Bar association protests, seeks transfer of Doon CJM
Dehradun, May 22 “We have conveyed our concerns and demands to the district judge and Nainital High Court and we are going to boycott the CJM court till our demands are met,” said Rajveev Sharma ‘Bantu’, president of Dehradun Bar Association. Reportedly, the Dehradun Bar Association are protesting against the behaviour of the Dehradun Chief Judicial Magistrate and demanding his transfer. Meanwhile, the total work at the CJM court is at a standstill and problems for the general public are going to increase since advocates are in no mood of compromise and are even threatening to intensify the stir if their demands are not met.

MDDA to re-invite tenders for development plan
Dehradun, May 22 Speaking to The Tribune, MDDA secretary Banshidhar Tiwari said that while the government accepted the master plan, it was decided to upgrade the zonal plan. “For this fresh tenders have to be invited again. A fresh survey would be undertaken for the zonal development before the tenders are invited,” he added. Garhwal Commissioner-cum-Chairman of MDDA board C.S. Napchayal chaired the meeting in which the budget for
the fiscal year 2014-15 was passed. An amount of Rs 10,656.73 lakh was passed. It was also decided in the meeting that summon camps would be organised twice a month from now onwards to compensate for the loss suffered due to the model code of
conduct. ''During the General Election the MCC was implemented. As a result the summon camp, held once a
month, was not organised. Also, the officials were given various election-related duties. The
MDDA was not able to generate adequate revenue,'' he added. Later, a discussion was also held on the expansion of Rajiv Gandhi Awasiya Yojna and provision of basic facilities in the slum areas of the city. Those sent to the meeting included District Magistrate BVRC Purushottam, board members Mangesh Kumar, Vijay Bagga, Pradeep Goyal along with several others.

Dehradun, May 22 The Mayor, along with a team of MDDA, DMC, Irrigation Department and PWD officials, visited Kargi, Majra and Niranjanpur wards. According to a press release issued here, orders have been issued to construct embankments on the river near Muslim slums in the Kargi

Dehradun, May 22 He directed the SSPs and the SPs present at the meeting to chalk out a detailed plan regarding sensitive and hypersensitive booths. Police officials were directed to coordinate with the district election officers (panchayat) and SDMs for the smooth conduct of the polls. Security force deployment was also discussed in detail. The arrangements for the ongoing Char Dham Yatra were also discussed and the district police heads were told to remain vigilant till the yatra ends.

Staff want Peyjal Nigam to be under government control
Dehradun, May 22 AK Chaturvedi, regional president of the committee, said at a meeting that the government should seriously think of bringing the nigam under its control as it would solve our financial problems and also lead to efficiency. A committee headed by former bureaucrat Indu Kumar Pande in a report presented to the government on the issue had said that as the nigam was engaged in providing an essential service to the people, the working conditions of its employees should be on a par with those of government employees, he said. It may be mentioned that the nigam undertakes the work of laying pipes in the state and works as a construction agency. The salary to
its employees is paid out of the percentage charged by the nigam on various works. |

CS tells officials to finish e-project by June
Dehradun, May 22 In a review meeting held here today, the CS was informed that some officials were not taking interest in the smooth functioning of the 13 public facilities made online in the Pauri district. Setting a June deadline for updating the entire project, the CS said action would be taken against those department heads whose department fail to perform under
the project. “Instructions would be passed to the exchequer to stop their salaries till the results area delivered,” he added. Director Information Technology Development Agency (ITDA), Ravinath Raman said under the project details pertaining to caste, income,
domicile, character, birth certificate, death certificate, employment registration, interim orders of
revenue court, list of cases, present situation of cases, food license, mutation system
and disaster compensation could be accessed online. The officials concerned have been given training twice for the project and connectivity software have been provided till the block level. Those present in the meeting included S Raju, Umakant
Panwar, Vinod Phonia and Meenakshi Sundram along with several others. |

Dentists seek separate service rules, cadre
Dehradun, May 22 Framing up of separate service rules along with the creation of a separate cadre were the long pending demands of the dentists in the state but when these were drafted after a long wait of 14 years, it has left them dissatisfied holding no promise of future promotions. Earlier, after discharging their duties, the members of the association of dentists had a singular purpose of urging the government to create a separate cadre for the dentists.The dentists are now demanding flexibility in the clause demanding five-year service in one particular post to be eligible for a promotion. ''For being eligible for promotion an insistence on compulsory service of five years for those on posts of senior dental surgeon, joint director and additional director would not serve our purpose as most of us would retire by the time we become eligible. The clause would have benefited those entering the profession at the entry level. We should be eligible for quick promotions. I was promoted to the post of senior dental surgeon four years back. Little is left of my service period. I remained on the post of dental surgeon for the last 30 years. If our cadre had been created earlier, I would have been promoted to the post of additional director,'' said Dr
GS Nawani, senior dental surgeon. As a result of the policy lacuna, the posts of additional director, joint director and consultant continue to remain vacant. However, the department continues to maintain that the policy has been framed in keeping with the Dental Council rules and regulations and any flexibility would undermine a highly specialised stream. As of now five posts of joint director, 11 posts of consultant and 10 posts of senior dental surgeons are lying vacant. ''These would continue to remain vacant, as long as the government does not bring flexibility in the five year service clause,'' said Dr Sunil Agarwal, general secretary of the association.

Dehradun, May 22 A delegation of the Rajya Andolankari Manch met the CM and apprised him about their grievances. Rawat instructed the Home Secretary to quash a case registered against statehood agitators in 1994. He said a committee comprising three lawyers had been constituted to deliberate on giving them the benefits of reservation. The Chief Minister said the members of the manch could hire a lawyer if they themselves wanted to pursue the case for the grant of the benefits of reservation and the state government would borne the expenses. |

Plan to construct 14,012 houses for poor people
Dehradun, May 22 Under the scheme, a BPL card holder is eligible to receive Rs 70,000 per unit in the plains and Rs 75,000 per unit in the hill areas. “Financial assistance is provided to the poor for the construction of houses. The assistance proves beneficial for the BPL families who may not have the means to construct permanent houses,” said a senior official in the Department of Rural Development. Further, under the Nirmal Bharat Abhiyan additional assistance of Rs 5,100 is being given to the beneficiaries in the hill state and Rs 4,600 in the plains for the construction of toilets. As part of convergence, an additional amount of Rs 5,400 is being extended under the Mahatma Gandhi National Rural Employment Guarantee Scheme (MNREGS) to the beneficiaries living in the hill and plain areas. Now the beneficiaries are receiving Rs 10,500 in the hill areas and Rs 10,000 in the plain areas for the construction of toilets. Beside, in view of the severity of the mid-June calamity where several people have been left homeless, the Ministry of Rural Development has asked the Uttarakhand government to conduct a survey for re-identifying BPL families in the state, so that the flood-ravaged families could be covered under the various welfare schemes of the Ministry of Rural Development. For those rendered homeless, the Ministry of Rural Development has increased the quota of the number of houses that could be constructed under Indira Avas Yojana(IAY) under which financial assistance is given for the construction of houses. The ministry has already given a go-ahead for including 5000 beneficiaries (houses )additional houses in the six districts of Chamoli, Pithoragarh, Rudraprayag, Uttarkashi, Bageshwar and Almora under the IAY. The maximum number of beneficiaries, around 2400, have been identified in Pithoragarh and 1200 in Rudraprayag district. |

Before peak summer, potable water crisis deepens in Mussoorie areas
Mussoorie, May 22 Vishnu Gupta, ward member of the Cantonment Board Gadi Cantt, Dehradun, that falls under Mussoorie Assembly segment said residents were facing acute drinking water crisis due to the apathy of the Jal Nigam. He said the Jal Nigam had installed a tubewell at the backside of the Dehradun Cantonment Board Office last year, but it failed to install the auto machine, which is necessary to draw water through pumps. He lamented that the Jal Nigam had not handed over the tubewell to the Cantonment Board despite several reminders sent by the board officials in past due to the indifferent attitude of the Jal Nigam officials. The residents of Khabadwala, Punjabiwala, Halduwala, Naiwala, Doon Vihar, Jakhan, Canal Road, Naya Gaon-Hathibadkala, Nagnath etc., are also facing acute water crisis due to the negligence of the concerned department. The BJP Cantt Board unit vice-president Devendar Pal Singh also informed the mediapersons that the Jal Nigam had failed to lay down the sewage pipeline in cantonment areas of Dehradun despite receiving around Rs 10 lakh from the Cantt Board for the task. When Mussoorie MLA Ganesh Joshi was contacted, he said after receiving the complaint from the residents, his department conducted a joint survey with the officials from concerned departments on Wednesday and directed the Jal Nigam officials to provide potable water without any delay. He also said the Jal Nigam officials had been directed to provide auto machines for the tubewell and begin the work on the sewage project on priority basis. With the considerable increase in temperatures, acute water shortage could arise in Mussoorie as soon as the tourist season picks up here. The town faces acute water crisis during the summer months as the estimated demand for water peaks to 13 million litres per day whereas only 7.51 MLD is available according to Jal Sansthan officials. The demand to augment the water supply through a multi stage pumping project drawn from Yamuna River to Mussoorie is also gaining momentum in order to satiate the drinking water needs of the residents of the town here. Executive Engineer, Jal Nigam, SC Pant, and Executive Engineer, Jal Sansthan, Ram Ratan, assured to begin all pending works soon so that the affected people did not have to suffer during the summer. |

Haldwani MC councillors hold dharna for third day
Pithoragarh, May 22 “Our agitation will continue till the names of all non-eligible persons were deleted from the list of beneficiaries under the scheme and those of eligible families were included," said Dhirendra Singh Rawat, chairman of the Haldwani Parishad Sangh. Harvir Singh, SDM, Haldwani, today tried to convince the councillors that the administration would soon correct the list of beneficiaries, but they did not relent. “Last time when poor people of Indira Nagar and Rajpura protested in front of the Regional Food Corporation office against the inclusion of non-eligible families in the list of beneficiaries, the officers concerned had assured them of correcting the list but nothing was done,” said Shakil Ahmed, a former councillor. The councillors said despite the Union government's criterion that disable persons, old and widows, besides women who run their families by working as domestic help be given priority under the scheme, the district administration did not pay heed to their problems. “Over 1,000 families in 25 wards of the Haldwani Nagar Nigam are eligible for benefits under the scheme but their names are yet to be included in the list of beneficiaries,” said Rawat. Leaders demand release of four villagers Leaders of various political parties today staged a protest in front of the SP's office demanding the release of four villagers who were arrested for allegedly pasting anti-national posters in Almora during campaigning for the Lok Sabha elections. Among the protesters were local villagers and leaders from the Congress, the UKD, the Uttarakhand Parivartan Party, the Uttarakhand Lok Vahini and social activists. “The Almora police not only implicated the four poor villagers but also interrogated the state chief of the Democratic Youth Federation of India, Yusuf Tiwari, without any fault of him,” said Shamsher Singh Bisht, convener of the protest. Later, a meeting was organised under the chairmanship of the district Congress chief, Rajendra Barakoti, at the District Magistrate’s office. Jaunpur villagers meet CM, seek road connectivity
Mussoorie, May 22 The Chief Minister took stock of the situation and directed the District Magistrate, Tehri, and the Secretary, Environment and Forests, to look into the matter urgently and expedite it. The villagers have been agitating for the construction of Masrana-Kimoi and Thatyur-Kempty road for the past several decades and had also resorted to boycotting the Lok Sabha elections recently. Residents of more than 12 villages in Chaijula Patti falling in the Dhanaulti Assembly segment near Mussoorie have resented the non-availability of a roadthat has resulted in lack basic amenities such as drinking water supply, schools, health etc even after 60 years of Independence. Sate Singh Rawat from Mawana said they apprised the Chief Minister that in the absence of a road in their village, sick and old people were the main sufferers as they had to be brought to the hospital in Mussoorie on a palanquin. He said most of the villagers had to carry the basic amenities to survive such as ration, gas cylinders on their back on their way to respective villages, facing immense difficulties. He added the call to disrupt water supply to Mussoorie had been put to hold and the final decision on it will be taken only after the meeting to be held on May 25. 34 IITians learn nuances of design amid nature
Aghelia (Dehradun), May 22 A concept that was started in 2010 for college students has moved out off the four walls of IIT Kanpur for the first time to reach the children between 5-14 years of age. Aimed to help the children develop a bond with nature, the one-week camp comprises of theory and practical classes. Speaking to The Tribune, Prof Raman Saxena, faculty member from IIT Kanpur, said, “We are trying to develop designs based around human beings in this camp. Instead of making the students draw designs or develop concepts from materialistic things, we are pushing them to take inspiration from nature and things around us.” “For example as part of today’s workshop we asked them to visit the outdoors and observe. Later we asked them to draw something they saw. In the classes, the students were then asked to draw a design for anything using the same product, which they saw earlier,” added Saxena. “We want the younger generation to become sensitive towards nature. Anything they develop should be able to blend with nature. Instead of rushing towards gadgets and technology to solve problems, they should seek their answers in nature,” said Rajat Mishra, a known academician. Students hailing from Delhi, Dehradun, Baroda, Chennai, Gurgaon, Dhampur, Chandigarh and West Bengal, are being mentored by seven gurus. The mentors include: Rajat Mishra, Prof Vinai Kumar, Prof Rama Saxena, Prof Shatrupa Roy, Prof Arvind Lodaya and Prof Rachna. The camp, titled Gurukul, is being held at Manav Bharti School. Joint camp on tuberculosis awareness begins
Dehradun, May 22 At a workshop held jointly for the two departments today, Dr Archana Srivastav, additional director, national programme, said a majority of women and children continued to suffer from tuberculosis, “To that end, we have decided to converge with the department of Woman and Child Development to spread awareness and root out the disease,” said Srivastav. Dr Anup Dimri, officer, State Tuberculosis Programme, said Anganwari workers were helping in the distribution of the TB medicines. They have also been roped in to spread awareness about the TB programme and free medicines are being distributed. |

MC move to ensure cleanliness at Har-ki-Pauri
Haridwar, May 22 Mayor Manoj Garg has taken command of the clean green city drive. He has urged all 30 councillors to ensure that their wards remain garbage free. Garg told mediapersons here on Monday that additional sanitation workers would be deployed at Har-ki-Pauri and other Ganga ghats to maintian cleanliness there. He said the sanitation workers would be deployed in shifts to ensure that this world famous pilgrim city remains clean and pilgrims and tourists did not face any inconvenience. Besides, the Mayor along with the respective councillors also inspected several wards and gave necessary directions to the civic body employees. Councillors Anil Mishra, Lakhan Pal, and Kanhaiya Khewadiya said a special budget should be allocated to the civic body for lifting garbage on a daily basis. They added as Haridwar is a world famous pilgrim city, a large number of people from other states and foreign countries visit it. School students from Kashmir visit Doon
Mussoorie, May 22 The students visited various places in Ambala to learn the use of modern technology and development work in progress. While in Dehradun the students led by Capt Victor Bhattacharya from 117 TA Guards were received by Col K S Jaggi, the Commanding Officer of 127 ETF who welcomed the tour and interacted with them. The students who hail from the adjoining villages of Khunmoh and only a handful of them have travelled till Jammu before were excited to explore Dehradun.
