CM gives Cabinet-rank posts
to 10 MLAs to stem discontent
Dehradun, May 18 Nav Prabhat, Congress legislator from the Vikasnagar Assembly segment, was made Chairman of the State Infrastructure and Industrial Development Board while Kunwar Pranav Singh Champion was appointed Chairman of the Minerals Development Board. Rajinder Singh Bhandari, who is considered close to Satpal Maharaj, was given the posts of Chairman of the State District Planning Monitoring and Implementation Committee and the Disaster Reconstruction and Monitoring Committee. Sarvat Karim Ansari, who is the Chairman of the State Housing Board, was given the additional charge of Chairman of the Sugarcane and Sugar Mills Development Board while Narayna Ram
Arya was made the Chairman of the Scheduled Castes and Special Component Plan Implementation Committee. Haridass was appointed Chairman of the Haridwar-Roorkee Development Authority while Sunder Lal Manderwal would made Adviser to the Chief Minister on the state Estate Department. Mayukh
Mehar, who is Deputy Chairman of the State Planning Board, was given the additional responsibility of the Chairman of the Border Area
Development Board. Anasuya Prasad Maikhuri, Deputy Speaker and another close confidant of Satpal Maharaj, was made Chairman of the newly created Gairsain Development Board while Madan Bisht was made co-Chairman of the board. The Chief Minister has done this exercise to stem any kind of discontent among the Congress
legislators which the BJP could exploit to topple his government. A day before the counting of the
Lok Sabha votes, he had made seven Congress legislators Parliamentary Secretaries. The grant of responsibilities to the Congress legislators came amid statements by party leaders against each other. Harak Singh Rawat, who lost the Lok Sabha elections from Pauri Garhwal, demanded that Amrita Rawat,
Satpal Maharaj's wife, should be removed from the state Cabinet. He said Amrita's husband as well as her both sons worked against him in the Pauri Garhwal Lok Sabha seat.

Chief Minister Harish Rawat has done this exercise to stem any discontent among the Congress legislators which the BJP could exploit to topple his government.

Khanduri front-runner from
state for berth in Cabinet govt
Dehradun, May 18 Although the BJP has won all five seats in the state and three of its former Chief Ministers have emerged victorious winners, Khanduri remains the front-runner due to his
seniority. Khanduri, who started his political career with an emphatic win from Pauri Garhwal in 1991, was made a minister of state by former Prime Minister Atal Bihari Vajpayee during the NDA regime. Later, he was made Cabinet minister and served as the Union Minister for Surface Transport. He was responsible for the successful running of the golden quadrilateral national highway project during his tenure. According to BJP sources, since Modi is serious about the speedy work of roads and national highways, including roads particularly in the Himalayas sharing border with China, he would like to use Khanduri's experience, who is a retired Army engineer. Another former Chief Minister, BS
Koshiyari, who won from Nainital, is also a contender for a berth in the Union Council of Ministers.
Koshiyari, a former RSS “parcharak” and a Thakur from Kumaon, is considered close to party chief Rajnath Singh. During the previous NDA government, BC Khanduri and Bacchi Singh Rawat were the two ministers in the Union Cabinet from
Uttarakhand. While Khanduri is a Brahmin from Garhwal, Bacchi Singh Rawat belongs to the Thakur community of
Kumaon. BJP sources believe if Modi decides to give two berths to Uttarakhand, Khanduri and Koshiyari would be adjusted. However, since the BJP has got an unprecedented mandate across the country, it would be a tough task to give representation to all states in the Union Cabinet. |

Khanduri, Koshiyari, Nishank
get warm welcome in Doon
Dehradun, May 18 They assured the party workers of fulfilling their promises of the overall development of the state. Addressing a gathering, Nishank said Chief Minister Harish Rawat should resign on the moral ground. He alleged the Congress-led state government had failed to address the grievances of villagers who faced the brunt of the natural calamity in the state in June
last year. Nishank said people from all sections of society voted for the BJP candidates, as they wanted to see development in their respective constituencies.
Koshiyari assured the gathering of making all possible efforts to improve the social and economical status of the weaker sections of society. He said the Congress-led state government would not be able to complete its five-year tenure. Earlier, Khanduri thanked the party activists and the voters for casting their votes in his
favour. He said projects would be launched for the welfare of villagers living in the remote areas of the state. |

Koshiyari promises overall development of Nainital seat
Haridwar, May 18 The former Chief Minister, while talking to The Tribune here today, said his win by a margin of 1.84 lakh votes had proved that the people had faith in him.
Koshiyari said for the past four-five years, he had been regularly visiting the Nainital constituency, which helped him during this elections. “I don't believe in holding roadshows or reaching out to the voters through social networking sites. My focus was more on door-to-door campaigning and asking people about their problems,”
Koshiyari. He said Chief Minister Harish Rawat, along with his Cabinet, should resign on the moral ground. “The Congress claims a majority in the state Assembly. However, the election results have proved that it lacks the public mandate. Before the state government falls, Harish Rawat should resign as Bihar Chief Minister Nitish Kumar has done,” he said.
Koshiyari accused the state government of poor handling of the situation post-natural disaster.. He said the Char Dham Yatra had begun even though only patch work had been done on the yatra routes. “Former Chief Minister Vijay Bahuguna and the present incumbent Harish Rawat are both concerned about stabilising their dynastic politics in the state rather than providing long-term rehabilitation to the disaster-affected people,” said
Koshiyari. |
||
Koshiyari not to lobby for ministry
Pithoragarh, May 18 Asked if he was running for a berth in the union Cabinet, Koshiyari said he was a party worker and would continue to obey orders without thinking about
rewards. Koshiyari, a former Chief Minister and sitting Rajya Sabha member, is considered a strong contender for a berth in the union council of ministers as he was close to Narendra Modi as an RSS pracharak before and after the
Emergency. Modi had announced at a meeting at Rudrapur during the election campaign that if the people of Nainital choose Koshiyari he would be given a significant responsibility in the BJP Government at the Centre, said a close aide of
Koshiyari. |

Both UKD factions fail to get even 1% vote share in state
Dehradun, May 18 The UKD factions was de-recognised by the Election Commission and their candidates had to contest the Lok Sabha elections as Independents. While the Airy faction contested from all five Lok Sabha seats, the Panwar faction fielded candidates on the Tehri Garhwal and Pauri Garhwal seats. While the Airy faction polled 0.2 per cent of the total votes polled in the Tehri Garhwal seat, the Panwar faction got .86 per cent votes in the seat. Similarly, in the Pauri Garhwal constituency, the Airy faction polled 0.98 per cent votes while the Panwar faction got just 0.33 per cent votes. The Airy faction got .58 per cent votes in Almora while in Nainital it secured 0.29 per cent votes. In Haridwar, it got 0.17 per cent votes. In total, both factions of the UKD could not even get 1 per cent vote share. The UKD that rides on the regional aspirations of the people of the hill areas has shown its poorest performance ever since it became active. Interestingly, the UKD was formed in 1979 to spearhead the movement for the formation of a separate state of Uttarakhand. After a long struggle that reached its zenith in 1994, Uttarakhand finally became a reality in 2000. The struggle for the state also saw the martyrdom of a number of people, who faced continuous repression from the successive SP and BSP governments of Uttar Pradesh.
The UKD’s repeated poor performance has dashed all hopes of its revival in the state.

Poll rout was complete, Cong got lead in only 7 Assembly segments
Dehradun,
May 18 The Congress has 33 legislators in the Uttarakhand Assembly and also commands the support of seven-member conglomerate of the Progressive Democratic Front (PDF) comprising three Independents, three Bahujan Samaj Party (BSP) and one Uttarakhand Kranti Dal (UKD) legislator.
However, the BJP secured more votes than the Congress in 63 Assembly segments in the Lok
Sabha elections. The drubbing was complete and thorough in the Pauri Garhwal and Nainital Lok Sabha seats where the Congress could not beat the BJP in any Assembly segment. In the Pauri Garhwal constituency comprising Pauri Garhwal, Chamoli and Rudraprayag districts, the Congress has MLAs in eight Assembly segments, including the Rudraprayag seat which Harak Singh Rawat had won. He was also the Congress candidate from the Pauri Garhwal Lok Sabha seat. Only one of these Congress legislators could retain the confidence of the voters in an area which was worst affected by the natural disaster of June 2013. In the Nainital Lok Sabha seat spread over the Terai area of the Kumaon region, the Congress has seven legislators, including former Chief Minister Vijay Bahuguna from Sitarganj and state Congress chief Yashpal Arya from Bazpur. But none of them could withstand the Narendra Modi wave sweeping the state. In the 2009 Lok Sabha elections, the Congress had won all five seats and had led in 53 Assembly segments compared to the BJP which led in 63 Assembly seats this time. In the Tehri Garhwal Lok Sabha seat comprising Dehradun, Uttarkashi and Tehri districts, the Congress and its allies have seven legislators but it was only Home Minister Pritam Singh who proved voters' trust in his leadership as the Congress led in his Chakrata Assembly segment by 3,500 votes. The BJP made a clean sweep in the Almora (reserve ) seat, which Chief minister Harish Rawat had earlier represented, except in the Dharchula and Jageshwar segments. Dharchula MLA Harish Dhami and Assembly Speaker Govind Singh Kunjwal withstood the Modi wave in their respective Dharchula and Jageshwar Assembly segments. In Haridwar, where the Congress had fielded Chief Minister Harish Rawat's wife Renuka Rawat, it could get lead in only four Assembly
segments of Mangalore, Piran Kaliyar, Bhagwanpur and Jawalapur. Jawalapur was the only Assembly segment where the Congress could get lead even though BJP legislator Chandershekhar represents it. Mangalore and Bhagwanpur are represented by BSP legislators Sarvat Karim Ansari and Surinder
Rakesh, respectively. Furqan Ahmed is the Congress legislator from the Piran Kaliyar Assembly seat. Interestingly, the BJP received more than 55
per cent votes as compared to 34 per cent votes polled by the Congress in
Uttarakhand. |

Guv summons Himgiri varsity
registrar over sacking of teacher
Dehradun, May 18 Qureshi has asked Rai to present herself with all details linked to Rohit Goyal’s case and
has sought a clarification from the university on the matter. Rohit Goyal, Assistant Professor-cum-Information Technology in charge at the Faculty of Computer Science, was instrumental in setting up a computer science faculty at Himgiri Zee University in 2008. He was appointed a regular faculty with effect from June 2, 2008. Since then Goyal has been teaching BCA and MTech students as the Head of Computer Science Department. He said, “Despite working honestly, I was pressured by the varsity management to admit new students to the computer course. I was also threatened that severe action would be taken against me if I failed to do so.” The
Registrar in a memo served on Rohit Goyal on August 22, 2013, had directed the latter to admit students to various courses run by the Faculty of Computer of Science. “The Vice-Chancellor instructed us that we need to pay special attention and work towards admitting students to the courses run in our faculty. It may be pointed out that in case a sufficient number of students are not admitted, the higher management will be constrained to initiate harsh steps,” the memo signed by the Registrar said. Subsequently, Rohit Goyal’s services were terminated on April 4, 2014, without assigning any reasons. Finding himself without a job, Rohit Goyal sought the Governor’s intervention in the matter and submitted a representation to him. The Governor in a letter dated May 13, 2014, directed the Registrar of Himgiri Zee
University to be present at Raj Bhavan with the case details. However, the Registrar refused to divulge details about the case. She said, “I cannot discuss any official issue with you on Sunday.” |

No woman has made it to LS from Haridwar
Haridwar, May 18 Though three major political parties had fielded women candidates in the Lok Sabha elections, there was a slight ray of hope that one of them would become MP from Haridwar. All three women candidates Renuka Rawat (Congress), Anita Saini (Samajwadi Party) and Kanchan Bhattacharya (Aam Aadmi Party) failed to break this jinx. Renuka Rawat came second garnering 4,06,071 votes, which is the highest by any woman candidate from the Haridwar constituency since the first General Elections. Renuka Rawat tasted defeat for the second time as in 2004 she lost the elections from the Almora parliamentary constituency to BJP candidate Bachi Singh Rawat by a narrow margin of 10,000 votes. On the other hand, Anita Saini, a village head from Roorkee, failed to impress the voters and could garner just 5,661 votes. Aam Aadmi Party candidate Kanchan Bhattacharya, former DGP, made her presence felt, but due to lack of party cadre, particularly in rural segments, she also could not give a fight to the eventual winner, BJP candidate Ramesh Pokhriyal Nishank, and could secure only 18,086 votes.Independent candidate Razia Beg, a prominent lawyer, was also in the election fray from Haridwar, but she lost her deposit amount. |

In the Pithoragarh segment, the BJP took revenge for its defeat in the 2009 LS polls by securing a lead of 6,715 votes. “We will have to work hard to defeat the Congress in the 2017 Assembly polls too," said Kishen Singh Bhandari, BJP district president, Pithoragarh.
