CM appoints 7 Cong MLAs as parliamentary secys
SMA Kazmi
Tribune News Service

Dehradun, May 15
Ahead of the results of the Lok Sabha polls and amidst threats to the stability of his government, Uttarakhand Chief Minister Harish Rawat in an attempt to keep his flock of Congress legislators in tact, appointed seven of them as parliamentary secretaries here today.

Chief Minister Harish Rawat administered the oath of office and secrecy to seven Congress legislators, Umesh Sharma, Raj Kumar, Shaila Rani Rawat, Jeet Ram, Madan Bisht, Sarita Arya and Vikram Singh Negi. Former Chief Minister Vijay Bahuguna, Uttarakhand Congress president and Revenue Minister Yashpal Arya, Assembly Deputy Speaker Anusuya Prasad Maikhuri and Tourism Minister Amrita Rawat were present during the ceremony.

Speaking after the ceremony, Harish Rawat said that by appointing these legislators as parliamentary secretaries his government would utilise the services of these MLAs in a constructive manner in running his government. He said departments would be allocated to these parliamentary secretaries soon.

Interestingly, most of these Congress legislators belong to Vijay Bahuguna camp. Earlier, the state Congress government had appointed five parliamentary secretaries during the tenure of former Chief Minister Vijay Bahuguna. Those five parliamentary secretaries belong to the Harish Rawat camp.

According to Congress sources, the appointment of these seven Congress legislators as parliamentary secretaries was necessitated by the threat being posed to the stability of the state Congress government. it was rumoured that after the coming of National Democratic Alliance (NDA) government headed by Narendra Modi as Prime Minister, there was a real threat to the state government. Senior BJP leaders as well as Satpal Maharaj who recently defected to BJP had predicted the fall of state government which is dependent on the support of seven legislators of Progressive Democratic Front (PDF) comprising three BSP ,three Independents and one Uttarakhand Kranti Dal (UKD) legislators.

Moreover, some of the Congress legislators owe their allegiance to Satpal Maharaj, including his wife Amrita Rawat, who is a minister in the Harish Rawat Ministry. There were rumours that BJP leadership was in touch with some Congress legislators to persuade them to quit their Assembly seats.

Harish Rawat in a deft move has tried to placate seven of these legislators who belong to Vijay Bahuguna camp and were feeling left out after Harish Rawat took over the reins of the state on February 1, 2014.

BJP: Rawat has appointed secys to safeguard his govt

DEHRADUN: Scared that the Lok Sabha poll results to be announced tomorrow would go against the Congress, Chief Minister Harish Rawat has deliberately nominated seven MLAs as parliamentary secretaries to safeguard his government, BJP chief Teerath Singh Rawat said on Thursday. ''The chief minister knows that the election results would not be in his favour and some of the MLAs unhappy with him might try to topple the government. So a day before the counting, the chief minister has distributed these posts as inducements. Instead of focusing on development and improving the roads in the state, the latest appointments have unduly burdened the exchequer,'' said Rawat.

MPs from state may be inducted into Modi govt, says Bacchi Singh
Tribune News Service

Dehradun, May 15
Bacchi Singh Rawat, senior BJP leader and election campaign in charge for the Lok Sabha elections, today claimed that all five party MPs, who would win from their respective seats, could be included in the Cabinet of Prime Minister Narendra Modi.

As expectations are high with the exit polls predicting victory for the BJP and Narendra Modi in the counting tomorrow, Bacchi Singh Rawat said, “Keeping with the traditions of the previous NDA government when most of the MPs from Uttarakhand found a place in the Atal Bihari Vajpayee's Cabinet, I think this time around also all five senior leaders would be accommodated,” he said while speaking with mediapersons here today.

He said Uttarakhand was expected to get a good representation in the Modi government for which confabulations were already underway in New Delhi.

Asked if the BJP would be tempted to topple the Congress-led government in the state, Bacchi Singh said it would fall due to its own contradictions. “As the Congress in Uttarakhand is facing an imminent defeat in the elections, I visualise a situation where Chief Minister Harish Rawat will tender his resignation on moral grounds, paving the way for the dissolution of the Assembly and fresh elections. Such a situation will be conducive for the BJP rather than it toppling the government,” he added.

However, he said he did not harbour any grudge against the party leadership. “Though the Modi wave has helped even small time leaders to hope for a win in the Lok Sabha elections, I have no grudge against my party for denying me the ticket,” he added.

Parties less excited; no advance booking of crackers, drummers
Parwinder Sandhu
Tribune News Service

Dehradun, May 15
The excitement over the impending results of the recently held General Election seems to have less effect on the political parties that fielded their candidates in the five constituencies in Uttarakhand.

This fact became more evident when a visit to the Band Bazaar and the wholesale cracker market revealed that no pre-bookings have been made, unlike the Assembly elections during which bulk orders were placed.

Balbir Singh, a drummer, told The Tribune nobody from any political parties had approached them for bookings for May 16.

“A lot of drummers in the market were expecting bookings from the BJP as everyone is contemplating their massive victory in the state. Orders might come by Thursday,” he added.

Jeet Ram, another drummer said: “The political parties are more excited during the local bodies elections and Assembly elections, the bookings for which are done in advance. It might be possible that the parties are confused about the results and do not want to take any chance. However, we are confident that following the results, we will be called to the party offices.”

Chamal Lal Chadda, a cracker wholesaler, said over the years the sale of crackers following the elections results had come down drastically. “Earlier, we used to sell a lot of crackers during the Assembly elections, local elections and general elections. The trend of celebrating by bursting crackers seems to have faded away over the years. Though we have not got any bookings for the crackers, there will definitely be a demand for few, once the results are announced,” he added.

Confident of their victory in all the five constituencies by a huge margin, the state unit had already started the preparations for celebrating their victory.

BJP state spokesperson Prakash Suman Dhyani, said: “We are expecting a land slide victory in all five constituencies with a margin of at least 45-55 per cent. The party workers have already started preparing for the celebrations. We are planning a huge function at the state headquarters. Celebrations will also be held at the district headquarters.”

“More than the victory in the state, the BJP will come to power in the Centre and this also calls for celebration. Our internal surveys and the exit polls have clearly indicated the sweep in our favour,” added Dhyani.

Our life will remain the same, feel daily wagers
Our Correspondent

Pithoragarh, May 15
The voters across Kumaon region have sensed a change in the regime at the Centre following the results of the Lok Sabha polls of 2014. But they do not expect any major changes in their lives after the elections as their past experience shows that no government does enough for common man after winning the elections.

“We have been running our lives with daily wages and living on the land owned by the urban body. No government in the past has done anything to make our future secure,” said Rajkumar Sagar, a daily wage earner at Subash Colony in Rudrapur town in Udham Singh Nagar district.

Sagar said those who had encroached upon thousands of acres of government land never face bulldozers, but the people living on streets are daily victims of anti-encroachment drives. “The officials completed their data of reported encroachments by removing the poor from their houses,” said Sagar.

The daily wage labourers and self employed persons in Udham Singh Nagar district do not see any change in their lives as they do not expect that security of livelihood will be given to rickshaw-pullers, daily wage earners, gas welders and fruit sellers or paan sellers. “We have given vote to Modi, expecting security of our livelihood and increase in daily wages,'' said Ganga Ram, a resident of Rampura in Rudrapur.

The voters in Almora parliamentary constituency sense a change this time. “The previous governments had harmed the country on the basis of caste, religion and regionalism and the people have voted Modi to end this atmosphere and take the nation towards development,” said Pitamber Joshi, a retired government employee in Champawat town.

The young voters, who have voted for the first time this election, said that though they expect a change in the regime this time, they do not expect a breakthrough in opportunities for employment in the country.

“I have voted for security of girls and women and for more employment opportunities in the country, but now I think the process will take time,” said Kavita Tiwari, a student of Champawat Degree College.

“People have voted for a change in the government in the country. The new government will have to work hard to come true to people’s expectations,” said Dr B.C. Joshi, a retired principal in Pithoragarh town.

Climate changes take a toll on Monal birds
BD Kasniyal

Pithoragarh, May 15
The number of Monal pheasants, the state bird of Uttarakhand, is speedily dwindling in this part of the Himalayas, as due to climate changes their habitats in the higher reaches have been affected, a wildlife watcher says.

Environmentalist Damodar Rathod says the Monals, which could be seen flying in groups till the last decade, are rarely sighted now as their number in their Kalamuni and other Himalayan habitats has dwindled. “Though due to the changing climatic conditions their number has decreased, the government has not paid attention to the threat to the survival of these birds,” he adds. Rathod is a recipient of the Indira Gandhi Brikshmitra Award from the Union Ministry of Forest and Environment in 2004.

The Monals, which were commonly sighted in the Munsiyari region a decade ago, are now rarely seen even during their breeding season in March. They have become invisible as they have changed their habitats due to changes in weather. “Now, snowfall is not even happening in 13,000 feet high areas that used to house these birds,” says Rathod. The Wildlife Protection Board had conducted a survey of these birds in the Munisiyari area in 2008 and had found less than 1,000 Monals.

Tourists, businessmen and hoteliers in Munsiyari town of Pithoragarh district also acknowledge the fact that the Monals are now rarely seen in the Munsiyari region. “We used to take tourists to various sites for Monal viewing till a decade ago. Now, even if a tourist requests we cannot take him to view these flying Monals,” says Puran Pandey, a hotelier.

A professional hang gliding pilot, Shankar Singh, laments that on the one side the government and the businessmen in Munisiyari are planning to attract tourists by organising hang gliding competitions, on the other it has paid no attention to natural attractions like Monal pheasants. “When we used to glide in Munsiyari till some years ago, we used to confront Monals flying at a fixed height. But when I took a flight in Munsiyari recently, I did not witness any Monal,” says Shankar Singh.
