Jammu, December 17 The LoC and the international border in Jammu and Kashmir together have witnessed 125 violations this year so far. “Ever since a 540-metre-long transborder tunnel, which originated from Shakkergarh post in Pakistan’s territory, was detected near the Chalyari border outpost in Chachwal village of the Samba sector on July 27, the Rangers were badly exposed before the international community. Thereafter, Rangers started violating the truce frequently all along the international border,” said the officer. The tunnel was being dug 25 feet below the ground and was wide enough for the passage of a large number of infiltrators. “A total of 22 violations last year and 28 this year so far clearly reflect their intentions,” he added. The officer also divulged that the Rangers had moved some militants close to the international border in a bid to push them to the Indian side. “We do anticipate more trouble from them in the remaining days of 2012 but our border guards are maintaining a strict vigil,” he said. |

Protesting Kashmiri Hindus lathicharged in Jammu
Jammu, December 17 Traffic on the Jammu-Poonch highway remained disrupted for half an hour due to the protest. Hundreds of Kashmiri
Pandits, who assembled outside the Relief Commissioner’s office to march towards the Civil Secretariat, were stopped by the police at the Canal Road. Few of them received minor injuries in the cane-charge resorted to by the police for violation of Section 144, prohibiting assembling of people at one place. The police used force to disperse them as they continued to press forward. Members of displaced Hindus are demanding enhancement of the cash relief assistance being provided to some members of the community, who left the Valley in 1990 following killings of Hindus. “It is the true face of the government. While big plans are being made to rehabilitate the terrorists, who crossed the border into Pakistan occupied Kashmir
(PoK), the victims of militancy are being suppressed across the state,” said Chaman Lal
Bhat, who took part in demonstration. Protesters mostly relief holders came out on roads holding banners and raised slogans against the government demanding immediate action into the matter. They alleged that the administration was ignoring their demands. The Cabinet had sent recommendations to the Union Home Ministry on June 20 to approve enhancement of cash relief up to Rs 10,000 to members of the community who are only dependent on the relief to survive. At present they are getting Rs 1,200 per member and Rs 5,000 per family. “Most people who get relief left their orchids and farmland and for past two decades, relief assistance has been the only source to sustain our families. We are not anti-Indian, but nationalist people, who faced the wrath of separatists for supporting the nation,” said Predman Nath
Raina, a relief holder. “We are on strike for past three months in support of our demand for enhancement of monthly relief but the Centre has turned a blind eye towards the proposal of enhancement of relief submitted to it by the state government,”
Vinod Kumar, one of the leaders, said. |

Wildlife dept goes on a wild goose chase
Jammu, December 17 The department had installed sophisticated equipment to study the link between the birds found in Ladhak and Gharana and their origin. The move was to help in their conservation. A research team comprising Wildlife Warden, Jammu, Tahir Shawl and scientists from the Wildlife Institute of India, Dehradun, Dr Ainul Hussain and Dr Bilal Habib had fitted satellite transmitters (platform transmitter terminal) on two birds at Gharana Wetland Conservation Reserve on March 19. “We are waiting for their arrival. At the moment nothing can be said why link stopped to send data since July, when we tracked them in Pakistan territory. We have alerted our field staff to look for these birds,” said Tahir Shawl, Wildlife Warden. Shawl said the department has also talked to the experts at the Wildlife Institute of India, Dehradun, which has launched a programme to study migration and habitat use of Bar-headed geese and black-necked crane in the state. The study focuses on Gharana Conservation Wetland in Jammu and the high altitude wetlands in Ladakh, particularly the Changthang sanctuary. The study is to help explore whether there is any link between the Bar-headed geese population of Gharana in Jammu and the high-altitude lakes of Ladakh. Jammu and Kashmir is the only state which hosts wintering as well as breeding population of bar-headed geese in Jammu and Ladakh. The Gharana Wetland Conservation Reserve is an important habitat of migratory birds especially water fowl. It attracts more than 15,000 birds every season. Only CM can end stalemate: Andrabi
Jammu, December 17 Addressing a press conference, SDP president Darakshan Andrabi said only the final approval of the Chief Minister could solve the issues pertaining to 4.5 lakh government employees in the state. Andrabi assured full support to the agitating employees. She said it was the duty of the government to implement the agreement signed between the two parties. “Why did the government accept the agreement and assured the employees that their demands, including enhancing their retirement age and speeding up the regularisation of ad hoc employees, will be met soon?” she said. “The government has adopted an ad hoc approach and there is no proper planning in sorting out major issues of the employees. The government must shun such attitude,” she said. The SDP chief said the enhancement in retirement age was one of the key demands that various employee unions had negotiated with the Sub-Committee on a number of issues, including removal of pay anomalies, conversion of the cost of living allowance (COLA) into dearness allowance (DA) and regularisation of
daily wagers. She slammed the government for its alleged failure in addressing the unemployment issue in the state. “During elections, these politicians mislead the youth with false slogans and assurances but later they don’t even think of it. Without jobs, we cannot ascertain economic security of our youth,” she said. Andrabi said the “visionless politicians cannot address the problems of the youth”. Jammu, December 17 In a press statement issued here, Harsh Dev Singh, chairman of the NPP, said he fought with Chief Minister Omar Abdullah over the issue during a review meeting on the progress works being executed by the Surinsar-Mansar Development Authority (SMDA). Singh said he accused the Chief Minister of bias and discrimination during the course of meeting of SMDA and said that while the government had announced a package of Rs 1,100 crore for Dal Lake and Rs 386 crores for Wullar lake, the lakes of Mansar and Surinsar were subjected to “most hostile treatment” and given “only peanuts” for their development. “You are the Chief Minister of the entire state and not only for one region. You can’t deprive the tourism spots and lakes of Jammu region including Mansar, Surinsar, Purmandal and Utterbehni which are prime tourism destinations in the division. He said the Chief Minister countered him by saying that he was trying to create regional divide by creating the issue of Jammu versus Kashmir. “He (Omar) said that Kashmir lakes including the Dal and Wullar have been allotted funds on need basis. What is the necessity of funding Mansar, Surinsar Lakes? asked Omar. “Perhaps you are not aware of the fact that more than one crore Pilgrim tourists visit Jammu every year. And the said tourists don’t like to stay back because of inadequate facilities and tourism related infrastructure in Jammu and its vicinity. The development of said lakes besides the tourism spots could give a fillip to the economy and generate employment in the region” Singh said while countering the Chief Minister. Singh further told the Chief Minister that he could give another Rs 1000 crore to Dal Lake and Wullar lakes and people of Jammu would never object to it, they would rather welcome it. “But the bone of contention was the total deprivation of lakes of Jammu region and mis-utilization of huge funds in Dal, Nagin Wullar lakes,” he said. Later, NPP chairman along with his party MLA Yashpaul Kundal walked out of the meeting in protest against the alleged discrimination with
Jammu region. |
