Jammu, December 5 Addressing a press conference, union leader Muhammad Gafoor Dar said the strike will be complete and protests will be held at every tehsil headquarter. He said a protest will also be held on December 6 to press the government for implementing the points of agreement signed in 2010. He said enhancement in the retirement age is one of the key demands of an amalgam of nearly 50 unions of the government employees, which had negotiated with the Sub-Committee on a number of issues, including removal of pay anomalies, conversion of the cost of living allowance (COLA) into dearness allowance (DA) and regularisation of
daily wagers. Ganesh Khajuria, another union leader, accused the Omar Abdullah government of adopting delaying tactics in settling the issues of employees despite signing an agreement with their representatives in 2010 and 2011. Employees alleged that the government has backtracked on the agreement twice and it is not serious about the welfare of employees. They said no announcement was made with respect to enhancement of retirement age from 58 to 60 years removal of pay anomalies of clerical cadre and Rs 6500-10500 grade, regularisation of leftover daily wagers of pre-1994 and clear-cut regularisation policy for PDL/TDL, casual labourers and need-based workers engaged after 1994. Apart from clearance of pay commission arrears, employees are demanding removal of pay anomalies in clerical grades, enhancement of retirement age by two years and increase in the House Rent Allowance (HRA) to bring about parity with Central employees. |

Govt teacher thrashes girl for not joining his academy
Rajouri, December 5 And there were repeated pleas by the mother of the child that they were poor and could not afford to pay the fees in the private academy. The girl has been identified as eight-year-old Sonika Devi, daughter of Bablu Kumar, a labourer who works in Jammu. She was so severely beaten by the teacher that her right hand sustained multiple fractures, with blood coagulating in her veins. The incident took place on November 30. Bablu, her father, told The Tribune, “I got to know of the incident yesterday, when I came home from Jammu.” “She was crying in severe pain in her right hand, which was fractured. She was terribly scared; she cannot even move her fingers as there was a blood clot after she was thrashed by her teacher with sticks, for not leaving the government school to join his academy,” he said. “Her mother Rami Devi got to know of the incident, but she kept silent owing to the fear of the teacher prompting her termination from school,” Bablu added. He said, “My wife is uneducated. She was giving her home treatments under the fear that the teacher might stop her studies if she disclosed the incident to anyone. She told me several times that the teacher had been forcing her to admit her children in his academy even as my wife had told him we were poor and could not afford to pay the fees.” When this correspondent asked the girl, why the teacher used stick against her mercilessly, she told him in Dogri, “He asked me: Why you do not come to my academy?” A relative Raj Kumar said, “Doctor of the district hospital Rajouri told me she needs an operation as blood has coagulated in her veins.” He added, “We have got an FIR registered against the teacher in police station Rajouri.” The SHO, Rajouri, said, “We have received a complaint and proper legal action would be taken against the teacher in the wake of the allegations.” When The Tribune contacted Rajouri Chief Education Officer Makhan Lal Sharma, he feigned ignorance. “I will look into it” was his cold reply. This in not the first such incident in this district. In August 2012, a teacher of the Government Higher Secondary School in Rajouri was booked on charges of kicking a Class IX student in the stomach. |

ASI starts documentation on Mubarak Mandi complex
Jammu, December 5 The ground work is likely to commence in January next year as the ASI that had been entrusted with the task of renovation of the complex spread over 14 acres prime land in old city had started “re-assessment of its strategy” to start conservation work. “We have initiated documentation of the complex and it may take almost a month to complete this process. We are busy taking photographs, preparing drawings and re-assessing our strategy prior to start the conservation work on ground,”
a senior ASI official said while requesting anonymity. ASI experts, along with the officials of Mubarak Mandi Jammu Heritage Society (MMJHS), who had been supervising the conservation project, had recently conducted a joint inspection on the complex where the restoration work was stalled due to paucity of funds two years back. The restoration work was started in 2008 when Union Health Minister Ghulam Nabi Azad was the state’s Chief Minister. The Government of India had announced Rs 296 crore including Rs 52 crore under 13th Finance Commission for renovation of the entire complex after the Indian National Trust for Art and Cultural Heritage (INTACH) submitted a detailed project report (DPR) on the complex. Sources said a total of
Rs 12 crore has been released for restoration of Raja Amar Singh Palace, Dogra Art Museum, Badi Deori, Royal Court, Gadvai Khana and Mahal of Raja Ram Singh’s queens. “The conservation work needs expertise. The ASI which is the premier organisation for protection of cultural heritage of the country has been given the task to execute the project. They regulate archaeological activities as per their provisions. They are on job and they will start work soon,” Executive Director, MMJHS, Robin Singh Mehta, told The Tribune. On July 20, the executive body of MMJHS had unanimously agreed that no private agency would execute the work and the ASI would be given the task of renovation work. The
complex is steeped in a history of 187 years. The oldest building in the palace complex dates back to 1824. On September 8, various prominent citizens, civil society members, social and trade organisations had constituted a Dogra Heritage Development Society to keep a vigil on activities of government agencies vis-a-vis restoration of Mubarak Mandi complex and other historical monuments. It had called for time-bound execution of conservation work with re-use plan so that certain components can be made operational at the earliest. |

In Jammu, Food Safety Act being given the go-by
Jammu, December 5 Now, the Drug and Food Control Organisation has directed all the agencies to submit the reports before it within two days so that the same could be submitted to the High Court. The court had passed the direction after a PIL filed by social activists. It is pertinent to mention here that people who come under direct contact with the food have to demonstrate “fitness for work” certificate following concern shown by many NGOs and government agencies that people are getting low quality and unhygienic food in the city. It has already been decided to put a ban on the issuance or renewal of the licence without production of the fitness certificate to ensure that the these food-sellers, regardless of the safety precautions they take at work, undergo a mandatory medical examination for ratifying their physical fitness in order to pursue their trade. “Enforcement agencies were directed to collect samples from market on a routine basis and submit the details to the respective food controllers for further action,” said an official. Commissioner of Food Safety (Jammu), Satish Gupta said they had directed all the agencies concerned to submit their details and reports to be prepared immediately. “We have directed all civic agencies not to delay submission of reports further. They should adhere to the norms”, Gupta said. |

IGNOU partner institutions to meet HRD Minister
Jammu, December 5 According to sources, the Association of All Partner Institutions of IGNOU (AAPI) is likely to meet the Union HRD Minister in the next week. Sources added that the institutions were hopeful of receiving an official communique from the ministry very soon. Sources said the date sheet for conducting the examinations was issued by Jammu Regional Centre for information, but there was no mention about the candidature of those who have taken admissions under the convergence scheme because the board of management of IGNOU has not taken a final decision on the admission lists which were submitted by the partner institutions of J&K in New Delhi. Despite High Court’s verdict in favour of IGNOU’s partner institutions to complete the admissions for all the programmes for July 2012 cycle under the convergence scheme, the IGNOU management board had directed the partner institutions to submit their admission lists. “Yes, we are hoping to meet HRD Minister Raju soon to apprise him of the latest developments. We really feel sorry for the candidates who do not appear in the ongoing examinations just because of an inordinate delay by the IGNOU Management Board in taking a final call on admission lists,” one of the members of AAPI told The Tribune on condition of anonymity. “Had the process been completed by IGNOU in time, precious time of the students would have been saved. When we meet the HRD Minister, we would appeal to him that he should ask the IGNOU management board to take stern action against the erring partner institutions which have been responsible for playing with the future of candidates of other partner institutions not just in J&K but across the country,” he maintained. |

Rich haul of medals for state gymnasts in nationals
Jammu, December 5 The highlight of the performance was a record six-medal haul each by promising gymnast Pawan Deep Kaur in sub-junior category and former senior national champion Mitali. She fetched three gold medals and as many silver medals. Mitali bagged gold medals in hoop, clubs and ribbon event while three silver medals in individual all-round championships, ball and team championships. Pawandeep Kour created a national record of clinching all six gold medals in individual all-round, four individual apparatus finals and team for the first time in the national rhythmic gymnastics championships. In Seniors’ category, team comprising Mitali, Palak Kour, Natasha Sharma and Epsita had to settle for silver medal in the team championships. In the junior category, Mridul Gupta bagged one gold medal, three silver medals and two bronze medals, respectively. She was declared the second best gymnast in the individual all-round final. Disha Nidre and Aditi of Maharashtra clinched the gold and bronze medals, respectively. In the individual apparatus final, Mridul of J&K won the gold medal in the ribbon event. In the hoop event, Mridul had to settle for the silver medal. Tributes paid to ‘Sher-e-Kashmir’ on his 107th birth anniversary
Jammu, December 5 A large number of office bearers, senior leaders and workers assembled at Sher-e-Kashmir bhawan (party headquarters) here to pay floral tributes to the leader. Addressing the gathering, Rattal Lal Gupta provincial president said Sheikh Mohammad Abdullah was a leader of masses, who worked with national leaders, like Father of the Nation Mahatma Gandhi, Pandit Jawaharlal Nehru and Maulana Abdul Kalam Azad during the freedom movement of India. Minister for Industries Surjeet Singh Salathia in his tributes said Sheikh was an internationally known figure, who upheld the tradition of social and secular tradition of state during the 1947 turmoil. “He outrightly rejected two nation theory of Mohammad Ali Jinnah and opted for secular India,” the minister said. Former minister and MLC Ajay Kumar Sadhotra while paying rich tributes to late Sheikh said that he was a visionary leader who had taken umpteen steps to uplift poor people in the state. “His landmark decisions would always remain in the minds of the people of the state. The real tributes would be to complete the works which he could not complete during his lifetime,” Sadhotra said. Omar making false promises to youth: SDP
Jammu, December 5 SDP president Darakhshan Andrabi slammed the government for its failure in coping up with the unemployment issue in the state. She said, “During the elections, the politicians mislead youth by their false slogans and assurances but later they don’t even think of their promises. Without jobs, we cannot ascertain economic security of our youth.” Andrabi said visionless politicians cannot address the problems of youth, who are the future. She said empowerment was what our politicians, especially the ruling class was scared of because they know that empowerment means the rejection of the theories of the politicians to build castles in the air. “For a leader it was not worth boosting to build a few roads with Central assistance and then propagate this beyond magnitude to score electoral marks but the leadership qualities demand a
