Two men allegedly abducted a resident of Alewa village in Jind district from outside the Kaithal bus stand on the night of April 26 and gang-raped her in Pundri. She contacted her sister in Pundri and went to the Civil Lines police station in Kaithal. She alleged that the staff at the police station cast aspersion on her character.

Multiple power connections in single premises get nod

Consumers will now be able to have multiple power connections in a building in Haryana. In a recent order issued by the Electricity Department, it has been decided to issue more than one power connection in the same premises in the domestic category. The release of more than one power connection in the same premises in the non-domestic category (for a total load up to 20 KW) shall also be allowed on the pattern of domestic connections.

Demonstration, seminar mark May Day
Sirsa, May 1
May Day was today observed by several organisations in Sirsa and Fatehabad. The North Western Railway Mazdoor Sangh organised a seminar on the occasion in Sirsa. Ishfaq Khan, zonal secretary of the Sangh, was the chief guest. Yashpal Bhardwaj, zonal secretary of the Sangh, said labourers had to work for 15 to 20 hours in olden times and owners used to deduct salary if they were not satisfied with the work.

Lokayukta plans district vigilance panels
Jind, May 1
Haryana Lokayukta Pritam Pal waters a sapling after planting it in Jind jail on Thursday. To facilitate speedy justice to aggrieved residents of the state at a short distance, the Haryana Lokayukta has plans to form vigilance committees at every district headquarters. The step is likely to curtail the harassment people face while travelling to Chandigarh office of the anti-corruption watchdog. Recommendations for the same are ready and the office of Lokayukta is likely to send it to the state government in the coming week.

LS poll delays four-laning of Panchkula-Y’nagar highway

The Lok Sabha elections has not only further delayed the four-laning of the 104.77-km Panchkula-Yamunanagar highway, but also escalated its cost manifold. Sirsa leads in wheat procurement

Sirsa is ahead of other districts in procurement of wheat this season. More than 55.59 lakh metric tonnes (MT) has been procured in various mandis of the state so far, of which 7.72 lakh MT has been brought to grain markets of Sirsa. Satish Jawa, Hafed District Manager, said procurement in Sirsa was likely to touch 10 lakh MT. With nearly 2.9 lakh hectares under wheat cultivation in Sirsa, production should cross 12 lakh MT, he added.

State Congress chief Ashok Tanwar said today that the withdrawal of support from the Haryana government by former minister Gopal Kanda was of no consequence as the party had no place for people with criminal records. Angry over the behaviour of the principal of the MRP DAV Public School at Nigdhu, parents of students today locked the main gate of the school and demanded the transfer of the principal. Ajai of Delhi won the men's single final of the two-day Third Open Tennis Championship of the DCR University of Science and Technology, Murthal, by trouncing Shray of Yamunanagar in a one-sided game 6-1 and 6-1. However, Shray was the winner of the boys under-16 title by defeating Paras 6-3 and 6-1. Neeru of Sonepat bagged the women's singles title, whereas in doubles finals, Suraj of Punjabi University, Patiala, and Shray defeated Paras and Ajai 6-4 and 6-3. Registrar of the university R K Arora gave away the prizes to the winners of the championship that concluded last evening. School owner booked for providing fake marksheets

The police have registered a case of cheating and fraud against Bijender, owner of a school, for allegedly supplying fake marksheets of the Junior Basic Training (JBT), matriculation and senior secondary classes after charging ~1.80 lakh from Anil of Sector-15 here. In his complaint to the Civil Lines police, Anil alleged that he came in contact with Bijender who assured him to provide marksheets of the JBT, 10th and 12th classes. “I paid the amount and he gave me the marksheets,” Anil stated and alleged that later he came to know that the marksheets were fake. “The investigation has been handed over to the Economic Offences Wing (EOW) of the police station,” said EOW in charge Daya Nand. — OC

Acid-like liquid thrown on woman
Fatehabad, May 1
A man allegedly threw an acid-like substance on the face of a married woman at Kulan in Fatehabad today. The accused Kalu (20) had been in love with the 25-year-old victim, a mother of two children, for the past one-and-a-half years. Sources said as the woman was pressuring Kalu to marry her, he threw an acid-like liquid on her face in a fit of anger. The woman has been admitted to the General Hospital, Tohana, where Jagdish Kumar,DSP, maintained that it was not acid but some other inflammable material like spirit. The woman has also accused Kalu of raping her. The DSP said the accused had been booked. — TNS

Toddler dies in Ambala
Ambala, May 1
A one-and-a-half- year-old girl was found seriously injured near her house in Mammohan Nagar at Ambala City this evening. She succumbed to her injuries in the civil hospital. Dr Seema, who examined the girl, said injuries were found on her head and private parts. She died before she was referred to the PGI, Chandigarh. The victim's grandmother, Raj Bala, said she found her lying unconscious near her house with injuries on her private parts. She immediately took her to the civil hospital. The victim's father is a labourer. The victim's post-mortem examination will reveal the real cause of death. OC

Man gets life for killing mother
Sonepat, May 1
The District and Sessions Judge, Sonepat, Inderjit Mehta has sentenced Sandeep (24) of Pinana village to life imprisonment for the murder of his widowed mother Kailasho (45) on November 24, 2011. Om Pati, Kailasho's sister, had lodged a complaint in Mohana police station, stating that when both the sisters were sitting on the roof of their house, Sandeep came to them carrying a sword in his hand and demanded money from his mother. As he was a drug addict, Kailasho refused to give him money. Angered over the refusal, he attacked his mother with the sword. She fell down from the roof and died on the spot. The police registered a case of murder against him and arrested him. — OC

Youth killed after brawl
Hisar, May 1
A youth was shot dead by five assailants in the Bandaheri village of the district last night. The victim, Satyawan, was standing at the bus stand when the accused came to him and engaged in a brawl. They later shot at him and he died on the spot. Complainant Sucha Singh, a brother of the deceased, said Satyawan had had a fight with another youth of the village, Balram, about five years ago on a petty issue. He alleged that the accused was nursing a grudge against him since then, which had led to Satyawan's murder. Sucha Singh alleged that Balram and his accomplices Sunder, Sandeep, Mahavir and Yogesh attacked his brother when he was standing at the bus stand. The police registered a case. TNS

3 suspended for graft in Karnal

Three policemen were booked and suspended for taking bribe to release a truck loaded with sand and illegal mining. Superintendent of Police (SP) Abhishek Garg said Manglora police post in charge Ramphal, ASI Ram Mehar and head constable Jasbir Singh were booked yesterday and also suspended for taking bribe. He said the accused demanded a bribe of Rs 40,000 from Amit, a resident of Barota village. The SP said a few days ago, Amit lodged a complaint with him and the matter was handed over to DSP Bharti Dabas. After investigation, the DSP recommended registration of a criminal case against the three policemen. — TNS

Anil Kumar Rao, Inspector-General, Rohtak range, has suspended an inspector, two ASIs and four constables on charges of letting off several betting operators caught during an IPL match. The police team which had nabbed the betting operators allegedly let them off after receiving a bribe of Rs 10 lakh.

Police sources said special cell in charge Inspector Pravir Kumar, ASIs Jaipal and Anand and constables Pradeep, Azad, Sanjay and Sandeep went to raid a house in Sector 2 here following a tip-off. There, they found several betting operators red-handed but allegedly let them off after receiving a bribe of Rs 10 lakh.

The information reached the Rohtak range IGP, who got the matter probed by a DSP. A preliminary inquiry indicated that the policemen had let off the betting operators after accepting a bribe.

Following this, all seven cops were placed under suspension and a regular departmental inquiry instituted against them.

Meanwhile, two other police officials, including a woman ASI and the reader of a local DSP have been suspended on charges of seeking a bribe from the accused in a case of sexual exploitation. The suspended officials are ASI Bimla Devi and ASI Surender. The complainant had accused two persons of raping her. While one of the persons had been arrested, the woman ASI allegedly demanded Rs 55,000 from the other accused for not putting him in the loop.

The accused recorded the telephonic conversation in this regard and presented it before the police authorities.

A trap was then laid and a deal was settled. The cops were caught while accepting the bribe from the accused at a juice shop. Later, both ASIs were placed under suspension.

In a major embarrassment for the Haryana Government, the Punjab and Haryana High Court has passed strictures on a “high-powered purchase committee” consisting of five ministers in a case hovering around the supply of turntable ladder for carrying out rescue operations.

Expressing shock at the way Haryana and other respondents proceeded to deal with the tender, the High Court asserted there was something “fishy”; and has quashed the impugned decision to negotiate with another participant.

The strictures by Chief Justice Sanjay Kishan Kaul and Justice Arun Palli came on a petition by Rosenbauer International following a dispute emanating from the tender process initiated by the Department of Supplies and Disposals for supply of 55 meter ladder.

The petitioner claimed he was found to be L-1 or the lowest bidder on opening of the financial bids. The petitioner added an email dated January 3 was later received calling upon it to depute a senior executive for “clarification”. But the representatives were taken by surprise when the committee sought price negotiations. As the representatives present were not authorised, they sought time.

The respondents, on the other hand, argued that the representatives had refused to negotiate the price. As such, L-2 was called for negotiation .

In response to email and reminder by the petitioner, the respondents on January 17 stated that their price bid was found to be on a higher side. Since its representative did not negotiate, the committee proceeded to negotiate the same with L-2 and approved its negotiated rates.

The Bench asserted apparently the petitioner’s representatives were called only for clarification as price negotiation was never mentioned. “In such a situation, the petitioner can hardly be expected to send its representative duly armed with authority to negotiate the rates.

“We fail to appreciate how L-2 was present on the same day and the time when L-1 was called for negotiation. Obviously, L-2 was given advance intimation in some form or other by the respondents for what purpose best left unsaid….

“The negotiations did not even take place as the petitioner was never called for negotiations by advance notice. We are rather shocked at the way the respondents have proceeded to deal with the tender in question. There is something fishy. The high-powered purchase committee consists of five ministers, out of which three were present… It is hardly expected that such a decision would emanate completely contrary to the terms and conditions of the tender.

Referring to the circumstances before allowing the petition with Rs 10,000 costs, the Bench added that an unambiguous conclusion was that a tainted and illegal decision was been taken to negotiate with L-2.

Politics in Haryana has again begun to hot up after a lull of three weeks when polling ended in the state with the completion of the first phase of Lok Sabha elections. This time too, the venue for dissension and internecine conflict is none other than Gurgaon in the vicinity of the national capital. Gopal Kanda, who has been in the news for all wrong reasons, is launching his Haryana Lokhit Party (HLP) tomorrow.

With reports that the ruling Congress did not evoke much response at the hustings in the just-concluded poll, there are talks about realignments among political parties in the state. With the INLD and the BJP unable to form any formal alliance, every party is looking at alternatives to become a formidable force in the state Vidhan Sabha elections due later this year.

Kanda has already announced that he is looking at forming an alliance with a non-Jat political party that can provide the state with an alternative to Jat dominance. He has disassociated from the Congress he supported while being the state Home Minister in the Hooda Government till he had to resign following the Geetika suicide case in which the victim named Kanda, who was latter arrested and sent to jail. He was released on bail just before the polling in Haryana.

The former Haryana minister and sitting Independent Sirsa MLA rose to be a successful business tycoon from a petty shopkeeper in Sirsa in a short while. He is now hoping to use the same charm to turn his party's launch into a show of his political strength. His office of the defunct MLR Airlines in Gurgaon is now his political headquarters. The entire Gurgaon city has reportedly been covered with posters and banners announcing the "party launch" tomorrow. Gopal Kanda's pictures are all over the city.

The BJP and the HJC are the two non-Jat parties in Haryana. Kanda is obviously hoping to form an alliance with the BJP - the larger of the two parties. The BJP, too, is very closely watching who all come to Kanda's function. Kanda told The Tribune that he was holding the function in Gurgaon as he expected the event to be covered by the national media as his political future had a direct bearing on the things to come in the state.

While the BJP is watching Kanda's moves, some BJP leaders have been targeting Kanda in their attacks on the Congress, which indicates that Kanda will have to work really hard to formalise any alliance with the BJP. Kanda has parted ways with the Congress on a bitter note accusing the government of illegally tapping phones of state ministers and certain MLAs.

Kanda and former Union Minister Venod Sharma are also reported to be in touch. Sharma who quit the Congress on the eve of the elections in a bid to join the HJC is also expected to launch his own non-Jat alternative in Haryana.

Sharma's entry into the HJC was obstructed by Sushma Sawraj and other BJP leaders. If Sharma shares the dais with Kanda, the BJP which is opposed to Sharma may not even think of any truck with Kanda. In such a situation, Kanda and Sharma could come together.

Woman abducted, raped in Kaithal

Two men allegedly abducted a resident of Alewa village in Jind district from outside the Kaithal bus stand on the night of April 26 and gang-raped her in Pundri. She contacted her sister in Pundri and went to the Civil Lines police station in Kaithal. She alleged that the staff at the police station cast aspersion on her character.

Disappointed at the police inaction, the victim returned to her village, where she consumed some poisonous substance. She was admitted to a hospital in Jind, from where she was referred to the PGI in Rohtak. Her statement was recorded by Judicial Magistrate Manjeet Pal. The Kaithal SP was informed about the incident. Following this, the Civil Lines police registered a case and arrested two persons from Pundri.

In her statement, the victim said she went from Patiala to Kaithal on the evening of April 26 after paying obeisance at a temple.

While she was waiting for a bus to go to Alewa village, two persons in an Indica car stopped the vehicle near her and asked her where she wanted to go. She told them that she wanted to go to Alewa village and they said they were going that way. They offered her a lift and she sat in their car.

After covering some distance, they offered her a cold drink laced with some intoxicant and snatched her mobile phone. She fell unconscious in the car. When she regained consciousness, she found herself at a godown in Pundri. She was raped by the two men. Later they asked another person to drop her where she wanted.

She reached the house of her sister and narrated the incident to her. She contacted the Pundri police. The staff there asked her to lodge a complaint in Kaithal as she was abducted from there.

She claimed that she was ill-treated by the staff at the Civil Lines police station in Kaithal, who did not take action on her complaint.

She went to Alewa village and narrated the incident to her family. She consumed some poisonous substance in a state of depression.

DSP Ravinder Tomar said Surender and Parvesh of Pundri were arrested. Asked why a case was not registered when the victim approached the police, he said a dispute was reported at that time and the police registered a daily diary report.

In a recent order issued by the Electricity Department, it has been decided to issue more than one power connection in the same premises in the domestic category. The release of more than one power connection in the same premises in the non-domestic category (for a total load up to 20 KW) shall also be allowed on the pattern of domestic connections.

“The release of more than one connection in the same premises under the industrial and non-domestic supply categories (for a load above 20 KW) shall be allowed on the production of a certificate showing independent identity for the premises concerned from the departments such as Industries, Sales Tax and Income Tax ,” the order said.

Giving the rationale behind the decision, official sources said the modern construction and building concepts had necessitated reconsideration of the earlier decision. The main objective of the earlier instructions was that the consumers were not allowed to circumvent the law and cause revenue loss by splitting the load by multiple connections.

“Since substantial changes have been made in the tariff structure due to the introduction of two part tariff and voltage level energy charges, the apprehension of loss of revenue by the splitting of load stood eliminated,” the order said.

With a view to preventing revenue loss, the department had decided not to release more than one industrial connection in the same premises and club all existing industrial connections in the same premises. However, later certain relaxations were given on the clubbing of electricity load.

Currently, besides multi-storeyed apartments, two or more connections are allowed in the domestic category after due verification of premises’ ownership and other formalities such as tenant proof and an affidavit declaring that the consumer was an independent unit due to a family settlement.

Demonstration, seminar mark May Day

However, it was the struggle by labourers at the international level that forced governments to enact laws for protection of their rights.

Ishfaq Khan called upon labourers to remain united, as it was the only guarantee against their exploitation.

The Democratic Youth Federation of India (DYFI) organised a gate meeting of labourers outside the grain market at Sirsa.

CPM leader Tony Saggu unfurled the flag of his party and spoke on the rights of the labourers.

Rustam Saini, president and Rahul Sharma, secretary of the district unit of the DYFI, demanded that the government should ensure periodic health check of labourers.

Saini alleged that several poor labourers suffered from diseases like tuberculosis, but they failed to get treatment, as there was no provision of their health check.

He urged labourers to take a vow that they would not allow exploitation of any of their fellow labourer.

Meanwhile, in Fatehabad, several organisations held demonstration on the occasion.

Activists of the Sarva Karamchari Sangh, Centre for Indian Trade Unions (CITU), Kisan Sabha, All India Democratic Women Association (AIDWA), Khet Mazdoor Union, Adhyapak Sangh, Van Mazdoor Sangh, Nagar Palika Karamchari Sangh, ASHA workers and several other organisations participated in the May Day celebrations.

Labour day celebrated

Ambala: The International Labour Day was celebrated by the MBA department of MM University. The function kicked off with a speech by Dr Sonika Chaudhary, head of the MBA department, welcoming the workers and acknowledging their hard work.

The programme started with a prayer and was followed by a poster-making competition among the students on the theme of dignity of labour. Prof K R Joshi gave away the prizes to the winners. Monika Verma of the MBA department got the first prize.Workers expressed gratitude towards the management, teachers and students. Dr Manpreet Singh, principal, MMU, congratulated and thanked workers for their dedication and distributed clothes among workers and their children.

Recommendations for the same are ready and the office of Lokayukta is likely to send it to the state government in the coming week.

“Awareness about Lokayukta is rising every year and during last the three years we have received 2,700 complaints, out of which many could have been redressed at the district level, had we formed the vigilance committees at district headquarters earlier. Such committees already exist in Madhya Pardesh and Karnatka and we also want to form them in state for speedy justice,” Haryana Lokayukta Justice (retd) Pritam Pal said.

He was in city to preside over a function in Jind Jail and to attend a blood donation camp today.

About the members of the committee, he said the committees would have retired judicial and civil officers as members. He disclosed that he was visiting all jails of the state to spread awareness about Lokayukta and also to redress the grievances of prisoners.

About lack of powers to effectively dispose of all complaints, he added that earlier they had the required powers to contain corruption but in 2003, the state government withdrew their crucial powers like taking suo motu notice and contempt of court, rendering the institute powerless.

“I have written to the state to restore powers to deal with contempt of court cases and suo moto cognizance of incidents so that we could work as per the expectations of people. There are certain problems, but we are still trying to give our best,” Singh said.

The Lokayukta said though the government was always willing to help his institution in all ways, when it came to taking some serious steps about their powers, the government’s response was not encouraging.

The Lok Sabha elections has not only further delayed the four-laning of the 104.77-km Panchkula-Yamunanagar highway, but also escalated its cost manifold. A ban on mining of minerals in Haryana and its neighbouring states has already jacked up the cost of the project, mooted by the Union Government in 2009, to Rs 935 crore.

Project director OC Mathur said the further delay in the execution of the Panchkula-Yamunanagar highway four-laning project was due to the Lok Sabha elections.

Though the State Wildlife Board has given a green signal to the project, approvals from the Wildlife Board, Union Government, and the apex court are still required, said Mathur.

He said a compensation of Rs 480 crore had been disbursed among 70 per cent of the persons whose land had been acquired.

The National Highway Authority of India (NHAI) had paid Rs 36 crore to the Forest Department as compensation against de-forestation and land transfer, Mathur said.

Mathur said starting from Panchkula till Yamunanagar, there are provisions of a parallel bridge (to the existing one ) over the Ghaggar adjacent to the Majri Chowk, Bypasses at Barwala (5.77 km), Shaha (5.75 km), Sahazadpur (5.4km) and Yamunanagar (23km) apart from underpasses at Ramgarh, Barwala and Dosarka.

The NHAI allotted the project to Gammon Infra Limited, a Mumbai-based construction company, in 2013. The company was forced to surrender the project due to the delay in environmental clearance from the Ministry of Environment and Forests as the highway passes through Khol Hiratan Wildlife Sanctuary, non-availability of land and shortage of construction material in the state. The ban on mining of minerals in Haryana and Punjab has also forced the company to quit the project, a senior officer in the NHAI said.

Manhandling of MO by youths
Doc threaten to paralyse trauma centre

Two injured youths stormed into the trauma centre here with their scooty last evening. When the medical officer on duty, Dr Gyan Singh, asked them to park the scooty outside, they not only started abusing but also assaulted him in the presence of other staff members. The youths fled the spot after causing injuries to Dr Singh when he tried to call the police.

This is the second such incident in the last three months.

Infuriated over such incidents of manhandling of doctors on duty at the trauma centre here, Haryana Civil Medical Services (HCMS) Association has threatened to paralyze emergency services in the centre if the health authorities do not take preventive measures to ensure their safety and security.

Interacting with ‘The Tribune’, Dr Sukhpal Singh Dhariwal, general secretary of district unit of the HCMS Association, said it was the second incident during the last three months when the doctors had been targeted by the patients without any fault, while the authorities were apparently not taking any firm step to address the issue.

“The growing incidents of assault have caused panic among the doctors, who are now hesitating in discharging their duties,” he said, adding that the association had served a 24-hour ultimatum to the police for the arrest of assailants.

“We had demanded a police post at the centre three months ago when some villagers assaulted a doctor on duty. At that time, the authorities had assured us of full safety and security of the doctors on duty but the problem continues to remain unaddressed,” Dhariwal added

He said the police authorities had now assured them a police post at the centre to check such incidents.

The association had also demanded separate staff for the trauma centre to attend to the patients instantly. Since no special staff has been deputed at emergency services, doctors at general hospital have to treat the patients coming here, he maintained.

Gurgaon gets ready for the show

The city is preparing itself for the launch of a new party by former minister Gopal Kanda here tomorrow. He aims at reviving his political career which came to an abrupt halt following air hostess Geetika Sharma’s suicide. Kanda and his supporters are all set for a power show tomorrow, expected to be attended by around 10,000 supporters.

While the party workers or Kanda himself refuses to divulge the plans for tomorrow, sources reveal that the induction of a few Congress members will be the highlight of the party launch.

"Just like Kanda, Congress has used and discarded many like-minded people, who shall be joining the party tomorrow. We cannot, however, reveal their names as of now," said a close associate of Kanda.

The old judicial complex, which earlier sported huge hoardings of his now defunct MDLR Airlines, has undergone a makeover as it will now be the office of Kanda’s new political outfit. Giant posters of his, alongside a star, have replaced those of MDLR. Tents have already been put up to accommodate people and supporters for the party launch. Sources revealed that several cars and tempos had been hired to get people from Sirsa to Gurgaon for the mega show.

"Congress tried to defame him but tomorrow the numbers would speak of his goodwill and bright future," added the associate.

It may be noted that though Kanda is from Sirsa and has majority of supporters there, he chose the millennium city for a comeback as it has been a catalyst for his meteoric rise and is expected to leave a mark on Congress and the others.

"Tomorrow will be the start of a new era in politics of this state as we will initiate a change to end the reign of three political families," said Kanda.

Meanwhile, all political parties are keeping a close tab on tomorrow's function as it may change many equations in the forthcoming Assembly elections.

Morcha demands Rs 300 bonus for farmers

Charging the state government with deliberately ignoring farmers’ interests, Om Prakash Dhankhar, national president of the BJP Kisan Morcha, today demanded Rs 300 per quintal as bonus on the wheat crop for farmers who are struggling in earning their livelihood due to the rising cost.

Interacting with mediapersons, he said the ever-growing agricultural cost due to inflation had taken a toll on poor farmers, who needed financial aid. “When the governments of Rajasthan and Madhya Pradesh are providing the farmers Rs 150 per quintal as bonus on the wheat crop, why is Haryana not doing so?” he asked.

He added that the state government should announce a bonus of Rs 150 per quintal each for this year and the previous one to bail out the farmers. He said the morcha had been raising the issue of bonus for a long time, but neither the Centre, nor the state government paid heed to the issue.

“Congress governments did not implement the recommendations of Swaminathan Commission despite the farmers’ protest across the nation. The BJP has featured the issue in its manifesto and will implement it on a priority if comes to power at the Centre,” he said.

Dhankhar said the PM irrigation scheme to provide water to every field in the state, the agricultural income insurance scheme to ensure fixed earning for farmers and the social health card scheme to provide scientific knowledge about crops to farmers would be launched if the BJP formed the government, he added.

Gurgaon builders asked to submit status reports on basic facilities

Colonisers have been asked to submit status reports on the basic facilities being provided in the colonies developed by them within a week. Deputy Commissioner Shekhar Vidyarthi issued these instructions to the colonisers of the district in a meeting.

"You have to submit status reports about the condition of roads, water supply, streetlights, sewerage, storm water drainage, parks and community centres in the colonies developed by you. If there is any shortcoming, you should submit an action plan in consultation with the resident welfare association concerned to remove those shortcomings on your part,” said Vidyarthi.

The colonisers could seek help from the executive engineer or superintending engineer concerned in preparing work schedule and even then, if their problem was not solved, they should contact him, he said.

Also, a copy of all correspondence with the Haryana Urban Development Authority, Municipal Corporation authorities or Senior Town Planner (STP) should be sent to him, he said.

After receiving the status report and work schedule, he would prepare an inspection chart of the areas.

Vidyarthi said, “HUDA has enhanced the capacity of treatment plants. So, treated water is available in abundance. The colonisers are advised to take treated water from HUDA and close all registered tubewells used for drinking water supply in the colonies.” It would help stop further depletion of the groundwater in Gurgaon, he said and added that HUDA would provide bulk water to the colonies, but its internal distribution would be the responsibility of the coloniser.

Sirsa leads in wheat procurement

Sirsa is ahead of other districts in procurement of wheat this season. More than 55.59 lakh metric tonnes (MT) has been procured in various mandis of the state so far, of which 7.72 lakh MT has been brought to grain markets of Sirsa. Satish Jawa, Hafed District Manager, said procurement in Sirsa was likely to touch 10 lakh MT. With nearly 2.9 lakh hectares under wheat cultivation in Sirsa, production should cross 12 lakh MT, he added.

Hafed is the largest purchaser of wheat in Sirsa. It has purchased more than 50 per cent of the wheat brought to various mandis of the district.

Ram Avtar Yadav, District Food and Civil Supplies Controller, said total procurement would cross 8.39 lakh MT, last year’s figure. He said the authorities expected over 9 lakh MT this time.

He said there were no chance of nearing 11 lakh MT, the purchase in 2012, due to intermittent rain and the resultant increase in moisture content.

A part of the wheat produced in Sirsa is being taken to mandis in Rajasthan due to payment of Rs 150 per quintal as bonus there. Sirsa is followed by Karnal with procurement of 6.11 lakh MT.

Till the evening of April 30, 5.56 lakh MT was brought to mandis in Jind, 4.13 lakh MT in Kurukshetra, 5.72 lakh MT in Kaithal, 5.63 lakh MT in Fatehabad, 2.82 lakh MT in Sonepat, 2.42 lakh MT in Panipat, 1.96 lakh MT in Palwal, 3.7 lakh MT in Hisar, 1.91 lakh MT in Rohtak, 1.81 lakh MT in Ambala, 88,854 MT in Faridabad, 42,132 MT in Gurgaon, 1.07 lakh MT in Jhajjar, 1.43 lakh MT in Yamunanagar, 1.64 lakh MT in Bhiwani, 19,482 MT in Narnaul, 42,497 MT in Mewat and 20,945 MT in Panchkula.

Police ‘inaction’ blamed for village boycott

Alleged failure of the police in taking action against residents of Silla Kheri for attacking Rattakhera villagers has led to a rift between the two villages, located at a distance of 3 km, in the district.

A day after residents of Rattakhera announced social boycott of Silla Kheri village over alleged repeated attacks on its residents, the residents of the latter village today demanded an unconditional apology from Rattakheri villagers for defaming them by levelling ‘baseless allegations’.

“Silla Kheri youngsters repeatedly attacked many residents of our village while the police and the panchayat of that village did not take any action. We can prove our allegations. To prevent any untoward incident, we have decided to socially boycott Silla Kheri village,” said Rattakhera sarpanch Sushil Saini.

Denying the allegations, Silla Kheri residents said Rattakhera sarpanch had some personal problems with some youngsters of their village.

Upset over the decision, many elders of Silla Kheri village refused to follow the directions of Rattakhera village.

“Like me, almost all have friends in Rattakhera village and for the wrong acts of some youngsters, the panchayat can not punish the whole village,” said Krishan, an elder of Silla Kheri village.

Silla Kheri youngsters said allegations were baseless and they never attacked anyone.

Safidon SHO Ramesh Chand said he had called both the panchayats to the police station on May 3 to solve the dispute.

“Nothing such big has happened, which could lead to social boycott. We are trying to find the exact reason,” said the SHO.

Finally, work on NH-1 restarted

The long wait has come to an end as the pending work on flyovers and six-laning of the Panipat-Jalandhar national highway project has been restarted. Thousands of road users had to face difficulty and the incomplete project increased chances of accidents. In reply to an RTI query, it was stated that 373 persons were killed and 657 injured in accidents from January 1, 2010, to January 25, 2014.

In May, 2009, the project of six-laning of the Panipat-Jalandhar national highway was commenced. Soma, the construction company, had to build 71 flyovers, five viaducts, 44 underpasses, 58 pedestrian underpasses and eight railways overbridges.

Of the 71 flyovers, work on 40 was yet to be started. In Karnal district, 16 flyovers were to be built, but seven were yet to be completed. The project was scheduled to be completed by November 11, 2011. The date was extended to March, 2012, but work remained pending. A few days ago, the Supreme Court ordered Soma to restart construction and complete it within a year.

Manish Jain of Model Town said, “This major development project has been lying pending for more than a year-and-a-half. Due to the pending work, we are facing a lot of problems. It will save time after it is completed.”

No place for people like Kanda in Cong: Tanwar

State Congress chief Ashok Tanwar said today that the withdrawal of support from the Haryana government by former minister Gopal Kanda was of no consequence as the party had no place for people with criminal records. Tanwar, who was here to preside over a function to mark Bhagwan Parsuram Jayanti today, said Gopal Kanda’s outfit was unlikely to be accepted by people of Haryana.

“Times have changed now and people are no more ready to go with politicians who have dubious records. Kanda”s credentials are known to everyone,” Tanwar said.

Tanwar, who campaigned extensively in neighbouring Punjab which went to the polls yesterday, said the party would win 11 seats in that state this time.

Addressing a gathering at Bhagwan Parsuram Mandir here, Tanwar said that the teachings of Parsuram were a source of inspiration for millions across the country. He said India was a country where people from all cultures and religions celebrated their festivals together.

Parents protest behaviour of principal, lock Karnal school

Angry over the behaviour of the principal of the MRP DAV Public School at Nigdhu, parents of students today locked the main gate of the school and demanded the transfer of the principal. They accused the principal of indecent behaviour. The staff of the school protested and raised slogans against the principal as well.

Davinder Singh, Sunil Kumar and Rajpal, whose children study at the school, alleged that the principal was very rude to parents.

They claimed that the student strength had declined after the principal joined. They claimed that the school was on the verge of closure.

They said they had demanded that the DAV management should transfer the principal, but no action was taken. They alleged that the principal was harsh with and rude to students and their parents.

Some teachers alleged that the principal behaved in an indecent manner with them. They added that there was shortage of teachers, but the principal was not bothered.

The principal refuted the allegations. She said, "It is a conspiracy of certain persons to tarnish my image for vested interests."

Women employees seek increment, protest

Women employees of a carburetor manufacturing company held a demonstration on the company premises at Bawal Industrial Town of the district today. The protesters were demanding increment in their salaries. The protesting employees said they had been working with the company for the last many years, but no increment had been given to them.

“Whenever we raised our voice against the exploitation in the past, company managers used to pacify us by assuring that salary would be enhanced next year, but these assurances proved hollow as an increment of Rs 100 has been made in our salaries during the last eight years,” said a protester.

Accusing the company manager of not adhering to the provisions of labour law, the protesters have threatened to stage a dharna everyday until their demand of adequate enhancement is made.

Undelivered postal ballots to be despatched again

Nearly 10 days after Rohtak BJP nominee Om Prakash Dhankar urged the Chief Election Commissioner to get the undelivered postal ballots (PBs) meant for defence personnel re-despatched to them, the Election Commission authorities have ordered the local administration to do so after getting the discrepancies removed.

Rohtak Deputy Commissioner-cum-District Electoral Officer Amit Agrawal got the strong room opened in the presence of representatives of all political parties and got the postal ballots de-sealed.

A considerable number of nearly 26,000 postal ballots had been returned undelivered. The local authorities said preparations were being made to redespatch the postal ballots.

IITian develops mini-plant for treating kitchen wastewater

Shubham Grover, a resident of Gohana and student of chemical engineering in IIT-Delhi, has innovated a mini-plant for treating wastewater of the kitchen in the houses. The average cost of the apparatus is hardly up to Rs 1,000 and monthly expenses are limited to just Rs 20.

Shubham says the apparatus requires tubs or drums, charcoal, ‘fatkari’ (alum), small pieces of stones and cotton clothes. “Its working does not require any electricity. Only charcoal has to be changed after 20 to 25 days,” he said.

“It is just a recycling process of wastewater of the kitchen which generally goes unused after washing of utensils and cooking. The filtered water can be used for other purposes in the house very well,’ he claims.

His father, Shyam Sunder Grover, who is a manager in the State Bank of Patiala, opines that the apparatus can save the large quantity of water which otherwise is released in the sewer pipelines.
