Residents say no to water meters
Jammu, December 11 An order to procure one-lakh meters was placed by the department, but the department is delaying the installation of the same. Opposition from the residents who feel that the government is trying to “ration” a basic amenity by installing metres has delayed their installation. In the first phase of the plan, meters were to be installed at commercial establishments like hotels, lodges, restaurants, educational institutions. Next the department planned to install meters in the residential colonies under the centrally-sponsored Urban Infrastructure Development in Small and Medium Towns (UIDSMT) and Jawaharlal Nehru National Urban Renewal Mission (JNNURM). As per government data, there are 1, 21,814 water connections in the city, out of which 78,970 are in the City Division I and 42,844 in the City division II. There are 13,549 commercial connections with 12,092 in City-I and 1,457 in City-II, which have been identified for the metres to be installed in the first phase. “The plan has met with resistance from the public at several places in the experimental stage and there is also lack of interest among the officials, who do not want to implement the scheme as it involves lot of logistic issues,” said an official. As per the data, the department is providing nearly 42 MGL of water per day to the more than 13 lakh population of the city. The total requirement of potable water for this population is 45 MGL of water per day. So, 3 MGLs of water shortage still remains. “City is already facing water shortage but the government has increased the water tax. It will lead to further problems for the people,” said a resident, Shashi Sharma. Public Health Engineering (PHE) department, Chief Engineer, Ashwani Sharma said, “At the moment we are focusing on commercial connections and plans to install metres in the residential areas will have to wait. We are examining viability of the metres.” In most urban areas of the state, residents face shortage of water during the summer and most parts of the winter, with some localities getting the supply after two to three days. Monitor quality of foodgrain supplied by FCI: Minister
Jammu, December 11 The minister has also directed the Consumer Affairs and Public Distribution (CAPD) department to check the ration being supplied by the FCI for its quality. Officials said directions were passed during a surprise visit by Akhoon to various depots in the city. He inspected the supply of foodgrain there. Akhoon inspected the godowns at Bikram Chowk and Chatha. He enquired about the availability of ration and the quality of the stock stored in these godowns for distribution. During the day-long visit to these godowns, Akhoon inspected the quality of wheat, rice and sugar and instructed officials to conduct regular check of the ration being supplied to the state by the FCI. “The Minister directed the officers concerned to ensure adequate availability of essential commodities in all parts of the Jammu division for convenience of the people. He also told the officers to monitor the ration supply to far-flung and remote areas of the Jammu division, which are about to get cut off due to snowfall,” an official said. To introduce transparency and accountability in the public distribution system, the Minister also directed the CAPD department to visit the field areas and enquire about the distribution of ration. He asked them to ensure that the benefits could reach to all those deserving. He said the government is interested to make the CA&PDs system more effective in the state. He was informed that adequate quantity of food grain and essential commodities is being supplied to the people with sufficient availability and stocking of these vital services in the sale outlets and godowns of the CAPD and the FCI by the authorities concerned. Jammu, December 11 These facilities will be made available initially at these premier institutions and will be extended in the district hospitals later. Minister for Health Sham Lal Sharma said this at a meeting of officers held at the Gandhi Nagar Hospital. The meeting was convened today to review the functioning of the health department. Stressing on the need for close coordination between the various wings of the department to achieve better results. The Minister asked the officers to work hard to improve health services in these health institutions. He also directed for implementation of all flagship programmes of the Centre so that benefits of these schemes reach the needy. He also called for strengthening the monitoring mechanism to ensure accountability and transparency in the department’s functioning. Reviewing the overall health scenario of health in Jammu division, the Minister directed the Chief Medical Officers to give priority to the implementation of School Health Programme (SHP) and provide complete health check-up and treatment to the school children with special focus on eyes and dental check-ups. He said the Centre had launched the scheme especially for the students so that all serious ailments were detected at the primary stage. He also called for strict implementation of the PNDT Act in the state. He directed the Chief Medical Officers to keep an eye on ultrasound clinics to stop sex determination tests. He said regular checks must be conducted to monitor these centres. Film on shared pain of Kashmiri, Dogra communities ready for Dec 14 release
Jammu, December 11 Regional cinema has come of age with the film which depicts rich cultures of Kashmir and Dogras. The film is produced by JL Bhan under the banner of Jawahar Kiran Motion Pictures. Written by Indu Razdan and directed by Sarfraz Alvi who assisted in the direction of Bollywood film 'Chakradhar', the film 'Gul Gulshan Gulfam' is a story of Gul, a Kashmiri Pandit and Gulfam, a Kashmiri Muslim, who got separated in the early 1990's due to the turmoil in the Valley. The story of separation and shared pain speaks of the love between the communities despite the turmoil. Addressing a press conference, Indu Kilam said the entire cast of the film was from the state. "Our state is rich in talent but has failed to provide a platform to grow and the movie has given an opportunity to such talent to flourish," Razdan said. She said the film, a sensitive take on topical issue of forced severance of tender human relations in the wake of the turmoil. The actors were chosen after an open audition at the producer's Jammu office at Sarwal in the first week of July, she said. The music of the film is composed by Mumbai-based Sumesh Vasudevan and lyrics are by PN Shad in Kashmiri and Rahul Arman in Dogri. |

Traffic lights to be relocated to

Jammu, December 11 A whopping Rs 2.5 crore was spent to install these lights at 30 locations in Jammu, but instead of solving any problems they have been reduced to mere blinking lights. At a high-level meeting chaired by Minister of State for Home, Nasir Aslam Wani, the issue of problems created by poor planning during the installation of lights was discussed, forcing the Minister to pass immediate directions for their relocation as needed in the city. Wani directed the authorities to install signals at Greater Kailash and Sainik Colony, in view of the huge rush of traffic at these two locations. The government has constituted a high-level committee comprising Commissioner, Jammu Municipal Corporation (JMC), DIG Traffic, Jammu, Deputy Commissioner and officials of the R&B and the PDD to coordinate and remove impediments in smooth regulation of traffic. It has been decided that the R&B department will start marking of roads and install road signals in city from next week. "Fluorescent thermal plates will be used to increase longevity of the road markings. Zebra crossing bands at several places will also be made functional so that pedestrian movement is facilitated," an official said. Wani has asked the Chief Engineer, R&B, to identify the possibility of widening roads at congested points across the city and along the rotaries to ease traffic at these junctions. Traffic lights have become showpiece, as busses and matador drivers don't follow the directions, particularly at Bikram Chowk, Janipur, Kachi Chawni and Indira Chowk. 179 players get identity cards
Jammu, December 11 Out of 179 cards issued to players, six have been issued in boxing, 61 in badminton, 24 in gymnastics, 39 in table tennis, nine in skating, 22 in weight lifting, 18 in judo, three in billiards and seven in tae kwon do. According to sources, the matter had come to light when a guard on duty, during an evening session at the stadium, asked some players to show their membership cards. The players replied that their cards had expired and that they would get them renewed soon. The sources said this continued for a couple of days and that the matter was finally brought to the notice of Minister for Youth Services and Sports RS Chib, who strictly instructed the concerned officials to not allow entry to anyone without a membership card in the stadium. Mohammad Afzal Malik, Administrative Officer, J&K State Sports Council, while confirming the development, told The Tribune that no indiscipline from any player would be tolerated as far as the membership card was concerned. “It had become a routine for players to come and practice in the stadium without identity cards. Some of them were using expired identity cards,” he said. “Now, it is mandatory for players to carry their cards otherwise they will not be allowed to enter the stadium and instructions in this regard have already been issued to the concerned managers,” he added. Satish Gupta, Manager, Indoor Sports Complex, said, “We are strictly following the instructions of the authorities and it has helped us in streamlining the whole system. SKUAST encourages farmers to become entrepreneurs
Katram, December 11 Assistant Professor Dr Banarsi Lal said with a small amount, farmers could start small-level business in the village by involving 10-15 persons of homogenous strata. He said each group should select its president, secretary and treasurer unanimously. He said the number of SHGs was more in South India as compared to North India but there was a lot of scope in the state, specially in the downtrodden areas of Udhampur and Reasi districts where the economic condition of the people was bad. 26 % state population addicted to tobacco
Jammu, December 11 The NGO has revealed that as per the Global Adult Tobacco Survey India 2009-10 released by the Ministry of Health and Family Welfare, around 26.6 per cent of the population of the state uses tobacco, in one form or the other. Nearly 8 per cent people of the state use smokeless tobacco, 12 per cent smoke cigarettes and 3.8 per cent smoke ‘bidis’, it says. Voluntary Health Association executive director Bhavna Mukhopadhyay says in order to safeguard the health of its citizens, the Central government has banned the sale and manufacture of products like gutka, khaini and other tobacco products in 15 states and a Union Territory based on the Food Safety and Standards Authority of India (FSSAI) regulation to prohibit the addition of tobacco or nicotine in food, which was issued on August 1, 2011. “Madhya Pradesh, Kerala, Bihar, Maharashtra, Himachal Pradesh, Rajasthan, Haryana, Jharkhand, Chattisgarh, Gujarat, Punjab, Uttarkhand, Mizoram, Delhi, Sikkim and Chandigarh have already banned the sale, manufacture and distribution of tobacco products, but J&K is still silent on the issue,” says Mukhopadhyay, in a press statement. She says that by implementing the ban, these places have demonstrated their commitment towards safeguarding the health of their people and protecting them, especially the youth, from falling prey to tobacco addiction. “We request that the Government of Jammu and Kashmir should also implement the FSSAI law in the larger interest of the younger generation, which is falling prey to this tobacco menace and thus, premature death,” she says. According to the survey, the estimated number of tobacco users in India is 274.9 million of which 25.9 per cent are users of smokeless tobacco while 5.7 per cent are cigarette smokers and 9.2 per cent smoke bidis. India has the highest prevalence of oral cancer in the world, with 75,000 to 80,000 new cases of oral cancers in a year. Survey scare

were conducted for women aged between 20 to 40 years by the medical
staff of Mahore. A free medical camp was also organised on the occasion
for the residents. The medical camp was conducted jointly by the
Medical Department of Mahore and The Rashtriya Rifles battalion at Sarh.
Doctors from the Army and the Medical Department examined the
patients. Dr Racchpal Singh, BMO, Mahore, said the camp received a
positive response. Doctors from the Medical Department posted at Reasi
performed 90 operations. At a similar camp conducted at Sugri a few
days back 200 patients were examined. He said education in this region
had played a major role in generating health awareness among the local

Deputy CM declares tennis ball cricket c’ship open
Jammu, December 11 The Deputy Chief Minister was speaking while declaring open the National Tennis Ball Cricket Championship under the the 58th National School Games at MA Stadium here today. He said nurturing players was very important and events like these would go a long way in exploring the talent of youngsters. He said tournaments like these should be held regularly. Youth Services and Sports director JP Singh said a total of 44 matches would be held at five different locations and elaborate arrangements have been made for the participating teams. The inaugural function was attended by IGP Hemant Lohia, School Education director GA Quershi, Information joint director Soujanya Sharma and SSP Vijay Singh Sambyal among others. Earlier, the chief guest unfurled the flag of the School Games Federation of India and released balloons to mark the opening.
