EMC to track illegal cash transactions

Under the new guidelines of the Election Commission (EC) of India for the 16th Lok Sabha elections to be held in the state on April 30, an expenditure monitoring cell (EMC) has been constituted for the first time at the district level comprising seven teams, each working in the nine assembly segments of the Jalandhar constituency.

“The EMC was first constituted in India during the Vidhan Sabha elections held in 2012. But this is the first time that we have been directed to constitute this cell in the forthcoming Lok Sabha elections also. A total of six teams have so far been constituted in each of the assembly segments. While two teams comprising a flying squad and the video surveillance team (VST) have been made fully operational in their field, the other four teams are made at the sector level,” said Varun Roojam, Deputy Commissioner-cum-Returning Officer, Jalandhar.

He also said that flying squads (FSs) would be instrumental in tracking illegal cash transactions or any distribution of liquor or any other items suspected of being used or bribing voters. The FSs, consisting of one Senior Executive Magistrate as the head of the team, one senior police officer, one videographer and three to four armed police personnel had been provided with a dedicated vehicle, mobile phone, a video camera and necessary 'Panchnama' documents required for the seizure of cash or goods.

“The video surveillance team (VST) will not only record a political event but also help us in assessing the financial expenditure made by the candidate organising the event,” said Roojam.

A 24X7 call centre, with toll free number 18001802512, had also been established at the district level for the general public. Anyone can now inform about any corrupt practice being held related to elections in the district.

The administration on Sunday had also displayed the list of voters at all polling booths in the district. Many people went to their respective booths to check their names in the voters' list. The DC himself visited various polling booths to check the arrangements at the booths as specified by the EC.

With the implementation of the model code of conduct in the state, the countdown to the 16th Lok Sabha polls has begun in the district for the Jalandhar (SC) - 4, parliamentary constituency seat. Around 14,58260 voters, comprising 78,9,488 males and 72,4,180 females in the district, will exercise their voting right to select their representative to the Lok Sabha on April 30. Out of the 16, 591 voters in the age group from 18 to 19, 10,083 are males and 6,508 females. The administration has also established 1,814 polling booths, including 10 new, in the cantonment area for the elections.

Main guidelines of the model code of conduct

The ministers shall not combine their official visit with electioneering work.

They cannot make use of official machinery or personnel during the electioneering work.

They cannot use government transport including official aircraft, vehicles, machinery and personnel discretionary funds.

They cannot sanction grants/payments out of discretionary funds.

Cannot announce any financial grants in any form or promises.

Cannot lay any foundation stone of any project or scheme.

Cannot promise any development work, ad hoc appointments in govt, public undertakings etc.

High drama witnessed at police station

High drama prevailed at the police station division No. 4 late this evening as Shiromani Akali Dal (SAD) leader and Chairman of the District Planning Committee Gurcharan Singh Channi allegedly rebuked the Station House Officer (SHO) for impounding the motorcycle of his employee.

He, along with his party workers, virtually took on the SHO for not considering the fact that the person concerned was an employee at his office.

Talking to The Tribune, he said Additional Deputy Commissioner of Police (ADCP) Naresh Dogra had slapped his employee without any reason. Dogra also impounded the Splendor motorcycle of his employee despite the fact that he had told the ADCP that he was working at Channi’s office.

While Channi was cursing the Jalandhar police for "harassing" his employee, Biro, "for no fault of his", the SHO, apparently taken aback, was begging him to sit and talk. However, the SAD leader continued with his verbal attack.

The leader said ADCP Dogra had stopped his employee near the BMC chowk and slapped him. “I had sent my employee to market to buy some ice cream and he was stopped by Dogra, who also slapped him,” Channi said. The police also took him to the police station and impounded his motorcycle.

Bowing to the pressure of the leader, the police later released the impounded vehicle.

When asked how could the police release the impounded vehicle, SHO Sumit said, an SHO had lots of powers, so he released the vehicle on the grounds that they would produce the documents tomorrow.

Interestingly, while Channi was leaving the spot, he was saying, when his party was in power, how could the police harass his employee?

ADCP Dogra said due to snatching incidents, he was conducting surprise checking and on suspicion signalled the bike rider to stop for checking, but he didn’t stop and fled.

Woman hangs herself to death

A married woman allegedly committed suicide by hanging herself from a ceiling fan at her in-laws' residence in Bhur Mandi here today.

The deceased was identified as Heena (25).

Acting on the complaint of the dead woman's kin, the Rama Mandi police registered a case against her husband Naresh, mother-in-law Sheela and four sister-in-laws Lata, Chandni, Sapna and Sano for allegedly abetting her to commit suicide.

Satvinder Singh, additional SHO, said Heena was married to Naresh, who owns a meat shop in Bhur Mandi five years ago. After a year of their marriage, the woman's in-laws started physically torturing her. Naresh was also supporting them, he added.

Singh said Heena's husband and in-laws were not giving her daily expenses due to which there used to be daily fights between them, adding that as per the woman’s kin, her in-laws and husband had recently beaten her up and due to this, she was living in tension.

Today, Heena locked her room and hanged herself to death. Although she was rushed to a nearby hospital, doctors declared her brought dead.

A case under Section 306 of the IPC was registered.

The police said Heena’s husband had already been arrested, while raids were being conducted to nab the remaining accused.

Doc’s house burgled in Urban Estate, gold, cash stolen

Thieves struck at the house of a doctor at Urban Estate in Phase II here last night and decamped with gold, cash and valuables worth several lakhs.

The doctor and his family were away to meet their relatives when the crime took place. The police are suspecting the role of some known persons behind the crime.

Dr HL Kazal, doctor at Faridkot Medical College, said all family members had gone to meet their relatives on Saturday. “We were today informed by our maid that locks of the main door were lying broken and the whole house had been ransacked by the thieves. On reaching the house, we were stunned to see that thieves had ransacked the whole house and had plundered each nook and corner of the house,” Kazal said

As per the initial assessment, thieves had decamped with cash worth lakhs, gold jewellery, two digital cameras and valuables, Kazal said, adding that they were still assessing the loss as everything was lying scattered in the house. Finger-print experts had also reached the spot to gather clues.

Interestingly, as per the house owner, they had not locked the main gate of the house.

After entering the house through the main gate, thieves broke open the lock of the wooden door with some iron rod. After this, the thieves entered the store room and broke open the iron almirah where cash and valuables were kept.

The police said it seemed to be the handiwork of some known persons who were aware of the fact that the main door was lying open.

ACP Mandeep Singh said the police were working on various theories to crack the case.

Better jalandhar: transport
City bus service of limited use to residents
More routes and increase in frequency needed to provide better transport service to people in the city

Even as the Jalandhar Municipal Corporation had remained a pioneer among all other civic bodies in the state in launching the city bus service in September 2009, it has not been able to keep the pace of evolving itself.

Having the potential to become the most commonly used public transport system, the 15 city buses being run in the present mode under the Jalandhar City Transport Services, chaired by the Deputy Commissioner, are of use to a very limited population in the city. There are just two of the initially four routes on which they are being plied.

The two routes include bus stand to railway station and bus stand to Kartarpur. Residents in other parts of the city have had to either use private buses or auto rickshaws to reach the destination, which charge double or triple of the amount even on their normal routes.

Though the Jalandhar MC has already floated tenders for the purchase of 128 city buses, including AC, non-AC, long, medium and short buses, which would be plied on 13 routes, the process will at least take another six months for all hurdles to clear, including lifting of the election code, clearances by various committees and installation of a CNG filling station.

Huge size a problem

The 15 city buses, which are currently plying are very long which somehow create traffic bottlenecks wherever they go. The length of the city buses come as a big problem at the turns as drivers take too much of the space on congested roads. Since almost all the buses are old, these leave behind clouds of smoke and trail of soot as they move ahead, further adding to the problems of commuters following them.

Bus shelters or advertisement points

The city buses run at a snail’s pace along the edge of the road looking for any passenger even at all the non-designated stops. Buses pick passengers from any point on road so no one goes to the shelters which are mostly used as additional advertisement points in the city.

Lakshya, the company roped in for constructing modern steel bus shelters, in lieu of placing advertisements on bus shelters, has not fulfilled a condition of installing GPS system in the buses. This was to be further connected to an electronic public information system at the bus shelters. The system was to help the passengers waiting at shelters to get information about the arrival time of the bus. The MC has so far failed to penalise the company.

No time-table

Further, unlike Chandigarh where there is a fixed time-able for all local buses, there is no such schedule for the city bus. The regular commuters say that they sometimes keep waiting for the bus which often does not come as per schedule. Raman, a student from National Institute of Technology said, “I keep on waiting for the bus after attending our classes to reach my house near the BMC Chowk but it does not come on time. After waiting, I then took an auto rickshaw which just keep on coming on the road every now and then. Bus, of course is safer and cheaper but waiting time is a problem.”

The commuters tell that their most harrowing time is outside the bus stand, the starting point, when the bus drivers refuse to move on and keep waiting for more passengers. “One often tends to get restless as the bus keeps standing for half-an-hour. By the time, one may even reach his destination using other modes. I hop on to the bus only when it is half filled up or else I avoid it”, said Sukhjinder Singh, an employee of a marketing firm.

Further, since the buses are not allowed to enter the bus stand and remain parked outside its gates, these tend to create a lot of chaos outside. While one bus stands right in front of the main gate, the next in line stands a little behind covering the entire frontal entrance of the bus stand thus blocking the passage of buses coming from exit point.

Slow pace

Most commuters complain they lose patience sitting on bus because of its slow pace. “Once I had to go to see someone at Sacred Hospital, Maqsudan. I came out of my house and stood near HMV College to board the bus. The distance which I believe could have been covered in just about five minutes took me 25 minutes and twice I felt that I should get down the slow-moving elephant. I regretted the decision to board the bus and have never used it ever since”, said Harpreet Kaur, a resident.

City bus vs auto-rickshaws

The Bus operators have been constantly facing opposition from the auto rickshaw drivers. The auto drivers have often held demonstrations against the buses for spoiling their business while the bus operators have been claiming that the administration had failed to check the illegally plying autos and their illegal movement till Kartarpur, which otherwise cannot be beyond city limits ending at Bidhipur railway crossing. “Most of the autos are more than 15-year-old. They do not pay taxes and have no pollution and viable certificates, whereas we have to pay our taxes regularly,” said Praveen Olivera, spokesperson, Bus Service Operators' Committee.

The journey

Jalandhar was the first city in Punjab to get the City Bus Service. It was started on August 17, 2008, by Chief Minister Parkash Singh Badal. While 16 buses had been initially plying, four on each of the four routes, one got burnt during a violence in the city. The service got a major breakthrough two-years back as the route from Rama Mandi to Maqsudan was extended up to Kartarpur, which got a good response.

While earlier, the permit charges levied for each bus were Rs 5,000 per month, these had been enhanced to Rs 8,500 a month when the bus route which was limited to Bidhipur railway crossing was extended upto Kartarpur, making it highly profitable. The operators have been making an average collection of Rs 80,000 each day by plying their 15 buses.

There are about 8,000 people in Jalandhar daily commuting on the buses with charges varying slab-wise from Rs 5 to Rs 15 with every 5-km distance. There are just two routes on which the buses are plying with bus stand to Rama Mandi route getting cancelled and bus stand to Maqsudan route getting merged with Kartarpur route.

While the first public-private partnership(PPP) contract with a Bangalore-based company was to lapse on August 16 last year, it was extended because of delay in purchasing of new buses and setting up of a CNG pump on which the buses have to be plied as per the directions of the Punjab and Haryana High Court. The setting up of a CNG pump is itself now mired in a controversy.

The MC had a few months back hired a consultancy fee for identifying new, viable routes for city bus service. The agreement has been made with ICRA Management Consultancy Services for an amount of Rs 14 lakh. The company had finalised 13 new routes.

The Jalandhar MC had last week introduced a bus pass service for its daily commuters to further lower its package and attract more customers but it has not yet got much response.

In the offing

The 128 buses being purchased for Rs 53 crore would include 40 AC and 88 non-AC buses. There would be 25 big buses, including 13 AC and 12 non-AC buses, 62 medium-size buses, including 16 AC and 46 non-AC, 41 mini-buses, including 11 AC and 30 non-AC buses. All buses would be of medium floor, so that these can easily ply even on broken stretches.

The 13 routes on which the buses would ply include Rama Mandi to Kartarpur (20 km), Railway Station to Rama Mandi (8.5 km), Ring Route (28 km) from bus stand to Garha Road, bus stand to Kishangarh (15 km), bus stand to Kartarpur (17 km), bus stand to the Verka Milk Plant (12 km), bus stand to Jandu Singha (13 km), bus stand to LPU (15 km), bus stand to Jamsher (14 km), bus stand to Lambra (10 km), bus stand to St Soldier College (10 km) Basti Danishmandan, bus stand to the LPU via Paragpur (10 km) via Lyallpur Khalsa College and Rama Mandi to Jalandhar Kunj (15 km).

Mayorspeak

Jalandhar Mayor Sunil Jyoti said the new plan would bring a big boon for the residents making the bus service highly useful. “The tenders floated on February 24 would be opened after the lifting of code of conduct. The F&CC will shortlist the tenders. The shortlisted companies would be asked to show prototype of all buses. The entire plan would take only a few months to come operational,” he said.

Dr Bedi acted as a session chair in oral and technical presentation and was awarded with a certificate of appreciation for his research work.

The conference was conducted with the objective to bring together leading researchers, scholars and practitioners from academia and industry from all over the World.

Dr Bedi’s visit is considered a step forward for the NIT, Jalandhar, in order to meet the vital need of international exposure to the faculty members and up-gradation of the institute in terms of human resource development, entrepreneurship development, business management and various other academic and research related projects at the international level.

Earlier, Dr Bedi had also chaired sessions at international conferences, ICSMBEE, at Bangkok and ICEASM at Dubai in 2011 and 2012, respectively.

“Excellence for the NIT, Jalandhar, is not limited to knowledge and research experience,” said Dr Bedi adding, “The institute is constantly looking for opportunities to share the knowledge, gained through international visit, with students at UG, PG and PhD level through different modes like, interaction, discussion and lectures. This in turn acts as a major contribution to the overall development of the institute”.

Non-availability of sewer troubles people

The Chohak-Kalan village falls in ward No. 9 of the city. The residents of this village have been ruing over non-construction of sewer. Several complaints made by the residents had fallen on deaf ears of the authorities concerned.

The situation is so much bad that domestic-discharged water had accumulated in front of the Primary School. Therefore, a huge pool of filthy water can be seen while entering the village. Ironically, the water supply pump that is the only source of water in the locality apart from private pumps had been installed in right next to the place, where discharged water had accumulated, which increases the risk of spreading of water-borne diseases.

“The people, who could afford their private pumps have refused to get water supply at their houses because of the same reason,” said Nasib Chand Bubby, Chairman of the School Management Committee.

Besides, there is a garbage dump in front of the school, where stray dogs roam frequently.

The discharged water from the school itself goes to a plot of land, which is owned by Joginder Singh, Nambardar.

He said the discharged water from the school ruined our wheat and potato crops. “We complained to the local councillor on several occasions yet the problem has not been solved.

“To solve the problem, a few days ago we held a meeting of prominent people of the locality, where local councillor Sudesh Rani was also invited to make her aware of the situation once again but to no avail,” said Nasib, adding, they cannot construct toilets at home because of unavailability of sewer as it costs a lot amount to get septic tank constructed. Thus residents are forced to go out in open for answering the call of nature that brings embarrassment to women in particular.

Former Councillor Gurmeet Chand, who is also the husband of Sudesh Rani, said he had visited the area and was fully aware of the problems being faced by people. The sewer system cannot be started until Jaitewali Treatment Plant gets green signal.

Canteen locked at District Court Complex

The only canteen at District Court Complex has been waiting to be opened for the litigants, lawyers, other officials and general public for the last few years. Fully furnished canteen that has all the furniture including seats, tables and kitchen is locked because of the failure of the concerned authority to give it on contract.

Due to unavailability of the same facility lawyers, litigants and other employees are forced to buy substandard food stuff from tea stalls, rehris (carts) and temporary canteen situated outside the complex.

It has been observed during the visit to the District Court Complex that some teenagers are serving tea and other food stuff from outside, whereas the actual canteen was seen locked with a sitting arrangement of around one hundred people.

Advocate Navtej Singh Toor, former chairman of Punjab and Haryana Bar Council said that a corner in the first floor in District Court Complex has been allotted for the canteen, which has been locked since the building has come into functional. “I think around Rs. 10 lakhs has been spend on the furniture and other stuff that has been left useless. Apart from this place has never been used for other purposes too. We are forced to have substandard food stuff from rehris (carts) and temporary canteens”, he added.

He said that if the authority concerned does not want it to use for canteen, it should used for other purposes as a lot space has been laying unused.

A person in the premises, without revealing his identity said he has been coming to the court regarding his case for the past couple of years. “I have been seeing this place locked since then. It would be better if the canteen gets opened as we have to go here and there in search quality food stuff on reasonable prices”, he added.

Reportedly District and Session Judge is supposed to take care such issue.

While attempts were made to seek official version, Chief Administrative Officer, Keshav Chander said the District and Session Judge, Raj Shekhar Attri was busy, therefore he would be available later on. He was not available for his comments until the story was filed.

KNC celebrates Women’s Day

Kamla Nehru College for women, Phagwara, celebrated International Women’s Day. The retired IAS, Rupan Deol Bajaj, was the chief guest of this event. She addressed students on the various issues like violence against women, eve-teasing and female feticide. She made the students aware about various laws, which have been introduced recently in the Indian Panel Code in favour of girls and women. She also motivated the students to standby and speak worldly against any sexual and other kind of harassment done against them at work or public places. She also encourages them to put up a legal fight against any kind of indignity.

College principal Dr Kiran Walia also addressed the students and thanked the chief guest. The students also showed various kind of violence against women through a shadow skit.

Students get positions

Subeshwar Mahalder, a student of Lyallpur Khalsa College Jalandhar has bagged the first position in the University examination of MA Geography semester (1) by getting 309 out of 400 while Rajwinder Kaur Phull bagged the second and Shashi Mishra the fourth position by getting 308 and 303 marks respectively.

The Principal of the College Dr GS Samra said Lyallpur Khalsa College is the only college in Doaba region to offer MA Geography and is the first choice of the students because of its excellent teaching and impressive results in University examination. While motivating students to excel in every other field also, Dr Lakhvinder Singh Head of the Department of Geography attributed the success of performance to the hardwork of the faculty and support of the college administration. The president of the College Governing Council Balbir Kaur congratulated the students and wished them success in life.

The Lyallpur Khalsa College of Engineering students were taken to the technical workshops to support their concepts and knowledge. Students were taken to the Centre Institutes of Hand tools, Jalandhar, under the guidance of Prof Sartaj Singh Cheema and Prof Gagandeep Singh. Venture was appreciable as the students were exposed to all the aspects of production; starting from production, Management, maintenance, foundry, Research & Development as well. — TNS
