City hospital loses another baby in 5 days
Jammu, November 14 The hospital holds the dubious distinction of registering over 2,500 infant deaths over the last three years. The incident took place at around 11:30 am when senior doctors were on a round to examine patients in the maternity ward. The police said a labourer, Suram Chand of Kartyal Chibal village in Khour block of Akhnoor tehsil had got his wife Geeta Devi admitted to the SMGS Hospital last night. Geeta gave birth to a boy at 5:20 am. Geeta was unconscious due to a major caesarean delivery when an unidentified woman allegedly took the baby from maternity ward number 4. “Geeta was referred to the SMGS Hospital from the sub-district hospital after she complained of acute labour pains. She was admitted at 3 am and delivered the boy at around 5:20 am after a major operation," Suram Chand said. At 11:30 am, when senior doctors were taking a round of the ward, Suram Chand left his wife to the hospital canteen to get hot water leaving the child besides his sleeping wife, Chand said. "When I returned, the boy was missing from the bed. I raised an alarm but in vain," he said. He alleged an unidentified woman, from the Hindi belt, was fondling babies inside the ward and she might have stolen his baby. The police said they were verifying the CCTV footage. "The ward staff members are being interrogated while security at the hospital has been beefed up," a police official said. Dr Dara Singh, Deputy Medical Superintendent, SMGS Hospital, admitted that recurring incidents of baby theft were a “serious issue”. “We have taken up the matter with the senior police officers asking them to enhance security inside the hospital. We have also decided to install big signboards in all wards of the hospital to create awareness among the patients to be wary of strangers," he said. He said the hospital authorities were trying to verify the involvement of a gang in behind such incidents but nothing concrete has come out so far. “We have installed CCTV cameras. We are now asking patients to be more careful. On an average, 50 to 60 babies are delivered in the hospital everyday," Dr Singh said. JS Johar, Superintendent of Police (SP), City North, said, "We are working on various theories but no breakthrough has been achieved so fa," he said. On November 10, a burqa-clad woman had allegedly stolen a three-day-old girl from the hospital. The woman later arrested. Blame game
The police has blamed the hospital authorities for such recurring incidents. “These incidents can't take place without the connivance of the hospital staff. Secondly, how can information about deliveries reach the alleged thieves within minutes? It is a very sensitive and serious issue that needs immediate attention,” a police officer said.

Revenue dept puts brakes on cable car project
Jammu, November 14 Sources said there are disputes over several points through which the ropeway project would pass and a clearance from the department is necessary. During a recent meeting chaired by Tourism Minister Nawang Rigzin Jora, he had passed directions to the J&K Cable Car Corporation to settle its disputes with the revenue department. The Central Government has sanctioned Rs 45 crore for the project, but the project ran into trouble over environmental clearance. Lack of interest of successive governments delayed the project. “A row between state’s Environment Impact Assessment Authority (EIAA) and the J&K Cable Car Corporation pushed the ambitious project behind schedule for a decade. It is still years away from becoming operational,” an official said. The prestigious ropeway project has been delayed since 1996, when it was conceived by the then Farooq Abdullah government. The project aimed to boost tourist inflow into Jammu region. The project is being constructed on a BOT (build, operate and transfer) basis, in which the state government had to provide the land and private parties had to raise the infrastructure, operate it for 30 years or so and then transfer it back to J&K. Once completed the project will connect Mubarak Mandi, Mahamaya Termple, Bagh-e-Bahu, Bawewali Mata Temple, Peerkho Temple. The All Jammu Hotels & Lodges Association (AJHLA) has regretted an inordinate delay has been caused in executing this project, only due to the apathetic attitude of the authorities. “The project was held up due to the non- clearance of the construction of a pillar for the project, which fell in the forest land. The state government authorities took a long time in pressing for clearance of the same from the Wild Life Board,” said Inderjeet Khajuria, president AJHLA. This project in Jammu city has great potential to attract Vaishno Devi pilgrims to stay at Jammu and also for tourists from neighbouring states to visit Jammu to take a ride of the cable car. |

J&K Bank deputes security guards at ATMs
Poonch, November 14 “The higher authorities took the matter seriously and served explanation notices on the district head of the J&K Bank, Poonch branch. The bank authorities have directed the local officials to provide trouble free service to the customers. It has also asked the officials to make sure that guards are posted here round-the-clock,” a bank official said on the condition of anonymity. Poonch town has only two ATMs, an SBI ATM at the bus stand and another of the J&K Bank outside its main branch in the main market. After having failed to provide 24-hour service to the customers, the banks are least bothered about providing fear-free service to their customers. Customers have also complained that the ATMs remain non-functional twice or thrice a week due to technical snags in the BSNL lines or shortage of cash in the ATMs. Both ATMs had no security guards to keep customers in queues. Due to this, altercations among ATM users were a common sight. While the J&K Bank has deputed a guard, the State bank of India has failed to do the same so far. Branch manager of SBI, Poonch, Vikas Bagotra, was unavailable for comments. |

Divali aftermath, garbage heaps dot city streets
Jammu, November 14 Jammu Municipal Corporation (JMC) pressed its men and machinery to clear the mess, but in several localities, huge dumps remained. While the Corporation is often accused of its failure to keep the city garbage-free but poor civic sense among the citizens is also contributing to the poor sanitation of the city. In most of the localities, people had disposed off solid waste on the roads despite directions by the Municipal Corporation to use containers meant for the purpose. At many places shopkeepers were the major contributors to the garbage mess. The Municipal Corporation, which has a fleet of 200 vehicles, has been allotted 71 wards of the city for daily collection of solid waste. “As the city’s population has increased manifold, our target is to reach the small lanes and by-lanes and for that small tempos are needed to meet the requirements of the safai karamcharies,” said an official. Sources said the mounting maintenance cost and fund crunch has left several of these vehicles non-functional. Over the next few months the lack of funds could render these vehicles out of use. |

Sarwal Govt hospital observes World Diabetes Day
Jammu, November 14 The 2012 campaign will have a special focus on children and young people for the promotion and dissemination of education and prevention messages. It will engage local communities to recognise the importance of early awareness of the risks and dangers of diabetes. An expert speaking on the occasion said, “diabetes is a metabolic disease, which is characterised by high blood sugar levels. This is caused either due to lack of insulin (type 1 diabetes) or because the body’s cells fail to respond to the insulin produced (type 2 diabetes). The hormone insulin is responsible for breaking down glucose and when it fails to do so, the body starts using fats. Some of the common symptoms of diabetes are hunger, frequent urination and increased thirst. There’s a third type of diabetes called gestational diabetes and occurs in pregnant women.” “If unchecked, diabetes could become the next global epidemic, some would argue it already is. By 2030, it could be the seventh leading cause of death in the world. Of all the diabetics in the World, 90% are type 2 and their ailment is caused by obesity or other related lifestyle choices,” he added. |

They also alleged that no consideration was being given to the length of service of Rehbar-e-Zirat in the department. “If a senior Rehbar-e-ziraat of 1996 is regularised in the last batch i.e. in 2016, his tenure of service will be shortened by nearly 10 years which is unjustified.” Radotra said the batch-wise pattern that the matter of regularisation of agri-technocrats should be considered on the batch-wise manner and the first preference should be given to overages and batches of 1996, 1997 and 1998 be considered in the first phase of the regularisation process.
