JU denied land for campus expansion
Jammu, November 17 The decision has been taken at a time when the University is struggling with limited space to carry out academic activities. Unplanned and mindless construction of buildings on the campus of Jammu University has led to congestion. Sources said Vice-Chancellor, University of Jammu, Professor Mohan Paul Singh Ishar had requested the Minister for Higher Education, Abdul Gani Malik, to identify and allot some land to the varsity for its extension plan during the last University Council meeting. “The minister had asked the Vice-Chancellor to draft a proposal and send it to the state government. The Department of Higher Education had forwarded the proposal to the Planning department which it turned down on the plea that it would affect the expansion, as and when take place, on the campus of the GCET Jammu,” sources said. The Planning Department raised objection that extension of an institution (University) could not be allowed at the cost of the college underdevelopment as the GCET authorities would have to shelve their development activities in near future, sources add. The new campus of GCET, Jammu, has come up on an area of 869 kanals of land at Chak Bhalwal, Jammu, near Amb Ghrota which is 22-km away from the old University campus on the Canal road. A senior officer of the university, who wished not to be named, said the decision of the Planning Department had led to disappointment among the varsity administration and it has started a fresh exercise to identify alternative land for varsity’s extension plan. “Keeping in view the growing number of students and demand for infrastructure on the existing campus, which is spread over 118.7 acres, the university is facing the shortage of land. The new buildings are taking a toll on the greenery of this prestigious institution which holds the distinction of being the country’s first ISO certified institute of higher learning and research,” the officer said. The officer said the Army had time and again refused to give back a huge chunk of land to the University, located adjoining to main campus. “The issue had figured at various levels but the Army demands for an alternate land of equal market value. Besides, the University is yet to get possession of the land on which mechanical store had been set up. The existing hurdles have forced us shelve the extension plan,” he said. |

No Deputy Director for department of technical education
Jammu, November 17 Sources said, NK Gupta retired as Deputy Director, JKDTE, recently but the government did not appoint an officer to replace him to ensure smooth functioning of the department. “We have applied for permission from JKDTE to construct an ITI and after fulfilling all the formalities and requirements we are still waiting for the approval of the Directorate because of non-availability of Deputy Director,” owner of an under-construction private ITI said. “It is not only those ITIs which are waiting for completion of the process but the inspection of institutes especially the private ones is yet to be done. We request the Minister for Medical and Technical Education, RS Chib, to intervene so that the appointment of a new Deputy Director is not delayed further,” he added. SC Sawhney, Director JKDTE, said a proposal for a new incumbent has been submitted with the Secretariat. “A proposal in this regard has been sent by the department and we hope that the new Deputy Director will take charge soon,” Sawhney said. It may be mentioned here that the Directorate of Technical Education was established in 1981 with the creation of a unified body for the administration and control of the institutions to impart technical/ vocational training in the state. There were 21 ITIs and two polytechnics in the state when the Directorate was created but the number now stands at 49, including 37 ITIs and 12 polytechnics. To provide on-the-job training to semi-skilled workers and an opportunity to various kinds of workers to diversify their skills, an Apprenticeship Training Programme was implemented in the state from August 15, 1968. Under the programme, apprentices are to be paid a minimum amount during the period of on-the-job training. |

16 bridges to connect remote areas
of Rajouri-Poonch-Reasi districts
Rajouri, November 17 The 275-metre long Kalia Bridge on the Jammu-Poonch highway is being built at the cost of 1.8 crore. The bridge will provide alternative route to people travelling from Jammu to Poonch and will also shorten the travel distance by almost 30 km, BRO officials said. Out of these 16 bridges, 124 metre long Baripattan BR will connect Sundarbani to Nowshera at the cost of 9.74 crore and 90-metre long Karunakasa bridge will connect Rajouri, Kandi to Budhal at the cost of 4.3 crore. The bridges have been recently completed. Other under-construction bridges are Chakpati which will connect Mohgla to Khwas over a stretch of 50 metres and is being built at the cost of 4 crore. This bridge will be made of steel. Devkhas bridge will connect Rajua to Pila over a 50-metre stretch at the cost of 3 crore, Karunakhas connecting Rajouri-Kandi-Budhal with span of 90 metres at the cost of 4.3 crore, Kundardan which connects Budhal-Mahore-Gul with span of 73.2 metres at the cost of 3.9 crore, Chichi connects Budhal-Mahore-Gul over 50-metre stretch at the cost of 2.25 crore, Draj Nullah bridge on the Rajouri-Kandi-Budhal is 30 metre long and is being built at the cost of 4 crore. The completion of the se bridges will provide connectivity to lakhs of people living in the remote areas of Rajouri and Poonch districts. These bridges will facilitate free movement of Army convoys in the border areas as well, sources said. These bridges will be completed by the end of 2014. |

Jammu girl receives National child award
Jammu, November 17 Saishte got the award for her all-round achievements in music, art, sports and academics. The award comprises a silver medal, a certificate and Rs 10,000. A student of Class X of Presentation Convent School, Jammu, Saishte has won a number of awards for her skills on the violin. She holds the National Cultural Talent Search Scholarship from the Cultural Resources and Training, Ministry of Culture, Government of India, since 2009. She is doing her
graduation in music from Akhil Bhartiya Gandharv Mahavidyalaya Mandal, Mumbai. She has won many state prizes in music competitions held by the J&K Academy of Art, Culture and Languages. |

Thanks to Red Cross, jail inmates get facilities to play
Rajouri, November 17 Development Commissioner, Rajouri, Saugat Biswas, in his capacity as Chairman of the District Red Cross Society inaugurated the sports facilities at the jail. Sports equipment such as volleyballs, badminton shuttles, racquets, shuttle cocks, carom boards have been provided to the inmates. “Sports are the healthiest recreational activity, and in the stressful environs of the jail it can serve the purpose to provide entertainment as well as a a tool to reform the inmates. To foster positive energy and healthy spirit in the jail, creation of sports infrastructure within the campus was very important. We have therefore set up three volleyball facilities in the blocks of male inmates and a badminton court in the women block, apart from providing facilities for other games,” Biswas said. Biswas also inaugurated a one-day medical check-up-cum-awareness camp for the jail inmates. The camp was organised by the District Red Cross Society. A team of experts of medicine, ENT, orthopaedics, dentistry and gynaecology examined the jail inmates. Lab investigations were also conducted wherever required. Information about various diseases was given to the inmates besides tips on healthcare. Saugat Biswas also inaugurated a volleyball match between teams of jail inmates. To assist physically challenged inmates, the District Red Cross Society also provided a wheel chair. Biswas also assured that doctors would regularly visit jail inmates on a rotation basis to take care of their health issues. Biswas also interacted with all the jail inmates and motivated them to lead a healthy life. He also lauded the efforts of the Secretary, District Red Cross Society, Sadiq Khan, and the Superintendent Jail, Mohd Rafiq Khatana, who achieved the target, set by the chairman within time. Chief Medical Officer, Dr Zahoor Shawl along with a team of senior doctors comprising Dr Abdul Rashid Choudhary, Dr Vijay Gupta, Dr Shalinder Sharma, Dr Shameem Choudhary, Dr Shagufta Chaudhari and Dr Sachin Vaid were also present. |

MC starts work to repair streetlights
Jammu, November 17 The Power Development Department (PDD) and the JMC installed streetlights in several areas of the city. Residents face great inconvenience after dark because most of the streetlights are lying defunct. Amit Sharma, a resident of New Plot, said streetlights in most of the wards and main markets have not been functioning. “Some of them have been damaged by miscreants against whom the law enforcement agencies have failed to take any action,” Sharma said. Streetlights worth lakhs installed at Paloura, Gandhi Nagar, Shastri Nagar, Channi, Parade, Kachi Chawni, Janipur, Roop Nagar and Bari-Brahman have not been functioning for want of repairs. “At some places, shopkeepers have diverted these lights towards their shops leading drivers negotiate through the dark. Action should be taken against them,” said Gauri Sharma, a resident of Gandhi Nagar. Municipal Commissioner KL Khajuria said the decision has been taken to repair all the streetlights in the city and funds have also been allotted for the same. “It is the duty of local residents to switch the lights on or off in residential areas, but people seldom care,” said Commissioner, JMC. |

Horse owners flout rules at Patnitop
Batote, November 17 The warning in bold letters on signboards reads: “Ponies, horses and mules are allowed only on roads. Any violation shall be severely dealt under the Forest Act.” However, ponies, horses and mules with tourists riding on their backs can be often seen walking through the parks and grounds inside the hill resort unchecked. Cattle and dogs, too, have a free run here. “These animals not only spoil the lush green grounds with their stinking faeces but also by trampling and overgrazing the grass. The metallic shoes of cattle and horses uproot soil from the path and even damage the pavements or pacca paths,” said a Forest Ranger. In contravention of the rule, ponies, horses and mules walk on pavements or pacca paths instead of the circular road and compel the tourists to walk on uneven paths. “From the next year, there will be a sea change. The ponies, horses and mules will be bagged to prevent them to defaecating openly on the paths and for utilising the collected dung as biofertiliser. We shall be outsourcing and fencing the parks and other sensitive places from the next year and have formed a committee to look into this matter,” said Dr RK Kesar, CEO, Patnitop Development Authority. |

NSF accuses JU authorities of cheating students
Jammu, November 17 “The Business School has started the admission process for the MBA course but the department has not issued the prospectus for the students and in return the students are being given only two pages for Rs 1,000 without any application form to fill in. It is clear robbery on the part of the department and the authorities should take a serious note of it,” NSF general secretary, Ravi Choudhary told reporters here. He alleged that the university authorities were minting money from the students by “hook or crook”. “The University is providing enough funds for development works but no such development is seen on ground. The officials of the university are enjoying every facility while students are deprived of the same,” he alleged. He also demanded that new edition books be provided to scholars in the Central Library and departmental libraries be connected with the Central Library through Internet. |

Revenue Minister inspects work on Kargil House
Jammu, November 17 The minister was interacting with Kargil residents today during the inspection of the ongoing work of the Kargil House, which is coming up at a cost of Rs 1.64 crore at the Kargil Colony in Bathandi. Keeping in view the Muhharam festival, Bhalla asked engineers of the R&B department to immediately begin the blacktopping work of the approach road of the colony so that locals do not face any inconvenience in holding religious functions during the festival. He asked the JMC to install streetlights in the colony and directed the PHE department to ensure drinking-water supply thrice daily during the Muharram days. Bhalla asked the executing agency to complete the construction work of the Kargil House within the prescribed time frame so that they residents could arrange their social and religious functions at nominal charges. Responding to local demands, the minister said the government had released the funds for the construction of a drain and the upgradation of the link road from Karayani Talab to Rajiv Nagar in Narwal. He said the projects were under progress on war-footing and would be completed within the prescribed time frame. The minister appreciated the Kargil residents for demonstrating great courage during the Kargil war in 1999 and lauded their role in maintaining peace during difficult times. |

Army holds medical camp at Machhedi
Jammu, November 17 The camp aimed to provide medical facilities to the remote and far-flung villages of Nathi, Barnota, Lohai and Mular areas.
A large number of people from far-flung areas visited the camp. Many patients suffering from mental ailments were brought to the camp on horseback from remote areas. More than 800 patients benefited from this camp on the last day. Gynaecologist, dentist and optician examined patients at the camp. Medical equipment, including ECG machine, dental chair, pathology lab and minor OT facilities were also made available at the camp. The Army also distributed walking aid, wheelchairs and spectacles. Army doctors also organised lectures on women and child healthcare in which a large number of women and girls took part. The participants were also given first-aid kits. Participants were also made aware about the Army during the camp. A weapon display stall was set up in which modern weapons and equipments were also put on display. |

Jammu, November 17 In the junior league tie, the Sainik Colony had the last laugh against the Param Football Club (Param FC) by a solitary goal which was scored by Niteshwar Singh. The sub-junior league trophy was won by the Young Tigers, who defeated Christian Star-B by 2-1 goals. Nitin Heer made the first goal for the Young Tigers in the 4th minute but the lead was equalised by the Christian Star through Flavious Gill in the 10th minute. It was Ishan Gupta who scored the most crucial goal for the Young Tigers in the 45th minute of the match. The matches were officiated by Koushal Sharma, Vijay Kumar, Vinay Mooman, Harneel Singh and Harmanjeet Singh. J&K naval team excels in national competition
Jammu, November 17 The J&K Naval Contingent comprised 20 boys and 10 girl cadets from the Government Degree College (GDC), Kathua; GDC, Samba; MAM College; SPMR College; GCW, Gandhi Nagar; GDC, Doda; Amar Singh College and the Islamia College from Srinagar. Boys’ boat pulling and ship modelling teams clinched bronze medals. Major General NS Jamwal, Additional Director General, NCC Directorate, felicitated the cadets for their excellent performance. He said considering the limitation of the water bodies in the state to conduct training, the performance of the contingent had been commendable. Earlier, the contingent underwent a tailored training schedule to achieve the required standards to compete at the national level. The training was undertaken with an aim to achieve the desired standards in boat pulling, swimming, ship modelling, drill, semaphore, naval academics, firing and cultural aspects. The cadets were taken to Bilaspur in Himachal Pradesh and trained in sailing and pulling in the Gobind Sagar Lake for a distance of 450 km over a period of 10 days. Cadets were also imparted training in swimming at the Army Swimming Pool, Nagrota. |

Jammu, November 17 Yasir (42) and Zakir (30) were the main scorers while for Pir Panchal, Khalid caught three-wickets. Royal took two wickets. In reply, Pir Panchal managed to score 172 runs at the loss of nine wickets. For GDC Poonch, Yasir took five wickets for 25 runs in four overs and was declared the man of the match.
