Violation of election code on
District Planning Committee Chairman distribute cycles with the CM's photo Deepkamal Kaur Tribune News Service
Jalandhar, March 5 The officials were supposed to remove pictures of politicians from the government offices or cover the photographs of politicians even in the government calendars, but the staff of the Food and Civil Supplies office continued the process of preparing Blue Cards bearing pictures of Punjab Chief Minister Parkash Singh Badal and Food and Civil Supplies Minister Adesh Partap Singh Kairon. The cards under the revised Atta-Dal Scheme of the state government were being made in the meeting room of the Municipal Corporation even as Commissioner Manpreet Singh Chattwal was present in his office for the whole day. District Food and Civil Supplies Controller Dr Rakesh Singla too tried to avoid his involvement in the matter saying that he had nothing to do with the making of cards and their distribution as the SDMs were doing it. Gurcharan Singh Channi, Chairman, District Planning Committee, today attended a function at 11 am at Government Girls Senior Secondary School wherein 201 girls of Classes XI and XII were distributed cycles as a part of the Mai Bhago Scheme. The function went on for an hour as Channi posed for a picture with the girls holding cycles. The cycles which carried the pictures of the CM were taken along by the girls as the school closed in the afternoon. Principal of the school Vishwapreet confirmed having distributed cycles to the girls today. A press release regarding the function mentioned that Pushp Kumar Sood, principal of Government Secondary School, Garha, and Bhupinder Pal Singh Khalsa, lecturer, political science, Adarsh Nagar, also attended the event. Channi said he got to know about the implementation of the code after the function. Fact file Since all the items for distribution items that the government planned as poll sops bear the pictures of politicians, the officials will now have to remove these pictures to carry forward the schemes. Not only the Blue Cards, even the Raahat certificates issued by Excise and Taxation Department bear the pictures of the CM and the Deputy CM. The cycles being given to the girl students as a part of the Mai Bhago Scheme too have the pictures of CM in front of the basket.

Bid to loot Kang Sabu PNB branch
Kang Sabu, March 5 Incident came to light today in the morning when bank staff opened the bank and found that the main shutter was already broken. The staff immediately raised an alarm and informed the senior bank officials. Following the incident, villagers, who have bank accounts in the bank, started gathering at the spot to inquire about their valuables. Dilbag Singh, inspector, Sadar police station, Nakodar, said robbers had managed to enter the bank after cutting open the main shutter with gas cutter. The miscreants, in search of cash and valuables, had ransacked every nook and corner of the bank but didn't find things of their interest. They even attempted to open the strong room but failed. Fingerprint experts and dog squad teams were pressed into service to gather clues from the spot. The inspector said the robber had first cut the wires of emergency alarm and then turned the CCTV cameras toward the roof to prevent the recording. However, the CCTV footage has captured the images of the miscreants. The police have taken the CCTV footage into its custody for further investigation. 2 major robberies still a challenge for police
Two major robberies in the past, including one at Punjab and Sindh Bank and the other at General Post Office(GPO), is still a challenge for the police. The police have failed miserably to bring the criminals behind the high profile robberies behind the bars. Robbers had struck at Punjab and Singh Bank situated at Rehru village and decamped with cash, valuables and foreign currency worth several crores. The modus operandi of robbers was the same as was reported at the PNB at Kang Sabu village. They had cut open 40 bank lockers of strong room with gas cutter. Despite forming SIT in this case and conducting raids at neighbouring states like Himachal, Delhi and Rajasthan, the police failed to gather any vital clue. Following this robbery, on June 3, 2013, robbers with the same modus operandi had made an unsuccessful bid to commit robbery at the Ladowali road branch of Punjab National Bank with the help of gas cutters. Apart from this incident in which the robbers used gas cutters in the crime, there have been over dozen such incidents in which robbers made successful and unsuccessful attempts to loot bank and bank ATMs by using gas cutters. |
Projects to make no headway for over two months now
Jalandhar, March 5 The B&R wing of the Municipal Corporation, which was still awaiting tenders for works to the tune of Rs 14 crore, would not be able to go ahead without the clearance till the code is lifted. Works on some of the main roads, including those between PAP Chowk, and BSF Chowk and Mahavir Marg, have been left stranded. The biggest worry for the MC officials after the implementation of the code is the pending release of nearly Rs 150 crore grants under the Urban Infrastructure Development Scheme for Small and Medium Towns (UIDSSMT) of the Jawaharlal Nehru National Urban Renewal Mission-II for various works. The list of works for which the MC had been expecting the funding are Rs 81 crore for 11 main roads of the city, including Kapurthala Road, Nakodar Road, Hoshiarpur Road and other stretches, Rs 52 crore for the elevated road project on Kapurthala Road and Rs 19 crore for the Chandan Nagar Railway Under bridge. The much-publicised third generation Fish Aquarium Project of the MC, which is yet to be started too, might not see any further development for the next two and a half months. The Philippines-based company Ocean World Private Limited has been asked to pay the Malba fee, construction cess and other dues against which it is demanding that the commencement time of the lease period should be changed from August 2012 to now. The MC officials would perhaps now have to take permission from the ECI before taking any policy decision. Even the Burlton Park project, which is awaiting a clearance from the Environment Impact Committee, will also not be able to get through for the time period. The MC office is yet to clear its budget which is still being readied. MC Commissioner Manpreet Singh Chattwal said that he expected the grant of GOI anytime now. He said that he would take due permissions for budget and other ongoing works from the ECI. HIG Flat Scheme
The Jalandhar Improvement Trust, which has called applications for its new Super Deluxe flats till April 15, will not be able to open them till the code is lifted or hold the draw for allotment. PUDA to go ahead
