BJP leaders up in arms against state unit chief
Chandigarh, April 27 Sources said since Shah, managing the party elections in Uttar Pradesh, was likely to be deputed to manage the Haryana Assembly elections slated for October this year. “It is a forgone conclusion that the BJP is forming the government at the Centre and that Modi is becoming the Prime Minister. Within months of taking over, the Assembly elections will be the first elections the BJP government will face. It will be a sort of litmus test for the Modi government and we will not like to lose it at any cost. For this reason, there is a strong possibility of Shah coming to Haryana to ensure victory. We have been conveyed from many quarters that there is likelihood of Shah being in charge of the Assembly elections,” said a party leader. Party leaders maintain that another reason to get in Shah would be to bring all senior party leaders, sore for being overlooked during ticket-distribution in which new entrants got preference, on one platform. “We will leave no stone unturned to wrest Haryana from the Congress which is already on a weak wicket,” said a senior leader. Meanwhile, the BJP, too, seems to be headed the Congress way where the silence of senior leaders who stayed away from active campaigning during the Lok Sabha elections is being construed as the lull before the storm. A party leader said, “These leaders, sore over ticket-distribution in the Lok Sabha elections, primarily on account of Sharma's “projection”, have already done their groundwork and are gearing up for action once the results are out.” “Though a good result in Haryana will be his face-saver and he is bound to take refuge behind these, the rank and file as also senior leaders will take up the matter at the highest level before the party readies for the Assembly polls. There are all kinds of allegations against him and we will take these up with the party bosses once we form the government at the Centre,” said the party leader. There is a lot of resentment among the leaders who were virtually “dumped” to favour “opportunist Congressmen” who joined the BJP only to serve their own interests. While the “loyalists” hold the state unit chief responsible for backing the Congress-turned-BJP candidates at their cost, Sharma says, “We gave the tickets to the best candidates. Both Krishan Pal Gujjar and Rattan Lal Kataria are former state chiefs, OP Dhankar is a senior leader. Those who are grumbling are losers and the decision of ticket-allotment was taken after five meetings of the central election committee in which booth-level workers were also involved. There is no groupism in our party and we all speak in one voice.” He, however, chose not to reply to a question on induction of Congressmen. |

Sirsa, April 27 He called upon workers to meet people extensively in their respective Assembly segments and give him suggestions before April 30. Kanda had been maintaining silence on the issue so far even though his supporters had been vocal about launching a party. “Successive Chief Ministers have only nursed people from their own castes, leaving the rest to the mercy of God. My party will represent 36 'biradari' (all 36 communities in the state) and work for the welfare of all,” Kanda said after the meeting. “Haryana belongs to all those who live in it. They have equal rights over its resources, the government they elect and jobs available. Successive governments have adopted a discriminatory attitude in Haryana,” he added. He said his party would address these issues and ensure that all those living in Haryana were treated equally. Kanda said polling in Haryana for the General Election had clearly shown that people wanted change in the state. He said his party would contest the elections from all 90 Assembly segments of Haryana in the next Assembly elections. Interacting with some traders from the grain market in Sirsa, Kanda said it was a matter of pride that the district was set to top in the production of wheat for the third consecutive year. Ideally, there should be a repoll in Mewat,” said Inderjit. It may be noted that ever since the polling day, AAP candidate Yogendra Yadav has been crying foul over alleged rigging and booth capturing in Mewat. He had provided the election authorities with audio and video proof highlighting malpractices in 110 polling stations. He was soon joined in his complaints by BJP and BSP candidates. Hafed storekeeper demands bribe from commission agents
Jind, April 27 The commission agents stopped all wheat operations from Saturday to Sunday morning after the storekeeper demanded wheat bags as bribe and also misbehaved with
the local commission agents, who went to meet him to know the reasons of rejection to store their purchased wheat which was within specific parameters. As per guidelines, wheat should not have moisture content above 12 per cent. But the accused, Sunil, not only rejected a majority of stock despite having moisture content within the specified limit, but also openly threatened and misbehaved with commission agents and tried to push them out of his office. “He demanded four to five bags to clear each truck loaded with purchased wheat. But when agents refused, he started rejecting the stock without conducting a proper check. When we went there to meet him, he misbehaved with us and threatened to reject more trucks if we did not pay him the sought bribe. Transfer is not enough, there must be stricter action against him,” said Sanjay Mittal, president of the Commission Agents’ Association. Agents have started the work but threatened agitation if they face any such problem again. Immediately after having an argument with Sunil, all commission agents stopped operations and farmers faced problems. Some commission agents also alleged that the problem arose when Sunil increased the rate
as many allegedly paid him one or two bags per truck and he had already pocketed a huge stock of wheat since the start of wheat purchase. “Sunil has done everything with the support
of his seniors. He could have done it alone. The government must take our case seriously and conduct thorough investigations,” said a commission agent on the condition

Farmers asked not to grow ‘saathi’
Kurukshetra, April 27 They also advised farmers not to cultivate paddy nursery before May 15 and transplant before June 15, otherwise a penalty of Rs 10,000 would be imposed on the violators as per the Haryana Preservation of Sub Soil Water Act, 2009. An expert said, “Cultivation of ‘saathi’ is financially beneficial for farmers as it is transplanted in April and harvested by June-end, which means that farmers can get a third source of income (between wheat and paddy cycle).” Officials of the Agriculture Department said there were about 40,000 tubewells in the district and with the groundwater level declining at least by 1 metre annually, all five blocks (Thanesar, Ladwa, Babain, Pehowa and Shahabad) of the district were in the dark zone. Agricultural experts said ‘saathi’ was a harmful practice, as it was cultivated during a period of high evaporation. Deputy Commissioner Nikhil Gajraj said, “This year, 1.2 lakh hectares of land would be cultivated under the paddy crop. Officers have been asked to keep a check on farmers cultivating saathi.” He said the farmers should cultivate summer ‘moong’ instead of ‘saathi’ as it was beneficial for the productivity of the soil. A fine of Rs 10,000 would be imposed on violators, ‘saathi’ nurseries would be destroyed and their tubwell connections would be disconnected. |

Wheat purchased but Jind farmers yet to get payment
Jind, April 27 Though senior officials claim to have taken all possible steps to improve the purchase process after strict directions of Chief Minister Bhupinder Singh Hooda, the fact is that more than 25 days after the start of official wheat purchase in Haryana and Jind, the authorities have made only 53 per cent payment till now, out of the total purchase of 4,75,302 metric tonne (MT) of wheat. As per the official figures, the Food and Civil Supply Department has made 70 per cent payment as yet, Hafed 38 per cent, FCI 46 per cent, HWC 50 per cent, Agro 88 per cent while Confed has made payments of 77 per cent of wheat purchased. Many commission agents, on condition of anonymity, alleged that the sole aim of the officers in delaying the payment was to mint ‘commission’ from them. “I had sold wheat of around Rs 30 lakh 10 days ago but have got a cheque of only Rs 2 lakh. Officers are harassing us and farmers to get illegal commission. Except money, there is no other reason for the officers to delay our payment,” said a commission agent of Narwana on condition of anonymity. Some other commission agents alleged that during the wheat purchase season officials started working as ‘mafia’, who were neither scare of the state government nor bothered about the plight of poor farmers. “Farmers are threatening to launch an agitation if we do not pay them for their purchased wheat. They believe that we are delaying the payment, but it is the officials who are delaying ti,” alleged another commission agent. Some farmers, sitting at the shop of a commission agent in Jind grain market, alleged that they had not received their payments and their commission agent said they would have to wait for some more days for it. “We hoped that there would be some improvement in wheat purchase process this year as
it is the election year, but things are worse. Congress would have to pay a heavy price for the mistakes of its officers,” said Rallu Ram, a farmer sitting at the local grain market. 11 years on, MC proposal to move dairies out of Karnal city hangs fire
Karnal, April 27 In 2003, the MC took 27 acre in Pingali village (outside the city) where over 200 plots have to be allotted to dairy owners. But despite the construction of roads and submissions of the money for sewerage lines there, the authorities had failed to implement its plans. Krishan Kumar, a
resident of the area, said, “The waste dumped by dairy owners into the main sewerage line chokes the entire system.” State spokesperson for the BJP Jagmohan Anand alleged that there was no planning to allot plots
to dairy owners and demanded that it should be done soon. Mayor Renu Bala Gupta said, “I am also in favour of shifting dairies outside the city as waste producing from them have been causing water-logging and sewerage problems. I have raised this issue many times, but to no avail.” "The plan is to allot plots to dairy owners on subsidised rates and for it, we have sent a proposal to the government and awaiting its response. From Bhalot to China on feet of grit
Rohtak, April 27 Till a few years ago, Sunil, son of a small-time farmer, was a ubiquitous rustic lad with small dreams. He had completed his senior secondary school and had no intentions of going in for higher studies. He was into wrestling but bade adieu to the sport after the demise of his coach in 2006. After that, he just wanted to get accommodated in some trivial job to earn livelihood. On October 27, 2007, Sunil was going for an interview for a job at some cooperative society. The jeep he was traveling in met with an accident on the way and he hurt his backbone. The injury crippled his legs and the one-time strapping wrestler was confined to a wheelchair. Sunil’s world came crashing down and he lost all hope. So much so that his parents - Ram Karan and Birmati - who had already lost their elder son, braced themselves to see a crippled Sunil playing cards with his cronies for the rest of their lives. But then, Sunil bounced back . It took him about two years to defeat the mental handicap, but he was able to overcome it with his determination and positive thinking. “I was fed up lying in the cot, sipping tea and playing cards with my friends all the time …One fine day, I decided that enough was enough and it was time to set some goal for myself,” Sunil told this correspondent here. A friend motivated him to joint some sport again and gave him the address of a coach, Amarjeet Singh of Rohtak. Meeting Amarjeet in 2010 proved to be the turning point in Sunil’s life. The coach trained Sunil in discus throw, shot put and javelin throw. The coach’s guidance and rigorous training regime spanning up to seven hours a day turned Sunil into an accomplished athlete. Three years of their persistent efforts paid off when Sunil not only won a gold and two bronze medals in the All-India Open National Masters Athletics Championship held in Bangalore in 2013, but also set a new national record in discus throw. Having qualified for the upcoming Asian Games slated to be held in South Korea later this year, Sunil is preparing hard for the event. He attributes his success to the blessings of his parents and the Almighty. “I would advise youth, especially the paraplegic, never to lose hope and focus on the attainment of their life’s objective. Once we set a big goal and put in all-out efforts to attain it, no limitation can stop us,” Sunil maintains. |

With her amazing memory, she can talk about chemical reactions, formulas, periodic table, inventions, general knowledge and current affairs. She also has complete information about calendars of the last 300 years. Her father, Vinod Kumar Phutela, an neuro-linguistic programming (NLP) trainer and parenting expert, says, "Jiya has a brilliant memory. She was inspired by the Google boy Kautilya Pandit. She draws exactly whatever she sees, can recite formulas after a couple of readings and is fond of dress designing.” Vinod, who nurtured the talent of her daughter with the help of neuro-linguistic programming (NLP), said, “The NLP brings positive belief in children and we have about 100 students getting the training.” Sanjna Phutela, Jiya’s mother, told The Tribune that, “We knew that she had good grasping power, but came to know about her amazing talent about nine months ago when her father was teaching chemical reactions to class XI students and Jiya was sitting there. Three days later, she recalled everything.” Vinod said he was planning to send Jiya to the USA by the end of this year for the NLP training. He said she might also visit NASA. Jiya, coy by nature, is a student of class V of Aggarsain Public School. However, she has extraordinary knowledge about scientific formulas, periodic table and inventions. However, she has no interest in becoming a scientist. Replying to a question, she said, “I like designing but I want to become a teacher.” She has given more than 100 presentations along with her father in different schools, colleges and universities, including IIT-Roorkee. Blackbuck’s death angers activists
Fatehabad, April 27 Dharampal Jakhal, president of the Fatehabad District Bar Association, Rajiv Bhadu, Dharamvir Punia, Vinod Karwasara, Indraj Jyani, Kalyan Singh and other activists of the Akhil Bharatiya Jeev Raksha Bishnoi Sabha visited the residential colony site. They alleged that blackbucks were dying due to the lackadaisical attitude of wildlife and the NPCIL authorities, who they alleged, were not paying any attention to the safety of animals. The sabha’s petition against setting up of the colony on land which was the natural habitat of blackbucks and other animals was scheduled to be taken up by the National Green Tribunal on May 26. “After our requests to animal rights activist Maneka Gandhi, her NGO, the People for Animals, provided the services of specialists to sterilise stray dogs in the area. The authorities did not provide logistical support and the drive had to be abandoned,” said Karwasara. “Now it seems that the authorities and the NPCIL are out to finish blackbucks in the area so that they can go ahead with their project without any resistance from us,” he alleged. Raising slogans against the authorities, sabha members said they had given a complaint to the SP that the NPCIL authorities had left ferocious dogs at the site to finish blackbucks, but no action had been taken on their application so far. He said it was mandatory for the authorities to perform postmortem of Schedule 1 animals, but they had to do a lot of effort for this today as the Wildlife Department avoided recording the death of blackbucks in the area for “obvious” reasons. The land had become the bone of contention between the NPCIL and animal rights activists from the Bishnoi community in the area as it was the natural habitat of blackbucks and some other Schedule 1 animals. |

Sabha launches campaign against Gorakhpur project
Fatehabad, April 27 “Our members will make the people aware of the possible ill-effects this project can have on our environment, humans, wildlife, irrigation and agriculture,” said Vinod Karwasra, secretary of the organisation. He said with the project needing 360 cusecs of water from the Bhakra system, farmers from this area would fall short of water for irrigating their fields after the GHAVP. “The Haryana Government has already moved the Supreme Court for permission to leave water in the Hansi-Butana Canal. If this happens, the water flowing into the Bhakra system would be halved, making things worse for farmers,” Karwasra said. Dharamvir Kajla of the Jan Kalyan Manch alleged that the proposed nuclear power project would remain a constant threat to humans living in the area. He said they would ask all political parties contesting the Assembly elections in Haryana to make their position clear on the GHAVP and a signed memorandum of people in the area would be handed over to all parties. Inderaj Jyani, secretary of the People for Animals, said representatives of various organisations would be asked to join their movement in view of the ill-effects of the project in the densely populated area. |

Rohtak, April 27 Professor Lohchab, who has been placed under suspension during the pendency of an inquiry into allegations of poor patients being forced to buy costly surgical implants/consumables from private stores, asserted that it was so because the PGIMS administration had stopped providing these to patients. Dr Lohchab told The Tribune here today that the PGIMS authorities had not been providing surgical implants/consumables and even certain life-saving drugs for patients despite repeated requests and reminders. “All other premier government as well as private medical institutes of the region provide these implants/consumables. Our institute also used to provide these till a few years ago, but the provision has been discontinued for reasons best known to the PGIMS administration,” he pointed out. Denying any nexus between the doctors and medical store owners, Dr Lohchab termed the charges levelled in this regard as motivated. He pointed out that cardiac surgeries were not included under the Mukhyamantri Muft Ilaj Yojna and many patients got misled by the sheer title of the scheme. He accused the PGIMS authorities of having an anti-super-specialty stance, adding that their requirements in terms of skilled manpower were also not met. “The facilities meant for BPL patients and poor children under the Arogya Kosh and Indira Bal Swasthya Yojna have also been discontinued,” Dr Lohchab added. |

At present, 33 employees, including four widows, had been given employment. “A website of the services available at the canteen has been launched and anyone can give his suggestions or complaints on the website,” he said and added that all such complaints and suggestions will be taken care of by the authorities. Moreover, the entire canteen hall has been air conditioned and all the sale counters have been opened in the main hall so that there is no climatic inconvenience to the visitors. Sonepat, April 27 The Superintendent Engineer (SE) of the nigam, Sonepat circle, VS Maan, said the nigam authorities had imposed a penalty of Rs 10 lakh on the consumers who were found indulging in power theft. He said notices for the payment of penalty would be sent to such consumers on Monday asking them to pay the fine within 24 hours of the notice issued; otherwise a police case would be registered against them. He said the main reason for sending a team of one sub-division to another for checking was to eliminate any chances of favouring the known consumers. The SE said the nigam would continue to take steps to curb the menace of power thefts. “We can ensure and streamline the uninterrupted power supply to those consumers who are paying regular bills by eliminating the line losses,” he said. |

Kosli (Rewari), April 27 The police immediately produced the two before a local court which sent them in judicial custody for 14 days. As soon as news of the arrest spread in Bhakli village, the villagers organised a meeting at Panchayat Ghar. The villagers said the police had betrayed them by arresting the accused as it was promised to produce all accused on Monday morning. “Now we will have to review our decision of handing over the other accused to the police,” said the villagers at the meeting. Harender Kumar, DSP, Kosli, said: “We had got a tip-off this morning that the accused were going to Rewari city in a Bolero jeep. A police team chased the accused and took them into custody near Berli village.” The DSP said raids would be carried out to nab the remaining accused. About the Bhakli villagers' opposition to the police action, the DSP said: “Ample time was given to them to reach a compromise with Kosli villagers but to no avail.” Mahavir (62) was killed and 12 others were injured when Bhakli villagers allegedly attacked Kosli residents on March 5 last. The police had booked 16 residents of Bhakli village in this regard. |

Doctor sent in judicial custody for raping sister
Gurgaon, April 27 The 27-year-old victim, who is a Central government employee, approached the police alleging that her brother had been raping her since she was in Class XII. She said to avoid physical and mental harassment, she started living with her elder sister, but it continued whenever she visited her home. “I was afraid of social stigma and disruption of family peace and thus stayed quiet. 12 booked for Rs 82-cr fraud
Jind, April 27 Ram Karan Garg, a partner in the RKSK Company in Safidon, reported that his brother Krishan Garg and others had misappropriated rice and other material worth Rs 82 crore during the last four years. The complainant reported that his brother had refused to give him details of assets and stock. The company was engaged in the supply of high quality rice to foreign countries. The complainant reported that his brother tried to get him implicated in a false case and misappropriated the entire material of the company when he was busy in connection with the case. "We have registered a case against Krishan Garg and 11 others. We have been conducting an investigation," said ASI Ajmer Singh. The other accused included Sanjay, Ramesh, Subhash, Rajinder, Joginder, Sanjeev and Deepak. Some of them belong to Hyderabad, New Delhi and other parts of Haryana. Sources said the police were on the lookout for them and trying to trace those who had illegally purchased the stock from Krishan and his accomplices. The problems of the police had multiplied as relevant books and computer record had gone missing. The police suspected that the entire record was deliberately destroyed, but refused to name anyone. |
Policemen get training to counter radiation attacks
Bahadurgarh (Jhajjar), April 27 The police personnel also acquired practical exposure of utilising radiation monitors and hidden radioactive sources besides countering radiological dispersal device threats. The occasion was the special training programme ‘Detection and response to radiological emergencies and threats’ jointly organised by Bhabha Atomic Research Centre (BARC), Mumbai, and Global Centre for Nuclear Energy Partnership (GCNEP) here with a view to enable the police personnel to prevent and respond to any radiation attack. “The special training was aimed at providing technical support to the policemen to counter nuclear and radiation emergencies anywhere in the country. The programme will be supportive for them in defying perceived threats at all levels in all feasible manners,” said Anil Rao, IGP, Rohtak Range, during the concluding ceremony of this four-day programme here. Rao said, “Besides checking the radiation threat, this newest training will be helpful for law-enforcing agencies in strengthening the security of the nation and ensuring the safety of citizens. The best security is to defeat the worst enemy at any place or in a situation where it is least anticipated.” The IGP said the School of Radiological Safety Studies under the GCNEP was planning to conduct many training capsules for various agencies, including forensic, police, medical, fire brigade, intelligence and bomb squads, in the next few years to strengthen

Residents of these localities raised the demand to shift the power lines from the residential localities to ensure safety but got no assurance from the

the power cables for over a decade. “These localities came up nearly 30 years ago and population has grown manifold now. A delegation of residents met the district administration two days ago, demanding to shift the cables. But the authorities expressed helplessness,
as shifting these power lines was expensive,” he said, adding that the
issue was not in the preview of the MC. JK Abhir, SDM, said the administration had been trying to find a way out to shift high-tension cables. “As per rules, the electricity nigam can shift the cables if the local residents bear the expenses, but it is not possible. Hisar, April 27 Breaking away from a 700-year-old social tradition, a groom from Rajthal village would lead a baraat to Puthi village. Entering into such an alliance was a taboo before the historic decision of the khap. The prospective tie seems to prove the point that the ban had made it difficult to find brides for the marriageable unmarried youths of these villages. As per a recent survey of the khap, there are around 100 unmarried youths, in almost every average village, who had crossed the marriageable age. This social problem had prompted the khap to come up with the idea of relaxing the 700-year-old norm. Confirming the potential matrimonial relationship in these villages, Satrol khap pradhan Subedar Inder Singh said he had just got the invitation to attend the marriage. “The families of the bride and the groom are not willing to make public their identity at this stage. They are busy harvesting their crops and the day of the wedding would be fixed soon and the marriage would take place after the harvesting season”, he added. While Puthi village is part of the Bans tapa, Rajthal village is in the jurisdiction of Narnaund tapa. The people, not only in Satrol khap but across Haryana, are eagerly waiting for the moment when the matrimonial tie would mark the beginning of a new social era in this region. Reiterating about the relaxation of norms, the khap pradhan said barring one’s own gotra, own village and gohaand (neighbouring villages), matrimonial ties were allowed in 42 villages. There is also no bar on inter-caste and inter-religion marriages in these villages. The khap also decided to regularly interact with the media and thus has decided to designate media spokespersons in each of the four tapas, besides a main spokesperson for the khap. |

Elections over, decks clear for metro rail extension to Ballabgarh
Faridabad, April 27 The work on the project was halted due to the election process and subsequent application of the election poll of conduct about two months ago. The state government had proposed to extend the metro line connectivity from the YMCA Chowk to Ballabgarh town. While the YMCA is the last station on the 13.87-km-long metro project to Faridabad, the demand raised by the residents and the political quarters had made the government to accept the demand of extending it to Ballabgarh town. The work on the Rs 2,500-crore project is likely to be over by March 2015, it is claimed. The metro rail is likely to be a major boon in local transportation and travel in the NCR, and trade and industry development. The work of erecting pillars for the proposed extension would start as soon as the formalities on part of the state government were completed, said a spokesperson for the metro rail here. The poll code that came into force in March delayed the formal launch of the extension of the metro work, as it was not possible to lay the foundation stone during the period, claimed a district official, who added that the project was expected to be formally laid last month. |

Karnal, April 27 Hoping that traffic problem would be solved by the outer peripheral road, the DTP had send a proposal to the HUDA administrator. It was proposed to be constructed from the Karan Lake to the Meerut road via the Noor Mahal road. Although they have a plan to make one more outer peripheral road after the completion of the first outer peripheral road, the second outer peripheral road is proposed from Uchana to Madhuban via the Kaithal road.
