Parking contractors responsible for thefts: JDA
Jammu, December 21 The liability of stolen vehicle from the parking lots would lie with the contractors, the JDA has decided. The directions came after the Chief Minister Omar Abdullah took cognizance of the complaint received in Chief Minister’s Grievance Cell wherein Balwinder Singh, a social activist and convener Sangarsh RTI Movement-an organisation of RTI activists-had sought intervention of Chief Minister on “overcharging” at parking lots owned by the JDA. The JDA has also directed contractors to display the rates of parking approved by the JDA in respective parking areas prominently. In a detailed reply to the Chief Minister Grievance Cell, the Vice-Chairperson, JDA, stated there were six parking lots in the winter capital which belong to the JDA. “There are six parking places, including Bahu Plaza complex at Rail Head Complex, Purani Mandi, Kachi Chawni, Jewel Chowk, Shalimar Road and Super Bazar belong to JDA. As per the report of Executive Engineer, JDA Division first and Executive Engineer, JDA, Division second, the contractors of various parking areas have
been directed to display the rates of parking approved by the JDA in respective parking area,” the reply states. It further states the contractors have been asked “to remove the note printed at the bottom of parking slips issued to vehicle owners that they provide only space and were not responsible to the theft of vehicles”. Singh said several complaints were received that vehicle owners were being overcharged by the contractors despite the rates fixed by the JDA. “I also went through this experience after a contractor demanded Rs 20 for car parking instead of the fixed rate of Rs 10 per car. Also, there was a condition to park the vehicles so that the contractor would not be responsible for the theft of the vehicle,” he said. Besides, there were instances where the staff members were found involved in theft of vehicles from parking lots. “I decided to take up the issue with the Chief Minister and it worked. If they charge vehicle owners, they should also be held responsible for any kind of theft or damage to the vehicle,” he said. JDA decides

Jammu, December 21 Officials said on an average 800 violators were being booked for overloading, over speeding, rash driving, plying two wheelers without crash helmet, overcharging by auto rickshaws, jumping off red lights and wrong parking. Many were found not wearing seat belts, which were made compulsory from December 17. In 2009, 4, 39, 514 vehicles were challaned, in 2010-3, 79, 319 vehicles and in 2011, 3, 36, 260 vehicles were challaned by the traffic police. In 2009, Rs 7,56,31,941 was recovered as fine, in 2010, Rs 7,27,19,782 and in 2011 Rs 8,91,84,581. Despite the Traffic Police installing no-entry signboards on many roads to avoid traffic jams, such violations continue. Even offences like not using helmets, negligent driving, no proper number plates and drunken driving go unchecked as the traffic police and other enforcement agencies don’t bother to stop and impose a fine on the violators, said an official. Police has installed a number of no-entry signboards, particularly in the interior areas, but these measures have not had the desired effect so far. Nearly 1,000 persons lost their lives in 6,000 road accidents across the state in 2011, with Jammu and Srinagar leading the tally because of major concentration of population and huge number of commercial and private vehicles. Jammu, December 21 The Regional Transport Office (RTO) in Jammu on an average issues 130 registration certificates of new vehicles daily, which means that 40,560 vehicles (irrespective of their types) are being added every year to the four lakh vehicle population of the district, said an official. The visitors sulk
over unwarranted slackness on part of the officials and staff. “I have come here for the seventh day in a row to get an old vehicle transferred in my name. Senior officials are often busy in meetings and we also understand but the government can at least post additional officials to avoid inconvenience to the people,” said Darshan Kumar, a forest department employee. applicant. Gagan Singh, a Jammu University student, said as the RTO and the ARTO are overworked, the government should post more officials or at least delegate signing powers to someone else to avoid inconvenience to the applicants. “If Deputy Commissioner’s office can have Additional DCs, why can’t we have additional RTOs here? Domestic violence cases come down
Jammu, December 21 In 2012, 903 cases were registered between January and November, however, compromise was reached in 774 cases and FIRs were registered in 36 cases and only four cases were referred to the court. In 2011 there were 1,028 complaints, 967 were solved, 55 were registered with the Women Commission and six were referred to the court. Whereas in 2010, the Women Cell at Jammu received 1,070 complaints out of which compromise was reached in 981 cases, 32 cases were registered with the Women Commission, four were referred to the court and 53 are still pending. Out of the total 1,165 complaints registered in 2009, compromise was reached in 1,070 cases, FIRs were filed in 42 cases and 53 cases were referred to the court. However, branches of the Women Cell have been opened by the department in Udhampur and Kathua to give victims of domestic violence easy access to the police but the number is on a decline. SHO Women Cell, Canal Road, Jammu, Arti Thakur said, “Youngsters lave lost patience as a result of which marital disputes have increased which leads to domestic violence as well. We have to concentrate on saving the families than punishing people. We have constituted a team of counselors within the Women Cell that provides ample guidance and counselling to the victim, her relatives, in-laws and husband and try to stop domestic violence,” she added.

Jammu, December 21 A large number of school children, donning uniforms, boycotted the classes and took out protest rallies in Kunjwani area of the city to protest against the incident. Holding placards and chanting slogans against the Centre, the students demanded justice for the victim. “We pray for the recovery of the victim who has gone through immense pain and trauma due to the inhuman act. Our protest is for justice for every girl and woman. We want to make people aware that they should respect women and girls and any injustice with them will not be tolerated,” the students said. Hundreds of students of Government College for Women, Gandhi Nagar, continued to boycott classes for the second day and assembled on the college premises. The protesters also disrupted traffic on Bikram Chowk-Satwari national highway for a few minutes and demanded installation of CCTV cameras in buses and commercial vehicles, besides increasing security on all check posts. Students of various colleges of the city, including Indian Institute of Ayurveda and Research (IIAR), Bantalab, ITI College, Government Women Polytechnic College, GGM Science College and GCW Parade and Government MAM PG College also held demonstrations and demanded strict action against the culprits. Progressive Students Association (PSA), Jammu University, also took out a protest march on the campus. People Democratic Party (PDP) activists took out a candle march at the busy Kachi Chawni area this evening and prayed for the early recovery of the gangrape victim. Jammu, December 21 Sources said the impasse between the partner institutions across the country and the IGNOU board had taken a toll on the scheme wherein many students were left in the lurch. The final decision regarding the submission of admission lists was yet to be taken by the authorities concerned in New Delhi. Sources said the Jammu Regional Centre had expressed dissatisfaction over the functioning of the partner institutions in J&K who had been authorised by the IGNOU to run various under and post graduate courses at their respective centres. Revenue officials representing the district administration, Reasi, also briefed the Vice-Chancellor. Later a delegation of prominent senior citizens of the area called upon Prof Ishar and thanked him for expediting the work at the proposed campus site. Jammu, December 21 The chairman issued the directions to the JMC commissioner KL Khajuria, after a deputation of Sabzi Mandi traders and residents called on him and projected their grievances. The members of the deputation sought immediate measures for renovation of lanes and drains, besides regular lifting of garbage from the area. The Commissioner, JMC, assured to take immediate measures to redress the grievances of the residents and said the upgradation of lanes and drains in Sabzi Mandi area would be taken up soon. Rajouri, Dec 21 After boycotting classes, the students shouted slogans against Delhi Police and the traffic remained suspended for half an hour, reports said. Students expressed serious concern over the safety of women in the country and particularly in Delhi. They demanded fast-track trials and death sentences for the accused and flayed the government's failure to curb such crimes. They said the central government should enact stringent laws and there should be death sentence for such a heinous crime. |

Increase in old-age pension demanded
Jammu, December 21 A delegation of the women wing called on Director of Social Welfare, Jammu, to highlight the plights of old-age pensioners. Approximately, more than 15,000 applications for pension were still pending, the delegation said. District president of the wing, Shruti Khajuria said it was almost unfeasible to make both ends meet with the meagre amount of Rs 200 and appealed to the authorities to enhance the amount to Rs 1,000 per month, keeping the inflation in view. Rajouri, December 21 The police said the injured were travelling in a jeep, when the bus on way to Poonch from Jammu collided head-on with the jeep injuring the occupants. Local residents took the injured to the District Hospital, Rajouri. One of the victims, Shanker Lal was referred to the GMC Hospital in Jammu. No arrest has been made in this regard. |
