Jammu, November 27 Despite the Central government directives, the administration has miserably failed to get the manholes covered in the city even as these traps continue to risk the aam aadmi’s life and property. There’s hardly a road wherein one doesn’t find uncovered manholes. These are traps for the vehicles and children, who have received injuries after falling into these pits. "Open manholes lead to accidents as they are mostly situated exactly in the middle of the roads. There is always huge vehicular traffic. Besides, a large number of schoolchildren use the road everyday while going to their schools,” said Kartar Chand Bhagat of Kachi Chawni. The Central government’s circular in 2009 had asked departments - Roads and Buildings, Irrigation and Flood Control, Rural Development, Power Development Department , Public Health Engineering, Geology and Mining, Economic Reconstruction Agency, Municipal Corporations, Committees and other local bodies - to ensure that no borewell, manhole or pit is left open. Canal Road, interior areas of Kachi Chawni, Talab tillo, Janipur, Patoli, Subash Nagar are some of the worst affected areas. However, Commissioner KL Khajuria said, “We are aware of the problem and funds have been arranged for the same. Owing to ongoing sewerage laying work in the city, we had to delay some of the projects.” “A little slip on the part of the authorities can cost our children their lives. Manholes and pits left open anywhere in the city or rural areas should be filled,” said Rakesh Sharma, who lives in Resham Ghar Colony. Uncovered manholes have caused problems for vehicles, which often get stuck in them. At Patoli-Paloura Road, there are many potholes created by the broken lids, which are still uncovered. |

Jammu, November 27 In absence of any earmarked parking space, people are largely forced to park their vehicles on the roadside, leading to severe traffic jams, particularly on Apsara Road. The place was once considered a posh area of the city, like the Connaught Place in New Delhi, but
the authorities have failed to develop it. Unauthorised parking of vehicles near commercial units and on the roads
is leading to chaos all across the area, making movement of the general public difficult. Parallel parking of private vehicles on both sides of the road near Apsara and next to shops near Gole Market, especially in front of shops, showrooms, shopping complexes, rehris with eatables and other food points are getting out of control of the traffic police. “Today, no one follows traffic rules and regulations. Drivers are over-speeding and places are overcrowded, youth are driving rashly, mostly without licence and driving with high beams at night,” said government employee Surinder Kumar. Time and again, traffic policemen are seen with their lifting cranes, thus keeping themselves busy throughout the day. They even generate some
revenue for the government by issuing challans to the offenders. “Jammu Development Authority (JDA) and Municipal Corporation are to be held responsible for the state of affairs. If parking space is earmarked, it will ease the burden on the area. They need to act now because travelling through the area already is one dreadful proposition,” said Raman Vaid, who owns a private music store on Apsara Road. |

‘Crack down on female foeticide’
Rajouri, November 27 Nearly 500 schoolgirls participated in the seminar. Slogan writing competition, drawing competition, poster competition, panel discussion, debates and awareness campaigns were conducted. Dr ZA Shawl, CMO Rajouri, also highlighted the importance of the “Save the Girl Child” campaign in his inaugural address. Sadiq Khan, Mass Media Officer Health Rajouri, secretary of Media Advisory Committee on PC&PNDT Act, has strongly advocated for a larger campaign in all the schools and colleges besides involvement of the civil society to eradicate female foeticide in district Rajouri. Instructions have already been issued for tightening of noose around illegally running ultrasound clinics in the district. Unfortunately, positive signs are yet to be seen. Nine of a total of 12 clinics are still running illegally in the district, but government has failed to take action. |

Air pollution hits traffic policemen in face
Jammu, November 27 Policemen on traffic duty are making every effort to save themselves from the noxious gases emitted by the vehicles, which are turning a direct threat to the health of personnel involved in traffic management. In the recent past, Suspended Particle Matter (SPM) has been exceeding the prescribed limits in Jammu, a fact that the Pollution Control Board (PCB) testifies. Dust generated by vehicles and depleting green cover makes air unhealthy for residents and traffic police personnel, and things are set to worsen over the next few years. According to data gathered by State Pollution Control Board (SPCB), Suspended Particulate Matter (SPM) and Respiratory Suspended Particulate Matter (RSPM) have witnessed a steep rise in the past two decades. The SPM, which should supposedly be around 100 micrograms, is between 110 and 114 micrograms and the RSPM (normal limit around 200 micrograms) is around 220 to 230 micrograms, indicating that the air quality is poor at most of the places. “Greater number of personnel are complaining of respiratory diseases, burning eye symptoms and skin allergy as they are exposed to smoke and dust for 12 to 16 hours. Pollution level is high in the city because core city areas are spread across just 4 sq km,” said a senior police officer. Pollution Control Board (PCB) chairman Lal Chand said they are coordinating with the traffic department to deal with the issue and efforts are being made to provide the traffic police with equipment. |

JKCA-valley players’ impasse ends
Jammu, November 27 The state cricket association had warned them that disciplinary action will be taken if that sort of an incident occurred again in future. While confirming the development, Manzoor Wazir, JKCA treasurer, told The Tribune, “Yes, the matter has been sorted out and the players have apologised for their conduct.” “Finally, the cricketers have realised that they have done wrong and it all happened just because of miscommunication,” the JKCA treasurer added. During the selection of J&K team for the Ranji tie against Andhra Pradesh, Kashmir province had alleged biased selection and had decided to boycott the event. JKCA had made desperate attempts to persuade the agitating cricketers but they (players) declined the invitation to hold talks for breaking the deadlock and returned to the Valley. The state cricket association then decided to
field all Jammu team to play against the visiting team. “The association started talks with the players from yesterday and it was the result of our continuous efforts that the issue has been sorted out without any further delay today which itself is a good sign”, said Manzoor Wazir. “Immediately after submission of a written apology to the association, some of the cricketers have left for Jammu today to participate in the camp while others are expected to leave tomorrow,” another JKCA official claimed. “Already, the association is struggling in the aftermath of a multi-crore scam and such incidents have further compounded miseries. There are some vested interests who do not want things to get normal in JKCA, which is why they are misguiding cricketers not only to create problems but also to jeopardise their cricket careers,” he maintained. “Now, the matter has been resolved and the all the players from Kashmir are likely to reach Jammu tomorrow to join their counterparts from Jammu for attending a coaching camp ahead of J&K’s next fixture against Assam in Guwahati that commences on December 1. Now, the selected state team will have representations from provinces because we are always in favour of a team comprising talented cricketers from both provinces,” the official added. |

Minister seeks support for NC, Cong in MLC poll
Katra, November 27 He said their victory would facilitate development of a vibrant three-tier Panchayati Raj system in the state. He was speaking in Reasi during his meeting with panchayat members, which was a part of the election campaign to garner support in favour of NC and Congress candidates Shehnaz Ganai and Sham Lal Bhagat respectively for two MLCs seats from Jammu division. Malik said the coalition government was committed towards empowering panches and sarpanchs to ensure people’s participation in formulation of plans at the village level. Malik asked the gathering not to get swayed away by the false propaganda of the Opposition against the achievements of the ruling coalition. He said attempts were being made to create a wedge between people on religious basis, adding that nobody would be allowed to damage the secular and social fabric of the state. The minister was accompanied by MLC Jugal Kishor Sharma, former minister Babu Jagjeevan Lal and members of district and block unit of the NC and the Congress. The coalition candidates assured panches and sarpanches that their demands and issues would be taken up with the government and in the house in order to strengthen and further empower the panchayats in the state. |

Shabir tours rural pockets of Rajouri
Rajouri, November 27 He said this was crucial for the comfort of people, especially those living in far-off and hilly areas of the state. Taking stock of the people’s problems and developmental needs during his extensive tour to far-flung areas of Rajouri, the minister today inspected the 4-km and 8-km Dodason Payeen and Dodason Balla roads, which are under construction, and the Water Supply Scheme in Dodason. The minister reviewed the status of the works and directed the executing agencies to complete the project in a time-bound manner ensuring usage of quality material and judicious utilisation of funds. He said around 8,000 people would benefit from these projects. While interacting with people, the minister said the upgrade of the education, power and health sectors in the area need focused attention, adding that Dodason was being covered under the R-APDRP, a flagship scheme which envisages development of power in rural areas. He called upon the people to avail the employment opportunities under the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA) scheme. During the tour, the minister visited villages of Gambair Muglayan, Khotli Kolak and Pollual and addressed the problems of people. He assured them that their genuine needs would be met in a phased manner. |

Jammu, November 27 In the inaugural match of under-19 boys tennis ball cricket, Jammu got the better of Kashmir by 19 runs. Batting first, Jammu accumulated 63 runs in the allotted 8 overs. Henan was the top scorer with 32 runs that came off 20 balls. In reply, Kashmir division was bundled out for 44 runs. In another match, Jammu had the last laugh against Kashmir division by 4 wickets. Batting first, Kashmir division piled up 47 runs in their allotted quota of 8 overs. Amir scored 26 runs. In reply, Jammu rode on a magnificent 25 runs scored by Henan to overhaul the target in 7.4 overs. Sultan Sikander bagged 4 wickets for Jammu while Ishfaq chipped in with two. Meanwhile, in badminton under-14 boys, Jammu defeated Kashmir 2-0. In the first singles, DS Shubam got the better of Adnan Ishfaq 21-12, 21-15 while in doubles, the duo of DS Shubam and Akhil trounced Adnan Ishfaq and Amir Ishfaq 19-21, 21-14, 21-19. In the under-17 age group, Jammu pipped Kashmir 2-0, with Divam Gupta defeating Nasir Bhat 21-3, 21-4 in the singles. In the doubles, the pair of Parth and Nalin prevailed upon Yawar Ali and Nabeel 19-2, 21-9. Jammu division also scripted a victory over Kashmir division in under-19 boys. Aditya beat Ahmed Ali 21-9, 21-17 in the singles event while in the doubles, DS Shivam and Vikram defeated Syed Gulfam and Abdul Ali 19-12, 21-13. 22-year-old killed in road accident
Rajouri, November 27 He was found unconscious after he was hit by an unknown vehicle on Jammu-Poonch highway. Locals rushed to the spot and got him admitted to District Hospital Rajouri. Unfortunately, he later succumbed to his injuries at the hospital. Reports said his body was handed over to his family for last rites after completion of legal formalities. Police has registered a case.
