Eviction drive aborted in Gurgaon as residents show registries

Rape victim’s uncle attempts suicide

In a report published on page 2 (Haryana Edition) on May 13 under the headline "Karnal businessman gets life term for double murder," it was erroneously mentioned as double murder whereas the convict, Ram Kumar Kalyan, is charged with killing Sramveer, brother of his daughter-in-law Renuka. CS nod must for posting officers in home districts

Prior permission of the Chief Secretary (CS) will be mandatory for the posting of the gazetted officers in their home districts - a development which will curtail the role of politicians in transfers.

In its order dated May 9, the office of the CS reiterated that posting of the gazetted officers in their home district without the permission of the CS was the violation of the government’s standing instructions.

A majority of the departments transferred the officers without the approval of the CS and sought only ex-post facto permissions.

The existing rules prohibit the posting of the gazetted officers in their home districts with a few exceptions. The exempted officers include the heads of the departments, divisional commissioners, superintending engineers and similar officers in the department whose official jurisdiction comprised more than one district, officers posted in the secretariat, professors and senior lecturers in the Education Department, doctors posted in medical colleges, couples in the government service and handicapped and visually-challenged employees. Besides, unmarried girls and widows are given preference in the matter of the postings in their home districts.

With the Assembly elections round the corner, new orders will have bearing on the postings of officers of several departments, including the police and the excise and taxation departments. In the past, it has been alleged that the officials, especially belonging to the police department, were posted in their home districts at the whims and fancies of the ruling party politicians.

2 HCS officers for UT Admn

The Haryana Government has placed the services of Satish Kumar Jain, HCS, Joint Director(Admn.), Elementary Education and Deputy Secretary, School Education Department; and Sarita Malik, HCS, Additional Director(Admn) and Joint Secretary, Women and Child Development Department, at the disposal of the UT Administration, Chandigarh.

Villagers seek closure of a factory for discharging effluents into ground

Nearly 200 villagers have fallen ill after drinking contaminated water supplied by the public-health authorities in Khaliavaas village of the district in four days. The villagers with the complaint of vomiting, stomach upset and diarrhea have been undergoing treatment in various private nursing homes besides the General Hospital and trauma centre in the town.

They alleged that a factory was discharging its effluents into the ground which later got mixed with the potable water supplied by the authorities in the village.

The villagers said the matter was brought to the notice of the district authorities well in time but no action was taken. “Now, we have decided to block the road and stage an indefinite dharna outside the factory if it is not shut down soon,” said a villager.

“Bar Malt India Private Limited is discharging its effluents into the ground through a borewell dug on the factory premises,” he alleged and added that the dirty liquid later got mixed with the potable water.

They had many times informed the district authorities and Power Minister Capt Ajay Yadav about it but to no avail, the villagers alleged. “We had also locked the factory two days ago when the authorities did not initiate any action against its owner even after hundreds of residents fall it after drinking contaminated water,” said the villager.

He said they had today submitted a memorandum to the Deputy Commissioner (DC) wherein immediate closure of the factory had been demanded.

Demanding a high-level probe, Rajender Singh, district president, SUCI, said gross violation of laws was being committed by the factory owner. Rewari DC CJ Rajnikaanthan could not be contacted for his comments.

Minister asks pollution board to take action

Power Minister and Rewari MLA Capt Ajay Yadav today visited Khaliavaas village and interacted with the agitating villagers.

Talking to mediapersons, Yadav said: “I have asked the Chairman of the Haryana State Pollution Control Board to dispatch a team of officials to the village for taking water samples besides initiating action against the factory for violating the norms.”

The Power Minister said he had directed the Rewari Deputy Commissioner to take appropriate action in this regard.

Roof collapse claims woman’s life in Ellenabad

Sirsa, May 13
A 45-year-old woman was killed while her two children were critically injured when the roof of a room in their house caved in after rain and windstorm in Ellenabad town of Sirsa late last night.

The critically injured children, Ajay and Jyoti, have been shifted to the local General Hospital while three other members of the family were given treatment at Ellenabad.

The family of Om Prakash Saini, a poor labourer, lived in ward 7 of Ellenabad.

Om Prakash, his wife Geeta and four children-- Ajay, Bunti, Jyoti and Nisha-- were sleeping in the open when rain and windstorm started after midnight yesterday. The family members rushed towards an old dilapidated room constructed on the outer side of their house for shelter.

Suddenly, the ceiling of the room came down.

Neighbours rushed after hearing their cries and pulled them out of the debris with difficulty.

People rushed the family members to the Community Health Centre, Ellenabad, where the doctors Geeta, Ajay and Jyoti to the General Hospital, Sirsa. Geeta, however, died in the General Hospital.

Local residents have sought financial help for the poor family.

Villagers upbeat over Lt Gen Suhag’s appointment as next Army Chief

The atmosphere turned festive in this native village of Lt Gen Dalbir Singh Suhag as soon as the news of green signal given by Election Commission of India (ECI) to his appointment as next Indian Army Chief reached here last evening.

The villagers began gathering at the ancestral house of Suhag in the village to greet his father, Ramphal Suhag, and other family members.

“It is a proud moment not only for us but the entire village with whose blessings Dalbir succeeded at the higher level. All are in an upbeat mood and waiting for the official appointment of my brother as Army Chief,” said Dalbir Singh’s cousin Rajbir Singh, working with the Haryana Police.

Dalbir Singh belongs to an Army family. He is the eldest among four siblings, having two sisters. His father is a retired Armyman while younger brother Dharmbir Singh is also serving as a Colonel in the Indian Army.

Ramphal left for Delhi this morning while Ishari Devi was already in Delhi.

Mehtab Singh, an octogenarian, said “Dalbir was a sincere and hardworking boy since his childhood. He never forgets to wish elderly people whenever he comes to the village.”

“Youths of this village are crazy about joining the Army, hence we shall expect an open recruitment rally in this region from Dalbir, who also knows the fact,” said Raj Singh, another villager.

CM congratulates Gen Suhag

Chandigarh: Chief Minister Bhupinder Singh Hooda has thanked the UPA Government for clearing the name of Lieutenant-General Dalbir Singh Suhag as the next Army Chief. He said Lieutenant-General Dalbir Singh Suhag hailed from Jhajjar district. “We are proud of our brave soldiers as every 10th soldier of hails from Haryana,” he added.

The Chief Minister also congratulated Lieutenant-General Dalbir Singh Suhag and wished him good luck. Hooda hoped the appointment would inspire more youth from Haryana to join the armed forces.

More than a year and a half after a young brave heart of this town sacrificed his life to save 11 members of a family in his neighbourhood, authorities are yet to take steps to recognise his sacrifice.

Worse still, the statue made with the collection of the locals has been lying in a room as authorities have failed to get it installed at a suitable place.

“We do not want anything for our personal use but just recognition for our deceased son. But the way the government has been treated us, no one would ever think of sacrificing his life to save others,” said Chanderbhan, father of the deceased, 19-year-old Saurav.

Though the administration has paid Rs 2 lakh for the statue, the amount came only after the locals got the statue prepared from Jaipur with their own money.

Saurav, a 2nd year student of graduation, saw his neighbour’s house on fire on the morning of December 8, 2012. He entered the house without seeking help of others and saved 11 members of the family who were trapped in the house.

But when he was trying to throw a burning LPG cylinder out of the house, it exploded and Saurav died on the spot.

Since the unfortunate incident, residents of Pillukhera town have been demanding martyr status for the deceased, a job for a member of his family and installation of his statue, but there has been no action so far.

“Saurav is a martyr of our town. But the way the government has been treating his case has earned a bad name for not only the Jind administration, but also for Bhupinder Singh Hooda’s government. It is really shocking and surprising that they do not have a few feet space to install a statue,” said Raman, a student.

Kali Ram Patwari, INLD MLA from Safidon, said he had raised the issue during budget session in Haryana Assembly and the government had assured immediate action, but nothing had been done yet.

When contacted, Jind Deputy Commissioner Rajiv Rattan said the government had given permission for installation of the statue and he would ensure that it takes places at the earliest. About other demands, the DC said he had no information about the status of other demands.

‘Favouritism’ in allotment of industrial plots at Panchkula

Just about two months after Haryana and the Haryana Urban Development Authority were asked to respond to the allegations of arbitrary allotment of industrial plots, the Punjab and Haryana High Court today made it clear that any construction on the area would be at the allottees’ risk.

Justice Surya Kant made this clear after the Bench was told that attempts were being made to raise constructions on the plots. The issue was first raked up by two retired Colonels.

They had filed a petition in the High Court alleging arbitrary allotment of industrial plots. Challenging the allotments, Col S K Jain and other residents of Panchkula had sought directions to quash the allotment.

The petitioners alleged that the industrial plots in Panchkula worth crores had been allotted at meagre rates to those close to the Haryana Chief Minister . A huge difference between the market and allotment prices was also alleged.

As per the petition, the prominent beneficiary of the scheme includes Mona Beri, daughter-in-law of BR Beri's, Chief Minister Bhupinder Singh Hooda’s OSD. Nandita Hooda, wife of Narender Hooda, has also been allotted an industrial plot at Panchkula. Narender Hooda is allegedly close to the CM and posted as Senior Additional Advocate-General.

Pardeep Kumar, son of Singh Ram has been allotted an industrial plot. He is posted as a Secretary to the Chief Minister in his office. Renu Hooda of Sector 28-A, Chandigarh, has been allotted a 1,000 square metre industrial plot at Panchkula. She is allegedly a close family relative of the Chief Minister.

Aman Gupta, M/s Mohan Rice Mill, Hinori Road, Ladwa, Kurukshetra, has been allotted a 496 square metre industrial plot. Gupta is the son of Ramesh Gupta, a former Congress MLA from Thanesar. Lt Col OP Dahiya, stated to be a relative of the Chief Minister, too has been allotted a 1,000 square metre industrial plot at Panchkula.

The Assistant Returning Officer concerned would conduct the counting of votes. Adequate security arrangements have been made at counting centres, said Walgad.

2 observers appointed

Sirsa: The Election Commission has appointed two observers for the counting of votes for the Sirsa parliamentary seat.

Anshaj Singh, Returning Officer for the Sirsa seat said K Ellangovan would be stationed at Sirsa and Bhagwat Singh at Fatehabad. Nearly 400 officials have been deployed for the counting of votes in Sirsa and Fatehabad.

IG reviews security arrangements for counting of votes

Karnal: With just two days left for counting of the votes, Inspector General of Police (IGP) Balbir Singh and Superintendent of Police (SP) Abhishek Garg today reviewed the security arrangements. The counting of votes will begin at 8am on May 16.

Deputy Commissioner Balraj Singh said the counting of votes of five Assembly segments of the district would be held at SD Senior Secondary School.

He said activities at all counting centres would be monitored through Close Circuit Television (CCTV) cameras and display boards would be set up outside the centres to provide updated results to the public after each round of counting.

He said no photography inside the counting centre would be permitted.

The Superintendent of Police said tight security arrangements had been made. Special nakas and metal detectors would be installed near the counting centres, he added.

Dried-up Badkhal Lake to be revived

The Haryana Tourism has initiated a move to revive famous Badkhal Lake. It has invited applications to hire a consultant to prepare a detailed project report for the revival of the dried-up lake.

The applicant will have to deposit Rs 2 lakh as security and the work has to be completed in four months. Applications should be submitted on or before June 17.

Spread over 44 acres, the tourist resort here is on the verge of extinction. Gross negligence on the part of the authorities, mismanagement and continuous degradation of natural resources are some of the reasons responsible for the deplorable condition of the largest lake in the state.

Located in the sprawling tail end of the picturesque Aravallis, the tourist resort came up in 1969. The occupancy rate at the resort has also gone down due to the dried-up lake. This has not only affected the financial condition of the resort, but has also affected the tourist footfall, said an employee.

He said illegal and unchecked mining of materials over the past several decades and setting up of water bottling plants in the vicinity had turned the lake turning into a grazing ground.

The spot resembles a wasteland that only attracts cattle, said a contractor.

Rain brings Hisar traffic to a halt

Along with respite from the hot weather, the rain last night led to waterlogging, causing traffic diversions in several parts of the town. Around 35 mm rainfall was recorded in the town in the first spell of summer rain last night.

The Meteorological Department of the Haryana Agriculture University here has predicted showers from May 12 to May 14.

However, the waterlogged roads in the morning resulted in problems in several parts of the town, including Jindal chowk, Dogran Mohalla, Sanian Mohalla etc. The residents said the drainage system of the town had crumbled and thus the rainwater remained accumulated at various places.

Kuldeep Grover, a resident of Dogran Mohalla, said in the absence of proper drainage system on the road from Sanian mohalla to Multani chowk, roads in the locality remained submerged for hours after a brief spell of rain.

He wrote to the municipal corporation authorities to construct a nullah along the road to discharge water during rainy season. The traffic, especially two wheelers, had to be diverted via the PLA locality due to waterlogging on the Kaimari road in the town which was already in dilapidated condition.

The brief spell of rain led to a mess on the roads and rainwater even entered shops, schools and colleges along the Bhiwani-Pilani road as there was no proper drainage system. Rain showers misery on Sirsa residents

Rain and windstorm that hit the area last night have brought misery to Sirsa residents, as almost all major roads of the town were waterlogged. Cars and other vehicles got trapped in pits and potholes that have been left uncovered by the Public Health Department in the morning today.

The condition of the National Highway outside the local bus stand, Surkhab Chowk, Ambedkar Chowk, Dabwali road and Janata Bhawan road was particularly bad. The condition was no different at posh colonies of Sirsa.

The road connecting the Chattargarh Patti railway crossing with the General Hospital, from where a large number of vehicles pass everyday, was also in bad shape due to stagnant water, potholes and mud.

“The authorities dig up roads to lay water supply pipes at several places in the town. However, they cover the pits with merely soil,” alleged Sujeet Kumar, a resident. He said pits had developed on roads after the rain, which were not visible to motorists due to waterlogging.

Deputy Commissioner Anshaj Singh visited several waterlogged areas of the town with officials of various departments and issued directions for dewatering.

Jind village bans excursions study tours for girl students

The Barta village has banned study tours and excursions for school and college-going girls after the police failed to trace the 19-year-old girl who went missing on May 1.

The villages have also decided to launch an indefinite hunger strike from Wednesday if the police fail to trace the missing girl. The village organised a mahapanchayat and decided to lock all government offices, three schools and a hospital in the village. The mahapanchayat also cancelled the auctioning of the panchayat.

“We will lock schools and hospital on Wednesday and will start an indefinite hunger strike to protest against the police inaction. No girl of our village will go outside the village from tomorrow,” said sarpanch of Barta village Jagpal.

The father of 19-year-old missing girl said she was kidnapped by six persons when she was returning after attending her JBT class on May 1.

“Even after 12 days, the police are still clueless. A CCTV footage shows that she was forcibly taken to a hotel in Kurukshetra,” said Balvir, the missing girl’s father.

SHO of the Garhi police station Somvir said they have arrested four persons in this regard. “The accused said the girl left the hotel for her college the next morning, but she did not reach there,” the SHO said.

The recent incidents of thefts, snatchings and robberies are giving sleepless nights to residents of the district. The Jind police have failed to crack the four robbery incidents that took place in the past two days.

In the recent incidents, a retired police head constable was robbed of Rs 20,000 on the Rohtak road. Rs 10,000 was snatched from a resident on the Nagura-Dilluwala, Rs 70,000 looted from a petrol pump near Harigarh village and a dhaba owner was robbed of Rs 25,000 at Haat village.

The district has witnessed 10 cases of robberies, thefts and snatchings this month. “Things have turned from bad to worse. The police have failed to crack the cases,”€¯ alleged a shopkeeper.

The law and order situation has worsened in the district. In the Safidon area, robbers struck at 11 petrol pumps. “Not a single robbery case has been solved,”€¯ alleged Om Parkash Singhal, secretary of the Safidon Petrol Pump Dealers’ Association.

After an emergency meeting today, district chief of the association Azad Singh Dhanda warned that if the cases were not solved within a week, they would stop the supply of petrol to the Jind administration. The association also threatened to launch an agitation if the police fail to improve the law and order situation in the district.

DSP Suresh Kumar said efforts were on to nail the criminals. Patrolling has been intensified in the district, he added.

Kalka ration card holders allege black marketing in government depots

Ration card holders of various government depots of Kalka said they were being deprived of various food items supplied by the state Food Supply Department. On the condition of anonymity, card holders told The Tribune that they had not been provided with wheat, sugar and dals, which was to be given to them under public distribution scheme on nominal rates.

They alleged that depot holders, instead of giving them the products, were black marketing them and selling them in the market and minting money.

They further alleged that the above said items were being sold illegally in Parwanoo and other adjoining area of Himachal. Some senior citizens alleged that the act was being carried out with the connivance of officials of the Food and Supplies Department.

They have sought raids in the depots and a probe of their records by the Vigilance Department. They further alleged that some of the depot holders have sub let their depots for selling the items. The depots are not being run by the owners, alleged the residents.

The District Food Supply and Controller (DFSC), Panchkula, could not be contacted despite repeated attempts.

With cluster of electric poles, Faridabad is a jungle of concrete

Some of the moves of the government departments have not only added to the problem of ‘encroachment’ of green belt, but have also given a shabby look to the surroundings. The erection of hundreds of electric poles made of cement and concrete and carrying black insulated cables is perhaps one of these.

“A large number of concrete electric poles have come up in some of the areas here in the past couple of years to carry heavy duty insulated power cables. This has adversely affected the ecology as the erection of poles has resulted in usurping not only of the green belt but has also given the areas a look of a concrete jungle,” claims Ram Kumar, president, Senior Citizens’ Welfare Association, Sector 7 here.

He said the authorities could have adopted alternative method of putting the cable underground. “The construction of concrete poles to carry overhead cable has put a question mark on the claims of the authorities to beautify the city," he said

Mukesh Rama, an entrepreneur based in sector 9 here, described the poles as a kind of violation of the slogan of ‘clean and green Faridabad’. He said the space used for the erection of concrete poles could have been used for footpath or plantation of sapling to enhance the greenery in the city.

Alleging large scale bungling and corruption in the purchase of material and other items in the department, Subash Lamba, a spokesperson of the All-Haryana Power Corporation Workers’ Union, said resorting to erecting concrete poles to carry heavy duty insulated cables was a controversial decision, as he claimed that the move had already boomeranged due to various factors. He charged that several hundred crores had been wasted in various projects which he said had proved futile in view of the losses in the department. Alleging that schemes aimed at benefiting certain officials were taken up with a view to corner commissions, he said the project of replacing meters, which was going on for the past two decades, had only resulted in harassment and victimisation of consumers.

Demanding a CAG audit, he alleged that hundreds of crores were usurped by vested elements in the name of outsourcing and privatisation. Dharam Pal Dhull, Public Relations Manager, Dakshin Haryana Bijli Vitran Nigam, on the other hand, defended that all projects, including the replacement of bare power lines by cables, claimed that it resulted in improvement in the power supply and distribution. He said the department was trying its best to reduce the line loss and theft through various measures.

Eviction drive aborted in Gurgaon as residents show registries

The Gurgaon police was left harried late last night when around 250 residents confronted it and barged into a police station protesting against a drive to evict them. Certain officials, accompanied by policemen, went to get one acre land in Surat Nagar vacated on court orders.

They were, however, left rudely shocked to find that all the residents possessed lawful registries and mutation documents.

It may be noted that a bank had moved to the Punjab and Haryana High Court against a builder for not repaying his loan taken against the land.

The court directed the bank to take possession of the land and get it vacated.

The other party had, meanwhile, reportedly made plots and sold them off to people who made homes and got them duly registered. When the team reached the place, the residents were left surprised and angered. They thronged the nearby police station and the party had to leave empty handed. The matter has been reported to the court and further orders are awaited.

Auction in Ambala

The dispute over the auctioning of shops in the Bhagat Singh market, from where the occupants have been asked to vacate, refuses to die down as a resolution passed by the elected members of the Ambala cantonment board to restore the shops to their present occupants was turned down by the board officials here today.

The market is owned by the Ambala cantonment board. The board has auctioned the shops at higher prices and the occupants were asked to vacate.

During a special meeting of the cantonment board convened to discuss the issue, local MLA Anil Vij contended that the board, which auctioned the shops without getting these vacated from the present occupants, had cheated both the occupants and those who got these shops auctioned in their names.

While, the board officials claimed that the auctioning of the shops had been done to increase the revenue of the board, the MLA argued that the board was not a commercial establishment and it could not forego the welfare of the people to increase its income.

The dispute had erupted after the board auctioned around 26 shops in the Bhagat Singh market, which were the possessions of the shopkeepers there for 30 years. They paid a monthly rent of Rs 2,000 for it. However, the board decided to auction these shops for a monthly rent of Rs 20,000 after the old lease ended.

The traders alleged that even as they were in possession of the shops, the board started auctioning their shops at an exorbitant rate that they could not afford.

The MLA moved the resolution that the rent auction of these shops be canceled and these be restored to the present occupants. The resolution was passed by the majority of the elected members of the board. However, the board officials refused to accept the resolution and forwarded the matter to the senior authorities.

Chief Executive Officer (CEO) Shalini Pandey could not be contacted for her comments.

Lab awaits approval for 2-year diploma course

Admissions to Diploma in Medical Laboratory Technology will begin in July, but the Public Health Laboratory is still awaiting approval to start the diploma course. The authorities wanted to start a two-year diploma or degree course instead of one-year diploma and sent a proposal to the Director General, Medical Education and Research, last year.

Despite sending several reminders to the Director General, no step has been taken till date.

Sources said the course was earlier run under the supervision of the Health Department, but it has been taken over by the Medical Education and Research Department.

Raman Kumar, a student, said: “This is the only government institute in the state which offers LT diploma.”

“There are 30 seats, including 27 for all categories and three reserved for the department.

We are trying to offer a two-year diploma or degree course, so we sent a proposal to the Director General, Medical Education and Research, and still waiting for the approval,” said Dr SL Verma, in charge of the aboratory.

The authorities seem to be unaware of the risk posed by open sewer lines and manholes in the industrial township. Some residential colonies in the NIT area are facing the problem with no relief despite complaints lodged with the officials concerned.

“A 100-metre stretch in Rajiv Colony on the Sohna-Ballabgarh road has at least three open manholes,” said Satish Phogat, a local resident. He said there were three schools in the locality and hundreds of children use the road. Three incidents of children falling into the manholes had already taken place this year, he said and added that the victims were taken out with the timely intervention of commuters.

The latest incident of a child falling into an open manhole took place about a week ago, he added.

“It really becomes risky to travel on the road during night,” said Rakesh Kumar, another resident of the area. He said a large number of residents were industrial workers and work in various shifts. He said though a representation had been given to the officials concerned to cover the manholes and proper lighting, the relief was yet to come.

Sources in the Municipal Corporation (MC) said there were dozens of open sewer lines and manholes in various wards of the city. Either the cover was damaged or stolen, several drains and pits were lying uncovered alongside roads and footpaths in dozens of colonies in the city,” said an official.

DGP seeks status report on fake arms licences

A local court today remanded Ramesh, a tout who allegedly used to get fake arms licences made from Nagaland, in police custody for seven days. Sombir, another accused, was sent in judicial custody.

Meanwhile, SN Vashisth, DGP, also visited Rohtak and held a meeting with top police officials of the range today.

He is said to have sought a status report on the issuance of fake arms licences from Nagaland and the purchase of weapons on the basis of these licences.

The fake arms licence racket has its tentacles spread across Haryana, Punjab, Delhi and other states.

A special investigation team (SIT) has been formed to look into the issuance of fake arms licences from Nagaland without proper verification or following due procedure.

The records of certain arms dealers with doubtful credentials are also being examined to check whether they have been selling firearms and/or ammunition without duly informing the police department as mandated.

Hemant Batra of Haryana has been unanimously re-elected as the secretary general of the South Asian Association for Regional Cooperation in Law (SAARCLAW). His name was proposed by India and Pakistan and was seconded by Bhutan and Bangladesh during an election to the executive council of SAARCLAW held in Kathmandu a few days ago.

Batra, a corporate and FDI lawyer, is a graduate in Law from Panjab University.

SAARCLAW is an association of the legal community of SAARC countries.

Justice Kalyan Shrestha, senior judge at the Supreme Court of Nepal, was elected the president of body. Chief Justice of Bhutan L Sonam Tobgye, former Chief Justice of India PN Bhagwati and former Chief Justice of Pakistan Nasim Hassan Shah were elected as patrons of SAARCLAW.

Batra said his priorities include building ties with the UN on legal and para-legal issues, to associate the legal fraternity of Afghanistan and Maldives with SAARCLAW.

Women against illegal liquor vends

Women of Brahmniwala village of Kalayat Tehsil held a demonstration at the mini secretariat here today to protest against the opening of illegal liquor sales point in their village. The protesters demanded immediate closure of such vends to maintain peace in the village.

They submitted a memorandum in support of their demands to SP Kuldeep Singh Yadav in his office. In the memorandum they pointed out that a number of vends had been opened in the vicinity of the residential areas, causing great inconvenience to the villagers, especially the women folk who have to face unruly scenes created by those under the influence of liquor.

The women said if the administration failed to act against those involved in the illegal activity, they would be forced to start an agitation.

The SP assured the deputation that their complaint would be looked into and action will be taken against those running illegal vends. Later, he told mediapersons that the police would take strict action against those found running liquor vends in any part of the district.

Black buck, peacock found dead at Badopal village

Stray dogs killed a black buck and injured another on the land acquired by Nuclear Power Corporation of India Limited (NPCIL) at Badopal village today. A peacock was also found dead at the site triggering protest by activists of the Jeev Raksha Bishnoi Sabha, who alleged that the authorities had been adopting an insensitive attitude towards wild animals.

Veterinarian Rachna Sandeep Ghosla, who conducted the post-mortem, said the peacock died of enteritis.

Vinod Karwasara, secretary of the Jeev Raksha Bishnoi Sabha, alleged that black bucks were falling prey to dogs, but the authorities were unmoved.

Karwasara said that more than 200 black bucks had been killed at the NPCIL site in the past two years.

Rape victim’s uncle attempts suicide

An uncle of one of the four minor girls of Bhagana village, who were raped in March, attempted suicide by consuming poison at his residence last night. While the police have booked him under Section 309 of the IPC, he alleged that he took the step as he was being pressurised to withdraw the case by some of the villagers.

Talking to The Tribune from the PGIMS, Rohtak, over phone, he alleged that some villagers belonging to the upper caste Jats had been pressuring him to withdraw the rape and abduction case against the village youths.

When asked whether anyone visited him at his residence to threaten him in this regard, he denied, while reiterating that he tried to end his life because he was unable to cope up with the growing pressure for compromise.

Meanwhile, the police spokesperson, Harish Bhardwaj, maintained that he had been booked for attempt to suicide by the Hisar sadar police station. The initial probe, however, denied any pressure from the rape accused, stating that the accused youths had been arrested.

The investigating officer in the case said he had been admitted to the hospital and was referred to the PGIMS, Rohtak, where his condition is said to be stable. In March, four girls belonging to the Dalit community were reportedly lured and raped by a group of upper caste youths.

The girls were recovered and taken back from the Bathinda railway station while the accused youths were later arrested by the Hisar police.

Management students take up philanthropy

A human resources society, formed by students of Jan Nayak Chaudhary Devi Lal Institute of Business Management (JCDIBM) at Sirsa, has been reaching out to deprived sections of the society, doing plantation drives and performing several other activities.

The society, named HRidea, has been organising fund-raising events to gather resources for its activities. In less than nine months of its launching, HRidea has made a mark in the field of social service. The first event undertaken by the society was ‘Gyan Manthan’ in September last year in which various cultural and educational activities were carried out.

After that, Entrepreneurship Hunt- a two-day management fest, was organised in October 2013, which provided the students an opportunity to earn money.

Since then, the HRidea members have been meeting special children and destitute women in their centres, Disha and Bhai Kanhaiya Ashram, respectively.

The ongoing land acquisition process for the setting up of the ‘Multi-model logistic hub’ over 3,664 acres of 16 villages in the Bawal industrial area of the district to boost investment, income and employment may add to the woos of the state government.

Having failed in settling the issue even after six meetings with the state government in the last few months, farmers of these villages seem to be in no mood to give their fertile land for the industrial project despite getting three notices.

They have announced to convene a state-level kisan mahapanchayat (farmers’ convention) under the aegis of the Bhoomi Adhigrahan Virodhi Sangharsh Samiti (BAVSS) at Paatuhera village in the district on May 18 to fight decisive battle against the government.

Naresh Tikait, national president of Bhartiya Kisan Union (BKU), is likely to attend the mahapanchayat to boost the anti-land acquisition campaign. The farmers have been demanding cancellation of the ongoing acquirement process, pleading that since a new policy has been framed for land acquisition, the ongoing acquisition process should be re-initiated as per the new provision of the policy.

The farmers have been carrying out agitation for three years and it has also witnessed a violent clash between the farmers and the police in Rewari around a year ago, wherein 50 persons were injured.

“The government is trying to push the farmers into devastation by not accepting their demands. A joint committee, comprising Industrial Minister Randeep Surjewala and farmers, was also formed by the government last year to resolve the issue, but it turned out to be merely an eyewash” said Ram Kishan Mahlawat, chief of BAVSS.

We have seen a good trend in the regional films of other languages, such as Bhojpuri and Punjabi, over the last one decade but unfortunately we cannot say the same about Haryanavi cinema. We need to make more and more films to promote the Haryanavi culture.”

Jasbir Chowdhery, producer of the film, said "The film portrays the ills of the present-day social order in which elderly people miserably suffer because of the insensitivity of the young generation."

The shooting of the film was carried out in Kurukshetra, Rewari, Gurgaon, and Kaithal. The film will be released on May 16.

DHBVN cuts power to Hisar Police Lines

The Dakshin Haryana Bijli Vitran Nigam (DHBVN) today disconnected supply to the Police Lines in the town today for failure to clear Rs 80 lakh power arrears pending for years. Sources said power supply was cut to the entire new Police Lines having more than 1,000 dwelling units.

A police official said the families residing in the Police Lines had gone to their relatives’ houses in the town.

VK Chaudhary, Director, Operations, DHBVN, confirmed to The Tribune about the disconnection of power supply to the Police Lines. Chaudhary said power supply would be restored only after an assurance about payment was made and a part payment released to the nigam.

A complaint-cum-suggestion box has been kept on the premises of the Kaithal municipal council. Ram Niwas Mittal, council chairman, said box would be opened fortnightly in the presence of local MLA and minister Randeep Singh Surjewala, on whose suggestion the complaint box had been set up.

He said any one having a complaint regarding delay in delivery of services, demand of bribe or harassment by council staff could put his complaint in the box. The complainant should write his address and mobile number on the backside of the page of his complaint, so that he could be contacted.

Three get life term in dowry death case

Special Judge, Fast Track Court, Vimlesh Tanwar today sentenced three persons, including two women, to life imprisonment in a dowry death case. The convicts include mother-in-law Sudesh Rani, brother-in-law Sunil and sister-in-law Snehlata of the deceased Suman.

Prosecution said Suman got married to a son of Sudesh Rani, a resident of Shahzadpur, a few years ago. On September 6, 2012, she sustained serious burn injuries and later succumbed to her injuries in the PGI, Chandigarh, on September 10. In a complaint lodged with the police, Suman’s parents had alleged that the mother-in-law, brother-in-law and sister-in-law of the deceased used to harass her for dowry. They alleged that the accused had sprinkled kerosene oil on her and set her on fire. In her declaration , the victim had stated that her mother-in-law, brother-in-law and the sister-in-law had poured kerosene oil on her and set her on fire. — TNS

Boy killed in accident

A 10-year-old boy died in an accident when his bicycle was hit by a car on the Jagadhri-Bilaspur road last evening. In his complaint to the police, the uncle of the deceased, Naresh Kumar of Mehmoodpur village, said Ankit had gone to Harnauli village and while he was returning, he was hit by a car.

He was taken to a private hospital, where he died. The police have registered a case against the car driver, who is yet to be identified. — TNS

42-year-old hangs self to death

A 42-year-old safai karamchari of Government Girls School, Bhattu Kalan, Fatehabad, was found hanging from a tree on the school premises this morning.

Prima facie, the incident appeared to be a suicide, but the victim’s nephew, Suresh, said his uncle was murdered.

The police sent the body to the General Hospital for the post-mortem examination. A police official said they were inquiring into the incident.
