Ties under strain, Bishnoi meets Sushma, Gadkari
Chandigarh, May 25 HJC president Kuldeep Bishnoi met senior BJP leaders Sushma Swaraj and Nitin Gadkari in Delhi on Saturday and expressed his displeasure over the state BJP leaders publically seeking that the BJP go it alone in October’s Vidhan Sabha elections. He asked them to tell state BJP leaders to refrain from commenting on the “status” of the alliance. With both Sushma and Gadkari pre-occupied with government formation at the Centre, they are reported to have promised to take up the matter in the coming days. Perturbed over the course of action suggested by the BJP's state core committee that met in Rohtak two days ago, Bishnoi issued a veiled threat as a counter-offensive. Barring two state BJP ex-presidents, Krishan Pal Gujjar and Ganeshi Lal, most members wanted that the alliance should be re-worked given the changed political equation, as the BJP could form the government in Haryana on its own. Bishnoi has already announced his party would contest all 90 seats in the state if the BJP went back on the terms of agreement between the two parties. The BJP-HJC contested the just-concluded Lok Sabha election together. The BJP won seven of the eight seats it contested, while the HJC lost both Hisar and Sirsa seats. The two parties have an alliance and a pre-poll seat sharing agreement where the parties would contest 45 seats each in the 90-member Haryana House. The state BJP leadership has been vocal in saying that a party that could not win either of the two seats it contested would not be of help to the BJP. Despite the loss, the HJC had maintained a lead on seven Assembly segments in the LS polls, indicating it could win these seats in the Assembly election. In 2009, the HJC had maintained a lead on nine Assembly segments. The BJP Core Committee that met in Rohtak had near unanimity in deciding to ask the party high command to rework its alliance with the HJC. Leaders in the BJP are now suggesting that if the party did not want to scrap the alliance completely, it should re-work the alliance in a way that the seat sharing with the HJP is limited to constituencies where the party demonstrated a lead in the 2009 and 2014 LS poll. Meanwhile, the Election Commission is learnt to have asked the Haryana Government about a suitable time to conduct the Assembly election. Assembly election: Venod, Kanda to play non-Jat card
Sirsa, May 25 Both Venod and Kanda were part of the ruling dispensation in the state just before the parliamentary election. While the Congress and the INLD are still finalising strategies for the Assembly elections, Venod and Kanda have already launched a statewide tour to open offices and enrol new members. Venod is credited with getting quota for the upper castes (Brahmins, Punjabis, Agarwals and Rajputs) on the economic basis in the state. He has now been trying to attract youths by advocating abolishing interviews in recruitments. Similarly, Kanda, who claims to have backing of his Agarwal and other urban communities, has been trying to garner support by promising increased social security pension of Rs 2,500 per month, jobs to youths and salaries to police personnel at par with their Punjab counterparts. Interestingly, both leaders have their own shares of legal woes that hindered their political progress
in the past. While the former union minister's son Manu Sharma is serving imprisonment in the Jessica Lal murder case, Kanda is facing trial in the Geetika Sharma suicide case. Meanwhile, the BJP, which is hoping for another Modi wave-like phenomenon in the state Assembly elections, is also banking heavily on urban and non-Jat voters. Kurukshetra/Kaithal, May 25 “Even though we gave unconditional support to the BJP, the results of the Lok Sabha elections were unfortunate as some non-deserving candidates also won,” he said. “The BJP has a misconception that it can win the Assembly elections on its own. During the parliamentary elections, the people have voted for Modi, not for the BJP. In the Assembly elections, the INLD will form the next government in the state as it had secured two LS seats despite the Modi wave sweeping across the country.” While addressing a district-level workers’ meeting in Kurukshetra on Sunday, Abhay said, “We are in a position to dismantle the incumbent government as several sitting MLAs and ministries of the Congress are in our contact. Rising above defeat, Cong reaches out to Mewat voters
Gurgaon, May 25 INLD leader Zakir Hussain, who stood second in the LS elections and had his largest number of votes from the region, has started a tour of villages in Mewat to thank them and seek support. "Despite a strong Modi wave, voters here supported us and I have come here to thank them," said Hussain in Salaheri village. The thanksgiving tour is being seen by political experts as an attempt to regain party's lost ground among Jats. Similarly, the Congress, which despite having a minister from the area, Aftab Ahmed, fared poorest, is now out for damage control. Chief Minister Bhupinder Singh Hooda and several big wigs are expected to visit the area in June. Though the Congress had to face defeat in almost all Assembly segments, it was Mewat where the defeat was the hardest to accept, as their trump card of Aftab Ahmed failed to work and get the Meo votes. BJP leader Rao Inderjit Singh, meanwhile, is unperturbed. "People know what they are and that is why they lost. The voters can not be befooled anymore. Now even many Congress supporters won't vote for the party. We have already started preparations and many mass leaders want to switch sides and be a part of the BJP government. Govt submits Rs 800-crore health plans to Centre
Chandigarh, May 25 Stating this here yesterday, Health Minister Rao Narender Singh said out of the total amount Rs 188 crore had been proposed for new vertical programmes such as National Mental Health Programme (NMHP), National Programme for the Healthcare of Elderly (NPCHE), National Tobacco Control Programme (NTCP), National Oral Health Programme (NOHP) and National Programme for Prevention and Control of Cancer, Diabetes, Cardiovascular Diseases and Stroke (NPCDCS). The minister said under the PIP, the other initiatives proposed include construction of four maternal and child health wings at Sirsa, Narnaul, Jhajjar and Ambala, preconception care package, infant young child feeding counselling centres; kangaroo mother care room, establishment of new nutrition rehabilitation centre (NRC), Diarrhea training and treatment units (DTTU), strengthening of peer learning and skill demonstrations sites (PLSDS) in seven high-priority districts and newborn screening labs. Singh said 16 DEICs had been constructed in the state and equipment for 21 DEICs had been procured. Five new MMUs had also been procured. During the current year, there was a plan to open new AFHCs in 11 districts in sub-divisional hospitals. With a view to extend health services offered in the state, emphasis had been laid on maternal and child health care programmes. Intra-partum and immediate post partum care standards were being implemented at all labour rooms to reduce mother mortality rate (MMR), still-births and IMR. Haryana was the first state to introduce and implement preconception care package, he added. The health minister said as a result of the maternal and child health care programmes being implemented in the state, the health index had shown considerable improvement. The MMR had been reduced to 146 from 186 in 2004-05. Similarly, infant mortality rate had been reduced from 61 to 42. Institutional deliveries had also been encouraged which had now been increased to 84.2 per cent against 23 per cent in 2004, the minister added. Initiatives proposed by the health minister

Hisar village shuts out high notes
Hisar, May 25 The gram sabha met today to review its earlier decision of imposing restrictions on DJ music after 11 pm. Since there were still complaints about the unabated use DJs in the village, the panchayat has put its foot down and banned their use. “From today, playing DJ music in streets is banned. Families that want to celebrate can set up music arrangements in their houses, but they must play songs on low volume. If the neighbours object, the family must stop the music,” village sarpanch Dharampal Bagri said. The decision to ban DJs was taken after factoring in villagers’ views on the matter. A seven-member committee, including three members from the village Youth Club, was formed last week for the purpose. “People had a slew of complaints regarding loud music being played in the neighbourhood. One of the villagers claimed that the condition of an elderly man in their house deteriorated due to DJ music, while another said his buffalo delivered before the completion of calving period as it got excited due to loud music,” Bagri said. This is not all. “There have been several instances of altercation as whoever object to loud volume are assaulted by those dancing on songs and, needless to say, the miscreants are in an inebriated condition,” the sarpanch said. Bagri said that if any family defied the order, the village panchayat would not cooperate with it. He though clarified that the ban was not a diktat, but a common will of the villagers who wanted to live in peace and harmony. The panchayat, however, has not made any provision for penalising those who violate its directive. Youth Club president Surender Basniwal said that last week it had urged the panchayat to restrict the use of DJs after 11 pm. “After discussing the problem with several villagers, we realised that it has been a cause for inconvenience for many,” he said, adding that vulgur songs played at functions cast a wrong impression on the young minds. The panchayat has decided to take up the issue of ban next week as the committee has been asked submit a report in the next meeting scheduled for Sunday. |
2 leprosy ashram inmates die after inhaling poisonous gas
Dabwali (Sirsa), May 25 The tank is cleaned by the inmates periodically and the task was assigned to Rajinder and Gobind today. As Rajinder (40) opened the cover of the tank to clean it, a gush of poisonous gas knocked him unconscious and he fell inside the tank. Gobind, 22, tried to go inside the tank to help Rajinder, but fell unconscious, too, and toppled into the tank. Ashram inmates rushed to the tank as news of the accident spread. They rushed Rajinder and Gobind to the General Hospital at Dabwali where doctors pronounced them brought dead. The police recorded the statements of the inmates. Dabwali city police station SHO Bhartender Kumar said legal proceedings under Section 174 of the CrPC had been completed. Inmates blamed the authorities for the deaths. “We have been meeting sub-division-level officers and elected representative for years to press for a sewer connection, but to no avail,” anm inmate said. 14 mths to deadline, work crawls at Kalpana Chawla medical college
Karnal, May 25 The slow development of the project poses a threat to the Medical Council of India (MCI) approval to run medical classes this year as the college must have infrastructure, staff and a 300-bed hospital running for at least
one year. The college administration has built pressure on the construction company concerned to speed up the work. A notice has also been sent to the construction company. The government had given the contract to the Hospital Services Consultancy Corporation (HSCC). Five other companies were also engaged by the HSCC for various works under the project. “The performance of Supreme Infrastructure Company, which was allotted Rs 137-crore work of construction of a teaching block and a residential complex, is not up to
the mark,” said Dr Surinder Kashyap, Director, KCGMC. He added that it had come to their notice that the company had not made payment to their workers. He said he had written a letter to the Principal Secretary, Medical Education and Research, and told them about the situation. Chief Minister Bhupinder Singh Hooda had laid the foundation stone of the project on November 18, 2012. The project was allotted to the Supreme Infrastructure Company in November 2013 and it was supposed to complete the work within 20 months' time, the director said. He added, “We are putting pressure on the company to accelerate the work. Now we are not in the condition to call a fresh tender as it will further delay the project.” He added that facility of colour doppler ultrasound, computerised X-ray, computerised cell counter, semi-auto analyser, laparoscopy surgery, dental RBG X-ray, computerised OPD registration and many other facilities had also been started in the hospital. He said, “We are trying our best to put up the file of approval to run classes to the MCI this year so that we can start our classes in 2015.” |

Jhajjar villagers protest toll tax
Jhajjar, May 25 They also slammed the state government for not finding out any permanent solution of the burning issue. Addressing the protesters on the occasion, Virender Hooda, chief of the THSSH, said they would not end their agitation till the state government accepted their demand of 'toll-free Haryana'. “The state government is ready to ensure toll-free traveling for the people residing within 25-km radius of toll plazas across the state, but we are seeking toll-free Haryana,”he added. Jind jewellers resent police ‘inefficiency’

Jind, May 25 “The police have proved ineffective in cracking the four cases. They are groping in the dark,” alleged Ram Mehar Verma, general sectary of the Mair Sunaar Sabha, Jind. The sabha passed a resolution to announce their agitation plan on June 2, if the police failed to crack the cases before the deadline. During the intervening night of April 12 and 13, miscreants stole jewellery from a shop in Aleva village. On April 26, two jewellery shops were targeted again. In another incident, on May 21, robbers snatched a bag of a jeweller while he was on his way to his shop and whisked away on his motorcycle. “Jewellers are under terror. They fear carrying an empty bag in the market as robbers may mistake it for one filled with jewellery and attack them. The police should increase patrolling in the city to control crime,” said Naresh Kumar Soni, cashier of the sabha. The sabha members threatened to start an indefinite protest in front of the Deputy Commissioner’s office if the police failed to arrest the culprits. Jind city Station House Officer (SHO) Kamaldeep said that initially jewellers were unwilling to lodge a case in the May 21 incident and, after persuasion, an FIR was lodged. “We are close to solving the cases and will disclose all facts in the coming days,” the SHO Kamaldeep claimed. |

Testing day for teachers, authorities today
Sirsa, May 25 The test aims to assess the strength and weaknesses of teachers so that their training programmes could be tailor-made as per their requirements, a government spokesperson says. The Haryana Rajkiye Adhyapak Sangh has announced to hold a sit-in outside examination centers to stop teachers from appearing in the test. Jawahar Lal Goyal, state president of sangh, claimed that teachers across the state were united on not appearing in the test, as it was an attempt to humiliate them. He questioned the need of a new test, when teachers had already passed the Haryana Teachers’ Eligibility Test (HTET) at the entry level. Goyal claimed that a majority of teachers refused to accept their roll numbers when these were being distributed on Saturday. “The test is not going to serve any purpose and, instead, will eat into teaching hours,” Goyal said. The department, he claimed, had not told children not to come to schools on Monday. “The primary teachers will be away to the block headquarters to appear in the test, while children will either find locked gates or will have to sit in classes idle.” The State Council of Education Research and Training (SCERT), which is holding the test in cooperation with the Haryana School Education Board, has clarified that the test result would not affect teachers’ promotions, annual confidential reports, annual increments or any other aspects of their service. The authorities had earlier postponed the test to May 29 through a letter issued on May 15. But

Fatehabad, May 25 Dr Subhash Mehta, president of the district unit of the IMA, and Dr Ravi Dawra, general secretary of the Foundation, said instead of educating ultrasound owners about the latest amendments in the PNDT Act, the authorities believed in fixing doctors for technicalities. Dr Dawra said their association was not against exposure of those who violated provisions of the PNDT Act and rather welcomed the government's moves, but sometimes innocent doctors were harassed and humiliated in the name of small lapses in paper formalities. Dr Dawra said the Foundation was holding a seminar on ‘Strengths and weaknesses of the PNDT and the MTP Acts’. |

Work begins on laying Faridabad Metro track
Faridabad, May 25 This and electrification work is likely to be completed in the next few months. The line is expected to be ready for trials by early next year,”€ť a DMRC, Faridabad, spokesperson said. He said the DMRC was trying to get the Rs 2,500-crore project completed before the scheduled date and all contractors have been asked to speed-up work. Work on laying the track was being undertaken by IRCON using the latest techniques, it is learnt. The DMRC had earlier used precast garders to lay the stone of the track. A total of 898 such structures and an equal number of pillars have been constructed or installed on this track. The civil work on this track is scheduled to be over by June-end. The Badarpur-YMCA Chowk stretch is over the ground and mainly runs on the eastern side of the Mathura road. While DMRC has begun constructing stations at various points, the main stockyard and rail depot is coming up in Sector 20 opposite the Magpie Tourist Complex. Pre-cast U garders have been prepared at the facility in Sector 12 here. A formal stone laying function is scheduled to be held soon. “Though the proposal to extend the Metro to Ballabgarh town had been approved by the state government, work got delayed due to the election process,” an official said. MC sets aside Rs 100 crore to beautify Rohtak
Rohtak, May 25 Developmental works involving an expenditure of Rs 35.1 crore are in progress while tendering of projects worth Rs 36.76 crore is in process. Dr Amit Aggarwal, Rohtak Deputy Commissioner-cum-Municipal Commissioner said here last evening that the corporation had sufficient funds to provide the required amenities and infrastructural facilities to the residents. “We have identified 70 parks and green belts in the Rohtak municipal area where boundary walls, walking tracks, potable water, swings, benches etc would be provided ,” the Municipal Commissioner pointed out. Dr Aggarwal said efforts were being made to encourage the residents’ welfare associations of different areas to take up the maintenance of parks.

Traffic woes continue for Sonepat
Sonepat, May 25 After laying of the foundation stone by Chief Minister Bhupinder Singh Hooda, construction work of the RoB was started on December 1, 2011, and was to be completed by November 30, 2013, at an estimated cost of Rs 22.6 crore. The construction blocked the flow of internal traffic on three main local roads in the town- Gohana road, Rohtak road and Geeta Bhawan Chowk road. Only one road from Chhotu Ram Chowk on Gohana road to Geeta Bhawan Chowk via Shani Mandir and Railway under Bridge (RuB) was left for crossing the town. |
