Civic body plans deficit budget
Jalandhar, March 20 With model code for the Lok Sabha poll already announced, there is no announcement for any major project. The copy, however, mentions that an amount of Rs 313.65 crore stands reserved for various development works. Of this amount, Rs 90 crore is to be spent by way of grants alone. While last year it had been proposed to spend Rs 149.34 crore for development, only Rs 33.47 crore was used. There was not a single penny spent on the development of dairy complex, repair of MC-run schools, construction of flyovers, purchase of land for slaughter house and garbage dump. Even as an amount of Rs 40 crore was scheduled to be spent on setting up a sports hub at Burlton Park, no work could be done for the project. An amount of Rs 60 crore has been earmarked now for the next year. Also while Rs 20 crore had been kept for Chandan Nagar RUB construction, the work is yet to get started, with only Rs 8.64 crore spent for its land acquisition. The MC has also miserably failed in ensuring a good revenue collection. While an amount of Rs 430.59 crore was planned as income, only Rs 257 crore has been fetched till December 2013. Interestingly, the MC has projected an amount of Rs 455.48 crore in the last quarter of the current financial year. The proposed income for the next year stands at Rs 479.45 crore. Even as the composition fee recovered remained quite up than was expected, the income by way of house tax and property tax has remained much lower than was expected. While the MC hoped to make an income of Rs 10 crore from house tax, only an amount of Rs 1.98 crore could be recovered in the first three quarters. Likewise, Rs 25 crore was slated to be collected as property tax, but only Rs 4.1 crore could be collected till December 2013. The much optimistic MC still hopes to reach its target of Rs 25 crore on this account. The MC also could hardly sell any of its properties this year, as it made only an amount of Rs 1.71 crore as against an expected amount of Rs 50 crore. The target for the next year has been kept the same. |
SAD councillor booked for house trespass, theft
Jalandhar, March 20 The fight led to the registration of a case of house trespass and theft against the SAD councillor and over 20 unidentified persons. Interestingly, a few days ago, two former councillors of the SAD and BJP had scuffled over the petty issue of car parking. In that case too, on the complaint of former BJP councillor Kamal Sharma, former Akali councillor Manjit Singh Tittu was booked for attempt to commit culpable homicide and other IPC Sections. After this incident, ex-councillor Sharma had also shown footage of the fight to state BJP chief Kamal Sharma yesterday. Sources, however, revealed that these two councillors always used to fight at the MC house meetings as well. Many a time, they had heated arguments over issues in the MC. This time, BJP councillor Tony from ward No. 35 levelled allegation of illegally encroaching his 11-marla property located in the Basti Mithu area against the SAD councillor Pritam from ward No. 43. Acting on the complaint, the Basti Bawa Khel police registered a case against Pritam under Sections 447, 452, 454, 448, 380 of the IPC. Late last evening, when Tony, along with his supporters, had gone to take possession of the house, where some Bachan Singh, along with his family, was residing, Pritam (who is close to Bachan) also reached the spot along with his supporters. Due to the strong protest by Pritam, Tony had to return empty handed from the spot. This morning, when Tony, along with the police, again came to take possession of the house, Pritam and his supporters again protested and didn’t let the BJP councillor take the possession of the house. Protesting against the move, Pritam, along with the locality people, sat on a dharna in front of the house from morning till evening. Pritam said Tony was trying to grab the property without possessing any legal ownership documents. “I had just gone to prevent Pritam from grabbing the house from the poor aged man Bachan. His supporters had manhandled me, Bachan and his 90-year-old mother. Still, instead of acting against Tony and his supporters, the police registered a case against me. It seems that the police is hand in glove with the BJP councillor,” he alleged. BJP councillor Tony said he had all the ownership documents and Pritam was interfering in the matter as he was having some vested interests in the matter. “This is our ancestral property and Pritam has attempted to hand over the possession to Bachan after breaking open the locks of the house.” Tony also contradicted Pritam’s claims that Bachan was living in the house for several years. He claimed it was today only that Pritam wanted to put Bachan inside the house. |
Mobile phone shop owners flouting police directions
Jalandhar, March 20 On March 11, DCP Rahul S had directed the mobile shop owners to maintain a proper record of the sale and purchase of old mobile phones. He had clearly stated in his order that no shopkeeper would buy any second-hand mobile without verifying the IMEI number and original mobile bill. Even during the sale and purchase of any mobile phone, shopkeepers had to get identity proof of the seller and that should be kept in a record. He had told the shopkeepers that they should maintain record that must consist of the name of seller or buyer, father's name, house address, identity proof, signature or thumb impression and the IMEI number. During a visit to several mobile shops located in the city, it came to light that none of the shopkeepers were aware of the instructions. The sale of old mobiles phones continues unchecked in the city by ignoring the city police instructions. “I have just bought a second-hand iPhone. I was not asked by the shopkeeper, who doesn’t know me, to submit the identity proof or any other documents as directed by the city police,” a buyer said. Meanwhile, shopkeepers are not adhering to the instruction as they have not received anything in writing from the police. “We are yet to receive written instructions from the city police regarding the sale and purchase of old mobile phones. As of now, we have not maintained any special register to record the sale and purchase of mobile phones,” a shopkeeper said. Another shopkeeper termed the instructions as a mere burden on them to maintain minute record about the buyers and sellers of old mobile shops. He alleged that it would overburden the shopkeepers with unnecessary work. Interestingly, while issuing the instructions, the police had also said that they would randomly conduct raids to check the records of the mobile shops and if any shopkeeper was found violating the orders, he would be charged under Section 188 of the CrPC. However, as per the police sources, till now, the police have not registered even a single case against shopkeeper for violating the instructions. The police had taken the initiative due to the use of mobile phones in many crimes. In many incidents, the police had found that criminals had bought old mobile phones from mobile shops and used the same for committing crimes. But due to the lack of records, the police had failed to reach the criminals. Rahul S said he would soon call a meeting of all mobile shop owners in the city to make them aware of the directions and the purpose for which these had been issued. |

Jalandhar, March 20 Claiming to have already started its work ahead of the implementation of poll code on March 5, the MC authorities have been saying that there was no violation of the code. Even the Opposition is silent on the matter for all of them perhaps want the work in their areas to get somehow started. The Tanda road stretch between Pathankot Chowk to Doaba College was getting recarpeted today. There, however, are very few main roads which are being re-laid for which the contractors had not filed tenders for the same. "It is primarily the internal roads which are being constructed. The work on Shivaji Nagar and Guru Sant Nagar falling in my ward started just three days ahead of the code implementation. Work is also in progress on Master Gurbanta Singh Marg. However, work on main roads, including those from Basti Gujan to Dilbagh Nagar and 120-feet road would not be possible till the code is lifted," said Sushil Rinku, Congress councillor. Jagdish Raja, Leader of the Opposition, too perhaps wants the road work to speed up. "People are upset. There have been accidents happening almost daily. The weather is now conducive and the authorities must lay all those roads for which the tenders have been cleared," he said. The code committee of the district election office, however, today received a complaint regarding road construction in violation of code in Kartarpur. The officers are yet to verify the complaint. SE, B&R, MC, Kulwinder Singh said that all work was being done in accordance with the election code of conduct. |
CISF reaches city ahead of polls
Jalandhar March 20 "Out of 84 jawans, 76 jawans will be deputed in the district while the remaining six will oversee the management of the CISF. A team of 38 jawans will be deputed in the city and rural areas ahead of the polls," said Rahul. Sources said theCommisionerate of Police has also formed a separate team of 45 policemen to tackle emergency situation, if any, till the completion of election process on April 30. Apart from this, as many as 10 anti-riot teams have been formed to prevent the occurrence of untoward incidents during election. Sources said as per the past records, the city has 71 hyper-sensitive, 152 sensitive and 86 non-sensitive polling booths. Forces would be deployed accordingly. Sources said the city Commissionerate of Police had reportedly requested for 14 companies of central paramilitary forces for the Lok Sabha elections adding that as of now, only one company has been sent and the remaining is likely to arrive in the coming few days. |
Labourer ends his own life
Jalandhar, March 20 Veeru ended his life at the construction site where he was employed as a daily wager. He is survived by his wife and two children. Police sources said the incident came to light when his wife noticed the hanging body at the site. She then raised an alarm. Cops of police division No. 4 reached the spot and started investigation. The police also questioned several of his counterparts at the construction site, but nobody had any inkling of why he took the extreme step. The police said Veeru’s kin did not suspect any foul play behind the death. The police did not recover any suicide note from the spot. After sending the body for postmortem, inquest proceedings under Section 174 of the CrPC were initiated. |
Girl found dead near canal, rape suspected
Kapurthala, March 20 During the investigation, the police found that the girl seemed to have been strangulated to death by some miscreants. "We have sounded an alert in the nearby areas and even called several villagers to identify the deceased, but the body is still lying unidentified," said SHO. The police are also suspecting that the girl might have been physically abused before being killed. A case of murder against unidentified persons has been registered under Sections 302 and 201 of the IPC and efforts were on to trace the accused. The SHO said the postmortem of the body would be conducted at the Civil Hospital which would actually reveal the exact cause of her death. |
Training for persons with disability from April 1
Jalandhar March 20 Training will be imparted in metal, hosiery, cutting and tailoring and radio and TV trade. A trainee will also get Rs 1,000-2,000 per month as a stipend and hostel facility will also be provided free of cost. Counselling for admission in above trades will be held on March 24 at 9.30 am to 1 pm. |

Self-employment training course for rural women
Jalandhar, March 20 While so far these courses have been held at Kakra Kalan village, the organisation is also planning to hold similar courses by the end of the month at Badshahpur village. The first camp held within the time frame of March 3-15 saw the training of about 50 women with an initiative from the NABARD under the MEDP. The event combines the training of making pickles, jam, squash, murabba and chutney. Detailed knowledge was given about the advantages of food preservative and processing. The coming event will also render similar lessons to village women to ensure self-employment and independence for them. Prof Singh said, "Apart from the training, various prespectives are also being touched upon so as to improve the lifestyle and living standard of people living in villages. Good and hygienic food is one of basic needs to improve the health of the family and gradually the society becomes healthy, and the fore most important step to make society become healthy we need the women's to be aware of healthy practices. People living in towns and cities are aware of the systematic and healthy habits but in villages they still lack in terms of proper knowledge and practices." "Health plays a most important role in human life. To be happy we need to concentrate on our health, which can only be achieved through a healthy lifestyle," he said. |
