Shortcomings in poll expenditure list

Even as the expenditure monitoring committee (EMC) set up by the District Electoral Officer has finalised the hiring charges of various items used by the political parties for their functions ahead of the Lok Sabha elections, the rate list, seemingly, has several shortcomings.

The committee, which comprises officials of the administration, Excise and Taxation Department and the Income Tax Department, has forgotten to enlist one of the most commonly consumed items during rallies - tea. During the 2012 Vidhan Sabha elections, the district election office had fixed the amount of Rs 5 per cup for tea and Rs 10 for food. Both these items are missing in the list prepared yesterday.

Two more vital and commonly hired items missing in the list are podium used by speakers for delivering speeches and video cameras that the parties hire for making recordings of the rallies. Even as officials have made an extensive list of 32 items, they, perhaps, forgot to add these four items for including in the party’s expenditure. Also, no charges have been fixed for hiring halls and lawns for holding political conventions and no such sites or open spaces available with the government departments which can be rented out for the purpose have been specified.

In two years' time, the election office has changed the rates of several items in the list. The price of a sofa, which was fixed at just Rs 10 per day, has shot up to Rs 250 to Rs 500 a day. The hotel charges, which varied between Rs 500 to Rs 700 per day in the January 2012 list, now vary between Rs 300 and Rs 3,000 a day.

With the price range varying so much, much has been left at the discretion of the members of the expenditure committee. The generator hiring charges stand at the same amount of Rs 500 a day, of course with fuel consumed taken as an addition to the expense.

Asked as to whether the expenditure of the Deputy Chief Minister’s workers’ meet at JC Resorts yesterday had been added in the expenditure of SAD, the members of the committee said that the video surveillance teams, which had yesterday done the recordings, were yet to submit the footage from which the video viewing team would be noted down.

Deputy Commissioner Varun Roojam said the rates had been fixed as per a broad outline. “We may add new items. For those items not mentioned in the list, the prevalent market rates would be taken,” he said.

A late-night fight over car parking between two ex-councillors, one from the BJP and other from the SAD, took place here last night. Former BJP councillor Kamal Sharma was reportedly beaten up by supporters of ex-Akali councillor Manjit Singh Titu.

Both groups held protests this morning, but senior party leaders intervened in the matter and attempted to effect a compromise between them, but in vain.

The incident occurred when one Mahinder Pal parked his car in front of the former councillor’s brother’s house Rakesh Sharma in Model House. Despite repeated requests, the car owner refused to park his car at another place. When the car owner arrived to take his car at 9.30 pm last night, he argued with Sharma’s brother Rakesh and his nephew Rajesh.

Meanwhile, ex-councillor Manjit Singh Tittu arrived at Rakesh’s house. As supporters of both Sharma and BJP ex-councillors gathered at the place, the Bhargav Camp police reached there and helped them reach a compromise.

A few minutes after the compromise, when Kamal Sharma was heading homewards, Titu’s supporters allegedly stopped him on the way and slapped him. Sharma’s brother Rajesh also reached the spot, who was then seriously beaten up by Akali workers. Rajesh sustained serious injuries on his mouth and fractures in limbs.

Today, supporters of Kamal Sharma held a dharna outside Bhargav Camp, demanding the registration of an FIR against Akali ex-councillor Titu and his supporters. Sources said Titu and his supporters also held a protest outside the house of Sharma in Model House, alleging he was unnecessarily raising the issue.

ADCP PS Bhandal said the police had registered a case under Sections 308, 452, 120-B, 323, 506, 148 and149 of the IPC against former councillor Manjit Singh Titu, Vardan, Charanpreet, Sandeep and Karnail Singh at the Bhargav Camp police station. He said the accused were at large.

Interestingly, the fight took place a few hours after the visit of Deputy Chief Minister Sukhbir Badal in the city. Sukhbir had held a meeting with BJP-SAD workers and had categorically told them to pull up socks to beat the Congress in the Lok Sabha poll.

Under-training officers get full charge in DC office

Call it shortage of PCS officers or perhaps overstepping of powers, SDM-II Paramjit Singh, who is officiating as Additional Deputy Commissioner, has passed orders of handing over the complete functioning of the offices of the GA to Deputy Commissioner and Public Grievances Officer (PGO) to two under-training PCS officers.

Since the passing of the orders on Tuesday evening, the under-training officer Lieut-Col Manjit Singh Cheema (from PCS defence quota) has been clearing files as a full-fledged officer, even signing the official dak, while Damandeep Kaur has been discharging the duties of the PGO. Cheema has been given Nazir, Miscellaneous, Arms, Suwidha Centre and embossing branches, while 26-year-old Damandeep has the charge of Establishment, Public Grievances, Red Cross and GP Fund branches.

Further, the officiating DC has even given an “additional charge” of District Revenue Officer to under-training tehsildar Tappan Bhanot, who is from the PCS Allied quota. The orders of the copy of the officiating ADC mentions that he can handle all duties of the post other than attending the DRO’s court.

A footnote on the order mentions that both officials will also get election duties as well. The three trainee officers of the 2013 batch, who had joined here about 10 days ago, have been divided the work to overview media reports, including paid news, handling complaints and organising functions for promoting participation of young voters in elections.

While the trainee officers were to get attached to some officers in the DC office, the fact is that the DC does not have any regular officers on the posts of two ADCs, GA to DC and Assistant Commissioners.

Even as the signatory to the order is Paramjit Singh, the header on the order reads that it has come from the office of the Deputy Commissioner. Deputy Commissioner Varun Roojam said he, too, was a signatory to the order. On the issue, he said, “I do not think that there is anything wrong with the orders. I have myself remained SDM Jaipur as a probationary IAS officer. There is shortage of staff."

Special Secretary Personnel Gurpreet Sapra said she was not aware of the matter. “Let me find out how it has been done,” she said.

All kinds of consumers, including domestic, industrial and commercial have been indulging in this malpractice. On the other hand meter tempering and direct kundi connections are two of the tactics that are very much in use among the power thieves.

Station Head Officer at Power Theft Police Station, Inspector Balbir Singh said meter tempering cases are higher than the kundi connection. There have been gangs that are very active in the region, who helps people to get their meter tempered.

“People just approach the gang member for the same. Apart from this, the possibility of the involvement of Punjab State Power Corporation Limited (PSPCL) employees cannot be ruled out”, SHO said, adding the department has been trying desperately to capture such gangs.

Shedding light upon the modus operandi, Deputy Chief Engineer Enforcement, Amritpal Singh said people, who indulge in power theft, get remote control device fixed in their meter, which helps them to stop their meter whenever they want. Besides this, the direct kundi connection is only prevalent in the areas, where people are not aware of meter tempering.

“We conduct surprise raids based on given information and sometimes at random. If the culprit fails to pay the fine, an FIR gets registered, which is later on followed by the court proceedings in the court of Additional District and Sessions Judge”, he said, adding that people, who involve in power theft, do not know the consequences of indulging in such misconduct.

Answering the question about involvement of PSPCL employees in meter tempering gangs, he said no such case has come to fore, so far.

Amritpal said, “Nearly 100 power thieves are caught red handed every month in Jalandhar zone, while summer season is considered to be the worst. We have been finding more cases of power theft in Jalandhar and Kapurthala districts than Hoshiarpur and Nawanshehr,” he added.

Emergence of AAP a mere bubble: BSP

Terming the emergence of the Aam Aadmi Party as mere bubble, BSP national general secretary Narinder Kashyap today said the party had been simply been playing with the sentiments of the common man.

In Jalandhar at the birth anniversary function of BSP founder Kashi Ram, Kashyap said just like an air bubble, AAP will have a very short life and would soon rupture. Criticising the comments of Aam Aadmi Party leader Arvind Kejriwal to send reporters to jail, the BSP general secretary said, “Media is the fourth pillar of the democracy and it is well aware of its responsibilities.”

Sitting besides its party candidate Sukhwinder Kotli, Kashyap flayed the Shiromani Akali Dal candidate Pawan Tinu for having deserted the BSP. “He ditched our party and has been exploiting the sentiments for use and throw purpose”, he said.

Regarding the visit of Deputy Chief Minister Sukhbir Badal at Valmiki Bhawan in city yesterday, he said, “Like Rahul, he too has been playing with the sentiments of the SC community.” Over the fate of his party in the coming polls, he said he expected a triangular fight in at least five constituencies in Punjab. Our vote share would be around 10 per cent.”

Quizzed about any internal arrangement of the BSP with the SAD, he said that these were all rumours. In Jalandhar, he said the party would rake up the issue of “false FIRs against party workers” in Vienna-related turmoil.

Cong workers hold street protest

Continuing its series of protests on the poor condition of roads ahead of the Parliamentary polls, Congress leaders today held a protest on Gulab Devi Road.

Led by District Congress (Urban) president Rajinder Beri and Leader of the Opposition, Jagdish Raj Raja, the workers raised slogans against the ruling alliance in the state and Mayor Sunil Jyoti for his failure to provide basic amenities to the residents.

This was the fifth protest by the Congress leaders in the on going series. The councillors of the Dyanamic Group, however, have failed to show up during protests.

While addressing the gathering of police officers, Dr H J Singh, chest and sleep specialist from Ranjit Hospital said snoring is a sign of disease and not matter of laughter. Snoring if not treated in time can lead to dire consequences like road accident, heart attack, heart failure, stroke, infertility, and so many other diseases affecting the whole body organs.

“Snoring ultimately leads to a disease ‘Sleep Apnea Syndrome’. In this, snoring is interrupted by silent for few seconds to sometime one or two minutes. There is no airflow to the lungs resulting lack of oxygen to all organs,” Singh said adding that in Punjab, more and more young persons are affected by this sleep apnea because of eating habits and alcohol intake.

He claimed that road accidents to the tune of 30-40 per cent taking place because of this disease.

Experts cautioned that person who snore heavily and feel sleepy during day time especially obese should undergo sleep study tests.

Excise Department nets Rs 12.65 crore from application fee

The Excise and Taxation Department has netted an amount of Rs 12.65 crore by way of non-refundable fee received from nearly 2,450 applicants for the 31 zones of liquor vends.

Going by the figure, there are an average 79 applicants for each zone. Jalandhar-1, which largely comprises 14 zones of the city and four from rural areas, has got about 1,150 applicants, while Jalandhar-II, which has 17 zones of rural areas, has got nearly 1,300 applicants.

The total number of applications is significantly up, as last year there were 1,557 applicants, from whom an amount of Rs 8.77 crore had been collected. The Excise Department had allowed each applicant in the rural area to put in a maximum of as many as 50 applications. The limit stood much up in the city at 100. Several desperate applicants put in a high number of applications to increase their chances in the draw.

6 injured as boiler explodes

Six migrant labourers sustained burn injuries after an oil-filled boiler exploded at a pipe-fitting factory in Industrial Area here last evening. All victims are migrant labourers.

The injured were identified as Sajan, Vipan, Chandan, Vinod, Sheshnag and Pandit. The victims sustained burn injuries and were rushed to a nearby hospital. One of the victims sustained serious burns on his legs and was reportedly in a serious state. He was later referred to a private hospital.

Sources said the incident occurred when the workers were busy in a work at Puri Pipe Fitting factory. Suddenly the boiler exploded, injuring six labourers. The injured were immediately taken to the Devi Talab Charitable hospital for treatment. Sources said five victims were out of danger, but Sajan was in a serious condition and was shifted to a private hospital for treatment.

Principal GS Samra advised the students to understand the true spirit of festival of colours by promoting harmonious relationship among all the sections of society. Since 15th March is International Consumer’s day, so the students should imbibe and develop critical awareness about all these things that they use and consume ‘Jago Grahak Jago’ exhorted the convener Social Sensitization Society Prof Sarita Tewari. The function was attented by a large number of students, teaching and non-teaching staff.

Awareness programme

In order to motivate and inspire the young students towards the importance of elections an awareness programme-cum- slogan writing competition on the topic ‘General Elections 2014’ was organised on 11th March at DAV Institute of Engineering and Technology, Jalandhar, to create a sense of responsibility towards voting right. The event witnessed a huge turnout of the students who participated in the event with enthusiasm and commitment towards a significant cause. The total number of participants stood at 100 in which the students came up with highly creative and beautiful slogans. The event was organized under the able guidance of Principal Prof A L Sangal and the organizer Mr Savdeep Vasudev. Professor Sangal was lavish in his praise of the participating students who had displayed an exceptional keenness in participating in the event which perhaps was organized to bring home the precious significance of elections today. In a similar spirit a Pledge Taking ceremony was also organized today in the institute campus to encourage the students for casting their vote fearlessly and in an unbiased manner. The students, too, pledged to vote abiding by the ideals of democracy and passion of their country sidelining the divisive factors of language, cast, creed, race, etc. The event was well guided by the principal and witnessed the presence of all the Heads of the Department, faculty members and of course 2,000 students of the institute. In a series of such motivating events, the institute shall observe a counselling session on 18th March and the visit of Big FM on 19th March is also due to further the cause.

Exhibition held

An exhibition of non-technical books was organised in the library of Mehr Chand Polytechnic College, Jalandhar. It included the books of personality development, literature and spiritual books. Spiritual Books of Arya Samaj, Maharishi Dayanand, Mahatma Anand Swami, and Swami Vivekanand; historical Books of Mahatma Gandhi, Pandit Nehru, Subhash Chander Bose, Sardar Patel and Shaheed Bhagat Singh; Literature of Leo Tolstoy, Kahlil Gibran, Rabindra Nath Tagore, Amrita Pritam and Baldev Singh Sadaknama were the centre of special attraction for the students. The exhibition was inaugurated by principal S Jagroop Singh. In his address, he told the students that where technical books help us to be a good engineer, good litrature help us to be a good human being, which is the need of the hour. He said in spite of being a technical institution our college library holds a good collection of literature also. He encouraged the students to take the help of these books to develop leadership qualities in themselves and henceforth serve the nation with those qualities.

806 degrees distributed

The convocation of DAV College was held at the college auditorium. The chief guest was Dr A Mukhopadhyay, Honorable Scientist ‘G’, SERC Division, DST, Ministry of Science & Technology New Delhi. He distributed 806 degrees to graduates and postgraduate students of April 2011, batch, along with Principal Dr BB Sharma, Seth Kundan Lal Aggarwal, Chairman DAV Local Managing Committee.On this occasion, 273 degrees to the PG and 532 degrees to the graduates were given. The convocation was addressed by Dr A Mukhopadhyay. Dr BB Sharma welcomed the chief guests and said Dr A Mukhopadhyay is one of the eminent scientists of country and students of the college are blessed by his presence. He also congratulated the degree holders and blessed them for their bright future. Prof Ravi Manuja, registrar introduced the degree holders to the chief guest. Dr Sanjeev Sharma, Department of commerce was also honoured for his PhD degree. The chief guest was honoured by Principal. The students of EMA department presented a cultural programme. The function was conducted by Prof Sharad Manocha.

Kajal of B.Com (Reg.) Ist semester secured 274/350 marks and was placed the 4th in the University merit list while Ms Kajal Verma of B.Com (P) Ist sem secured 287/350 and was placed the 7th in the university merit list. Also, Prabhjot Kaur of PG Diploma in Fashion Makeover placed 2nd in university merit list with 363/400 marks and both Navdeep Kaur and Parminder Kaur from the same class scored 350/400 marks and were jointly placed the IVth in the university merit list. Principal Mrs Atima Sharma congratulated both the faculty of commerce and cosmetology and the students for the excellent academic results.

National seminar

Paradise College of Education organized a National Seminar on Professional Competence in Teaching and Workshop on Intelligence Testing. Dr Mrs Saravjit Kaur Brar wife of Ajaib Singh Brar Vice-Chancellor, GNDU, Amritsar, was chief guest. Mrs Sangeeta Chopra Vice Chairperson and Principal of College Dr Mrs Alka Gupta welcomed her. The Resource persons of the seminar were Prof IS Suri Ex Prof of Nagaland Kohima University, Nagaland, Prof Dr Romesh Chand Dean faculty of Education HP University, Dr Mrs Harjit Kaur Ex Prof of MGN College of Education Jalandhar, Dr Mrs Rupinderjit Kaur Principal Dips College of Education, Dr Surinderjit Kaur Principal Ramgharia College of Education. Principal delivered the welcome note and introductory speech. Resource persons conduct some tests in workshop like cattle culture free intelligence test, Bhatia's Battery Intelligence test. Dr Harjit told that the motive behind these tests were to check IQ level, time and accuracy, Intelligency of the students.

Sports Day

The Mayorites from grade Nursery to UKG presented an evening filled with fun and fervour on the occasion of the Annual Sports Day. The programme was initiated with an oath by the little Mayorites to love and serve their motherland. Dressed in the uniforms of the three armed forces-Army, Navy and Air force- the students presented a march past to welcome the guests. The love for nation was expressed by releasing the tri-colour balloons up in the air. Amongst the fun games Agam was the winner of ‘Milkha Race’, Swarajveer won the hurdle race, Arshiv won the pull a wheel race whereas Vinayak bagged the prize in the Submarine Race. — TNS

Bumpy roads, slow drive lead to traffic hazards

The potholes have made driving in Jalandhar bumpy as most of the roads are in a bad condition. The issue needs immediate attention. Had the Municipal Corporation Jalandhar taken timely action, the condition of the roads would have been better. The road from Nakoder to Kapurthla, in the MC limits, needs immediate repair. Similarly, various chowks need immediate repair. The road at the entrance and exit of Saheed Bhagat Singh Inter-state Bus Terminal needs immediate attention. The need of the hour is to widen the roads. The traffic jam at Rama Mandi Chowk can be resolved with the construction of a flyover. Will the Mayor, Jalandhar, take appropriate action in public interest?

Bad condition of roads

The roads in Jalandhar and surrounding areas is bad. The administration has failed to maintain it. One cannot find even a smooth stretch in the city. This leads to slow pace of traffic and ultimately long and unnecessary traffic jams. Mere filling of the potholes with sand and gravel won’t work.

The MCJ should start with a road like the Mahavir Marg, and develop it as a 'model' road, and then expand this work across the city. The situation on NH-1 is no different. The constructors have nearly abandoned the work of the six-laning of the Jalandhar-Panipat stretch and are still collecting hefty tolls. The partially completed works lack proper laning, signboards and smooth surfaces, adding to the traffic related problems.
