Jalandhar, March 12 Days prior to the implementation of the election code on March 5, the MC authorities had directed the junior engineers concerned to ask the contractors, who had been allotted various works, to take a truck-load of earth to the site, pour some material at the site as a symbolic indicator of work getting started and get photographs clicked. The JEs had been told to ensure that they, too, were seen in the pictures with the background of the picture clearly depicting the location of the work. Further, there had been instructions that the trucks should be covered in the pictures clearly to display the name of the contractor to whom the work in that area had been allotted. The photographic evidences with the MC authorities also bear the date and time of the unloading process. An interesting part is that all pictures have been clicked in the same pose, clearly indicating the intention behind the whole drama. On ground, very few of the 203 works worth, Rs 59.84 crore, have actually started. The model code of conduct of the ECI clearly stipulates that only the work in process can continue. “No work shall start in respect of which even if work orders have been issued before the model code came into effect, if the work has actually not started in the field. These works can start only after the completion of the election process. However, if a work has actually started, it can continue.” With Congress leaders making the poor condition of roads in the city an election issue and holding a series of protests, Mayor Sunil Jyoti desperately wants the work to get started. Ahead of the imposition of the code, the Mayor and the respective BJP MLAs had laid a spate of foundation stones of road works in the city. Mayor and Commissioner MC Manpreet Singh Chattwal had then even held a meeting with the contractors, coercing them to get the works started at the site, but only a few works could begin. For the past week, there has been a debate going on among various circles as to whether the MC would be able to go ahead with the road construction work. Jyoti has been adamant that he would get the work started. He has been saying that all 203 works have got started. Asked about the pictures, he said, “Yes, we got them clicked to have photographic evidences and would present them before the ECI in the event of any complaint of code violation levelled against us.” |

Jalandhar, March 12 One placard put up read, “Jaali udghatan kari chalo” (continue with your fake inaugurations) with a caricature of Deputy Chief Minister Sukhbir Badal. District Congress Urban President Rajinder Beri urged the passersby not to vote for the ruling party "which had failed to even provide even the basic amenities like good roads". “Garha Road leads to the bus stand. It is the entry point to the city. How can the MC leave it in such a bad condition inconveniencing thousands of daily commuters?” he asked. Sudesh Vij, Congress leader, and councillor Dr Pardeep Rai held on banners depicting the message, “Kya yeh America ki sadkein hain?” while standing in the middle of the potholed, rainwater filled Garha Road. They also got a cart stranded along the roadside, with a placard fixed on it “Majithia di reta” (Majithia’s sand). Mayor Sunil Jyoti, however, has been maintaining that the Garha Road is to be widened to 30 feet with all encroachments on either side to be removed. “Some portion of it is without proper sewage system. We need to first check it and then do
the work in a big way,” he said. |
‘Shift patwaris to new Patwarkhana building’
Jalandhar, March 12 The DC told Tehsildar-1 Seema Singh and Tehsildar-II Jait Kumar to ensure that all infrastructural requirements were completed by next Monday so that the patwaris might shift and start operating from Wednesday. He found that almost all furniture had reached the new plush building and that it was just to be placed in order. As he went there, the contractor for the purpose had sent his men for arranging cushions for the new three-seater settees, visibly the last item in the lot of infrastructural requirements. Asked if he intended to install CCTV cameras also in the patwarkhana, Roojam said it was included in the subsequent plan. The first floor of the building of the sub-registrar’s office, which is to house the patwarkhana, has been lying unoccupied since its inauguration by Revenue Minister Bikram Singh Majithia on September 9. The patwarkhana, housed in the district administrative complex, has been equipped with fully furnished workstations after spending an amount of Rs 3.26 crore. The DC also took a round of the Suwidha Centre. He also visited the new building of Dr BR Ambedkar Bhawan to inspect the availability of a hall for the purpose of setting up counting centre there for the forthcoming Lok Sabha poll. |
Action sought against ADCP in slapping case
Jalandhar, March 12 Channi, along with his dozens of supporters, met the Deputy Commissioner Police Rahul S and submitted his complaint. The DCP assured the SAD leader that the matter would be inquired in a fair manner. “I have clearly asked the DCP to take action against ADCP Naresh Dogra, who had slapped his employee Biro on March 9 night during a naka installed near the BMC chowk. Dogra has misused his power and position and he should be taken to task. I will also bring the matter before senior party leaders,” Channi said, adding that the DCP had assured him of conducting a fair inquiry into the matter. High drama was witnessed at the police station division No. 4 on March 9 night when Channi had allegedly rebuked the Station House Officer (SHO) for impounding the motorcycle of his employee. He, along with his party workers, had virtually taken on the SHO for not considering the fact that the person concerned was an employee at his office. He had said then that Dogra had impounded the Splendor motorcycle of his employee despite the fact that he had told the ADCP that he was working at Channi’s office. Interestingly, when Channi was scolding the SHO for bringing his worker to the police station, the SHO, apparently taken aback, had begged him to sit and talk to him. However, the SAD leader continued with his verbal attack. Dogra had clearly told reporters that he had challaned the vehicle as the bike-borne man was not carrying any documents. |
3 thefts reported in a night
Jalandhar, March 12 The second theft was reported in the same locality where thieves struck at VK Dhaba and decamped with an LCD, two LPG cylinders and Rs 5,000. The dhaba owner Vijay Kumar said he was informed about the theft this morning by some persons known to him. When he reached the spot, he was stunned to the ransacked dhaba. In the third incident, burglars struck at Imperial Welding Works from where they decamped with welding machines and other material. The affected persons said the police had been informed about the thefts. Meanwhile, the police have failed to crack the burglary that took place at the house of HL Kazal, a doctor at Faridkot Medical College, in Urban Estate Phase II. The burglars had decamped with Rs 2.5 lakh, 10 tola gold jewellery, two digital cameras and other valuables. ACP Mandeep Singh had visited the spot. He didn’t respond to this reporter's phone calls despite repeated attempts. |
EC allows Defence personnel to cast votes at place of posting
Jalandhar, March 12 In Jalandhar too, 11,000 new votes (general) have been enrolled and nine new auxillary booths have been set up by the district administration in cantonment, the 37th assembly segment of Punjab. The serving Army personnel are all set to make their strong presence felt in the upcoming Lok Sabha elections. The Election Commission this time has allowed the Defence forces to cast their votes at their place of posting if they are staying there for more than six months. According to the prevalent rules of the Government of India, Central Government employees, including the Defence forces could only register for voting at their places of posting if they have been residing there for at least three years with their families. However, this rule does not apply to civilians, who are only required to be residents for a minimum of six months in order to register themselves as voters at their place of posting. Contrast this with the length to which other democracies go to ensure that their soldiers exercise their right to vote. In the midst of World War II, in 1945, the British had polling booths in jungles of Burma for their soldiers to vote! However this time, the Election Commission of India has provisionally allowed all the Central Government employees including the Defence and paramilitary forces to vote at their plce of posting if they have been residing there for at least six months. “Any Central Government employee including the Defence and the paramilitary personnel can cast their votes at their respective place of posting provided they are stationed there for more than six months,” confirmed VK Singh, Chief Electoral Officer, Punjab. This has brought 85 per cent of the armed forces personnel to cast their votes. To facilitate them, the district administration has this time registered 18,000 Army personnel as general voters and established nine new auxiliary booths in the Jalandhar cantonment area. The serving personnel have also responded well to the call made by the Election Commission of India (ECI). “Anyone familiar with the posting patterns of armed forces personnel would know that it is almost impossible for us to fulfill that condition, with the result that most of the time, we end up being denied the right to franchise,” said IJS Chauhan, Sub-Area Commander. “But this time, with the new ruling by the ECI, we will also try our best to register around 80 per cent voters’ turnout from the Army establishments present here in the district.” New auxiliary booths established at Jalandhar Cantonment

Until 1969, Defence personnel could register as voters at their place of posting. In 1969, at Wokha in Nagaland, the losing candidate moved the Guwahati High Court, claiming that the election result had been impacted by the large number of Assam Rifles’ personnel voting against him. He argued that the soldiers, who were not ordinarily residents of the area, could not be allowed to vote. The High Court, however, upheld the result, dismissing his plea. The matter reached the Supreme Court and in 1971, the Supreme Court too dismissed the appeal, with costs. The Election Commission of India (ECI) had then, as respondents, stoutly defended the soldiers’ right to vote at their place of posting. But despite the verdict, the government came out with a special order in 1972 stating that the soldiers were entitled to vote through postal ballots
and proxy voting only and that in order to register as voters at their places of posting, they should have resided there for three years with their families. |
Garden, flower show on March 16
Jalandhar, March 12 To showcase the majestic splendour of thousands of varieties, the Cantonment Board will hold the Annual Garden and Flower Show at Jawahar Garden on March 16. The inspection of the gardens and roundabouts inside the cantonment area will be held from March 12 to 14. Many prizes along with the rolling trophies will be given to the winners in various categories. The competition will be open to all military, para-military, educational institutes, private institutes and residents of the Jalandhar Cantonment and the city. To kickstart the aromatic journey, a garden party was organised at the Vajra House by the wives of the Army officers. Apart from showcasing the beautiful flowers carefully grown and maintained with much hard work, the women also showcased rich vibrant culture of Punjab through a cultural event organised at the venue. Apart from highlighting the age-old tradition of Punjabi folklores, the event also showcased some of the current issues related to the NRIs and forthcoming election season in the state. In the second phase, the Cantonment Board has called for entries in various categories for which the deadline was March 10. The show has been divided into three categories. In group A, the competition is open to all military, paramilitary and general public. In this category, the entries have been called for the best institutional garden, public garden and private garden of various sizes. Also, competition for the best maintained roundabout, open potted and foliage plant, including flower and cut flower arrangements along with competition of 'malis' will also be held in this category. In group B, the competition is restricted only to Defence services and the residents of the cantonment. In this category, apart from other gardens, terrace gardening and arboriculture development competition will also be held at various venues. The various competitions in group C have been restricted only to kitchen gardening and will be held from March 12 to 14. |
PSEB engineers hold candlelight march
Jalandhar, March 12 Engineer Baldev Singh Sran, association president, said: "The engineers of the PSPCL and PSTCL in the state are observing work to rule from today, March 12 to March 26 wherein engineers will not perform the duties of subordinates and not work beyond normal office hours." "In case of tripping of any generating unit at any of the thermal or hydro plants or fault in any transmission or distribution system during off duty hours, generation or supply of power may suffer and responsibility of the same is of the state government," he said. The engineers are protesting against the decision of the state government to raise the retirement age of chairman-cum-managing directors from 62 to 65 years and allowing entry of the IAS officers in the management. |
Retd judge’s car stolen
Jalandhar, March 12 “I had parked the car outside the house at 10.30 pm. The incident came to light when my servant woke up around 1.30
am and found the car missing. He immediately alerted me,” Arvinder Singh said. Singh informed the police about the incident. The police sounded an alert in the district about the theft. The police officials said, "An alert hs been sounded in the district about the theft and further investigations are underway to get clues.” |
Annual function
Jalandhar: For a stupendous record in academics, sports and other co-curricular activities, over 629 students were honoured at the Apeejay College of Fine Arts during its 39th annual prize distribution function ‘Felicitations’. Prof MS Hundal, Dean, Academic affairs, Guru Nanak Dev University, Amritsar, graced the occasion as chief guest. nuclear technology
A seminar on "Nuclear Technology: Dedicated for National Development" was organised by a team of scientists from Bhabha Atomic Research Centre (BARC), Mumbai, at DAV College, Jalandhar. Dr Hemant Kumar told the students about Dr Homi Jehangir Bhabha whose visionary ideas gave birth to nuclear programme in India in 1944. Later on, the Government of India developed the BARC institute in Mumbai in 1954. In this seminar, Dr RK Singh, Head, Media Relations and Public Awareness Department, BARC, told the students about the nuclear plans of India. He also shared various technologies developed by the BARC which are useful for public society, including desalination, preservation of food, seeds and other eatables by radiations. Rajesh Kumar from Ion Accelerator Division, BARC, gave a talk on the role of charged particles and other accelerators and research reactors. He also spoke about high power radio frequency, microwave component design and their application in medical field. Dr SK Singh, Scientific Officer (G), Human Resource Development Cell, BARC, spoke about various types of jobs offered in the BARC. He explained the details of selection procedure to join as scientists in the BARC and Department of Atomic Energy (DAE).
