In a complaint lodged at the Baroda police station yesterday, the victim alleged that on May 18 she was alone in her house.

Girl, accomplice arrested on blackmail charge
Panipat, May 21

A Ghaziabad girl has reportedly been caught red-handed for blackmailing a Panipat industrialist after preparing his video CD in a compromising position. The district police caught Neha and her accomplice Sandeep near Green Park in Panipat yesterday. The trap was laid by a police team headed by sub-inspector Kiran on the complaint of Sunil, an industrialist.

Taxation Dept launches drop box scheme to detect evasion

HSIIDC bid to acquire BPL plots sparks ire

People living below poverty line (BPL) at Kasoli village in Rewari district are up in arms against the state government’s move for acquiring a piece of land, meant for 83 plots measuring 100 square yards each. Interestingly, many of them have already built their houses on these plots, but are now worried about their future owing to acquirement process being carried out by the Haryana State Industrial and Infrastructure Development Corporation (HSIIDC).

Sikhs seek strict action for insulting holy book

Representatives of various Sikh organisations reached Gurdwara Singh Sabha in Ambala City today. A few days ago, some miscreants threw the holy book into bushes which caused resentment among the Sikh community. Keshgarh Sahib Jathedar Mal Singh and members of the Nanak Sewa Society, Sukhmani Sewa Society, Gurugranth Sahib Satkar Committee, Bhai Dhayana Sewa Society and Hemkunth Sahib Society reached the gurdwara.

Friend’s father mastermind in Parichay’s kidnapping

The conspiracy to kidnap Kalanaur-based Parichay Malhotra for a hefty ransom from his parents was hatched by Ajay, father of Parichay’s friend. The Rohtak police disclosed here today that Ajay, who had a criminal track record, was also involved in a kidnapping case in Delhi. He was also lodged in jail, where he came in contact with other persons who became his accomplices in Parichay’s kidnapping.

The state government has decided to implement an “Aam Aadmi Bima Yojna” (AABY) to cover rural landless households, urban households living below poverty line or families marginally above poverty line. This decision was taken at a meeting held under the chairmanship of Chief Minister Bhupinder Singh Hooda here today. However, it was also decided to continue the Rajiv Gandhi Parivar Bima Yojna in the state.

Assam woman sent home
Fatehabad, May 21
A young woman from Assam, who was brought by a villager of Bhirdana, Fatehabad, to act as a surrogate mother for his child, was brought to the Sadar police station here by some villagers last night after she escaped from the house where she was being kept.

Man consumes poison at Rohtak SP’s office
Rohtak, May 21
Commotion was created at the local SP’s office when a local resident consumed a poisonous substance there today. Eyewitnesses said Shishpal of Kishangarh was disappointed over police inaction on his repeated complaints. Shishpal claimed that he had given Rs 18 lakh to Sunil of Delhi to get a job for his brother. However, Sunil neither got a job nor returned his money. Shishpal narrated his tale of woe to several authorities, but to no avail. He arrived at the local SP’s office today with a container of pesticide. He suddenly consumed its contents there. He was immediately rushed to the local PGIMS, where his condition was stated to be stable. He has been booked for attempt to suicide. TNS

ASI sacked in rape case
Jhajjar, May 21
The Haryana Police have dismissed assistant sub-inspector Anil Kumar and suspended head constable Rohtash with immediate effect after they were found guilty during investigation of raping a minor. An order to this effect was issued this evening. Residents of Lohari village, to which the victim belongs, called on Jhajjar SP Balbir Singh and sought severe punishment for the accused. The SP promised exemplary punishment in the case. After discussing the issue with senior officers, the authorities issued the orders against the two policemen. The SP said the accused were today produced in a local court, which sent them in judicial custody for 14 days. — TNS

4 masked men take away ATM
Kurukshetra, May 21
A group of four masked men stole an automated teller machine (ATM) of the State Bank of India late Monday night from the Salarpur Road, near Sain Samaj Dharmshal. The machine contained Rs 13.40 lakh, as per the complaint by bank officials. The police said “The burglars targeted the ATM booth in the wee hours, around 2:30 am. They snatched the mobile phone and Rs 2,700 from Balwinder, the security guard, and took away the machine. The CCTV footage from the ATM booth was lost as they broke the CCTV cameras.” A case has been registered against four men under various sections of the Indian Penal Code (IPC) and efforts were on to nab the accused, the police said. Licences of 14 depot holders cancelled
Chandigarh, May 21
Intensifying its campaign to check irregularities in the distribution of essential commodities under the public distribution system, the Haryana Food and Supplies Department cancelled the licences of 14 depot holders; forfeited the security deposit of Rs 36,500 of 15 dealers ; and filed a police case against one in January. An official spokesman the licences of 164 depot holders had been cancelled up to January 31 and the security deposit amounting to over Rs 9.97 lakh of 393 dealers forfeited. TNS

Man ends life
Karnal, May 21
Davinder Kumar (32) committed suicide by hanging himself from a ceiling fan at his house in Ram Nagar here. A JBT teacher, he was staying with his wife and daughter. He sent an SMS to a relative, blaming four persons for abetting his suicide. City DSP Raj Kumar visited the spot with a forensic team. He said, "The police are investigating the SMS angle and have impounded the mobile phone. We searched the house, but did not find any suicide note."

Woman, paramour commit suicide
Jind, May 21
A married woman along with her alleged paramour committed suicide by jumping before a train near here. They have been identified as Sudesh (30) and Vikas (18) of Baroda village. “We are investigating the case,” said Inderjit, SHO Government Railway Police. Reports say Sudesh was married around 6 years ago and had two children. TNS

1 killed in mishap
Yamunanagar, May 21
A 40-year-old man died after his motorcycle was hit by a truck on National Highway 73 last night. Husain of Yamunanagar was going towards Pansara village when a truck hit his motorcycle. He was rushed to the Civil Hospital, from where he was referred to the PGI in Chandigarh. He died on the way. — TNS

Govt reverts to payment of pension through banks

Experimenting with the manual system to disburse social security pension among over 20 lakh beneficiaries for over two years, the Hooda Government today took a U-turn and decided to pay pension through banks.

“The social security pension, including old age pension, widow pension and pension to the physically-challenged, would be paid though banks. The scheme would be implemented in a phased manner in cities and villages having bank branches,” Chief Minister Bhupinder Singh Hooda said here after presiding over a meeting.

Officials said a pilot project was implemented in Barwala (Panchkula) to distribute the social security pension through banks and the state government wanted to replicate the success of the pilot project in other parts of the state.

In 2012, a high-level meeting presided over by Hooda had taken a decision to revert to the old system of disbursing pension manually through local urban bodies and panchayats, which led to allegations of irregularities and bungling causing embarrassment to the Hooda Government. Then the state government had blamed banks for the failure of the scheme, alleging that the designated banks deployed a “grossly inadequate infrastructure”.

After this, the department experimented with the disbursement of pensions through 6,067 gram panchayats and 85 municipalities, which seemed to have met with mixed results, paving the way for payment of pension through banks.

The Khemka connection

In 2011-12, whistleblower IAS officer Ashok Khemka, then Director-General, Social Justice and Empowerment, initiated the project for “electronic benefit transfer (EBT)” of pension through banks by opening over two million bank accounts of the beneficiaries. For this project, the state government won “State of the Year Skoch Financial Inclusion Award-2012”. However, the EBT scheme was discontinued paving the way for the manual distribution of pension.

Villager held for raping minor

The police have arrested Satish of Khanpur Khurd village for allegedly raping an 11-year-old girl of the same village. He was today produced in a court which sent him in judicial custody. In a complaint lodged at the Baroda police station yesterday, the victim alleged that on May 18 she was alone in her house. The accused entered her house and raped her. He also threatened her with dire consequences. However, she narrated the incident to her family members who informed the police.

The police got her medically examined at the civil hospital, Gohana, and recorded her statement before the magistrate.

In another case, the police arrested Sunil of Sisana village for allegedly raping a girl of Kansrehti village in Rohtak district on May 12. The victim lodged a complaint with the Kharkhoda police on May 16.

Youth gets life term for raping minor

Sonepat: Additional Sessions Judge Manisha Batra today sentenced Amit (21) of Garhwal village to life imprisonment for raping and murdering his 4-year-old niece.

The victim went missing on August 5, 2013. Three days later, her body was recovered from a canal. After registering a case, the police arrested Amit, who was last seen with her. During interrogation, Amit confessed that he took the girl to a deserted place near the canal and raped her and when she became unconscious, he threw her in the canal.

Three get life term in gang-rape, murder case

Kurukshetra: Additional District and Sessions Judge Poonam Suneja today sentenced three convicts to life imprisonment in a gang-rape and murder case.

Gurwinder Singh, Virender Singh and Ranjot were held guilty yesterday and their punishment was announced today. They were also fined Rs 70,000 each.

Balbir Kashayp, prosecutor, said, “Due to lack of direct evidences, the accused have been awarded life imprisonment. As many as 164 documents were exhibited, 45 witnesses and a 1,500-page charge sheet were produced in the court.”

Randhir Singh, father of the victim, said, “The accused should have been awarded capital punishment. I will move the apex court after receiving the judgment copy.” “My daughter and I will get justice only when all of them will be hanged,” he said.

On May 4, 2011, three boys (in a Scorpio car) kidnapped the minor girl from the Jindal chowk at 9 pm. They took her to Ramba village where they raped her and later, killed her.

The Karnal police recovered her body next day. On May 27, 2011, during investigation, the police arrested Gurwinder Singh, Virender Singh and Ranjot. The police had also recovered the Scorpio car and a pistol from their possession.

Girl, accomplice arrested on blackmail charge

A Ghaziabad girl has reportedly been caught red-handed for blackmailing a Panipat industrialist after preparing his video CD in a compromising position. The district police caught Neha and her accomplice Sandeep near Green Park in Panipat yesterday. The trap was laid by a police team headed by sub-inspector Kiran on the complaint of Sunil, an industrialist.

Neha hails from Khurja in Bulandshahr district of Uttar Pradesh. She is residing in Vasundhara in Ghaziabad at present. Her accomplice belongs to Janata Colony in Rohtak.

Kiran said, “Sunil told the police that Neha and he had become friends through SMSes and telephone calls about four months ago. They met several times in and around Delhi. One day, she called him to a Delhi hotel and prepared a CD with him in a compromising position after giving him a cold drink laced with an intoxicant.”

Kiran said, “Sunil said she had started blackmailing him. He had given her Rs 25 lakh in instalments. She demanded Rs 3 lakh and threatened to upload his CD on the Internet if he did not pay up. He lodged a complaint with the police. A trap was laid and the girl was called to Panipat to take the money.”When Neha and her accomplice reached the meeting point, Sunil went there. He gave her Rs 50,000 and told her that he was arranging the remaining amount. The police caught Neha and Sandeep red-handed. The police registered a case and seized the i-20 car of the accused.

Taxation Dept launches drop box scheme to detect evasion

Faridabad, May 21
To detect sales tax evasion and plug revenue leakage, the Department of Taxation launched drop box scheme here today. The scheme was launched with installation of a drop box at a shopping mall here this evening.

The officials concerned claimed that the scheme, launched recently by the state government, would help the department have more information and feedback about tax that could be realised from the traders and businessmen who avoided revealing or depositing the total due amount to the office.

“The residents will be asked to drop a copy of their bills or information about the evaders in the drop boxes so that correct information could be collected and notices be served to defaulters. Around 15 such boxes would be placed in various parts of the city, which include markets and public places, where the presence of residents was maximum at any given day,” revealed an official.

He said smart phone applications like WhatsApp, Wechat or Viber had also been introduced to help the department plug revenue leakage. The Haryana Excise and Taxation Department had recently rolled out the scheme called ‘Apnatax’ whereby customers could send copies of their bills through smart phones, which would be matched with records of dealers to ensure 100 per cent tax compliance.

Officials said while the consumers were being approached through various means such as drop boxes and smart phones and the scheme was based on the mode of utilising technology for promoting awareness. A dedicated mobile number had also been allocated for this purpose. The facility of drop boxes had also been introduced in Gurgaon.

HSIIDC bid to acquire BPL plots sparks ire

People living below poverty line (BPL) at Kasoli village in Rewari district are up in arms against the state government’s move for acquiring a piece of land, meant for 83 plots measuring 100 square yards each. Interestingly, many of them have already built their houses on these plots, but are now worried about their future owing to acquirement process being carried out by the Haryana State Industrial and Infrastructure Development Corporation (HSIIDC).

The villagers said they were running from pillar to post to save their plots from acquirement, but no one was ready to listen to their plight.

Jagdish, sarpanch of Kasoli village, said out of 83 plots being acquired for development by the HSIIDC, as many as 38 plots were allotted free of cost in 1983 while 45 plots were allotted to villagers in 2011 under a government scheme for BPL families. The plots were carved out from the common land, owned by the village panchayat, he added.

“We came to know about acquirement of the land when a patwari informed the village panchayat about notices issued by the HSIIDC for the acquisition. Thereafter, I apprised the BPL families of the development,” said the sarpanch.

Om Prakash, one of the beneficiaries, said, “We called on Rewari SDM three days ago to get our grievances redressed but to no avail. We have also submitted our objection against the acquirement to the head office of the HSIIDC some months ago, but no communication has been received so far in this regard.”

Rampal, another beneficiary, who runs a grocery shop in the village said, “How can the government acquire such land on which the people have been residing for over two decades?” He maintained that all the families were scared after knowing about the acquirement as they had no other housing option if the government resumed their plots.

Rewari Deputy Commissioner (DC) CJ Rajnikaanthan said the matter was being verified from the authority concerned following complaints of the villagers.

“We shall ensure alternate land is provided to the BPL families after getting compensation from the HSIIDC in case the plots are acquired. Hence the families need not to worry in this regard,” he said.

Later, an 11-member committee was constituted to take the final decision on the issue.

Sources said three ACPs —Hitesh Yadav, Rahul Dev and Arshdeep Singh — held at meeting with the Sikh leaders. Sources said the police informed the leaders that one of the accused had been arrested while the other would be nabbed soon. The Sikh community demanded that the miscreants should be arrested by tomorrow.

Friend’s father mastermind in Parichay’s kidnapping

The Rohtak police disclosed here today that Ajay, who had a criminal track record, was also involved in a kidnapping case in Delhi. He was also lodged in jail, where he came in contact with other persons who became his accomplices in Parichay’s kidnapping.

Thus the plan to abduct Parichay, son of a Kalanaur-based landowner, was hatched. After kidnapping the boy on May 15, Ajay and his accomplices demanded a Rs 2-crore ransom from his father.

However, Parichay’s parents informed the police, who swung into action and launched a hunt to nab the kidnappers. Operation Parichay culminated successfully with the boy’s safe release and the kidnappers’s arrest from the Haryana-UP border yesterday. The police has sent another team to UP to get to the bottom of the matter.

Meanwhile, the kidnappers were produced before a local court, which remanded them in police custody for three days.

The arrested persons include Rohit, Sandeep and Ajay of Gadhipur, Sandeep of Dabauda (Jhajjar), Ajay of Bhagibirod (Bhiwani), Rajiv of Karnawal, Ajay, alias Annu, of UP and Sanjeev of Bihar.

Cops to be rewarded

Chandigarh: SN Vashisth, DGP, said here today the police personnel, who had got kidnapped school student Parichay freed from UP would be suitably rewarded.

Vashisth congratulated the entire police team on this achievement. The police team comprised officers of Rohtak, Jhajjar, Sonepat and Gurgaon.

Parichay,son of a Kalanaur-based landowner Adarsh Malhotra, was kidnapped on May 15 and a ransom of Rs 2 crore was demanded by the kidnappers. Eight persons have been arrested in this case.

Govt to launch ‘Aam Aadmi Bima Yojna’

The state government has decided to implement an “Aam Aadmi Bima Yojna” (AABY) to cover rural landless households, urban households living below poverty line or families marginally above poverty line. This decision was taken at a meeting held under the chairmanship of Chief Minister Bhupinder Singh Hooda here today. However, it was also decided to continue the Rajiv Gandhi Parivar Bima Yojna in the state.

The AABY will cover rural landless households and urban households living below poverty line or families marginally above poverty line. Under this scheme, an insurance cover of Rs 30,000 would be provided on natural death whereas Rs 75,000 each would be given in the case of death and permanent total disability in an accident.

Similarly, Rs. 75,000 would be given in the case of loss of two eyes or two limbs or loss of one eye and one limb in an accident and Rs. 37,500 on the loss of one eye or one limb.

Apart from this, a scholarship of Rs 100 per month for each child, subject to maximum of two children, studying between Classes IX to XII would also be provided to the family.

The Rajiv Gandhi Parivar Bima Yojna was implemented by the government in 2006 to cover the persons with a gross annual income from all sources up to ~2.5 lakh.

Hooda directed the officers concerned to clear the pending cases pertaining to the scheme within a month.

Assam woman sent home

A young woman from Assam, who was brought by a villager of Bhirdana, Fatehabad, to act as a surrogate mother for his child, was brought to the Sadar police station here by some villagers last night after she escaped from the house where she was being kept.

The woman, who reached a hamlet near Bhirdana village, told the residents that she was being kept as a captive by the villager.

The police kept the woman in a safe house meant for runaway couples and informed her kin.

She left for an undisclosed destination today.

Shiv Charan Attri, Fatehabad Superintendent of Police, said the police did not receive any formal complaint from her.

The woman had left with her husband for her home in this morning, he added.

The villagers said the farmer who brought the woman here was married 12 years ago but did not have a child.
