Govt not to sack 350 GRP constables

In a decision with possible political overtones, the state government has decided not to do away with the services of 350 constables recruited in the Government Railways Police (GRP) during former Chief Minister Om Parkash Chautala's government. The recruitment of constables in the GRP and the Haryana Armed Police was carried out in 2003-04.

A fast track court has sentenced Pradeep Kumar to life imprisonment for raping and killing a four-year-old girl over two-and-a-half months ago. The court has also awarded four-month imprisonment along with a fine of Rs 5,000 each to two other accused- Kuldeep and Manish- in the case. They would have to undergo further imprisonment for four months if they failed to deposit the fine.

Alleged looter held from Delhi

The police have arrested Shiva Bhardwaj of Nangloi, in Delhi, for his alleged involvement in looting a car from a bank employee on GT road about a month ago. He was produced in the court today, which remanded him in two days police custody for the recovery of the looted car and arrest of his other accomplices.

50 lakh tonne wheat arrives in mandis
Chandigarh, April 28
More than 49.55 lakh tonnes of wheat has so far arrived in various mandis in the state during the current procurement season. An official spokesman said the government agencies had procured 49.54 lakh tonnes of wheat, whereas 864 tonnes had been purchased by traders. Hafed purchased the highest 17.94 lakh tonnes followed by 14.42 lakh tonnes purchased by the Food and Supplies Department. He said Agro Industries Corporation had purchased 4.42 lakh tonnes, Haryana Warehousing Corporation 5.08 lakh tonnes, Confed 1.15 lakh tonnes and the Food Corporation of India had procured 6.51 lakh tonnes of wheat so far. Karnal district is leading in the wheat arrival where 5.84 lakh tonnes have arrived in the mandis, followed by Kaithal with 5.52 lakh tonnes. PTI

One killed, two hurt in road accident
Fatehabad, April 28
Sirsa District Forest Officer (DFO) Jitender Ahlawat’s father Jai Singh Ahlawat was killed and two others were injured when their car hit a tree on the outskirts of Fatehabad town this evening. The accident occurred near the Indora filling station on the Sirsa road of Fatehabad town. Jai Singh, who was driving the car, is said to have lost control over it in a bid to overtake a vehicle. The DFO’s wife, Ranjit, and mother, Savitri, were critically injured while his eight-month-old child escaped unhurt in the accident. Ranjit gave her husband’s mobile number to some passersby, who informed Jitender Ahlawat about the accident. The occupants of the car were taken to General Hospital, Fatehabad, from where the injured women were shifted to Hisar. TNS

Applications invited for industrial plots

The Haryana State Industrial and Infrastructure Development Corporation has invited online applications for the allotment of 595 industrial plots at various locations to set up industrial units in the state. While stating this here today, a spokesperson of the corporation said these plots would be allotted to entrepreneurs at Industrial Model Township (IMT), Faridabad, IMT- Bawal, Industrial Estate, Panipat, and Barhi. Out of the total plots, 125 plots would be allotted at the IMT- Faridabad, 100 at IMT-Bawal, 210 at the Industrial Estate, Panipat, and 160 at Industrial Estate, Barhi. Two-year RI for power theft

Dr Abdul Majid, Additional Sessions Judge, Bhiwani, has sentenced Mange Ram, a consumer of the Dakshin Haryana Bijli Vitran Nigam (DHBVN), to two-year rigorous imprisonment (RI) for power theft at his Ice Factory, milk chilling plant, at Behal village in Bhiwani district. A complaint in this regard was filed by Jai Singh Beniwal, Sub- Divisional Officer (SDO), Behal, in 2009. He had stated that a team of officials had found during an inspection of the ice factory and the milk chilling plant that the consumer was stealing electricity by bypassing the meter through a change-over switch. 55-yr-old hacked to death in Sirsa
Sirsa, April 28
A 55-year-old man was hacked to death by three motorcycle-borne assailants at Rupana Ganja village in the district today. Sources said Surender had gone to the market in the morning and when he was returning home, three persons came on a motorcycle and attacked him with sharp-edged weapons. The victim’s one arm was severed in the attack and he fell unconscious. The victim’s kin rushed to the site after getting information and shifted him to the General Hospital. However, doctors pronounced him brought dead. The police said a case has been registered in this regard and they had started investigation into the matter.

Four students injured as bus hits tree in Ambala
Ambala, April 28
Students of Sawan Public High School had a miraculous escape after a road accident in Ambala today. The driver of their school bus reportedly lost control of the vehicle and rammed it into a tree on the Ambala-Naraingarh Highway near Garnala village today. On getting information, villagers rushed to the spot and started rescue operation. They took the injured students to a hospital in their personal vehicles. Akanksha, Komal, Shivam and Krishna were injured in the mishap while others escaped unhurt. The injured were discharged from the hospital after some time. Sources said the driver lost control over the vehicle while averting a hit with some animals. TNS

Painting exhibition begins at KU museum

A three-day painting exhibition has started at Dharohar Haryana Museum at Kurukshetra University to mark the 8th anniversary of the museum. The exhibition was today inaugurated by Kurukshetra University Vice-Chancellor Dr DDS Sandhu. Paintings of Vijender Sharma, Badal Chitrakar and Harvinder Kaur were put on display for students and the general public. “KU is the only university in country to have a heritage museum. More than 11 lakh visitors from India and abroad have visited the museum. We are committed to give best experience about Haryana culture to the visitors,” said Sandhu. Three drug peddlers held
Gurgaon, April 28
The police today busted a three-member gang of drug peddlers and recovered 222 kg cannabis from their possession. The gang has been smuggling drugs from Orissa on trucks and selling it in the NCR. The gang is headed by Manoj Bihari. The police had been keeping a close watch on the increasing sale of cannabis, opium and hashish in the city and had been investigating it. Govt not to sack 350 GRP constables

In a decision with possible political overtones, the state government has decided not to do away with the services of 350 constables recruited in the Government Railways Police (GRP) during former Chief Minister Om Parkash Chautala's government. The recruitment of constables in the GRP and the Haryana Armed Police was carried out in 2003-04.

Taking a serious note of the state’s stand, the Punjab and Haryana High Court has, however, made it clear that it is going ahead with the case and has called for the list of the selected candidates, along with complete particulars, for enabling the issuance of notices.

As the matter came up for hearing, an affidavit was placed before the Bench of Chief Justice Sanjay Kishan Kaul and Justice Arun Palli, stating that “the state government has decided it will not be appropriate to dispense with the services.”

Giving reasons, Additional Chief Secretary PK Gupta asserted the original record was unavailable. In its absence, it could not be specifically ascertained who all were selected on merit.

He said the selected candidates had put in more than 10 years of service, had gathered experience and there was nothing adverse against them.

Besides, the state had incurred heavy expenses on their training.

Referring to the CBI report in the matter, he said the Deputy Superintendent-cum-selection board members did not discharge their duties towards ensuring fair selection and instead fabricated record to accommodate the candidates.

He said a perusal of the CBI report and the record supplied made it clear that the original record was destroyed as soon as the high court ordered a CBI investigation.

Taking a note of the assertions, the Bench observed: “The matter is serious in view of the completely tainted process of selection and the refusal of the state government to scrap the process allegedly on the ground that it is not possible to distinguish between the candidates who come through a tainted process and who are selected on merits. This is despite the fact that findings of the CBI are that the selection process as a whole was illegal and the records fabricated. The records relating to the recruitment process were destroyed when this court directed a CBI investigation…

“In order to carry the matter forward, it may require issuing notice to all the selected candidates, who can, of course, be served through the department. The list of the selected candidates, along with complete particulars, be made available by the Additional Advocate General to the Registry of the court, so that necessary orders can be passed.

We also consider it appropriate to appoint Gurminder Singh, senior advocate, as amicus curiae to assist this court in the matter.”

Devi Lal University told to pay compensation to RTI applicant

The State Information Commission, Haryana, has directed Chaudhary Devi Lal University, Sirsa, to pay Rs 5,000 as compensation to an Assistant Professor at the Energy and Environment Science Department of the university for the detriment suffered by her while seeking information under the Right to Information (RTI) Act.

State Information Commissioner Yoginder Paul Gupta has directed the university to pay compensation to the applicant, Dr Anju, within six weeks of the order.

The appellant had moved the State Information Commission in second appeal when she was dissatisfied with the information provided to her by the State Public Information Officer (SPIO) of the university on January 15, 2013, and February 27, 2013. She moved an appeal before the First Appellate Authority, but it was not decided.

Dr Rajbir Singh Dalal, SPIO of the university, appeared before the commission and informed that the information had been supplied to the applicant vide letters dated January 15, 2013, February 27, 2013, and March 1, 2013.

The SPIO further submitted that vide letter dated March 19, 2014, complete information has been supplied to the applicant.

The appellant neither appeared before the commission nor applied for adjournment.

When the commission contacted her on her mobile, she denied having received the SPIO’s letter dated March 19, 2014.

However, when the contents of the letter were discussed with the appellant, she said, she was satisfied with the information.

While disposing of the appeal, Gupta directed the SPIO to hand over a copy of the letter dated March 10, 2014, the next day.

The Commission also directed Dr SK Gahlawat, chairperson of the Energy and Environment Sciences Department, to furnish an affidavit that information with regard to point number 9 of the application was not available with the university.

The proposed "state-of-the-art" bus stand in Faridabad, the industrial township of the state, is still a “distant dream” as no work has been done on ground. The project was conceived over 10 years ago.

Sources in the Transport Department said the city, which had two bus stands at the NIT and Ballabgarh towns, had failed to get up-to-date bus service facilities due to "lack of proper vision and work". “The failure of the department to initiate any work till date is a glaring example of the sloppy policies and programmes of the authorities,” alleged an employee.

The authorities concerned had laid the foundation stone of the new bus stand at sector 12 here, the main commercial sector of the city, in 2004 during the Chautala regime. The work on the project, which remained on hold for almost four years, was revived in 2008 with the promise that an "ultra modern" bus stand would come up soon on around 12 acres of land lying vacant adjacent to Town Park and the Mini-Secretariat building.

However, reports reveal that while the project was still awaiting allocation of funds, “lack of seriousness” on the part of the department had left the fate of the project uncertain.

The project also faced criticism because of the location, which many said was too congested. “The area was already congested and a bus stand here would mean more problems for the commuters and visitors to the Mini-Secretariat,” said Yogesh Sharma, a lawyer.

Meanwhile, the Transport Department, which launched the local (city) bus service on April 10, 2012 with around 150 buses, has a large number of buses lying out of order due to lack of maintenance.

“The department is expected to get the problem resolved soon due to an annual maintenance contract in this connection,” claimed an official of the department here. “The work on new bus stand is also in the pipeline,” he added.

Highest voter turnout: It's Yamunanagar, not Sirsa

Yamunanagar, April 28
Yamunanagar recorded the highest 78.14 per cent voter turnout among 21 districts of the state that went to the polls for the Lok Sabha elections on April 10.

As per the data of the Election Commission, with 80.29 per cent turnout, the Jagadhri Assembly constituency remained on the top in the district. The Radaur Assembly constituency registered 79.99 per cent voter turnout followed by the Sadhaura Assembly constituency with 78.74 per cent and the Yamunanagar Assembly constituency with 73.77 per cent.

Yamunanagar district, which is divided into two Parliamentary constituencies, Ambala and Kurukshetra, has four Assembly constituencies. Jagadhri, Yamunanagar and Sadhaura Assembly constituencies are the part of the Ambala Lok Sabha seat, while Radaur is a part of the Kurukshetra Lok Sabha constituency.

Political observers feel that the highest turnout in the district was due to anti-incumbency factor and sincere efforts made by the administration to make the voters cast their votes.

Two Congress MPs have represented the district -- Kumari Selja from Ambala and Naveen Jindal from Kurukshetra Lok Sabha seat for 10 years. “To punish their ignorance, voters turned up in higher number at booths,” said a political observer.

“We held special camps for registration of voters, seminars with college students, street plays and rallies. Besides, composition of voter awareness songs and informative videos, posters, pamphlets, banners and appeal letters were also distributed to motivate the voters to cast their votes,” said Mandip Singh Brar, Deputy Commissioner, Yamunanagar.

Facing problems in ensuring elaborate security arrangements, especially during events like VIP visits, political rallies and mass agitation, the Haryana Police have designed a multipurpose security vehicle? with the dual purpose of addressing security concerns and transporting innovative equipments across the state.

The vehicle, which has been prepared after modifying a condemned Swaraj Mazda ambulance, is capable of storing and transporting 20 door frame metal detectors (DFMDs) and 20 hand held metal detectors (HHMDs) along with their charging units.

The vehicle has three high-resolution Close Circuit Television (CCTV) cameras mounted atop its roof to record activities happening outside.

The vehicle is the brainchild of Anil Kumar Rao, IGP of Rohtak Police Range. He said the video recorded by these cameras can be live streamed through internet and can be accessed by officers sitting in their offices on mobile phones and computers.

“The idea of designing the vehicle clicked after Prime Minister Dr Manmohan Singh visited Jassaur Kheri village here to lay the foundation stone of Global Centre for Nuclear Energy in January last. The police personnel had to face difficulties in making elaborate security arrangements at the venue,” said Rao.

He added that the police usually had to face problems due to either the non-availability of ample number of DFMDs or transporting them from one place to other, besides keeping a close tab on the mass gathering.

“The vehicle can carry 80 queue managers, along with DFMDs, which are used to manage the crowds during fairs, public meetings, VIP rallies etc. Like other important police vehicles, this one is also fitted with wireless set for communication purpose,” Rao added.

The IGP maintained that the staff deployed in this vehicle was well trained to handle all the above mentioned equipments.

Protests against Baba Ramdev for his “Rahul Gandhi visits Dalit homes for honeymoon” comment continued for the second day in succession today. Outraged at his anti-Dalit comments, activists of the Bahujan Samaj Party (BSP) held demonstrations with his effigy in Sirsa town and demanded his immediate arrest in the case. The activists later burnt the effigy at Subhash Chowk.

Addressing mediapersons after the demonstration, Mool Chand Rathi, state secretary of the BSP, alleged that Ramdev had insulted millions of Dalits across the country by his “shameless” comments.

Rathi alleged that his comments had proved that the “so-called saints” still looked down upon Dalits.

Gurdeep Kamboj, district president of the BSP, Amrik Singh Maujukhera, vice-president and several others were present.

Fatehabad: Led by Dharmender Gothwal, district vice-president of the BSP, hundreds of activists of the party held demonstration against Ramdev and burnt his effigy.

The BSP activists assembled in Ambedkar Park and then marched to mini secretariat where they burnt Ramdev’s effigy.

Meanwhile, Dr Bhim Rao Ambedkar Sabha has announced to burn Ramdev’s effigy at Fatehabad tomorrow.

Kaithal: A number of BSP workers and activists of Dr BR Ambedkar Student Front of India organised a procession and burnt an effigy of Baba Ramdev here.

Later, they submitted a memorandum to Kaithal SP, demanding registration of a case under the SC/ST Act against Ramdev for his remarks against dalits and women during an interview to a television channel. The protesters also demanded his immediate arrest.

Dalbir Bhan, district president, BSP, said the Dalits were badly hurt by the words and language used by the yoga guru against them.

Rohtash Mehra, state adviser, Dr BR Ambedkar Student Front, said people like Ramdev created differences among various sections of the society and hence he should be arrested and punished for his irresponsible utterances. If the government failed to act against him, they would be forced to launch a strong agitation, he added.

They would have to undergo further imprisonment for four months if they failed to deposit the fine.

As soon as the court pronounced life term to main accused Pradeep Kumar, the victim's parents started shouting slogans against the decision, stating that the accused should have been awarded capital punishment. They staged a dharna on the court campus even as the police tried to pacify them.

Later, the victim's parents told mediapersons that they were expecting capital punishment for the main accused as he had raped a minor and then killed her brutally. “We shall file an appeal in the higher court against the judgement,” said the parents.

Notably, a student of LKG was abducted by the accused when she was playing outside her house on February 4. The accused raped the child before killing her brutally.

The Rewari police had arrested four youths, including Pradeep Kumar, Kuldeep and Manish, on the charge of raping and murdering the victim. The fast track court disposed of the case on April 25 and held the trio guilty. It acquitted the fourth accused due to lack of evidence.

Timely diagnosis, full treatment must to combat TB: Expert

Lack of awareness on tuberculosis (TB), coupled with the social stigma attached with it, is behind the mounting number of undiagnosed patients who go on spreading the infection. Then, irregular and irrational treatment of the disease often leads to drug resistance, which aggravates the problem.

Creation of awareness, timely diagnosis and full treatment are must to combat TB which has become a global menace, Dr Rohit Sarin, Director, National Institute of Tuberculosis and Respiratory Diseases, New Delhi, told The Tribune on the sidelines of a national CME workshop organised by the the Departments of Pulmonary and Critical Care Medicine (PCCM) and Tuberculosis and Respiratory Diseases, Medicine and Rheumatology at the PGIMS.

He said with nearly 30 lakh TB patients, India was among the high-burden countries in this regard.

Dr Sarin, who contributed in developing and implementing the DOTS programme and was now working on a national strategy on management of drug-resistant TB, said inadequate medication administered for the disease due to casual approach of patients as well as doctors often led to drug resistance, which had emerged as a major challenge worldwide.

He said cough persisting for more than two weeks should not be ignored and the sputum must be got tested from a nearby health centre.

"In case TB is detected, it should not be taken as a social stigma or cause of worry as is it is fully curable with proper medication within six to eight months in a majority of the cases. Even the drug-resistant TB is curable within 2 years," Dr Sarin maintained.He said about 80 per cent of the TB patients became non-infectious within two weeks of starting the prescribed medication.

"The rights, as enshrined in our constitution, go side-by-side with duties. Hence rights and duties are like two sides of the same coin." This was stated by Gagandeep Mittal, CJM-cum-secretary, District Legal Services Authority (DLSA), while addressing students, teachers and village elders at a legal literacy seminar held at Government Senior Secondary School in Shergarh village near here today.

The CJM said it was a matter of great satisfaction that awakening among the people about constitutional rights was growing.

However, very few among them cared about their duties. But the time had come when people should understand that duties should also be given equal importance if we want a disciplined society and a strong nation, he added.

The DLSA secretary said free legal aid was available for various sections of the society. He said all those having income up to Rs 50,000 per year could avail free legal aid. Also, free services of advocates and exemption from court fee was also available under free legal aid facility.

To create awakening among the people about their legal rights, seminars were being organised from time to time, he added.

Cultural items were presented by students. Shamsher Singh Sirohi, Deputy DEO, highlighted the steps taken by the department to improve standards of education in the institutions and introduction of professional courses to provide more knowledge to the students.

Arvind Khurania, convener of the DLSA, Dilbagh Singh, APRO, Suresh Gulshan, principal, Balwan Singh, Sarpanch and Satyavan, former sarpanch, were among those present.

Hansi residents protest eviction notice

A large number of Dalit families of Hansi town, who have been served notices to vacate their houses, today staged a protest rally from Fawwara Chowk to Mini-Secretariat in Hisar today. They submitted a memorandum of their demands to the Deputy Commissioner.

About 200 families residing in Hanuman Colony, Aamti Talab and Quila Basti in Hansi have been served these notices on the directions of the Punjab and Haryana High court. The administration said these houses were encroachments on the government land, which had been declared a protected site by the Archaeological Survey of India (ASI).

The protesters, however, opposed the move to relocate them, saying they had been living in the localities for about three decades.

Praveen Tayal, a social activist, who was leading the agitation, said, “These people have valid registries of the plots executed in their name by the district authorities. The local municipal authorities have been providing civic amenities such as water, power, and sewerage system for many years. It is grave injustice to them that they have been asked to leave their houses now.”

The conservation assistant, Tarak Singh, stated, “This place is part of the Prithvi Raj fort but people have encroached upon this land. The court has now directed the district authorities to remove the encroachments to preserve the historical site.”

Hansi SDM Yogesh Mehta said the local authorities had to file a status report to the court to get the land vacated. Hansi Municipal Council (MC) chairperson Rita Sharma said, “The MC has earmarked 15 acres of land near Beed farm for construction of flats for these people under the Rajiv Gandhi Awas Yojna."

However, Tayal said Beed was around 10 km from the town, adding, “We have been living here for the past 30-40 years. If the administration wants us to leave this place, they should provide us houses within Hansi town.”

The bone of contention

Over 1,600 families living with virtual flood threat

Call it lackadaisical attitude of the District Revenue Officials or the unconcerned mindset of the people, the mushrooming of houses on the Tangri Riverbed in the district has become a cause of concern for the district administration as the flooding of the river every year poses a serious threat to the lives of more than 5,000 people.

The houses on the Tangri Riverbed started coming up about 16 years ago after some local land mafia started selling the land to unsuspecting buyers at cheap rates.

Now, more than 1,600 families are living here facing a threat of being hit by flood during the rainy season, every year.

Meanwhile, the authorities have maintained that these colonies were illegal and unauthorised, but the residents claimed that they had bought these properties and the sale deeds were duly registered by the revenue officials.

Sources said the land here was sold at a cheap price by the land mafia, ranging from Rs 200 to Rs 350 per square yard.

Due to the cheap price of land, many poor people preferred to buy land on the Riverbed and eventually constructed houses despite the flood threat. As land prices shot up further in other localities of Ambala in the past years, more people opted to buy land here due to the low prices.

Meanwhile, aware of the threat that these families face, Dr Saket Kumar, Deputy Commissioner, has now sought a report from the Revenue Department as to how the riverbed was sold and even registered by the department over these years.

The district administration had been issuing notices to these families for the last many years to vacate the riverbed, but as they are in possession of documents proving their ownership, no real action could be taken against them.

Commuters brave heat sans bus shelters in Faridabad

Waiting for a bus can be traumatic for many in the absence of bus shelters in this industrial city. With hardly a handful of bus shelters, hundreds of buses pick and drop passengers in the open. “A plan to provide as many as 286 bus shelters in the city has failed to take off as the authorities could not get response from private companies as per plan offered by the Municipal Corporation,” said a source in the civic body.

Nearly a dozen shelters constructed in the past two decades were either unfit for use or illegally occupied by vendors and homeless persons, said an employee of the administration.

The bus shelters on the National Highway-2, also known as Mathura Road, which were constructed in 1998 at Mewla Maharajpur, Badkhal, YMCA and NHPC Chowk, Bata Mor and Sector- 7 have vanished over the years as these could not be repaired.

Each of these was constructed at a cost of nearly Rs 3 lakh. Several bus shelters constructed inside residential sectors and on the main dividing roads of various sectors have also been rendered useless in the absence of repair or encroached upon by vendors or homeless persons.

“The bus shelter near the Labour Chowk remains occupied by persons other than passengers,” said Pawan Kumar, a resident of Sector-14.

Officials of both the transport and the civic body admitted that the plan taken up in 2012 to construct 286 modern bus shelters was still in the pipeline.

The MC, which had offered to provide free land to private companies to build bus shelters in return of advertisement rights, was still to get response, said an official.

Govt notifies code to regulate power sector

The state government has notified the electricity code to regulate the power sector. The electricity code lays down guidelines for the distribution of power, power tariff, various regulations governing the distribution of electricity and various privileges enjoyed by power consumers in the state.

“Besides being the guiding force for the power distribution companies, the power code will also play the role of the citizens’ charter for consumers and would go a long way in making working of the Power Department transparent and people-friendly,” a senior government functionary told The Tribune.

“These regulations detail the obligations of the licensee and consumers and specify the set of practices to be adopted by the licensee to provide efficient, cost-effective and consumer-friendly service to the consumer,” the code said.

The code underlined the timely payment of power bills. In the case of bills sent through e-mails, the time period for payment was seven and 10 days for monthly and bimonthly bills, respectively, from the date of issue of bills. In other cases, the time limit was 14 and 17 days for monthly and bimonthly bills, respectively. However, in the case of government departments and local bodies, a time limit of 30 days has been prescribed.

Meanwhile, a grievance redress system has been put in pace in the electricity code. “Any aggrieved person may file a complaint in the respective Consumer Grievances Redressal Forums (CGRF) which will pass orders within a maximum period of three months from the date of receipt of the complaint, “ the code said. Any consumer aggrieved by the order of the forum could move the Electricity Ombudsman within 30 days from the date of receipt of the order.

Interest on security deposit

  • The discoms will pay interest to the consumer at the bank rate or more as specified by the commission payable annually on the consumer's security deposit.
  • The interest accrued during the year shall be adjusted in the consumer's bill for the first billing cycle of the coming financial year.

Freedom fighters’ pension hiked

The Haryana Government has increased the Samman Pension of freedom fighters or their widows or their unmarried unemployed daughters and disabled unmarried unemployed sons.

A notification issued by the Chief Secretary states that the Samman Pension has been hiked from Rs 20,000 to Rs 25,000 per month (including fixed medical allowance at the rate of Rs750 per month) with effect from April 1.

Rs 16.77 cr okayed for Narnaul bypass

Meanwhile, Chief Minister Bhupinder Singh Hooda has approved Rs 16.77 crore for the construction of a bypass in Narnaul city (Mahendragarh).

Thanking the Chief Minister for fulfilling the long-standing demand, Health Minister Rao Narender Singh said he had strongly taken up this demand with the Chief Minister.

The Health Minister said a 7-km part of Mahendragarh-Dadri road passes through inhabited area of Narnaul .

The state highway No. 17 and 26 also passes through this road. Overloaded trucks carrying quarry material ply on this road which causes traffic jams.

As the Nizampur-Narnaul-Mahendragarh-Dadri road is also part of the North-South corridor of Haryana, heavy commercial vehicles ply on this road.

The construction of a bypass in Narnaul would provide a major relief to the residents of this area.

Rao Narender Singh said there was also a provision for a bypass under the North-South corridor which would be constructed at a cost of about Rs 1,500 crore. The government had already acquired land for this purpose.

The Health Minister said the tender awarded to a construction agency had been cancelled and the security forfeited work had not been started within the prescribed period.

This bypass would now be separately constructed from the North-South corridor project, the Health Minister added.

Ishandeep death case
Family, community members protest police inaction

Members of the Sikh community and other social organisations today took out a march to protest police inaction into the Ishandeep death case and demanded immediate arrest of the accused doctor. Protesters accused the district administration and police department of not taking proper action, raised anti-slogans and also staged a dharna on the premises of the mini-secretariat.

“The copy of the post-mortem report has not been provided to the family yet. Moreover, false cases have been registered against the family members of the deceased,” said Kanwaljeet Singh Ajrana, a Sikh leader.

Ishandeep had died due to alleged overdose of anaesthesia during a leg surgery last Thursday.

Kuldeep Kaur, Ishandeep’s grandmother, said, “Doctors are claiming that the injection was administered by the anaesthesia expert, but I was there and I saw Dr Suresh Bhola injecting the anaesthesia dose.”

Meanwhile, the SDM, who came out to collect the memorandum on behalf of the Deputy Commissioner (DC), was sent back by the agitating people who denied meeting anybody else other than the DC. However, he was not at his office. The protesters raised slogans against the DC and said, “We will keep protesting till the DC listens to our plea.”

Later, DC Nikhil Gajraj came out and assured the protesters of proper investigation following which they lifted their dharna.

The protesters then reached the hospital of the accused doctor and staged a dharna there.

They withdrew their dharna after a police official made them speak to the Kurukshetra SP.

Youth dies after falling from bus
Case registered against driver, conductor

A youth, Mayank (18), studying chartered accountancy from a private institute in Ambala City fell from a moving bus and died on the spot near Balana village today. His father Shiv Kumar alleged that the bus conductor had pushed his son from the bus.

Mayank (18), who belonged to Ajrawal village close to Ismailabad, was going home in a Haryana roadways bus when the mishap occurred.

A student of Polytechnic Institution, Damanpreet, who was travelling along with Mayank in the same bus told the police that there was an altercation between Mayank and the conductor over bus pass. He said the conductor told Mayank that his bus pass was fake and asked him to purchase a ticket. He said after the altercation, the conductor pushed him and he fell from the moving bus.

The police said the driver of the bus took Mayank to the Civil Hospital in Ambala City, where he was declared brought dead.

Station House Officer, Sadar Police Station, Ajaib Singh said a case had been registered against the driver and the conductor.

Conductor 'pushed' the boy over bus pass

A student of Polytechnic Institution, Damanpreet, who was travelling in the same bus told the police that there was an altercation between Mayank (victim) and the conductor over bus pass. Damanpreet stated that after the altercation, the conductor pushed Mayank and he fell from the moving bus.

Lance Naik Vikram cremated with full military honours

The mortal remains of Lance Naik Vikram Singh were consigned to flames at his native Kasoli village today with full military honours. Vikram Singh (32) laid down his life while fighting militants during a search operation in Shopian district of south Kashmir on Friday. He had killed three militants before sacrificing his life for the nation.

Abhishek Singh, 7-year-old son of the martyr, lit the pyre while a contingent of the Indian Army reversed arms and fired a volley of shots in the air while bidding farewell to the departed soul.

Apart from representatives of various social and non-political organisations, Bawal MLA Rameshwar Dayal, Major BS Jodha and officials of local administrative paid tributes to the martyr by laying wreaths on his body.

Earlier, the body of the martyr was taken to the village where villagers and family members gave him a tearful send-off.

Vikram had joined 17 Rajput Battalion in 2001 and was posted in Srinagar for the last five years. He was to come to the village on leave next month but the destiny had other plan for him. He is survived by his wife, a son and parents.

Subedar Rajpal Singh, father of Vikram, said he was proud of his son. Sarpanch Jagdish Kumar told mediapersons that Vikram’s grandfather, father and uncle had served in the Army.

Skilled govt workers to get 2 more increments

The Haryana Government has decided that two additional increments would be given to those government employees who acquire higher skills relevant to their fields of work during service.

While stating this here today, an official spokesman said for this purpose, all departments in consultation with the general administration department would notify the skill sets and qualification that are to be considered higher skills for different cadres and frame appropriate guidelines.

The official spokesman said the expectation of a citizen for good governance required government officials to upgrade their skills and knowledge.

Moreover, the acquisition of relevant higher skills by government officials needed to be encouraged, he said.

Chopra Principal OSD to CM

The state government has appointed MS Chopra as Principal Officer on special duty (OSD) to Chief Minister Bhupinder Singh Hooda with immediate effect, said an official spokesman in a statement issued here today.

Ashes of 513 bodies immersed in Ganga

The ashes of the 513 unidentified bodies, who were cremated during the last six months at various cremation centres of Karnal and Panipat, were immersed in the Ganga River yesterday by Nar Narayan Sewa Samiti and Jan Sewa Dal of Karnal at Haridwar. Saints prayed for the peace of departed souls and performed their last rites.

Prior to their immersion at the Kusha ghat, the ashes were brought in a royal procession by the residents of Karnal. People also offered floral tributes to the vehicle carrying ashes.

Raj Kumar Arora, a member of the Jan Sewa Dal said, “They are performing the last rites of the unidentified bodies found lying on the roads due to accidents or others reasons.”

Charanjeet Bali, another member said the Jan Sewa Dal and Nar Narayan Sewa Samiti took up the cause of performing the last rites of unidentified and unclaimed bodies in 1988.

Over hundreds of residents of Karnal prayed to Lord Shiva to give shelter to the departed souls.

Head of departments to issue experience certificates

Chandigarh, April 28
The state government has decided that the head of the department or office concerned will issue the experience certificate, when demanded, where the person engaged on a contract basis by adopting proper procedure as laid down in Part-II of the Outsourcing Policy.

While stating this here today, an official spokesman said no experience certificate would be issued by any authority in the government or public undertakings or institutions where a person was engaged through service provider. In such cases, it would be issued by the service provider.

He said a letter had been issued to all administrative secretaries, all heads of departments, Commissioners of all four Divisions of Ambala, Hisar, Rohtak and Gurgaon, Registrar, Punjab and Haryana High Court, Chandigarh, all Deputy Commissioners and Sub-Divisional Officers (Civil) in the state, Registrar, Maharishi Dayanand University, Rohtak, Kurukshetra University, Haryana Agricultural University, Hisar, Guru Jambheshwar University, Hisar, Ch Devi Lal University, Sirsa, Pt BD Sharma University of Medical and Health Sciences, Rohtak, and Managing Directors, Chief Administrators of boards, corporations and state Public Sector Undertakings.

State govt to provide coaching to 50 IIT aspirants

The state government will provide two-year free coaching to those matriculation pass students of the government schools who are interested in seeking admission in the IITs. The Haryana Education Department has sent a letter to the District Education Officers for intimating the principals of the government senior secondary schools about the scheme and the guidelines.

As per the scheme, the interested students have to apply by May 17. They will have to appear in a written test to be conducted by the State Council for Education, Research and Training (SCERT) on May 25. On the basis of the results, top 50 students from four divisions- Hisar, Rohtak, Gurgaon and Ambala will be selected for free coaching on the SCERT campus in Gurgaon.

The free coaching will be started from July and the coaching classes will be conducted in the brief spells during the lean days of the academic year. Though the coaching is free, the students have to make their own arrangements of boarding and lodging during the coaching.

A government school principal said it was a good move to help the government school students preparing for admission in the premier technical institutes of the country.

Alleged looter held from Delhi

The police have arrested Shiva Bhardwaj of Nangloi, in Delhi, for his alleged involvement in looting a car from a bank employee on GT road about a month ago. He was produced in the court today, which remanded him in two days police custody for the recovery of the looted car and arrest of his other accomplices.

Police said Jitender, a resident of Garhi Brahmanan and an employee in Land Mortgage Bank at Gannaur, lodged a complaint in Gannaur police station on March 27 that his car was looted at pistol point by five-six motorcycle-borne armed youths when he was returning to his village from the bank that day. The investigation of the case was handed over to a special investigating team (SIT) and Shiva was arrested last evening. During interrogation, he confessed to have committed the crime. — OC
