AAP hasn't asked for repoll: LG

With prevailing confusion over the formation of the government in Delhi, Lieutenant Governor (LG) Najeeb Jung today clarified that no proposal recommending fresh elections was made to him by the Aam Aadmi Party (AAP) and any decision in this regard will be taken after consulting the President, Pranab Mukherjee.

Cong dissolves 14 district, 140 block committees

In order to revamp the party ahead of assembly elections in Delhi, the Delhi Pradesh Congress Committee (DPCC) today decided to dissolve all the 14 district and 140 block Congress Committees with immediate effect. The decision was taken on the directions of All India Congress Committee general secretary Dr Shakeel Ahmed.

Electricity dues: No concession to defaulters, HC told
New Delhi, May 22
The Delhi government today informed the High Court that it was not waiving the electricity dues of defaulters by 50 per cent as the short-lived Arvind Kejriwal regime had taken the decision without any financial allocation in the Budget for providing subsidy.

DJB engineer manhandled by MLA
New Delhi, May 22
The Delhi Jal Board (DJB) today alleged manhandling of its junior engineer (JE) by a Member of Legislative Assembly (MLA) of the Devli constituency. "DJB JE Arun Kumar was beaten by MLA Prakash Jarwal. He along with his goons assaulted the DJB official at K II Block where he was supervising the work of drilling of a tubewell," said a DJB spokesperson.

Four arrested for robbing jeweller

The South district police arrested four robbers who had allegedly robbed 4 kg gold from a jeweller’s car at Rajghat. The robbers were identified as Deepak, Michael and two juveniles. Stolen gold jewellery, weighing around 1,800 g was recovered from their possession.

The Commissioner of Food and Supplies and Consumer Affairs, Delhi government, Sajjan Singh Yadav said that he had written to all the oil marketing companies - Indian Oil Corporation Limited (IOCL), Bharat Petroleum Corporation Limited (BPCL) and Hindustan Petroleum Corporation Limited (HPCL) - to take strict action against the petrol pumps and LPG agencies found indulging in malpractices during the recent raids conducted by the department recently.

The Crime Branch of the Delhi Police arrested a lover allegedly for keeping an illegal weapon in his possession. He was also found involved in cases of the Arms Act and misbehaving with a girl in the Begumpur area. The accused, Vishal Chikara, was found in possession of a point 32-bore pistol and two live cartridges.

10 BSF men get Police Medal for Gallantry
New Delhi, May 22
Ten Border Security Force (BSF) men were decorated with the Police Medal for Gallantry at an investiture ceremony here today. Lieutenant Governor of Delhi Najeeb Jung decorated 10 BSF personnel with the medals and decorated another 21 officials with the Police Medals for Meritorious Service.

Jung refuses to disclose the possibility of government formation, says will discuss matter with the President

With prevailing confusion over the formation of the government in Delhi, Lieutenant Governor (LG) Najeeb Jung today clarified that no proposal recommending fresh elections was made to him by the Aam Aadmi Party (AAP) and any decision in this regard will be taken after consulting the President, Pranab Mukherjee.

"They have not asked for a repoll in Delhi," he said, adding that he will discuss the matter with the President.

On Tuesday, AAP leader Arvind Kejriwal had asked Jung not to dissolve the Delhi Assembly anytime soon, saying it will hold public meetings across the city to know whether the party should form the government again.

Speaking to mediapersons on the sidelines of a function, the LG refused to disclose the possibility of government formation in the city. "My lips are sealed. I cannot talk to you about it. This is between me and the President and I will talk to the President about it," he said.

Criticizing AAP supporters for staging protests outside Tihar Jail where Kejriwal has been lodged, the LG said no one should take law into their hands.

On the possibility of bringing the Delhi Police under the Delhi government, Jung said, "Till Delhi remains a Union Territory, the Delhi Police will remain under the Home Ministry. I have no stand on this."

The AAP yesterday gave up its efforts to form a government in the city with Kejriwal admitting that chances of returning to power were "negligible" in the current situation. He also apologised for quitting as Chief Minister.

The former Delhi Chief Minister was arrested yesterday after he refused to furnish the bail bond in a criminal defamation complaint filed against him by BJP leader Nitin Gadkari.

Cong dissolves 14 district, 140 block committees

In order to revamp the party ahead of assembly elections in Delhi, the Delhi Pradesh Congress Committee (DPCC) today decided to dissolve all the 14 district and 140 block Congress Committees with immediate effect. The decision was taken on the directions of All India Congress Committee general secretary Dr Shakeel Ahmed.

"The appointment of all the district and block presidents and their office-bearers has been dissolved forthwith. The decision was taken to strengthen and revitalize the party in Delhi," said Mukesh Sharma, DPCC spokesperson.

The party had faced embarrassing drubbing in both the assembly and parliamentary elections. While it failed to open its account in the Lok Sabha elections, the party had won only eight seats in the assembly elections last year.

Mukesh said the office-bearers of all the cells and departments have also been removed as part of steps to give a new direction to the party and the process will be completed quickly.

"Committed party workers will be given appropriate positions in the party organization," he said.

Mukesh said proper representation will be given to all sections of people, including youth, women, minorities, OBC and the scheduled castes.

Electricity dues: No concession to defaulters, HC told

The Delhi government today informed the High Court that it was not waiving the electricity dues of defaulters by 50 per cent as the short-lived Arvind Kejriwal regime had taken the decision without any financial allocation in the Budget for providing subsidy.

It was not possible to implement the decision taken by the Aam Aadmi Party (AAP) government on February 12, 2014 in the absence of funds for the purpose, the city administration said in an affidavit filed in the HC in response to the court notice on a PIL seeking quashing of the waiver order.

A Bench of Chief Justice G Rohini and Justice RS Endlaw said it was disposing of the PIL in the light of the government's stand.

It, however, granted liberty to the petitioner to approach the court again if there was any such concession to defaulters in the future.

The administration also clarified that there was no provision in the Electricity Act 2003 to waive the bills retrospectively. It further said that the exemption would tantamount to rewarding the defaulters at the cost of honest consumers who paid their bills promptly.

The AAP government had announced the waiver as some of the consumers had stopped paying the electricity bills in response to a call by party chief Kejriwal during the protest against alleged inflated billing by power distribution companies.

DJB engineer manhandled by MLA

The Delhi Jal Board (DJB) today alleged manhandling of its junior engineer (JE) by a Member of Legislative Assembly (MLA) of the Devli constituency. "DJB JE Arun Kumar was beaten by MLA Prakash Jarwal. He along with his goons assaulted the DJB official at K II Block where he was supervising the work of drilling of a tubewell," said a DJB spokesperson.

The incident happened around 10 this morning, when the work of boring of the tubewell was initiated by Kumar in the presence of the residents of the area.

The board has lodged an FIR with the Sangam Vihar police station.

"Tahir Ali, one of the associates of the MLA, telephonically enquired from Kumar about the status of the work and ordered him to stop the work until its inauguration by the MLA. The DJB official explained the adverse effect of stopping the ongoing work as it would indefinitely delay the boring, causing inconvenience to the public," the spokesperson said.

Subsequently, the MLA arrived at the site at about 10 am along with his associates and manhandled the official. He also slapped the DJB official, breaking his spectacles, said the DJB official.

"The MLA and his associates insisted that no work could be initiated unless it was formally inaugurated by the MLA. It is not the first incident. In the past, too, at least four separate occasions of misbehaviour and hindering of public work have occurred where two men were brutally beaten up in the Govindpuri area and in the Tughlaqabad Extension area, and one shift-in-charge was slapped by the Devli MLA in the GK I area. In another occasion, a driver of a hired tanker working for the DJB was beaten in the Sangam Vihar area," he said.

Four arrested for robbing jeweller

The South district police arrested four robbers who had allegedly robbed 4 kg gold from a jeweller’s car at Rajghat. The robbers were identified as Deepak, Michael and two juveniles. Stolen gold jewellery, weighing around 1,800 g was recovered from their possession.

During interrogation, the accused said that they had stolen one bag from a car near Rajghat on May 16. Micheal is earlier involved in six cases of bag-lifting from the cars. He has committed such crimes in the area of Timarpur, Kashmere Gate, Mukherjee Nagar, Rani Bagh, Tilak Nagar, etc., the police said.

The accused would first identify car occupant, carrying bag. Then, they would follow the car on motorcycles. At the traffic signal, one of the accused would puncture the tyre of the car with the help of ice-cutter. Then, they would follow the car till the car is halted at roadside. The juvenile members would lead the show and would pick up the bag from the car when the adult members on other motorcycles would be diverting the attention of the occupants of the car by involving them in conversation, the police said.

According to the police, on May 16 the complainant, Shubham, who has a jewellery shop in Kucha Mahajani in Chandni Chowk, reported that he, along with his servant, was on way to Karol Bagh in his car. When they reached near Rajghat, he found that the tyre of his car had been punctured. He parked his car nearby and while he was replacing the tyre, one TSR driver informed him that two motorcyclists had stolen a bag from his car. He tried to follow them but they escaped on their motorcycle.

The complainant said that the bag contained around 4.1 kg gold jewellery worth Rs 1.10 crore.

Having gone through entire case, the police suspected the involvement of "tyre puncture gang". Thereafter, the police started looking after Michael who was arrested from Munirka.

Govt seeks action against erring petrol pumps

The Commissioner of Food and Supplies and Consumer Affairs, Delhi government, Sajjan Singh Yadav said that he had written to all the oil marketing companies - Indian Oil Corporation Limited (IOCL), Bharat Petroleum Corporation Limited (BPCL) and Hindustan Petroleum Corporation Limited (HPCL) - to take strict action against the petrol pumps and LPG agencies found indulging in malpractices during the recent raids conducted by the department recently.

The Commissioner said that the department had conducted citywide raids on the petrol pumps and LPG agencies recently to detect any malpractices or cheating of consumers by dispensing less petrol or diesel and delivery of underweight LPG cylinders.

The department prosecuted 26 petrol pumps for various malpractices like dispensing less petrol or diesel and non-display of verification certificate of the nozzles installed at the petrol pump. Thirty-four LPG agencies were prosecuted for supplying underweight gas cylinders, non-availability of weighing machine in the delivery vehicle and non-display of verification certificate of the weighing machines.

He was also found involved in cases of the Arms Act and misbehaving with a girl in the Begumpur area. The accused, Vishal Chikara, was found in possession of a point 32-bore pistol and two live cartridges.

During interrogation, he disclosed that he had been cheated in love. In January, Chikara along with his friends accosted the girl and misbehaved with her as the girl's family was objecting to their relationship. In another case, he along with his associates went to the girl's house and fired thrice. Both the incidents happened in Begumpur.

He further disclosed that the firearm recovered from him had been used for firing at the girl's house.

Chikara said he is doing his graduation through correspondence, the police said.

10 BSF men get Police Medal for Gallantry

Ten Border Security Force (BSF) men were decorated with the Police Medal for Gallantry at an investiture ceremony here today. Lieutenant Governor of Delhi Najeeb Jung decorated 10 BSF personnel with the medals and decorated another 21 officials with the Police Medals for Meritorious Service.

Jung lauded the role of the BSF in border management and anti-Naxal operations while appreciating its help during the massive natural calamity caused in Uttarakhand in June 2013. On the occasion, the Lt Governor congratulated five-time Mt Everest climber Love Raj Singh Dharmshaktu, Assistant Commandant of the BSF on receiving Padma Shri.

The following are the awardees: head constable Promod Kumar Singh, constable Tejender Singh, constable Arup Rakshit, constable Bheema Shankar, head constable Suresh Kumar, constable K.V. Vikneswar, Ghanokar Pramod, constable Rahul Kumar Tyagi, constable Jai Kishan (all posthumous) and inspector Narayan Datt Sati.

Bhajan Singh, Member of DERC

New Delhi, May 22
Bhajan Pratap Singh assumed office of the Member of the Delhi Electricity Regulatory Commission (DERC) today after he was administered the oath of secrecy and allegiance to the Constitution by LG Najeeb Jung at Raj Niwas.

Singh has been appointed on the recommendations of the Selection Committee constituted under Section 85 of the Electricity Act, 2003.

Singh has 38 years' experience in the Indian Power and Energy Sector and has worked at various senior positions in NTPC. — TNS
