No extraction of sand, gravel from river beds: DC
Jammu, December 4 Such extraction has been banned from the areas 150-metre upstream and 100-metre downstream of the culverts, causeways for local nullahs. The ban has also been imposed to keep a check on the uncontrolled extraction of minor minerals from local rivers and nallahs, including River Tawi and Nullah near Sidhra bye-pass bridge, Jajjar Nallah, Kattal Battal, particularly in the close vicinity of motorable roads and railway bridges, which is likely to damage the basements and super-structure of these bridges. Verma has also asked the District Mineral Officer, Geology and Mining Department, Jammu, besides Tehsildars and Station House Officers to ensure strict compliance of the order and also ensure that the mining and quarrying is conducted strictly in accordance with the norms laid down by the Geology and Mining Department. Edu dept to scout for dropouts
Jammu, December 4 The education department will also provide books and uniform to the children free of cost under the centrally-sponsored schemes. The move comes after the 2011 Census which found that the dropout rate had increased in the state. Though over past few years, the dropout rate in the state has shown a downward trend but there are still close to 3 lakh students not studying or they had to stop studies because of adverse economic condition. Most of them are forced to working in shops or as domestic helps. “NGOs working in the field of education have been engaged to trace school dropouts and the education department is extending help to bring the children back to schools. The Centre has formulated some effective schemes to address the problem of school dropouts,” an official said. Though more than 68 per cent of the state’s total population of 1.25 crore is literate, but it is far behind other northern states like Himachal Pradesh (83.78 per cent), Punjab (76.68 per cent) Haryana (76.64 per cent), Delhi (86.34 per cent) and the newly- created Uttarakhand (79.63 per cent). Recently, the state introduced a monitoring system in the government-run primary and middle schools after facing the wrath of educationists over the falling standards of education. Under the plan, Principal Higher Secondary School will monitor the functioning of high schools; Headmasters of high schools will supervise middle schools and primary schools with the aim to improve the quality of education as well as the dropout rate. Director School Education (DSE), Gulzar Ahmed Qureshi said, “Through our efforts many children have come back to schools and efforts are being made to provide them all help so that they don’t leave studies again.” As per the 2011 Census, J&K has over 72.45 lakh literate persons, including 43.70 lakh men and 28.74 lakh women. At present, 23,454 government schools, including 14,453 primary schools, 6,976 middle schools, 1,418 high schools and 607 higher secondary schools, are imparting education in the state. Rajouri hospital blood bank dries up
Rajouri, December 4 The district hospital was left with only one unit of blood today. Confirming the reports, Superintendent of the district hospital, Rajouri, Chaman Basin said, “We are facing shortage of blood for past one week owing to the declining graph of blood donors.” “I don’t know why people of this region are not donating blood. Even the relatives of patients hesitate to donate or replace blood,” he added. He expressed serious concern over the crises in blood shortage being faced by the hospital of Rajouri, where only one unit of blood is left. “The hills being an accidental- prone area, we need stock of blood all the time, but what could we do, when no body is willing to donate blood,” he said. “For past one week I have been trying to motivate schools, colleges, universities and other government and private institutions to come forward to make people aware about donating blood, not only in the main city but also in the outskirts and tehsils of the district,” Basin said. “We are also trying to encourage people through the print and the electronic media to donate blood, yet there has been no positive response,” he said. Few months back the blood bank had received more than 100 points of blood from blood donation camps organised by various NGOs, Rotary Clubs, including other organisations. Even then no donor has come forward, Basin rued. |

Punish pharma cos for dumping medicines in Kashmir
Jammu, December 4 The Federation of Medical and Sales Representatives Association of India (FMRAI) and the J&K Medical and Sales Representatives Association (JKMSRA) have held multi-national companies taking over Indian companies responsible for the same. They said self-reliance of the Indian industry is being compromised as big companies resort to unethical marketing practices. The laws are very weak against these companies, they alleged. These associations have also alleged that most big companies are violating the Drugs and Cosmetics Act-1940, Drug and Magic Remedies (Objectionable Advertisement Act-1954) and other laws. “Due to levy of higher taxes on medicines, the prices of drugs are high and are going out of the reach of the common man. There is need to rein in the companies which are dumping their drugs in the state,” said Arun Basotra, general secretary, JKMSRA. The associations have also demanded that the central government should immediately constitute Industrial Tripartite Committee for sales promotion employees with the FMRAI as one of the constituents of the committee. They have also demanded that Section 2(J) of the Industrial Dispute Act be enforced to declare sales promotion as an industry. They have also demanded inclusion of imprisonment as a punishment for those violating the laws and indulging in unethical practices. A cap on drug prices, minimum MRP on all essential drugs and no excise duties on essential drugs and minimum excise duties on other medicines are other demands. They have also demanded that minimum wages for the sales representatives in the medical field should be at least Rs 10,000 besides ensuring legal working right of the sales promotion employees in hospitals, institutions and clinics. |

‘Faulty sewer pipes’ affecting amenities
Jammu, December 4 The organisation has alleged that the officers associated with the project have not performed their duty and work is incomplete. “There is no coordination between the Economic Reconstruction Agency (ERA), PWD (R&B) and Municipal Corporation. None of these departments are working in accordance with the plan approved by the government,” said Sunil Dimple, president of JWAM. The organisation has also alleged there is a lack of civic amenities in Janipur, Subash Nagar, Patoli, Top Sherkhania, Shiv Nagar, Rehari and Talab Tillo and most of the roads and bylanes are in a poor condition. The body has lashed out at sitting MLAs and MPs of Jammu for their failure to project demands for the city and its development. “Chief Minister Omar Abdullah should himself review the functioning of agencies associated with the development of the city and take suitable action against the defaulters,” Dimple said. JWAM has submitted a resolution to the Chief Minister to start construction of flyovers at Vikram Chowk, Jewel Chowk and Rehari Colony for streamlining the traffic flow in the city. “Construction of the flyovers should be started soon as the traffic situation in the city is getting very grave,” Dimple said. He urged the government to come up with a time-bound plan and policy to solve the worsening traffic problems in the region and city. He said PWD (R&B), ERA, Jammu Municipal Corporation, JDA and the government have completely failed to come up with any constructive plan to deal with the city’s traffic woes. Minister lists steps to improve power supply in state
Jammu, December 4 The meeting took stock of the measures being taken to upgrade infrastructure to improve power supply scenario in the state. The meeting listed various projects taken up under various centrally-sponsored schemes to modernise the transmission and distribution network to contain transmission and distribution losses. The minister asked the PDD authorities to take all possible measures to plug power and revenue pilferage and achieve the revenue collection targets. He also asked the PDD to ensure uninterrupted power supply to metered areas and ensure hundred per cent revenue collection as per the consumption. Bhalla also emphasised that people must be made aware of the benefits of saving energy, besides encouraging them to voluntarily disclose their power load so that improved power supply could be made available to them. This could only be done after upgrading the power infrastructure in their respective localities as per the actual load, he said. He also asked the PDD officials to implement power reforms and monitor the load under their respective areas of jurisdiction. He asked the PDD authorities to explore the possibility of installing special feeders to run water supply schemes to improve drinking water facilities in Raika, Beermeni, Sunjwan, Bathindi, Shastri Nagar, Preet Nagar, Lower Gaddigarh, Hakkal, Greater Kailash, Barzalla, Raipur Satwari, Rohi Morh, Bahu Fort and Channi Himmat. J&K Police to host 61st All India Police Hockey Championship from December 7 to 14 Tribune News Service
Jammu, December 4 Briefing the media, Director General of Police (DGP) Ashok Prasad said it was an honour for J&K Police to host the prestigious championship, adding that all necessary arrangements have been made for its successful conduct. He added that the main venue of the championship is KK Hakhu Astroturf Stadium while the University of Jammu ground is reserved as a standby. The championship will be played on a league-cum-knockout basis. Last year, J&K Police lost to Central Industrial Security Force (CISF) in a keenly contested quarterfinal. BSF bagged top honours while Haryana Police finished runners-up in the previous edition. The DGP said J&K Police had the distinction of winning medals in various All India Police Games and national-level competitions besides excelling in adventure sports like mountaineering and river rafting. He further said J&K Police was in the process of uplifting sports infrastructure and equipment. He added that the modern sports complex at Gulshan Ground would be ready for practice within days. Speaking about the Civic Action Programme (CAP), the DGP said youth were largely motivated to participate in various coaching camps organised by the police in the disciplines of lawn tennis, shooting, football, adventure sports etc. He said the conduct of inter-battalion and inter-zone tournament every year was a step further to promote sports culture among jawans and officers. SRS seeks ban on meat shops

4 It has warned that an agitation would be started if the administration does not impose the ban. The Sena’s state president Rajiv Mahajan has alleged that the authorities have allowed opening of meat shops in the city of temples without any restrictions, like wine shops, thereby hurting the religious sentiments of the minority community and also distressing the visiting pilgrims. He said Chief Minister Omar Abdullah-led coalition government must address the issue and ban liquor shops too. The Sena has urged the people to join their movement to rid the city of meat and liquor shop menace. Vehicle carrying animals seized, two arrested
Jammu, December 4 Reports said the police intercepted a vehicle (JK02AG-6199) at Chak Shataka, Ramgarh carrying bovine animals. Later, the vehicle was seized by the police. The two accused who were arrested were identified as Gurmeet Lal, son of Thoru Ram, son of Rathana Camp, RS Pura and Pritam Lal, son of Ami Chand, resident of Plesar, RS Pura. A case under Cruelty Towards Animals Act was registered at police station, Ramgarh and investigation has been started.
