Chandigarh, May 6 However, a day after the High Court order which said the
government cannot pressurise private school owners to reserve seats for
the EWS category, his child’s admission stands virtually
cancelled. “I got a call from the school authorities asking me to pay
the school fee or withdraw my child. They quoted the High Court order
and said the admission would stand cancelled if I do not pay up. Since
my child has already left the earlier school, he cannot go back and the
new school does not want him. If I could pay the fee, I would not have
got the seat. We have nowhere to go now,” he rued. He is not the only
one as parents of a few other children got similar calls from schools
that they were allocated. While the Education Department, after a
long-drawn battle, had held a draw for students of Class I and II for
the 10 per cent seats in private schools, there seems to be no back-up
plan available to deal with the situation that has cropped up following
the court’s orders. Sources in the department said the private school
owners were opposed to the idea right from the start but the government
was keen that 25 per cent seats be reserved for students from the poor
section of society. The government argument was that the schools were
given land at concessional rates and should reserve 25 per cent seats in
all classes for the underprivileged sections. However, the private
school owners opposed this move tooth and nail and the seat share was
brought down to 10 per cent. The Haryana Government, under the Haryana
Education Rules, had made it mandatory for private schools to reserve 10
per cent seats in all classes for EWS students and invited applications
for the same. After a stiff resistance from the private schools’
association, managements of 500 schools across the state finally
accepted the government’s decision on the reservation. Following
this, the Department held a school-wise online draw to these fill
vacancies in Classes I and II. The Department had received over 5,000
applications against 9,000 vacancies in Class I and 3,700 applications
for 8,900 seats available for class II under the 10 per cent quota
reserved for the students of BPL families and weaker sections. “We
are going through the detailed orders of the court to know the grounds
on which this relief was given. We will also look into why the
government failed to file a reply in such an important matter of public
interest,” Education Minister Geeta Bhukkal said. Admitting that some
private schools had threatened to cancel a few admissions made by way of
online draws, she said most students were already studying in these
schools and had been given relief in the fee charges after the draw,
which was now being withdrawn. |

Chandigarh, May 6 Presiding over a review meeting of the State Roadways here, he said the state government was providing transport services to people with a fleet of 4025 buses. Transport facilities in rural areas had also been ensured by the government. Apart from this, free or concessional travel facility was being given to senior citizens, women and girls students in the state. Reviewing the transport services, the minister directed the Haryana Roadways General Managers to ensure the plying of buses on all routes. He also directed them to depute Traffic Managers in roadways' sub-depots. The minister also reviewed the facility of free travel given to the girl students. RR Jowel,Principal Secretary,Transport, directed the General Managers to rationalise the routes of buses to ensure better transport services to people. He also directed them to ensure the plying of buses between 6 am and 8 pm on normal routes in the state. Presiding over a meeting of Regional Transport Authorities, Aftab Ahmed directed them to effectively monitor inter-state transport vehicles plying without permit. Transport Commissioner Sumita Misra apprised the minister that the department had collected Rs.1094.85 crore as revenue during year 2013-14 against the target of Rs 850 crore. She asked the officers to immediately start driving training schools in all depots at district headquarters. Apart from this, RTAs should ensure checking of inter-state plying of buses on a fortnightly basis. Misra directed the RTAs to conduct regular meetings of district road safety committees constituted to ensure road safety. Also they should ensure setting up of road safety clubs in every college in the state. She also directed them to carry out regular activities on road safety in their areas. Misra directed the officers to check commercial vehicles at least once in a year to ensure that these fulfilled mandatory requirements. She said all RTAs must ensure proper implementation of the Surakshit School Vahan Policy and send a report about the same to her office. |

Rs 5.8 crore wheat stock decays in Narwana
Jind, May 6 To make things worse, the seniors are busy protecting negligent officers instead of taking action against them. As per sources, the corporation had used the premises of three rice mills to store 85,000 wheat bags purchased in 2011, on the Tohana road at Narwana and at two other places. But after completing storage formalities, neither the inspector concerned nor any other supervisory authority such as the District Manager (DM) bothered to check the status of the wheat stored. Due to lack of permanent covered space and other necessary arrangements, irreparable damage has been caused to stored wheat bags during rain and the stock smells badly. Ramesh, a local resident while pointing towards the rotten stock, said: “It is not possible without the involvement of senior officers, as juniors cannot even think of it. Strict action must be taken against seniors as well.” Though it is obvious that a major portion of the stock has been damaged due to the negligence of the officers concerned, but officers still claim that only “a few bags” have damaged. They said they were trying to segregate the rotten wheat from other bags. Sources said the matter was brought to the notice of senior authorities in Chandigarh, but no action was taken against anyone. This questions the seriousness of the Agro department to save stock worth crores lying in its possession at various places across the state. “We have written to the senior authorities about the decay of wheat stock. The decision as to how, when and where the stock will be shifted will be taken by the senior authorities. The total stock costs around Rs 5.80 crore,” said Subhash Sharma, inspector at HAIC. On being asked as to how the stock decayed, Sharma said it was purchased in 2011, but the FCI refused to lift it. He also claimed that his department has formed a committee to look after all the issues. HAIC, DM at Jind could not be contacted despite repeated attempts. |

Chandigarh, May 6 While stating this here today, a spokesman for the Food and Supplies Department said the government agencies had procured 60.54 lakh MT of wheat whereas 1,964 MT had been purchased by traders. He said HAFED had purchased the highest, 23.10 lakh MT of wheat, followed by 16.94 lakh MT purchased by Food and Supplies Department. Agro Industries Corporation had purchased 5.36 lakh MT, Haryana Warehousing Corporation 6.03 lakh MT, CONFED 1.48 lakh MT and Food Corporation of India had procured 7.60 lakh MT of wheat during the current procurement season. District Sirsa was leading in wheat arrival where 8.28 lakh MT of wheat had arrived in the mandis, followed by Karnal with 6.38 lakh MT, he added. Similarly, 6.35 lakh MT wheat arrived in Fatehabad, 5.85 Lakh MT in Kaithal district, 5.83 lakh MT in Jind, 4.37 lakh MT in Kurukshetra, 4.20 lakh MT of wheat in Hisar, 3.18 lakh MT in Sonepat, 2.46 lakh MT in Panipat, 2.05 lakh MT in Rohtak, 1.99 lakh MT in Palwal, 2.04 lakh MT in Ambala, 1.99 lakh MT in Bhiwani, 1.83 lakh MT in Yamunanagar, 1.12 lakh MT in Jhajjar, 89,958 MT in Faridabad, 50,156 MT in Mewat, 43,301 MT in Gurgaon, 28,612 MT in Rewari, 25,087 MT in Panchkula and 20,493 MT wheat arrived in various mandis in Narnaul. BKU protest to demand MSP for poplar wood
Yamunanagar, May 6 The representatives of the union, who sat in front of the entrance of the building blocking the entry of people for about half an hour, handed over a memorandum of their demands to Deputy Commissioner Mandip Singh Brar. He reached among the agitating farmers to take the memorandum and the farmers then lifted the blockage. The officer-bearers of the union, including mandal president Babu Ram, district president Sandeep, secretary Kashmiri Lal and cashier Ram Singh, alleged that the manufacturers of ply board and purchaser of poplar wood had been exploiting the farmers. They said the farmers of the district helped the ply wood industry of the district become the largest in the country with their hard work. Poplar was a cash crop and its MSP should be fixed like other crops of wheat, paddy and sugarcane, they said. The grain markets were controlled by the market committee and the ‘lakkad mandis’ should also be brought under the control of such committees, they added. “If the ‘lakkad mandis’ are brought under the purview of market committees, the government will get revenue and that system would help to stop the exploitation of farmers,” said Sanjeev, district president of BKU. He said the manufacturer and the purchaser of poplar wood made a cut of three kg per quintal instead of paying for 100 kg. This cut must be stopped to save the farmers from exploitation, he added. The union also demanded that the lakkad mandis of Yamunanagar and Jagadhri be shifted to the newly-built mandi of Manakpur as those mandis caused traffic jam on national highway-73 and 73-A every day. |

Kisan rest house no relief to farmers
Hisar, May 6
The farmers said they were not aware of any accommodation facility meant for them even existed in the grain market. The market committee officials, however, argued that the rest house was open for the farmers, but hardly any farmer opted for the facility. The rest house located on the Sirsa road in the grain market has two air-conditioned rooms and a hall on the first floor, while the ground floor houses an information centre for farmers and a library. But while the library remained locked for many years, farmers never availed any facility available in the rest house. Ramkumar, a farmer of Kajla village, who had to stay put in the grain market for four days waiting for the procurement of his produce, told The Tribune that he was not aware of the accommodation facility. “Nobody informed me about the facility. I made my own arrangements for the stay.” Similarly, Bhagirath Singh, a farmer from Bahbalpur, waited at the mandi for two days, unaware of the facility. Om Prakash Rana, market committee chairman, said farmers never availed the facility. “The arthiyas should inform the farmers about the facility. Our staff is always ready to provide accommodation,” he claimed. Pawan Kumar, market association president, however, said the farmers usually returned to their villages at night or stayed in the shops of arthiyas instead of going to the rest house. |

Police under fire for failure to check crime
Hisar, May 6 The police have come under fire from the traders for not being able to trace the accused.
Two days after a café owner was threatened to give protection money by two motorcycle-borne youths, a cloth merchant of Roopam collections in the Vakilan Mohalla got a threatening call from an unknown caller today afternoon who demanded Rs 10 lakh and threatened to eliminate his entire family, including two daughters, if the demand was not met. The caller asked the merchant not to take the threat lightly and also warned against reporting the matter to the police. The victim lodged a complaint to the police and also gave the mobile number and other details about the caller. Meanwhile, there was an attempt to burgle the house of the president of the Beopar Sangh, Hisar, Ramesh Lohia, at around 2 am last night. The area SHO Mukesh Kumar went to the house and started investigation after the family registered a complaint in this regard. The traders’ association, however, has threatened to start a stir if the police fail to keep a check on the incidents of crime. “The incidents expose the deteriorating law and order condition in the city. The failure of the police in tracing the accused in the cases indicates that the criminals have some insiders in the police who are protecting them,” alleged Lohia, while demanding to shift all the key police officials from various police stations to replace with the fresh officials. Bajrang Dass Garg, Haryana Beopar Mandal president and Hafed chairman, meanwhile, maintained that it was a conspiracy to create panic in the town. “It is the responsibility of the police and the administration to ensure safety and maintain law and order in the town. Jhajjar, May 6 The victim has accused her in-laws of not only pushing her into flesh trade, but also keeping her confined in their house when she refused to be part of a sex racket. She also charged her family of getting money from her in-laws in lieu of the marriage and forcibly sending her to Patauda village instead of helping her. The victim said her mother-in-law had taken her to a hotel in Gurgaon where she was repeatedly raped. Moreover, she was forced to have sex with men of the village, she alleged. “The NGO representatives had approached me for help. I formed a special police team, which carried out a raid at the village and nabbed the victim’s husband,” Jhajjar SP Balwan Singh told The Tribune. Faridabad: The police have registered a case in connection with rape of a minor girl in the NIT area here. The accused is yet to be arrested. Though the incident took place in January, the victim got the complaint lodged today. The police said the accused, identified as Arun Kumar, and the victim became friends in January. He, who claimed to be in love with the girl, called her to his place on January 17 on the pretext of some important work and raped her. Reports said the accused threatened the girl not to disclose the matter to anyone. The victim recently revealed the incident to her kin, who lodged an FIR against the accused. Fatehabad: A 19-year-old girl from Fatehabad was allegedly blackmailed by a Sirsa youth, who as per her complaint, downloaded her picture from social website Facebook and prepared an obscene photo by mixing technology. The youth, Narottam alias Gautam, who runs a shop of video mixing in Fatehabad, allegedly raped her repeatedly and forced her to marry him. After the victim deposed before a Magistrate and narrated her ordeal, the police booked the youth and his two friends for rape, kidnapping, blackmailing and various provisions of the Information Technology Act. The victim, a college student, went missing from her Fatehabad home on April 23 and her family lodged a missing report. On April 28, the girl’s family came to know that she had married Narottam. In her statements that day the victim said she did not want to live with Narottam and wanted to go to her family. She narrated the entire story to her parents, who then approached the police with a fresh complaint. In her complaint, the victim alleged that she received a call from some unidentified youth in December last year. The accused, she alleged, told her that he had prepared an obscene picture of her by downloading her photographs from her Facebook profile and threatened to publish it if she did not act as per his wish. Later, she came to know that the caller was Narottam, who ran a video mixing business in a shop rented from her uncle close to her residence. He came to her house when she was alone one day and raped her under the threat of making her pictures public. It became a routine and he allegedly raped her many times between December 2013 and April 2014. On April 23, he took her to Sirsa in a car while his friends Sonu and Raju followed on a motorcycle. Narottam married her in a temple and took her to court where the couple sought protection. She claimed that she could not speak anything before the judge that day as she was too frightened, but when she was produced before the judge again on April 28, she narrated the entire episode. Gaurav Sharma, SHO of Fatehabad City police station, said a case of rape and other offences had been registered against Narottam, Sonu and Raju. “Since, the crime involves use of IT, a thorough probe will be conducted accordingly,” he said. Panchayat to disrupt railway traffic from tomorrow

The panchayat, presided over by former sarpanch Inderpal Singh, also criticised Mahendragarh MLA and Haryana Chief Parliamentary Secretary (CPS) Rao Daan Singh for not intervening in the matter. The representatives decided to convene a meeting in the village tomorrow, wherein it has invited the CPS and Mahendragarh SP Simardeep Singh. “The panchayat has unanimously resolved to disrupt railway traffic railway track from Thursday if the MLA and the SP fail to attend the meeting tomorrow. The authority will be responsible for any step taken by the villagers to get justice,” said the former sarpanch. Chandigarh, May 6 The Division Bench of Chief Justice Sanjay Kishan Kaul and Justice Arun Palli has asked him to circulate the “essence of the
judgement” along with its copy to the departments concerned and state public corporations so that unnecessary litigation does not arise . The High Court has set a 10-day deadline for the purpose. The directions came on a petition filed by Harikesh Pattar against Haryana and other respondents. He was aggrieved by the impugned order dated April 26, terminating his contract for “mandi transportation” and blacklisting him. Taking up the matter, the Bench made it clear that the petitioner would have to approach the appropriate forum against the termination of the contract. “As far as the second aspect of blacklisting is concerned, the same does not mention any period and is, thus, blacklisting for an unlimited period of time. It has also been issued without any show-cause notice to the petitioner specifically putting the aspect of a proposed blacklisting,” the Bench observed. It added: “Such an order of blacklisting is unsustainable in view of the judgement of the Supreme Court in M/s Kulja Industries Ltd. versus Chief General Manager
W.T. Project, BSNL. “We, thus, set aside the impugned order dated April 26, 2014, to the extent it seeks to blacklist the petitioner without a show-cause notice for an indefinite period with liberty to the respondents, if so advised, to take action for blacklisting in accordance with law…. We may say that repeatedly orders are being passed by the state without following the law laid down in M/s Kulja Industries Ltd. Case” The High Court directed the handing over of the order’s copy to the Additional Advocate-General “so that compliance is made within 10 days ”. |

Rohtak, May 6 Talking to TNS here today, several Ph.D scholars maintained that nearly 1,400 vacancies of college-cadre assistant professor were advertised in January by the HPSC. However, the eligibility criteria specified that only those candidates who had cleared the National Eligibility Test (NET) for lectureship could apply for these posts. This, they assert, was against the UGC guidelines/norms that allow candidates holding Ph.D degrees to apply for lectureship. A number of Ph.D scholars then moved the Punjab and Haryana High Court with the appeal that they also be called for the interview. Considering their plea, the High Court ordered (CWP 2386) that the Ph.D petitioners should also be considered for appointment as assistant professors. Following this, the petitioners approached the HPSC authorities and demanded a chance to apply for the said posts as the online application format still did not accept their applications. The aspirants were told that the HPSC would issue a corrigendum/fresh notification in light of the HC order. "Instead of a corrigendum/fresh notification, we saw an HPSC advertisement in a Hindi daily earlier this month, which stated that the selection process was on and applications of three Ph.D candidates had been accepted following the HC orders," said Dr Seema, one of the petitioners. Since then, the aspirants have been running from pillar to post for justice but to no avail. Such candidates are looking for a new door to knock at. |
KU non-teaching staff start dharna
Kurukshetra, May 6 KUNTEA president Man Singh alleged that KU VC DDS Sandhu and Joint Director (audit) had complicated the matter. He said the annual increment in salary and ACP of 235 employees was due in July 2013 but they had received none. Singh said a general body meeting has been called on May 8 to discuss the further course of action. Members of Kurukshetra University Teachers Association (KUTA), All Haryana University Federation and some other unions are expected to extend their support to the protest. Six KUNTEA members, Jasmair Singh, Mithiya Ram, Gurnam Singh, Naresh Kumar, Anil Kumar and Om Prakash, sat on hunger strike today. Sarva Karamchari Sangh, Haryana, has extended its support to the KUNTEA. While the KUNTEA has refused to withdraw its agitation, KUTA has expressed its resentment with the changes in the academic calendar 2014-15 and curtailment of summer and winter vacations for university teachers. KUTA President Anil Gupta said, “The university has issued the academic calendar two times with different dates of vacations. Also these changes have been made without any consultation with the major stake holders and it is not going to benefit teaching, learning and research in the university.” Dr Avnesh Verma, secretary, KUTA, said the teachers are of the view that either the vacations should be removed completely or be convert into earned leaves. They also demanded imposition of five days a week schedule or as per the Haryana government notification and UGC norms.” KUTA members also submitted a memorandum in this regard to the KU Vice-Chancellor. |
Sirsa villagers block traffic for four hours
Sirsa, May 6 They shouted slogans against the state government as well as the local authorities. “We get water supply for our fields as well as for the village waterworks from Kaluwana minor canal. But, we are getting very little supply for the past few days leading to an acute shortage of water for drinking purposes and for fields,” villagers Jai Singh, Sat Pal, Harbans Lal, Mahender Godara, Ramesh Kumar said. The villagers assembled today and decided to block traffic in support of their demand. Hundreds of vehicles from both sides of the road were seen trapped in the jam for more than four hours. The police arrived after some time, but villagers argued that they wanted officers of the Irrigation Department to come and explain. They said they had brought the issue to the notice of senior officers of the Irrigation Department at Sirsa several times, but no one had the time to mitigate their woes. Dharampal Singh, a Junior Engineer of the department, who went to the village to end the imbroglio, found himself at the receiving end of the villagers’ ire, who refused to go by his promises. Dharampal Singh told villagers that water was not reaching the tail end where Munnawali was situated due to the accumulation of silt and grass in the canal. “We have prepared the estimate of the work under the Mahatama Gandhi National Rural Employment Guarantee Scheme (MGNREGS) and as soon as the project gets sanctioned, the work will be taken up on priority,” the JE said. The villagers lifted the blockade but threatened to intensify stir in case the authorities failed to supply water to their village soon. |
School students seek re-evaluation of papers
Hisar, May 6 The students, whose parents accompanied them, gathered at the Haryana Agricultural University gate and took out a silent march on the campus demanding rechecking of papers. Parents alleged that a teacher had intentionally awarded low marks to all students and failed 41 of them. “We have been asking for proper rechecking of answer sheets as per the CBSE rules, but the school as well as the authorities are not ready. This means there is something suspicious in failing 41 students of one class,” a parent said. The school authorities, however, said: “On the demand of parents, a student’s papers were re-evaluated, but he failed to secure the pass marks.” |
Use online system of communication, govt schools told
Faridabad, May 6 A majority of communication was done through the traditional system of writing letters and contacting the officials on the spot, it is claimed. Department sources said the heads of the government schools had been issued directions recently in which the heads of schools and department heads had been asked to adopt the use of emails to communicate any matter or message to the officials or school heads instead of visiting the office personally in connection with any official work. It is revealed that the personal visit was necessary in condition of any important meeting only. This direction comes in the wake of the persistent problem of head teachers and other staff found unavailable at the place of duty. “When asked, the staff on duty used to claim that the absent teacher had gone to visit the office of the Education Department in connection with some work. This problem was rampant in schools located in both rural and urban pockets,” claimed an employee of the department. He said the practice of online communication could deal with the problem to quite an extent, as the staff which was used to resort to such measure to escape the teaching and other duties at their place of posting would now be liable or accountable for their absence and would not be able to use such a ground to make of furlough during the teaching period. It is claimed that while a majority of senior secondary schools in the district and the region had computer facility, some of them could avail the Internet facility due to landline connections already provided. The Education Department has asked the officials concerned to provide the basic infrastructure in order to make the facility of online communication a reality in all schools. This measure, it is claimed, would not only prove helpful to the students, but would also be ensuring a cut in the delay in the implementation of various directions and schemes at the end level. Ambala, May 6 The Northern India Power Engineers Federation (NIPEF) said even after more than two decades, the country has failed to ensure adequate supply of power, bring down transmission and commercial (AT&C) losses, make the power sector vibrant, viable and profitable, bring in the benefits of competition in power generation and distribution by way of reduced tariff and better consumer services. VK Gupta, secretary finance, NIPEF, said over dependence on private sector for reforms in the power sector was proving to be unhealthy. He said engineers were of the view that a balanced approach was required to help the power utilities tide over the financial crisis. He said the very purpose of the Electricity Act-2003 had been completely negated as it increased the financial burden of the utilities due to its faulty execution. While the financial restructuring plan (FRP) was being imposed on states, forcing privatisation, the government overlooked the cases of distribution companies (Discoms) of Andhra, Tamil Nadu, Karnataka and Punjab, where the AT&C losses were reduced by the public sector, while poor performance of the private sector Discoms was overlooked. Gupta said the government should review power sector reforms and make necessary amendments wherever needed. Sonepat admn devises plans for solid waste management
Sonepat, May 6 “As there are plans to brick line and cover the major portions of the Rehri market and other commercial activities, all kinds of encroachments on the drain can also be removed,” he said. He also asked officials of the departments concerned to prepare a report about the expenses involved in the project and submit it to the Sonepat SDM within a week. He also suggested that the officials should arrange visit of engineers from IIT-Roorkee for expert guidance. “As there had been a problem for the management of solid waste for the want of a solid waste management plant, the DC asked officers of the civic bodies at Sonepat, Gohana, Gannaur and Kharkhoda to identify the areas within one to two km limits of the civic boundaries for disposal and management of the solid waste. He also asked them to prepare a report about the material and other apparatus required to the SDMs concerned within 10 days. In order to dispel the fear of the people about the foul smell and other problems arising due solid waste management, the DC said the administration would organise a visit of the villagers concerned to IIT-Roorkee to acquaint them with the scientific methods being used in the solid waste. He also convened a meeting of the representatives of the resident welfare associations of Sonepat town and urged them to join hands with the administration. |

Kanda leans on corporate model for success
Gurgaon, May 6 The mantra is simple, “value addition” to the party membership. Aiming to touch a 10 lakh membership figure in six weeks, the HLP is offering each member something to look forward to for affiliating with the party. Copying some elements of success from the Aam Aadmi Party model, the HLP has something to offer to everyone that includes “shopping discounts”, by presenting the party’s slickly produced smart membership cards. Kanda, still under the threat of being sent back to the jail if the Delhi Police succeed in getting his bail in the suicide case cancelled, tells his workers, “I want to change the way the people view politicians and make the membership of the party more interactive. The relationship between the HLP and its members will be a dynamic one, both gaining from mutual dependence.” The HLP -- touted as “help party” -- has already launched a website, put itself up on Facebook and set up email for interaction and feedback from members. The membership drive aims at creating a data bank in each district that gives out minute details like blood group and marital status of members. Kanda says the party will create special task forces that will be available to each member. “All a member has to do is to send an SMS or make a missed call from the registered mobile”. He says this will make each members of the party feel as if they are part of a family rather than just members of an organisation. The task force will help the member with registration of their cases with the police, get admission for their ward, help resolve marital disputes, etc. “Bhai Sahib”, as Kanda is known to his followers, says membership of the party will not be a one-way process. Every member who fills the membership form and pay Rs 10 membership fee will be covered by a group insurance from the LIC. In case of an eventuality of untimely death of a member, his or her family needs would partially be taken care by this insurance amount. The HLP is collecting a database of each member’s blood type. Any member requiring blood in the family will be helped by other members of the HLP in the vicinity. This would be possible on account of the data base. Also, the party will hold frequent blood donation camps and the HLP members donating blood will get two units credit for use in the family. It is not just this, once a person becomes a member of the HLP, the membership card will enable the member huge corporate discounts at retail outlets. |
Jind, May 6 Vinod, an employee of cash management company CFL, went to Vita Milk plant for collection of cash after office hours yesterday. When he was going to Axis Bank to deposit the collected cash on his motorcycle, three youth allegedly attacked him with sharp-edged weapons near Railway station godowns. “We have registered a case against three persons and are conducting investigations. UHBVN MD's car, three bank accounts attached
Panchkula, May 6 Noida-based Teracom was given the contract for laying transmission lines and erecting poles in Haryana in 2007. However, after the department failed to pay the contracted amount to the company, the latter filed a suit. On July 30, 2011, the Arbitration Tribunal ruled in favour of Teracom and asked the UBHVN to pay the money but to no avail. The company then approached the local court for execution of the order. The department filed an appeal in the Punjab and Haryana High Court . After the appeal was dismissed, the company approached the local court which summoned UHBVN officials . “UHBVN officials appeared in the court on April 15 and sought two days to pay the money. UHBVN officials then appeared on April 18 and sought 15 days. After 15 days, they sought more time but the court ordered the attachment of their properties,” said an official of the company. Mukesh Yadav, another company official, said three bank accounts of the department had also been attached. A sum of Rs 5.97 crore had been recovered from these accounts by the court. |

Woman held for 7-year-old’s murder in Kaithal village
Kaithal, May 6 The accused, Rinki (20), was produced in a local court today which sent her to 14-day judicial custody. Airon was living with his maternal grandparents in Kaul after the death of his maternal uncle and was found missing in July, 2012. His body was buried in a bag by the side of a "koop" (a straw-made enclosure to store dry fodder). There were wide-spread protests. The victim's parents live in a village in Karnal. A murder case was rgistered on the complaint of victim's grandmother Kamlesh. The administration had to deploy heavy police force as the whole village had turned out on streets to express resentment over the incident. Later, the case was transferred to state crime branch. The crime branch continued its investigation and has now arrested Rinki. |

Seven held with 103 stolen transformers
Karnal, May 6 With their arrest, the police claimed to have solved nearly 69 cases, registered at different police stations of the district and recovered 103 stolen transformers worth Rs 23 lakh. CIA-1 in charge Kulbushan Singh said acting on a tip-off, a CIA team laid two traps and arrested seven transformer thieves from Ramba and Meerut road. They recovered 66 stolen transformers from Sushil, Manoj and Narinder of Jagadhari and Ram Kumar of Chapper of Yamunanagar district. As many as 46 cases had been solved, he said, adding that Mukesh of Sadarpur, Sanjay of Mohdinpur and Naresh of Pir Badoli were arrested while they were going on a motorcycle with stolen copper wires of transformers.He said both gangs had been active in the areas of Sadar, Indri, Tarori, Madhuban and many other police stations. |
Man booked for distorting dera chief’s picture
Sirsa, May 6 A case under Sections 295 A of the IPC (Deliberate and malicious acts, intended to outrage religious feelings of any class by insulting its religion or religious beliefs) and section 66 of the Information and Technology Act has been registered at the City police station against Ravi, a resident of Sirsa. Senior Superintendent of Police Saurabh Singh the FIR had been registered on the complaint of dera follower Rakesh, a resident of the town. Ravi is alleged to have posted a picture on WhatsApp where a girl’s face is seen superimposing the face of dera chief. 7 held for blackmailing youth
Sirsa, May 6 The seven accused, Raj, Sukhpal Kaur, Saravjit Kaur, Rani, Raj Kumar, Gurnam and Darshan Singh, were today produced before a Magistrate who remanded them to judicial custody for 14 days. The arrests were made on a complaint filed by Pawan Kumar, a resident of Dhingtania village, whom the gang had attempted to blackmail. In his complaint, Pawan alleged that he had gone to the General Hospital to meet an ailing kin when a woman member of the gang targeted him. Enticed by her, Pawan went with her to a place, where she and other members of the gang allegedly prepared his video with her. After this, the gang members started duping him and demanding money. They threatened that the woman would lodge a complaint of rape against him if he failed to pay the money. Finally, Pawan lodged a complaint with the police. The police laid a trap and arrested the gang members from Town Park in Sirsa when they were waiting for Pawan. |
Man, son among 3 killed in mishaps
Mahendragarh, May 6 The police have registered cases of rash and negligent driving against the drivers of heavy vehicles in both cases. The first accident took place near Paali village when Manoj (50) and his son Naresh (17) were returning to their Dholi village from Mahendragarh town on a tractor. As they reached near a canal passing through Dholi village, the tractor was hit by a truck. Consequently, the tractor hit a tree and overturned. The father-son duo died on the spot while the truck driver managed to flee The police rushed to the spot and sent the bodies to the civil hospital for a postmortem examination. In another mishap, Om Prakash (25) of Gothda village (Rewari), was killed when his motor-bike was hit by a heavy vehicle near Bazad village last night. Student held for ‘killing’ tea vendor’s son gets bail
Gurgaon, May 6 The accident occurred at Sector 55, when the accused, son of a local businessman, hit Shivaji playing near his father's stall with his car. The accused panicked and fled from the spot, but was eventually identified through the car’s registration number noted by an onlooker. “My wife is still under shock. We have still not collected his ashes and his killer has been bailed out. The police have shielded him as they did not book him for culpable homicide, but under those offences where he got an easy bail. We made repeated requests to the police and know that there is a provision also, but they let him go easily,” the tea stall owner rued. A speeding car crushed Shivaji, when he was playing in front of the stall. An eyewitness tried to stop the car but the driver sped away. The family demanded that the accused be booked for culpable homicide. “Just because we are poor does not mean our life has no value. A killer is a killer, be it of a doctor or a son of a tea stall owner. The police have shielding the accused,” the father said. Recently a Haryana Roadways bus had crushed a cardiologist and his three-year-old daughter outside their house at Rail Vihar in Sector 47. |

Fatehabad, May 6 The convict Dharam Pal’s wife Promilla had jumped into a canal on March 20, 2013. Her brother Pawan had lodged a complaint with the police accusing her husband and mother-in-law Brahma Devi of abetting her suicide. Pawan alleged that Dharam Pal and Brahma Devi were responsible for his sister’s death. The court today acquitted Brahma Devi and convicted Dharam Pal sentencing him to imprisonment for seven years and fine of Rs 25000. |

Youth gets life term in murder case
Bhiwani, May 6 The convict, Praveen Kumar, was booked for kidnapping and murdering 17-year-old
Jaipal, who was found dead in a jeep on the Devsar-Kushambi road at the outskirts of the village on April 16, 2013. The victim’s family in their complaint to the police had accused Praveen of running him over with the jeep which led to his death. Apart from the punishment, Additional District and Sessions Judge Abdul Majid also imposed a fine of Rs 3,000 on the convict. Besides, he was also handed down seven years’ jail term for kidnapping (364
IPC) and was fined Rs 2,000 for kidnapping and Rs 3,000 under various sections of the SC/ST Act. The complaint had alleged that Praveen was nursing a grudge against Jaipal after a controversy over carrying ghurchari of a Dalit groom on an elephant in the village. Steps to revive fertility of soil discussed
Sirsa, May 6 Concerns in this regard were expressed in a meeting for Comprehensive Agriculture Plan for Sirsa under the Rashtriya Krishi Vikas Yojna (RKVY) for the 12th Five Year Plan, held at mini secretariat here today. Dr Sita Ram, a former MLA and chairperson of the Zila Parishad, Sirsa, presided over the meeting. Additional Deputy Commissioner (ADC) Shiv Prashad Sharma, Deputy Director (agriculture) Wazir Singh, Chander Prakash, a Zila Parishad member, Inderjit Kamboj, a representative of the Zila Parishad, the Deputy Director of Animal Husbandry, the District Fisheries Officer, the District Horticulture Officer and the manager of NABARD were among those present. “To improve soil health and to maintain dynamic equilibrium of agro-ecosystem, it has been decided to encourage farmers to sow dhencha (a leguminous plant) to use it as green manure for fields and to sow moong bean on fields,” said an official spokesperson after the meeting. Wazir Singh informed the meeting that paddy would be sown on 60,000 hectares of land where wheat was being harvested currently. “To provide dhencha seed on 90 per cent subsidy to farmers of 18,000 hectares, a provision of Rs 108 lakh has been made,” he said. Dhencha is grown during the intervening period of harvesting of wheat and sowing of paddy and hence does not keep the fields busy during crop time. Moong seeds would be made available at 50 per cent subsidy while gypsum fertiliser would be given on 75 per cent subsidy. Dr Sita Ram asked the agriculture department to increase the number of beneficiaries to get subsidy on purchase of pipes for supply of water for irrigation. |

Traffic cops given tablets to make policing better
Chandigarh, May 6 Now, traffic police personnel would be able to get full information about the suspected vehicle through its registration number, he said.
If a vehicle gets stolen, the server would send instant information to the tablet after entering the registration number, enabling the policemen to trace the lost vehicle immediately. Earlier, a long procedure was followed to identify the stolen vehicle or vehicles being smuggled, the spokesman added.— TNS |
