The deceased was identified as Tarsem Lal, a resident of Raipur-Rasulpur village. He was a native of Una in Himachal Pardesh.

Awareness campaign to combat illegal immigration

In an on-going awareness campaign about illegal migration to foreign countries and to prevent irregular migration from the Punjab, the Management Institute of Population and Development (MIPD), an NGO, is going to start an awareness campaign in Jalandhar, Kaputhala, Hoshiarpur, Gurdaspur and Nawanshahar.

PSEB EXAMS
30 cheating, 2 runaway cases reported

A student ran away with his answer-sheet during the English language Punjab School Education Board (PSEB) exam of the 10th standard here today.

The student, appearing for the exam at the centre at Government Senior Secondary School, Jamsher Khas, remained untraced for about one and a half hour. While a report was also lodged with the police station concerned regarding the matter, the answer-sheet was retrieved only when the student was traced with the help of fellow students.

The examiner at the centre said, “I was collecting answer-sheets from students when this student slipped away. We kept looking for him, but he wasn’t found. However, he himself came back after an hour or so and gave us the sheet. Meanwhile, I had informed the board and an unfair means case (UMC) has been made.”

Before this, another student had run away with an answer-sheet from the centre at the Suman Day Boarding Senior Secondary School at Ladhewali during the 12th standard exams. In that case, the case was reported to the police after a week and the answer-sheet remains untraced, the department sources informed.

The student reportedly told the department that he had burnt his sheet.

In the exam season so far, thirty one UMCs have been caught. Most of these have surfaced during the language exams. Two aforementioned students have run away with their answer-sheets.

While, 22 have surfaced during the 12th board exams, nine have surfaced during the 10th exams so far.

Meanwhile, during the 10th standard (General English) exam today as well, three cases of cheating surfaced at various centres today.

These cases were caught at the Public Senior Secondary School Shahkot, block 2 (one case), Government High School, Baghela (both caught by the flying squad headed by District Science Supervisor Baljinder Singh) and another at Government High School, Nangal Shama (by the observer at the centre).

As many as 17 students have been caught cheating during the language exams of 12th and 10th standard boards - seven students during the general English exam on March 1, six during elective Punjabi exam March 13 (12th standard) and three during the general English exam (10th standard) today.

The 12th general Punjabi exam, however, saw only one cheating case.

The only major exception to the language rule was six cheating cases surfacing during the 10th science exam held on March 25. One case was caught at the centre at Government Boys High School, Nakodar, three at Government High School Adra Mal and two at Government Senior Secondary School, Khiwa.

Want to get learner’s licence, score 50 per cent marks in test

Starting next week, all applicants for the learner's driving licence will have to appear for a mandatory online test and score above 50 per cent marks before moving their file at Suwidha Centre.

The state Transport Department has tied up with Smart Chip Company for the same, which is currently preparing registration certificates (RCs) in the DTO office here. The company is in the process of installing computer systems in a shop inside the district administrative complex, adjoining the High Security Number Plate counter.

As per the plan, each applicant will have to shell out an additional amount of Rs 50 and appear in the 10-minute test which will include 10 multiple choice questions based on traffic signals and traffic rules. The score sheet of the test will be generated soon after the test is over.

DTO JS Dhillon said the test report, with at least five correct answers, would have to be attached with the file to be submitted for the licence. "In case the applicant is not able to appear at the first instance, he will have a chance to appear again in 15 days after paying the fee again," he said. The DTO added that the boards with traffic signs would be installed all around the DC office for the visitors to learn and understand the signage before appearing for the paper.

Five systems had been installed and the remaining five would be soon added so that at least 10 applicants can appear in one go.

There are nearly 400 fresh applicants of the learner's driving licence daily.

Murder case solved; woman, paramour held

With the arrest of a woman along with her paramour, the Jalandhar rural police today claimed to have solved a two-day-old murder case.

On the night of March 23, the woman and her paramour had allegedly hacked her husband to death at Pipli village in Lohian.

She took the extreme step after her husband allegedly caught her in an objectionable position with her paramour. The accused were identified as Seema, wife of the deceased Prem Singh and her paramour Gurmeet Singh, alias Kundi, a resident of Katora village in Ferozepur district. He is a truck driver by profession.

Superintendent of Police (Detective) HPS Khakh said the woman was having an affair with Kundi for the past over one year and Kundi also used to pay frequent visits to her home in the village.

On March 23, while her husband was away to home, Kundi had come to meet Seema. When he (husband) arrived home late in the night, he caught her wife, along with her paramour, in an objectionable position, Khakh said, adding that after noticing them in a compromising position, her husband turned furious.

The couple then indulged in heated arguments over the issue.

Khakh said the woman, in anger, suddenly brought a huge wooden pestle and hit it on her husband’s head. As a result, the man fell on the floor and turned unconscious.

Meanwhile, the woman’s paramour brought a sharp-edged iron weapon ("datar") and hit Prem Singh on the head, which led to his death. The accused had then dumped the body on the road near their house to give the impression that he was murdered by some unidentified persons. To befool the police, the woman had also raised alarm in the village that her husband had gone missing.

During investigation conducted by the police and the CIA staff, the police found the involvement of the dead man’s wife Seema. The statement of the woman and her 10-year-old daughter, who was witness to the crime, put the woman’s role under scanner. Her daughter pointed out the presence of Kundi in the house on that night, which made it clear that the woman was lying.

Khakh said during questioning, the woman admitted that she, along with her paramour, had committed the crime as he had caught her with Kundi that night, adding that when the police probed the mobile call details of the woman and her paramour, the role of the duo got confirmed.

Missed call started the affair

A missed call from Kundi’s phone on Seema’s mobile started their friendship, which forced the duo to kill Prem.

“Our love story started over a year ago when I got a missed call from some unknown number. Our friendship started on the same day when I called back on that number to inquire. With the passage of time, we used to have long talks on phone,” the woman told the police. In just a few days, their friendship turned into love. Now, Kundi also started paying frequent visits to the woman’s house.

Police sources said the duo had not orchestrated any conspiracy to kill Prem, but it was all a matter of chance, which forced the duo to commit the crime. “The woman and her paramour was not having any plan of murder, but they took the extreme step after they were caught by Kundi in an objectionable state,” the police said.

Migrant labourer crushed to death

The police said the man was crossing the road near Raipur-Rasulpur village when the truck killed him. Eye-witnesses told the police that the truck driver was driving rashly, which led to the mishap. After conducting the postmortem at the Civil Hospital, a case of negligent driving under Section 304-A was registered at the police station concerned.

Now, Santokh faces dissent within party

Days after SAD Lok Sabha nominee from Jalandhar Pawan Tinu faced opposition from the party's last time candidate Hans Raj Hans, it is now the Congress candidate Chaudhary Santokh Singh who is facing dissent from fellow Congress leaders.

Opposition against Chaudhary came from retired District Forest Officer Surjit Singh, who had contested Lok Sabha polls from Jalandhar in 2009 as the BSP candidate with 93,578 votes polled in his favour. He had joined the Congress during the 2012 Assembly polls.

"It was unfair on the part of the Congress to have given ticket to a leader who has been unsuccessful twice in a row from Phillaur Assembly seat. The party already had Mohinder Singh Kaypee as the winning candidate, so where was there the need to have a two-time loser. The AICC vice-president Rahul Gandhi had been saying that ticket would not be given to those who have lost twice. I wonder why has this criteria not been followed?" he poured his heart out in favour of Kaypee, who has been shifted to Hoshiarpur seat.

Sukhbir Singh Shalimar, Congress worker who accompanied Surjit, went a step ahead to say that Chaudhary's father and former Agriculture Minister Master Gurbanta Singh had torn a letter of Dr BR Ambedkar when the latter had come to Jalandhar. He also termed Chaudhary family as "anti-Dalit".

Estranged brothers together again

Coming as a big surprise for the political observers of the city is the unusual bonhomie between Ch Santokh Singh with his brother and former Local Bodies Minister Ch Jagjit Singh. The brothers had not been seeing eye-to-eye for quite sometime. Even Ch Santokh Singh's son and Punjab Youth Congress chief Vikramjit Singh Chaudhary had been earlier openly expressing defiance against his uncle. The brothers had been going around yesterday meeting party leaders at their places. Asked as to when the turning point in relations came in the family, Vikramjit replied, "It is my uncle who gets the entire credit for the ticket going to my dad. So we cannot forgo his efforts for us." Asked if the City Centre scam shadow on his uncle could go against his dad, he skirted the issue, "Till anyone is convicted, there can be no shadow on anyone. For that matter, Capt Amarinder Singh too had his name in the same scam. It was all a game plan of our political rivals".

Santokh spent his day at Dera headed by Hans

Having got party ticket a day before, Chaudhary Santokh Singh has been paying obeisance at deras in the region since yesterday. Clearly with a motive to get support, he had spent a good time at Dera Sachkhand Ballan yesterday. Today he went to Sufi shrine Lal Badshah, where Hans Raj Hans who has opposed Pawan Tinu's candidature is Gaddi Nashin. He also visited Dera Baba Muradshah at Nakodar and Divya Jyoti Jagriti Sansthan at Nurmahal.

Twice lost by thin margin, trying his luck again

Having lost by a wafer-thin margin twice in 2007 and 2012 Assembly polls, former Cabinet minister Ch Santokh Singh again stands to try his luck on a bigger platform this time. While he lost by a minimal difference of 31 votes in the 2012 polls against Avinash Chander from Phillaur, his vote difference was just 273 in 2007 when he had fought against Sarwan Singh Phillaur.

227 jawans take part in passing-out parade

Passing-out parade of 227 recruits of batch no 161 of the district police was held at the Punjab Armed Police Training Centre in Jalandhar Cantonment on Thursday.

Naresh Kumar Arora, IGP, PAP, was chief guest on the occasion. Recruits who performed well during the training were also honoured with trophies.

The jawans had been training in outdoor aspects such as use of automatic and semi-automatic weapons, field craft, field tactics, VIP security, UAC, implanting ambush, obstacle crossing and information regarding various arms and ammunition used by the terrorists.

The chief guest took salute from the jawans and wished them good luck. He urged the jawans to perform duty with honesty and dedication. Jawans, who passed out from the training, also bowed to serve the nation with good faith.

Jawans who performed well during the training were also honoured by the police. Gurjeet Singh was declared all-round first and Gagandeep was declared all-round second.

Satwant Singh was declared first in indoor training and Kiranpal was chosen the best marksman. Nitish Kumar commanded the parade.

Pawan Kumar Uppal, Commandant, PAP, Training Centre, read the annual report. Meanwhile a heart catching cultural programme was performed by the jawans which forced the police officials to dance.

Commandants of various battalions, senior police officers and retired police officers were present on the occasion. Special demonstration in weapon handling was also given by jawans at the end of the programme.

Awareness campaign to combat illegal immigration

In an on-going awareness campaign about illegal migration to foreign countries and to prevent irregular migration from the Punjab, the Management Institute of Population and Development (MIPD), an NGO, is going to start an awareness campaign in Jalandhar, Kaputhala, Hoshiarpur, Gurdaspur and Nawanshahar.

Project coordinator Dr PRC Patnaik said the second phase of the project has been started. The awareness campaign will be conducted in 40 selected villages.

"The main objective of the awareness campaign is to educate people on illegal migration that will include the issues like danger and problems of illegal migration, helplines, legal registered agents, and various schemes about legal migrations," he said.

Dr Patnaik said road shows, street plays, puppet shows, and documentary films about consequences of illegal migration will be shown to people in order to educate them.

"The campaign will be launched on March 28 at Kang Sabhu village in Nakodar," he said.

"Local heads and prominent people of the villages like sarpanch, schoolteachers and return migrants will be trained to make people aware about illegal migration. This pilot project has been undertaken to prevent illegal migration from Punjab to foreign countries in search of better jobs," he said, adding that the pilot project has been launched in collaboration with European Union through India Centre for Migration (ICM).

Dr Patnaik said a report by the United Nations Organisation on Drugs and Crime (UNODC) states that nearly 80 per cent of illegal immigration from India is the Punjabis. The 2010 United Nations Organisation on Drugs and Crime study on Punjab and Haryana reveals that every year more than 20,000 youth from Punjab attempt to indulge in the same. Other than this, not much study has been done on the same issue, which is required. To combat this menace, several steps have taken by the authorities and changing its policy on migration.

"It is not an unemployment that prompts youngsters of the region to go abroad but to be settled abroad has been a status symbol and prestige issue in many areas of Doaba region. People just want go abroad by hook or by crook," said Patnaik.

Exhibition of manuscripts underway at DAV College

DAV College today kick- started a seminar on manuscripts with an illustrious tie-up with the National Mission for Manuscripts (NMM), the national body responsible for the conservation, curative and awareness efforts relating to manuscripts in the country, here today.

From kings to saints to British scholars who took a keen interest in preserving Indian ancient texts - all were evoked during the gathering today as scholars worried about the state of Indian manuscripts, the meager knowledge that the common man has about them (with ignorance sometimes even resulting is loss of precious heritage) and the measures that can be taken to make the youth aware of these issues.

Renowned scholar Dr HK Puri in his keynote address mapped out manuscripts tradition in the country and the state.

Dr Praful Kumar Mishra, Director, NMM, and his team from NMM Delhi also put up an exhibition of rare manuscripts at the college which featured many rare documents including an about 150-year-old rare manuscript of scholar Vagbhata's famous Ashtanghriday, a definitive Ayurvedic text on the kind of lifestyle required for a disease free life. Rendered in Malayalam script the language of the test is Sanskrit.

Other documents displayed at the exhibition were Bhagvad Gita texts rendered in Gurmukhi script, pictorial manuscripts (pictures) featuring deities and religious diagrams from 18th to 19th centuries from Orissa, Hanuman Katha, history of Kerala penned in the Persian script among a host of other texts.

On the first day today resource persons who spoke included Dr HS Bedi from Amritsar, Dr Akash Chanda from Saharanpur, Dr RS Toki from Khanna, Daljit Ami from Mohali, Meenakshi Mohan from New Delhi among others. Vital issues discussed included a comparative study of Bhrigu Samhita, texts from, across the nation (wherein it was pointed out that depending on the region, the text, texture of material used to pen it on and the calligraphy of the documents differ).

Meenakshi Mohan, an expert working on the manuscripts concerned with saints for about a decade, also spoke on the texts of saints.

DAV College Principal Dr BB Sharma was also present along with his staff members. The exhibition and seminar will be on till March 29.
