension scheme from August 15. He added that the Chief Minister's Health Insurance Scheme and the pension scheme for theatre artists and purohits would also be started from August 15. The state government planned to start a pension scheme for labourers engaged in construction activities, besides disability pension scheme soon, he added. Rawat said 36 villages had been included in the new tehsil and the villages which wanted to join it
or opt out of it could do so through representations to the local administration. He added a Tehsildar had been appointed in the tehsil and a Sub-Divisional Magistrate (SDM) would also be posted soon. |

Rain, snow bring relief from searing heat in Kumaon
Pithoragarh, May 25 “The higher reaches of the Panchachuli group of the Himalayas witnessed slight snowfall today while rivulets and rivers in the lower valleys of Dharchula and Munsiyari subdivisions were swelling due to heavy rain,” said a

According to information, the villagers who had gone to higher meadows of the Drama valley to collect Yarsa Gumba were confined to their tents due to rain and snowfall accompanied by thunder. “The water level in the swelled Dhauli river reached the bridge at Kanchauti, which was inaugurated recently to connect the Darma valley to the mainstream,” said KS Phirmal, a resident of the Drama valley. Heavy rain though for a small duration led to flooding of rivulets in Pithoragarh, Almora, Champawat and Nainital towns. The rain though disturbed the normal life for some time, it attracted tourists who arrived from Haldwani and nearby Terai towns to escape searing heat there. The valley areas of Champawat, Pithoragarh and Almora districts got some relief from the searing heat as rain led to a fall in the temperature. “The weather was likely to remain pleasant till May 27 as rain in lower valleys and snowfall in higher reaches were expected,” said a Weather Department spokesman in Champawat. |

Pithoragarh, May 25 The Pithoragarh district administration today held a mass camp to distribute OBC certificates to persons belonging to 143 castes that were enlisted in the state list of Other Backward Castes (OBC) recently. "We have distributed OBC certificates to those persons who belong to either of the 143 castes that the state government had enlisted as OBC recently,” said Pramod Kumar, SDM, Dharchula. He said the camp to distribute OBC certificates followed the Chief Minister's order on May 21 when he visited the area. He had ordered the local administration to distribute certificates at a camp so that for every resident belonging to the enlisted castes could get the certificate and get benefit of it. ?The persons whose names were forwarded by revenue officials after verification were given certificates while the credentials of others were being certified and they would also get certificates soon,” he added. The SDM said, besides distributing OBC certificates, the administration also distributed disabled certificates at the camp. A medical camp was also organised and
hundreds of villagers were checked. Interestingly, Dharchula legislator Harish Dhami has already offered to quit the seat to allow Harish Rawat to contest from there to enter the state Assembly. ‘Govt has failed to improve basic amenities in Dehradun slums’
Dehradun, May 25 Pundir released a detailed report on urban poor in Dehradun today and said they would soon submit the survey report to Chief Minister
Harish Rawat. Later, addressing mediapersons, he said the condition of people living in slums was pathetic. The government had not taken any effective step to curtail the number of slums in the capital city, he alleged "During the survey in Bhagat Singh Colony and the Chander road, Nemi road, Panchpuri, Puran Basti, Rishinagar, Sapera Basti and Sumanpuri areas, surveyors found lack of basic amenities like potable water, road, medical and education system,"
said Pundir. The survey was carried out with the help of the Sahiri Garib Sangarsh Morcha from January to March. Pundir said the survey report highlighted that of the 1,883 families living in slums, 591 were living in the residential complex and most of them belong to the reserved category. He added the monthly income of these families was around Rs 5,000 while 1,213 families did not have bank accounts. |

Seminar to discuss outcome of Askot-Aarakot padyatra
Pithoragarh, May 25 Talking to The Tribune, convener of the padyatra Dr Shekhar Pathak said besides this padyatra from Askot in Pithoragarh district to Aarakot in Uttarakashi district, five other padyatras were being simultaneously undertaken in various parts of the state. “We have decided to form a paper after sharing experiments of the Askot to Arakot padyatra and other similar yatras by convening a seminar on the topic in November,” said Pathak. He said several specialists from the country and abroad were taking part in the 45-day yatra that would cover fringe areas of the state to know the conditions of remote villages of the state before and after the formation of Uttarakhand. “We have anthropologists, Himalayan historians, ecologists, cultural specialists on the Himalayan region and linguists of the region, who will do research on their respective subjects and find out the condition of these disciplines,”
said Pathak. Asked if these padyatras had made any difference to policy framing in the last five decades, right from 1974 when the first Askot to Aerakot padyatra was organised, Pathak said the documents prepared after the completion of these padyatras could not make any impact on policymakers in Uttar Pradesh and Uttarakhand as the mental framework of the bureaucracy and the political leadership are of the view that the planning model suited to the Gangetic plains is also suitable for the Himalayan region as well. “We have tried to provide the basic data and the ground situation of the region to activists and academicians in the last four decades that have incited activism in the region, the result of which is seen in courts granting protection to the Himalayan ecology and residents’ rights are being considered by policymakers though at the minimum level,” said Pathak. |

Villagers threaten to disrupt water supply
Mussoorie, May 25 The villagers of the region had boycotted the Lok Sabha elections in support of their decades-old demand for road connectivity to their villages. Mahavir Rangad, MLA, Dhanaulti, Manmohan Singh Mall, president of the Mussoorie Municipal Council, along with PWD, and Forest Department officials tried to convince the villagers not to disrupt water supply to Mussoorie and instead wait for 10 days. The two leaders said they would talk to the state government and try to expedite the pending files of roads to the region within 10 days. The villagers threatened that if no action was taken after 10 days they would start disrupting the drinking water supply to Mussoorie from the pumping stations in their gram panchayat areas and the administration would be responsible for the problems faced by tourists. The area villagers are demanding the construction of a road from Thatyud to Masrana village for the past several decades. Balwant Singh, Jagat Singh Panwar, Satey Singh Rawat, Geeta Rawat, Rekha Dangwal and others were present on the occasion. |

Chamroli-Sarona road to reduce distance from 45 to 4 km
Mussoorie, May 25 Joshi inaugurated the work by driving a JCB machine himself amid loud cheers from local resident. He hoped that the road would be ready soon and would provide much relief to the residents who had been demanding road connectivity for the last several decades. Joshi said the road was approved during the tenure of former Chief Minister BC Khanduri but it faced obstacles due to delay in forest clearance. Environment and Forests to clear the project. He added that the 45 km distance would be reduced to 4 km with the construction of the road here. He appealed to the local residents to monitor the quality of material being used in the construction of the road. |
