SC orders shifting of trenching ground
Dehradun, May 19 The apex court has also asked the Ministry of Environment and Forest (MoEF) and Green Tribunal to issue the No Objection Certificate (NOC) for the proposed transfer station and recycling plant-cum-landfill site. The trenching ground has remained the bone of contention between the Dehradun Municipal Corporation and area residents who have been demanding its shifting citing health hazards. The area is being used at the dumping site for almost 15 years now. It may be recalled that the Solid Waste Management Project, launched in Dehradun under the Jawaharlal Nehru National Urban Renewal Mission (JnNURM), was meant to scientifically treat the garbage collected from the city limits. A private company, Doon Valley Waste Management, was to run the project divided into three stages- collection of garbage, dumping at the transfer station and recycling plant. However, the construction of transfer station, located at Kargi chowk, was stalled after a person filed the land ownership claim in the High Court. Later, the company refused to construct the recycling plant at Sheeshambada as the DMC failed to provide them the clearance from MoEF. Speaking on the issue, Mayor Vinod Chamoli said that they had sought 18-24 months time for shifting the trenching ground and setting up the transfer station and recycling plant. “In its ruling the Supreme Court has ordered the MoEF and Green Tribunal to issue the NOC within two months so that the work on both the plants may begin soon,” he added. Meanwhile, welcoming the decision, DS Bhatia, president of Hill View Society, located near the trenching ground, said that it is a victory for the area residents who have been fighting the battle to shift the trenching ground. “We were facing a lot of problems due to the trenching ground. Apart from the stench emanating from the ground, there were several health complications being faced by the area residents. We hope that the DMC and state government would shift the ground in stipulated time,” he added. |

Residents protest against incomplete road repair
Dehradun, May 19 The protesters said the construction work of the Nathuwala-Balawala road was started on January 14. “It’s been 18 months and the road has not been completed. The situation has become very bad because of which fatal accidents area taking place on the stretch everyday. The villagers have to walk several kilometers to reach their homes as public transport refuse to ply on this road,” said the protesters. “We have apprised several local MLA and MP of the problems being faced by us, but nobody has paid any heed. In a few days rains will begin and the situation will become worse,” they added. Rajesh Bahuguna, Mayank Naithani, Pooja Bhalla, Sameer, Ritu Dimri, Udveer Panwar, Vasudev Bhatt and Vishal Chowdhary were also present. |

CPU: CM asks DGP to take corrective measures
Dehradun, May 19 The City Patrol Unit, which started functioning from April 1 in Dehradun city, has showed zero tolerance towards any type of traffic violations and challaned over 12,500 vehicles for flouting traffic norms within just one month. Apart from their exceptional work in enforcing the traffic rules in the city, the unit has also struck controversies over its new style of functioning and police headquarters have been receiving numerous complaints, especially about their behaviour with the commuters. “We are monitoring their working on daily basis and the unit personnel are being briefed regularly to behave in a polite manner with the commuters and remain extra courteous with ladies”, Superintendent of Police (SP), Crime, Nivedita Kukreti, who spearheaded the setting up of the unit in Dehradun, told The Tribune. She further added that SP Traffic in Dehradun has been tasked to take stock of the performance of City Patrol Unit on a weekly basis so that requisite steps could be taken to improve in their functioning. On the question of why people are complaining about City Patrol Unit’s functioning in the city, SP Crime told The Tribune: “We have brought a new change and people are not used to such type of police force; so they are taking time to get accustomed to City Patrol Unit.” It is to be noted that City Patrol Unit crackdown has successfully created deterrence among the traffic rule violators about traffic norms and even DGP has asserted that cases of non-wearing of helmets while driving two-wheelers in the city have reduced sharply and people have started adhering totraffic norms. On the other hand, the police department has started the process of introducing similar City Patrol Unit in Haridwar city and according to the sources in the police headquarters, the recruitment for the unit has started within the Haridwar police. |

Dehradun, May 19 He said those having political connection or mafias were comfortably managing to get their pending job completed in the government departments, whereas the common man is running from pillar to post to know the status of their files in the government departments. Addressing mediapersons, Negi said people have to resort to take help of the RTI Act in order to know the status of their pending files in the Secretariat. He said the state government has failed to keep a tab on bureaucrats in the state. “The bureaucrats are least interested in completing the pending developmental projects in the state,” he added. He said the Morcha members will start a state wide agitation in order to keep a tab on bureaucrats in the state. SDM finds anomalies in mid-day meals served at rural schools
Dehradun, May 19 Apart from the mid-day meals being provided to the students, the administrative arrangements and attendance record were also checked. It was revealed during the inspection that Aragarh-based Primary School was demanding more rations compared to the student strength. Also, while 107 students were registered from Class I-V, there were only 22 students present. Principal Laxmi Dahundiyal said due to the shortage of teachers it was becoming difficult to teach the students and provide the mid-day meal scheme. In a surprise check conducted at Police Lines-based Middle School it was found that out of the five teachers, two were absent including the principal. Also out of the 52 students who were registered only 22 were found present. Those present in the team included: Parmendra Saklani, PD Pandey and Ratti Lal Shah. |

CM sacks Amrita Rawat
Dehradun, May 19 He has now inducted Independent MLA from Tehri Dinesh Dhanai into the Cabinet. Just before the Lok Sabha polls, Satpal Maharaj defected from the Congress to join the BJP. The decision was taken by the Chief Minister this morning and has also been convened to Amrita Rawat and Governor Aziz Qureshi. Later, in the evening, Dhanai was sworn in as a minister by Qureshi at a function organised at Raj Bhavan here. Amrita Rawat, who is away to the national capital, has slammed Chief Minister Harish Rawat for his action and blamed him for the poll debacle in the state. She said instead of sacking her as a minister, Harish Rawat should own moral responsibility for the defeat and resign. In the wake of a threat to his government from a resurgent BJP, Harish Rawat has been working overtime to strengthen his position even before the election results were declared. The sacking of Amrita Rawat is part of an exercise to garner a majority for the Congress government which is dependent on seven legislators of the Progressive Democratic Front (PDF). The PDF comprises three legislators from the BSP, three Independents and a lone UKD legislator. Now, all three Independent legislators, one from the BSP and one from the UKD are ministers. A day before the declaration of the Lok Sabha results, Harish Rawat had made seven Congress legislators as parliamentary secretaries attached to various departments. He also made 10 legislators, including BSP legislators, as chairpersons of various boards to placate them. The Congress has 33 legislators while the BJP has 30 legislators in a house of 70 members. The balance of power remain with the seven-member conglomerate of the PDF. Interestingly, two of the BSP legislators, Surinder Rakesh and Hari Dass, from Haridwar have been suspended from the party by their supremo Mayawati for their alleged anti-party activities. Both of them worked hard for the Congress in the Lok Sabha polls. It was expected that both of them would form a new party to avoid anti-defection law and later merge with the Congress. This would take the tally of the Congress to 35, one short of a majority in the state Assembly. The third BSP legislator, Sarvat Karim Ansari, is also considered close to Harish Rawat and was once general secretary of the Uttarakhand Congress Committee, when Harish Rawat was its president, before joining the BSP. All three Independents MLAs, Mantri Prasad Naithani, Harish Chander Durgapal and Dinesh Dhanai, are now ministers. UKD minister Pritam Singh Panwar has been given the housing portfolio a day ago to keep him in a good humour. By sacking Amrita Rawat, Harish Rawat has made room to accommodate an Independent legislator who could have crossed over easily to the BJP. Amrita Rawat has to resign her Assembly seat if she wish to join her husband in the BJP. The clamour for her removal grew louder when her husband joined the BJP. In her outburst, Amrita Rawat blamed Harish Rawat for the defeat of the party. She said Harish Rawat misled the party high command and promised to win three seats.

‘Cong will complete its term in state Assembly’
Dehradun, May 19 He said the Congress MLAs were united and will continue to extend their support to the state government. Addressing mediapersons here today, Surendra Kumar alleged that the BJP leaders were spreading rumours that the state government will fall in the coming days. After rebuffing speculations that the state government may face the threat of being reduced to a minority, Kumar claimed that there was no threat to the present government in the state and enjoys a comfortable majority. Kumar refused to comment on giving offices to legislators and said it was the prerogative of the Chief Minister to allot works among the legislators. He said the state government was doing a commendable work for rebuilding the damaged infrastructure in the disaster-hit areas of the state. He also suggested that the BJP should extend support for the development of the state. |

Nine months later, yog guru Ramdev welcomed to Haridwar
Haridwar, May 19 Coming from New Delhi, Ramdev was welcomed by his devotees, Patanjali Yogpeeth employees, Bharat Swabhiman Trust activists and the locals. Notably, on September 8, 2013, Ramdev had pledged that until the last leg of the 16th general elections polling was not done and change of guard at the Centre wasn’t implemented, he would not return to his residential ashram in Haridwar. Acharya Bala Krishan, protégé of Ramdev and vice-chancellor of Patanjali Ayurvedic University, welcomed his guru with garlands and hundreds of supporters on his arrival in Haridwar. Addressing public gatherings at various points during his road show, Ramdev said that ultimately Modi’s win was a victory of truth, as the people of this country had ousted the corrupt government. He reiterated his commitment to bring back black money stacked in foreign accounts, saying that to be the Prime Minister Narendra Modi had already assured him of taking stringent steps in this regard. Ramdev said he remained away from Haridwar for nine months, visiting various states in the meantime, to generate awareness among the public. The city was packed with Bharat Swabhiman Trust flags, posters and temporary hoardings, with the yoga guru’s supporters and devotees lining up along the roads. At Rishikul Ground, Baba Ramdev addressed a major gathering. He was also scheduled to take a holy dip in river Ganga at the sanctum sanctorum of Braham Kund, Har-ki-Pauri. Meanwhile, Vishwa Dalit Parishad opposed Ramdev’s homecoming, saying that he should first apologise or clarify his controversial remarks on Congress vice-president Rahul Gandhi’s visit to Dalits’ houses recently. Vidhya Gautam, Dalit youth leader, who had staged a six-day agitation at Shri Kabir Dharamshala earlier this fortnight, said Ramdev was regarded as a yoga guru worldwide, so he should not have made such derogatory remarks on Dalit families.

Modi wave, committed workers clinched the deal for BJP
Dehradun, May 19 Not only did the BJP make a clean sweep of the five parliamentary seats in the 2014 Lok Sabha polls in Uttarakhand, but it also achieved a vote share of 55.3 percentage points, leaving the Congress with only 34 percentage vote share. At one point, the gap of 21.3 percentage points between the Congress and the BJP should sent alarm bells ringing in the Congress Party. Since the creation of the state, never has the gap between the Congress and the BJP been so huge. “The percentage of vote share difference between the BJP and the Congress has hovered around 1 percentage points to 2 percentage points in the Assembly elections and around 10 percentage points in the General Election. But this General Election has created a record of sorts, for there now exists a yawning gap between the two parties. The Congress will have to work very hard to retain the lost ground,” said Jay Singh Rawat, political analyst. Smug with five seats in it’s kitty, the Uttarakhand BJP’s share of popular votes has never shown a drastic dip, after the 2009 General Election. In the 2009 General Election the BJP’s vote share was 33.80 while that of the Congress was 43.14 percentage. At that time the Congress had won all the five seats and the BJP had drawn a blank. In the 2004 General Election the INC vote share was 38.31 while that of the BJP 40.98 percentage points. The BJP had then won all the three seats and Congress just one. Further in the 2012 Assembly elections the vote share of the BJP was 33.13 percentage points and that of the Congress 34 percentage. The Congress Party’s vote share went up by 4 percentage points compared to the 2007 Assembly elections while the BJP’s 1 percentage point, which the BJP had won. Beyond the bare statistical facts,undoubtedly the 2012 Tehri byelections in which the BJP candidate Mala Raja Laxmi Shah defeated the Congress candidate not only provided a glimmer of hope to the BJP but also proved a turning point to the party. “The party was still recovering from the shock defeat suffered at the hands of the Congress in the 2012 byelection, “The wafer thin majority and subsequent poaching of our MLA from Sitarganj had demoralised the party cadre. In the byelection we all worked unitedly and focused on the inflation and cap on subsidy on cooking gas. In 2014, our focus was on achieving 272 seats and how Uttarakhand could play a big role in achieving the target,” said Trivender Singh Rawat, BJP national general secretary. Crafting an impregnable strategy requires support from the party workers. It is the party workers who manage to provide feedbacks about the weaknesses of the party and in this the BJP was ably served by the BJP and RSS workers. |

PMG website for forest clearances, land transfer launched
Dehradun, May 19 Speaking on the occasion, Anil Swarup said that Uttarakhand has become the second state in the country after Odisha to start the website, ''The website will aid in speedy clearance of projects pertaining to land transfer, forest clearances and other clearances,'' he said. He said that the portal would also be launched in 14 other states and the facility has helped in reducing tapeism and providing ease to the general public. ''As soon as the issues concerning come before the PMG, these are transferred to the concerned departments for necessary action. So far clearance to 150 projects costing Rs 5.3 crore has been given,''he stressed. Swarup said that the matters concerning the state would be addressed through the state portal and those of the Central Government through the Central portal. |

Dehradun, May 19 Dr Rihani said National Technology Day was celebrated as a symbol of quest for scientific inquiry, technological creativity and the translation of that quest in the integration of science, society and industry. He said, “This day is celebrated to honour technological innovations and their successful commercialisation which makes fruits of research to reach people at large.” He added the use of technology was not restricted to one section of the society. Use of atomic explosion was done by the doctors as they use isotopes for treatment of cancer. “Nuclear submarines are also used for study of aquatic life. Technology development means planning, resource and execution. All have equal importance,” he said. Dr MO Garg, IIP director, in his welcome address commented on the technological capabilities of India. He emphasised on the need for development of cutting edge technologies that have low cost of operation and are environment friendly. He showed concern over the rising prices of crude oil and its availability. Dr SK Sharma, chairman of the celebration committee said initially in 1999 the day was celebrated to recognise excellence in science & technology of the defence and security of the motherland. But now it was celebrated to recognise the achievements in all fields of science and technology. He said the day gave an opportunity to derive inspiration and strength from our past achievements, to critically review our present position and to plan for the future of developing cutting edge technologies. Haridwar, May 19 The activists burnt the effigies of the actor and demanded either apology from him or he should stick to his statement he tweeted in which he allegedly said that if Narendra Modi becomes the prime minister, he will leave India. The district BJP unit youth wing leaders demanded an instant written apology from the actor, who surfaced into limelight with regional films and Big Boss reality television show. Ujjwal Pundit, youth wing leader said such remarks calls for hatred and division. Rajesh Sharma, youth wing senior leader said be it politicians or actors, they should refrain themselves from making such comments as India is a democracy and a secular nation. “During these general elections, many politicians as well as some prominent public figures attacked Narendra Modi. Either they were terrified by his immense pan India popularity or they wanted to gain media mileage from this. In fact Kamaal Khan has remained in news with controversial acts or statements,” added Sharma. |

Doon Hospital class IV staff await salaries
Dehradun, May 19 The fund starved hospital authorities have been unable to pay salaries for April to the guards, class IV staff and ward boys. Beside the disbursement of salaries, the resource crunch has put breaks on the procurement of medicines under local purchase, surgical equipments and diet for the patients. "We are awaiting the release of the first instalment from the budgetary allocation, there has been delay as the officials were busy in the elections," said Dr RS Aswal, Principal Superintendent, Doon Hospital. For the current financial year, a budget of around 13.24 crore has been allocated for the hospital, out of which a quarter would be released as the first instalment. In a year, the hospital spends around Rs 2 crore on the purchase of surgical equipments, Rs 2.5 crore on local purchase for medicines and Rs 2.75 crore on medicines and another 1 crore on the salaries to the staff. Usually in such a situation, the hospital authorities are forced to cut corners and defer payments, however it cannot stop the purchase of essentials like medicines, surgical equipments and the medicines under the local purchase. The purchase of the essentials are done on advance basis while deferring immediate payments to a later situation, said an official from the hospital. However, the delay in allocation of budgetary instalment continues to vex the hospital authorities, there has not been any effort to create a separate fund for the hospital to meet financial exigencies. |

On Ruskin Bond’s 80th birthday, two books launched
Mussoorie, May 19 Ruskin Bond arrived at the store around evening and his fans wished him on his 80th birthday, while the author cut the cake specially prepared at the bookstore amid loud cheers from his fans, who had come from around the country. The two new books written by the author, “Love among the book shelves” and “Jungle Omnibus,” were released by Municipal Council, Mussoorie, president Manmohan Singh Mall and MLA, Mussoorie, Ganesh Joshi, separately on the occasion. Ruskin Bond speaking to The Tribune said that for him it is a great moment as he completes 80 years of his life. He further said that the best compliment he had received to date is from a a child who said, “Ruskin Bond is not a bad writer.” Elaborating about his future ventures, the author said that he was planning to write more short stories in the near future. “I am focusing on short stories for now and have no plans to write novels this year,'' said Ruskin Bond. Ganesh Saili, a close friend and an author from Mussoorie, along with the Uttarakhand Tourism Development Board member Sandeep Sahni, extended their greetings to the prolific author of children’s books on the occasion. The fans that had come especially to wish Ruskin Bond from as far as Kolkata were elated to meet him on his 80th birthday in Mussoorie and posed for pictures and got boks written by him autographed gleefully. Double joy for Pune student of architecture
Mussoorie, May 19 Ruchita, speaking to The Tribune, said that she was planning to celebrate her birthday that also fell on May 19 with her friends who were in Rishikesh to attend a rafting course on river Ganga. However, she changed her plans and rushed to Mussoorie when she heard that Ruskin Bond, who was also born on May 19, would be celebrating his birthday in the hill town today. ''For me it was a double joy to celebrate my birthday along with my childhood favourite author Ruskin Bond,'' said an elated Ruchita. ''I was hooked on to the writings of Ruskin Bond through his story titled ''Cherry tree'' that was in my textbook and had always longed to meet him in person. For me it was the most memorable day of my life to receive best wishes on my birthday that falls on the same day as Ruskin Bond's. She further said that it is due to Ruskin Bond she opted for a career in architecture, as she developed her interest in architecture from the time when she would sketch the stories written by Ruskin Bond in her childhood, said Ruchita. She also got a book autographed by Ruskin Bond on the occasion. A school girl from Kolkata also shared the same feelings after meeting Ruskin Bond today. |

Six killed as car plunges into gorge
Dehradun, May 19 The victims were on their way to Baneoli from Kankhul village to attend a marriage party. The driver lost control over the vehicle while negotiating a sharp turn and it fell into the gorge. All passengers died on the spot. Chamoli SP Sunil Kumar Meena said the families of the deceased had been informed. The circle officer, Karnprayag, said relief and rescue operations were initiated immediately after the accident information reached the police control room. The accident victims were taken to a nearby hospital, where all of them were declared brough dead. — TNS
