Sources said the Police Department was now inviting fresh tenders to select companies for the maintenance of these electronic gadgets. The CCTV cameras have been installed at 33 vital points in the city with a view to keeping an eye on criminal elements and for effective policing. In the absence of maintenance, these have resulted in wastage of public money. “The company has refused to carry out annual and regular maintenance leaving the cameras nonfunctional. Failure of the Police Department during the allotment of tender to make the company accountable for the maintenance has created the present problem,” said an official. For providing the third eye to the police force, a monitoring station was formed at the Police Control Room (PCR), but it has not served its purpose. Since their installation, these security measures helped the police in solving a number of cases. These cameras had 360-degree rotation. Their pictures kept a strict vigil on every movement in the sensitive areas, which was significant from the security point of view. It had also allowed the police to solve some theft cases in the past. Dilbag Singh, Inspector General of Police, Jammu, said the row would end soon and these cameras would be made functional shortly. “Directions have been passed to speed up the process to repair these gadgets,” he said. The CCTVs have been installed at High Court Crossing, Janipur, Parade Chowk, KC Chowk, Amphalla Chowk, Jewel Chowk, Satwari Chowk, Green Belt, Gandhi Nagar, Hotel Asia Crossing, Bikram Chowk, Dogra Chowk, Raghunath Mandir, Town Hall, Police Headquarters, CPO Chowk, Shaheedi Chowk, Raj Bhawan, Indira Chowk, Railway Station, beside some other locations, in 2008. “The government cannot take the liberty of wasting years on setting the defective CCTVs system in order. Blame the agencies which have to monitor the functioning of the cameras installed at several sensitive spots in the city,” said Surinder Krishan, a local resident. |

Rajouri, November 18 Danish Rana, DIG, Rajouri-Poonch Range, said: “Security has been beefed up at all important points and public places like bars, wine shops and bus stands after militant strike in both Jammu and Srinagar.” “We cannot compare both incidents of grenade attacks outside wine shops in Jammu and Srinagar, but we cannot take these incidents lightly,” he said. Troops had been deployed in the town, while surveillance had also been increased in the sensitive areas, he added. Owners of bars, wine shops, hotels and restaurant had been instructed to maintain a strict vigil on costumers. “We have deployed extra policemen at all vital points to avert any untoward incident in both districts of Rajouri and Poonch,” the DIG said. He said: “Security has been beefed up within the city and peripheries following the grenade attack and the police and paramilitary force have intensified night patrolling”. All-India Vice-Chancellor’s T-20 Cricket Cup begins today in city

Prof Ishar said a total of 20 universities across the country were participating in the tournament commencing tomorrow. He said RS Chib, Minister for Youth Services and Sports, would inaugurate the tournament. The Vice-Chancellor said various committees had been constituted for the smooth conduct of the tournament, which would be a league-cum-knock-out basis. All teams had been divided into four pools namely A, B, C and D consisting of five teams each. Prof Ishar also lauded the efforts of the Directorate of Sports and Physical Education, JU Non-Teaching employees and various other university units for making all necessary arrangements to make the tournament a successful one. Elaborate arrangements have been made by the university for the comfortable stay of the participating teams. The umpires who will officiate in the tournament include Suresh Singh, Amit Gupta, Harvinder Singh, JD Singh, Sudhir Singh, Saleem-ur-Rehman, Sadiq Hussain, Madan Mohan, Vijay Dogra, Rajesh Dhar, Raman Kumar, Vijay Choudhary, Mohan Lal and Sham Singh. |

Police fails to trace missing newborn
Jammu, November 18
They alleged that child-lifting gangs were operating in the only maternity hospital in the region, which is being run by some members of the para-medical staff. Demanding action against the management and doctors on duty, protesters said people were apprehensive about visiting the hospital as they feared their children might be kidnapped. They also raised a question mark over the functioning of the police as the hospital has a police post just outside its only gate. “This is not the first time that such an incident has happened in the hospital but in the past few years, many newly born children have been stolen. The police should investigate the role of child-lifting gangs,” said Rajesh Pandotra, a leader of J&K National Panthers Party (JKNPP). Two children have been stolen from the hospital this month. Though the police from the Gandhi Nagar area recovered one of them from a woman residing in the Kashmir valley, there is no clue about the other child. The parents of the newborn, Geeta Sharma and Suram Chand Sharma, have been visiting the police post daily to know if any progress had been made in the case. “Most of the patients visit the hospital or who are admitted here are quite afraid and they don’t leave their children alone. What irks these people is the attitude of the para-medical staff and doctors who at times don’t perform their duties properly,” said Savita Sharma, a relative of a patient who is admitted in the hospital. Medical Superintend of the hospital AK Sharma said the matter had been taken very seriously and every effort was being made to trace the abductor. The SMGS Hospital is one of the main hospitals of the Jammu region, which caters to a huge number of patients coming from far-flung areas of the region. The hospital specialises in pediatrics, gynecology and skin-related treatments. |

Demand to arrest Kamaal for anti-India remarks

Activists of the party led by state president Rajesh Kesari held a demonstration and burned the effigy of the sitting NC MLA in the State Legislative Assembly. He said the ruling National Conference was following dual policy in the state and was protecting the interests of anti-national elements. “For the past six decades Abdullah family had its sway on the state politics and enjoyed the power with the support of the Central government, but still they hate India,” Kesari said. “Kamaal should be arrested for his anti-India statements from time to time. Nationalist people will not tolerate his views on the country,” said Vikrant Sharma, senior member of the party. Lashing out at the government for its failure to address the issue of the denial of LPG cylinders to the consumers, the party demanded immediate issuance of the cylinders to the people. “The state government has failed to address the problem of cooking gas, which has hit the state and created worst situation with the onset of winter,” the party alleged. |

Rajouri, November 18 Addressing a press conference, Gupta said a team of party workers under his leadership was on an extensive two-day tour of areas falling under the Municipal Committee, Rajouri. These include Peer Kanju, Pathanmorha, Tandwal, Naban Mohalla, Jawhar Nagar, Manhas Mohalla, Thudi, Dhanidhar, Harijan Colony, Bela Colony, Kheora and Salani. He said during their visit, it was found that there was an acute crisis of water in most of these areas as it was supplied after four days. He said the water being supplied was unhygienic, which posed a grave risk to the health of consumers. The BJP leader said the condition of lanes and drains was also very bad in the town and that great inconvenience was being caused to the local population. While speaking against the Town Planning Department, Gupta said a majority of construction works going on in the town on the domestic or commercial level was unplanned and the concerned authority was not bothered about it. Holding local MLA and Minister of State for Power Shabir Khan responsible for the power shortage, Gupta said in most parts of the town, the voltage of power was quite low and that non-cabled power wires were touching houses, which posed a big threat to human lives, but the agency concerned along with its minister was oblivious to these problems. He said there was not even a single location for arranging functions and marriages in the town with the construction work of a community hall hanging fire from several months. Gupta demanded the upgradation of the Rajouri Municipal Committee to Municipal Council. He said only Rs 10-12 lakh had been sanctioned to the civic body for repairing the lanes and drains which was quite less. He said the funds could be increased if it was upgraded to a Municipal Council. The BJP leader said a masterplan for the town was the need of hour as it could ensure the overall development of the town. He called for immediate construction of the circular road from the Tariq Bridge to the Hilton Bridge and the construction of an alternate bridge from Panj Peer to the Mandala Mang area of Jawahar Nagar for decongestion of traffic. |

Jammu, November 18 He said this on the sidelines of a press conference organised in connection with the conduct of All-India Vice-Chancellor’s T-20 Cricket Cup, which commences at JU tomorrow. “The protests in Jammu University have become a routine now. My suggestion to the students is to just concentrate on their studies rather than to be influenced by the outside elements,” said Prof Ishar. When asked about any proposal regarding hike in fees, the Vice-Chancellor said no such proposal had been submitted yet. In reply to another question, Prof Ishar said: “An FIR has also been lodged in connection with the ongoing inquiry into the University Works Department. The State Vigilance Organisation is handling the case and the investigations are going on”. The Vice-Chancellor stressed on the need for better allocation of funds to create adequate sports infrastructure in the university. “As far as funds for sports infrastructure is concerned, there is a huge gap. We have a budget of Rs 13 lakh, while other universities outside the state are having funds at their disposal to the tune of Rs 3 crore and that is why they are way ahead in terms of both sports infrastructure and better performance,” Prof Ishar said. “But now, the situation is improving and a major chunk of the financial grant has been reserved for sports purpose only and we are hopeful that it will be utilised in a purposeful manner,” the Vice-Chancellor said. When asked about the difficulties being faced by Jammu University in arranging comfortable stay of participating teams in national competitions, Prof MPS Ishar said: “We have submitted a proposal to the University Grants Commission (UGC) and the Union Sports Ministry for the construction of a sports hostel.” Prof Ishar further said rewards for better performers in sports were essential to encourage them to achieve new heights. “It is not only availability of adequate funds but felicitation of outstanding performers in any national or international event is must to encourage them to further do well in future,” the Vice-Chancellor added. |

Cultural events mark Army rally

The rally was organised under the aegis of Counter Insurgency Force (Uniform) at Samote in border district Rajouri for the veterans (ex-servicemen) residing in the area of responsibility. The Commander, Rashtriya Rifles Sector, inaugurated the rally and interacted with the veterans and assured them all possible assistance from the Army. About 3,000 veterans and locals attended the event. During the event, various cultural programmes were presented by children from the local schools, which enthralled the audience. The highlight of the function was the ‘Army Dog Show’ displayed by the Army Dog of the Rashtriya Rifles. Numerous government and commercial stalls catering for the awareness and basic needs of the locals were established to include CSD counter, medical and veterinary assistance counter, Ex-servicemen Grievances Cell, ECHS helpline, Employment and Counselling Centre, Youth Employment and Guidance Node Enclosure, Recruitment Information Centre, Handicraft Mela, Women Empowerment Enclosure, Operation Sadbhavana Activities Enclosure, Banking Awareness Enclosure (SBI, ICICI, HDFC, PNB & JK Bank), NIIT Career Counter, LIC Counter, Display of Maruti Suzuki Car, Hero Honda and Yahma Motor Cycles, Crockery Stall, Electronic Goods Stall, Stall for Sheep and Wool Husbandry, Sericulture, Agriculture, Horticulture and Fisheries Departments. The event was followed by an equipment display where the Army showcased a plethora of the latest weapons and equipment for the local populace. The officer-in charge of the Zila Sainik Welfare Board apprised the veterans of welfare schemes introduced by the Central and state government and various welfare activities being undertaken by the Zila Sainik Welfare Board. Various disputes of pensioners and widows regarding post-retirement and death benefits, ex-gratia benefits for battle casualties and career opportunities for veteran wards were discussed. He also assured them that all necessary assistance would be provided to mitigate the difficulties and problems faced by the veterans. The Commander, Mahore Sector, during his address assured all possible assistance for weeding out militancy and enhancing the peace and tranquillity in the area. Later, he presented gifts like sewing machines, pressure cookers, blankets, sweaters and solar lights to widows, poor ladies, physically challenged persons and students and interacted with the gathering over a sumptuous lunch. During the closing address, the Commanding Officer, Rashtriya Rifle Battalion, brought out the contributions of veterans and those gallant soldiers who made supreme sacrifices. He also extended gratitude to the locals for strengthening the efforts of the Army in maintaining peace and normalcy in the region. Natrang stages ‘Shuruaat se Pehle’
Jammu, November 18 The play, in a very thoughtful manner, unveiled before the audience that how the youth is misdirected, how all their energies and zest prove disastrous if not properly monitored and channelised. Though it showcased the story of a few boys from poor families, it relates to a larger number of young boys who lose their focus at very formative years and get entangled in wrongdoings. “Nindi”, the lead character of the play, is like a leader to his friends “Bhalu” and “Bhashi”, who though loathe him for his wrongdoings, can’t do without him. They have made it a habit to bunk classes and gather at a place which they call “Adda”. There they do gambling and make plans to earn quick money as they are tired of their poverty and earning money from the right path appears a distant and false dream to them. This results into a fierce scuffle between the policemen and boys. In a very impressive way, the play directs towards the problem of brain drain in youth and the immense need to get them to the path of progress rather than self destruction. Rohit Verma as “Nindi”, Uplaksh Singh as “Bhalu” and Baljeet Singh as “Bhashi”, all young artists of Natrang, put the energy required for their respective roles. Panun Kashmir condoles death of Bal Thackeray
Jammu, November 18 Bal Thackeray showed his fatherly concern for the children of the exiled Kashmiri Hindus that opened the gates of professional institutions in Maharashtra in 1990s and created a special category for their admission, the Panun Kashmir said. The activists and prominent citizens were led by general secretary of the Panun Kashmir Kuldeep Raina in paying tributes to the departed soul. Addressing the participants, Kuldeep Raina said: “Bal Thackeray supported the idea of creating the Union Territory of Panun Kashmir in Jammu and Kashmir as a solution to the Kashmir issue and for mitigating the sufferings of the exiled Kashmiri Hindus”. In his address, Omkar Nath Trisal, a veteran freedom fighter, and member advisory, Panun Kashmir, said: “Bal Thackeray upheld the cause of the motherland like a true son. The Kashmiri Pandit (KP) community will be eternally grateful to him for paving the way for the resurgence of Kashmiri Pandits by developing the human resource of the community when the state and Central governments had left no stone unturned to eliminate the community”. “Our youngsters are doing well in the technological sector and professional areas and it is all due to the blessings of the late Bal Thackeray. Batote, November 18 With the slight snowfall on the higher peaks of mountains in Doda, Kishtwar and Ramban districts, including the Nathatop, that overlooks the famous hill resort Sanasar and Patnitop, the area of the erstwhile Doda district was swept by a cold wind today. This compelled the people to put on heavy woollens, jackets and use charcoal, kerosene or LPG bukharies and heaters to warm themselves and fend off the chill. The sky smeared with clouds got cleared in the afternoon and the people heaved a sigh of relief. |

Jammu, November 18 A cash prize of Rs 5,000 was presented to Meenal Gupta. Akriti Kotwal and Vilas Kotwal pocketed Rs 3,000 and Rs 1,000 respectively. Arushi Kotwal and Prabhnoor Singh bagged the fourth and fifth positions respectively and won a cash prize of Rs 500 each. KC Public School excel in basketball tourney
Jammu, November 18 In the boys’ section, the KC Public School team defeated the JP World School team by 38-18 and in the girls’ section, the hosts trounced the Army Public School, Akhnoor, by 22-8 with utmost ease to bag the top honours. Earlier, in the semifinals, the boys’ team of the KC Public School had ousted the JK Public School and the JP World School defeated the KC International to quality for the finals. In the girls’ section, the KC team beat the Jodhamal Public School to enter the finals. In the second semifinals, the APS Akhnoor beat the Presentation Convent School. Minister for Youth Services and Sports RS Chib, who was the chief guest, distributed prizes among the winning and the runner-up teams. KC Public School chairman Sudarshan Mahajan, vice-chairman Raju Chowdhary, Youth Services and Sports director Jaipal Singh and deputy director Ashok Kumar were among those present. Speaking on the occasion, Chib highlighted the importance of sports and said the government had taken various steps to construct and upgrade sports infrastructure to provide added facilities to enthusiastic sportspersons of the state. He said an indoor stadium was also coming up adjacent to the MA Stadium for which an amount of Rs 13 crore had been allocated.
