Sports dept to seek funds from higher authorities

After hosting the 58th National School Games U-19 National Tennis Ball Cricket Championship, the Department of Youth Services and Sports (DYSS) has now shifted its focus on ensuring adequate finance for conducting its activities in the next season besides approaching the higher authorities to grant additional funds for disbursing scholarships to the medal winners at the 57th National School Games.

A day after the state government sought an explanation from Dr Aniece Choudhary, principal, Government Medical College (GMC) Jammu, for continuing private practice, a team of senior officials of district administration and health department today sealed his (principal’s) private clinic, located near the Chief Minister’s official residence at Wazarat Road.

A team of senior officers comprising Deputy Director Health Services (DDHS) headquarters Jammu, Dr Baldev Raj Sharma, DDHS schemes Dr Baljeet Pathania, Chief Medical Officer Jammu, Dr Javed Chib and tehsildar Jammu raided and sealed the private clinic of the principal at around 4 pm.

The clinic was sealed after the family members of a one-and-a-half-year-old girl from Doda, who allegedly died due to negligence of doctors at Shri Maharaja Gulab Singh (SMGS) Hospital Jammu, had alleged that Dr Aniece Choudhary, who is the head of ENT department at GMCH Jammu, charged Rs 250 as “consultation fee” at his private clinic and denied “adequate treatment” to the girl at SMGS Hospital.

The girl, identified as Baby, was admitted to SMGS Hospital Jammu on December 8 after a corn seed choked her windpipe. The family of the girl, who died on the intervening night of December 11 and 12, had held Dr Choudhary responsible for the death of the child and had alleged that the principal didn’t pay attention to the patient’s deteriorating condition.

Dr Madhu Khullar, Director Health Services, Jammu confirmed that the private clinic of the principal was sealed after it came to their notice that Dr Choudhary was doing private practice while holding the post of principal GMC Jammu.

Activists of Hindu Shiv Sena and Dabgotra Charitable Trust also staged a demonstration outside the residence and private clinic of the principal and demanded that he should be removed from the post of principal forthwith.

The state government had yesterday sought an explanation from the GMC principal as to how he could continue private practice despite holding the charge of the GMC principal.

“This is very unfortunate and is violative of standing government orders and therefore, you are directed to immediately stop private practice of any kind and also explain your position in the matter,” the government order addressed to Dr Aniece Choudhary had said.

On Saturday, activists of different social organisations had locked office chamber of the principal at GMC, seeking immediate removal of Dr Choudhary from his post. The district administration had also ordered a magisterial inquiry into the circumstances leading to death of the girl at SMGS Hospital.

Meanwhile, National Secular Forum (NSF) has criticised the role of the GMC Jammu principal and demanded that strict action should be initiated against him for allegedly bringing “disgrace” to the chair.

Talking to mediapersons here, Vikas Sharma, state president, NSF, regretted that the government had failed to initiate action against the principal despite the fact that he was allegedly responsible for the death of the girl. “The political clout of 
the principal is saving him. We will not tolerate the political shielding of Dr Choudhary and will continue our agitation till government delivers justice to the aggrieved family,” said Sharma.

Sports dept to seek funds from higher authorities

After hosting the 58th National School Games U-19 National Tennis Ball Cricket Championship, the Department of Youth Services and Sports (DYSS) has now shifted its focus on ensuring adequate finance for conducting its activities in the next season besides approaching the higher authorities to grant additional funds for disbursing scholarships to the medal winners at the 57th National School Games.

“There are so many new disciplines being included in the calendar of activities of DYSS but the budget at its disposal is limited,” a DYSS source told The Tribune on condition of anonymity.

“Earlier, there was a limited number of disciplines like kho-kho, kabaddi, volleyball, cricket, hockey, football and basketball, but now, with the introduction of so many new disciplines, especially in martial arts, the department is struggling to conduct all the events as per schedule. We have appealed to the authorities a number of times for an increase in financial grant but in vain,” he claimed.

“The department has now decided to chalk out a concrete strategy for the upcoming season of activities with this hope that it does not come across any difficulty like it has faced in the past,” the official said.

The department will also try to sort out the vexed issue of outstanding sportspersons of 57th National School Games not yet having received scholarships due to non-release of additional grants by the state government, it was stated. This is perhaps for the first time that additional grant has not been released by the authorities on time in favour of DYSS which otherwise was released every year for awarding scholarships to sportspersons, he further claimed.

A senior District Sports Officer told The Tribune, “Right now, the department is busy in the preparations for Republic Day function to be held at MA Stadium. But this time, the department would make sure that its functioning would not suffer due to lack of funds.”

Punjab Naatshala honours theatrist Ifra Kak

Ifra Kak, the first woman theatre director of Jammu and Kashmir, has been honoured by Punjab Naatshala-Manch Rangmanch, Amritsar, for her contribution to popularisation of theatre. She was felicitated at the 10th National Theatre Festival.

Speaking on the occasion, festival director Kewal Dhaliwal appreciated the efforts of Ifra and congratulated her for being the first woman theatre director of the state who represented the state at the National Theatre Festival.

Ifra also represented the state with her production “Do Kodi Ka Khel”, a Hindustani adaptation of Brecht’s opera which was staged at the PRD National Theatre Festival 2012, organised by Government of Kerala and was held at Kannur (Kerala) from November 26 to December 1.

It is a rare honour for Jammu & Kashmir and Amateur Theatre Group that a woman theatre director, for the very first time, represented the state at two prestigious national theatre festivals, it was stated.

Kak has formally studied theatre under the guidance of reputed and distinguished teachers like Dr B Anantha Krishnan, Prof Mohan Maharshi, Prof Abhilaash Pillai, Prof Robin Das, Prof Ramgopal Bajaj, Dr Sathyabrata Rout, Dr Rajeev Velichetti, Noushad Mohammed Kunju, Sreejith Ramanan and Dr Bhikshu, as a Masters in Performing Arts (Theatre) student, at the Hyderabad Central University.

She has earlier designed and directed two devised projects. One was “Self Stories”, which was result of a 15-day long theatre workshop with artists of Amateur Theatre Group during her university education, and the other devised project was result of a 15-day-long theatre workshop with inmates of Kot Bhalwal Central Jail, one of the most sensitive prisons of the country.

Landgrabbers pull down heritage building

Despite the government’s claims of saving the state’s heritage, which includes historical buildings, the situation on the ground is pathetic.

Unidentified persons destroyed a portion of Heritage Building, Baladari, near Hazuri Bagh, Talab Tillo, once used as summer home by founder of Jammu and Kashmir state, Maharaja Gulab Singh. After people in the area raised an alarm, culprits fled from the spot, leaving JCB and other equipment at the place. Reports said some landgrabbers of Shakti Nagar demolished almost half of the 200-year-old building.

Popular tourist hill resort Sanasar remained cut off by the road link and power supply since Friday morning due to snowfall.

The Patnitop-Nathatop stretch covered up to 4 feet of snowfall is under the GREF of Beacon and from Nathatop to Sanasar, it is with the PWD (mechanical) division, Udhampur.

“With the closure of this link road, the only mini bus service was discontinued, thereby enabling the seriously sick persons to reach Batote or Udhampur hospital and the class XI examinees to reach Batote to appear in their first exam on Friday,” said Shakeel of Sanasar.

“There is neither any arrangement for safe parking of the bulldozer nor for the shelter of its crew. Last year, its alternator worth Rs 25,000 was stolen when parked near Nathatop. When the road is cleared up to Nathatop by the GREF and other arrangements are made with the help of PWD (R&B), Ramban, the bulldozer will be sent there from Udhampur on Monday,” said XEn, PWD (Mech), Udhampur, Rajgopal Singh Bhau.

The shivering examinees of class XI had to appear in their exam on Thursday in dark halls with no power supply with ice cold water in the shoes of some of them who had reached Batote after trekking 6 km and wading in more than a feet of snow for two hours from Sanasar. Four students couldn’t make it to the venue.

“Despite all my efforts, I could neither contact the new Director, Education nor the Chairman, J&K Board of School Education, to request them to postpone the exams,” said MLA,Ramban, Ashok Kumar. The class XI exams were earlier scheduled to be held from December 3 to 13, but they were rescheduled.

The power supply that snapped on Thursday night is yet to be restored, making the lives of the villagers, especially the students preparing for their exams, very difficult.

“Restoration of power supply for Sanasar will take one or two days more as the conductors passing through forests have snapped at several places,” said MK Ticku, AEE, M&RE, Sub-Division, Batote.

State govt staff to again strike work from January 8 to 10

As they have received no formal assurance from the government as regards their demands, 4.50 lakh government employees are at it again. This time, they have given a call for a three-day-long pen-down strike from January 8 to 10 next year. Employees have warned that a statewide agitation will take off after that.

Addressing a press conference, senior leaders of Employees Joint Consultative Committee (EJCC) alleged that the government is apathetic towards the workers.

Speaking on the occasion, Abdul Qayoom Wani said employees will again suspend work from January 8 to 10 to express their anger at the anti-employees policies of the administration.

“4.5 lakh government employees, workers and daily wage workers have been compelled, rather forced, to adopt the path of agitation after the administration failed to implement the agreement,” Wani alleged.

Another union leader, Gafoor Dar, said enough time had been given to the state government to think over issues and implement the agreement appropriately, but the bureaucracy had been delaying things.

Dar warned the government not to test the patience of the working class, which is already suffering due to skyrocketing prices of essential commodities and devaluation of currency.

EJCC also demanded speeding up of the process for regularisation of daily wagers in the state as most of them have been assured repeatedly that they will be regularised.

The committee also demanded that risk allowance be paid to the employees working in Forest and other departments, which fall in the purview of high-risk jobs.

Employees are demanding that the government should implement the agreement signed for enhancing the retirement age of employees from 58 to 60 and regularising ad hoc employees.

Another union member, Ganesh Khajuria, said, “Enhancement of retirement age is one of the key demands of the union, which had negotiated with the sub-committee on a number of issues, including release of arrears on account of implementation of the Sixth Pay Commission report and removal of pay anomalies.”

‘Degrees meaningless without jobs’

The meritorious students of “Arabic” who received gold medals and the degrees in the first convocation of Baba Ghulam Shah Badshah University (BGSBU) today expressed strong resentment over the recruitment issue.

Firdos Bhat, a student who received gold medal in “Arabic’s” and is now doing Ph D from the university, told reporters on the sidelines of the function, “Nearly 150 graduates of Arabic Studies are sitting without jobs in their homes as there is no scope for this subject in this district.”

“Only a post in Poonch and a post in Rajouri cannot provide us jobs. Government needs to create more posts in the district to save our future,” he added.

Another student Fara Mehrin who passed out from the university sitting idle at home, said, “These medals and degrees hold no meaning for us, if the government fails to provide job opportunities in this subject. No government or private school is taking interest in promoting this subject or creating posts for us. I graduated two years back, but there is still no job opportunity for me,” she added.

Other students were curious as to what has come out of the visit of Chairman Emeritus of Infosys Limited NR Narayana Murthy, who was the chief guest at the first convocation function in the Baba Gulam Shah Badshah University along with Chief Minister Omar Abdullah who awarded gold medals and degrees to the varsity graduates.

“We have been expecting jobs which could save our future, but we are disappointed. Is anything being done to tackle the problem of unemployment?” said a student.

A training workshop on civil registration of births and deaths was organised in the Deputy Commissioner Office, Reasi. The workshop was organised by the Directorate of Economics and Statistics (DSE), Jammu and Kashmir, in collaboration with the Registrar General of India.

Economics and Statistics director BR Lachotra, who was the chief guest, inaugurated the workshop. Speaking on the occasion, Lachotra said field functionaries like chowkidars played an important role in the registration of deaths and births.

In the technical session, a detailed discussion was held covering each and every aspect of vital statistics such as births, live births, still births, deaths and foetal deaths. It was disclosed during the workshop that the present birth and death rates at the national level were 76.40 per cent and 66.40 per cent, respectively.

The training was imparted by Assistant Director, DSEO Office, Chaman Lal.

Among others, Reasi Additional Deputy Commissior S Rajinder Singh Tara and Chief Planning Officer Janak Raj were present on the occasion. The workshop was attended by chowkidars of various villages of Reasi district, police officers and staff members of the District Statistics and Evaluation Office, Reasi.

Authorities plan infrastructure overhaul at Katra

In order to strengthen infrastructure and provide facilities to passengers at the new bus stand and to discuss issues related to the railway station in Katra, which is likely to be commissioned in the month of March, 2013, a high level meeting of the concerned officers was held under the chairmanship of Reasi District Development Commissioner Nirmal Sharma today. 

Deputy Chief Executive Officer, Shri Mata Vaishno Devi Shrine Board, Rash Paul Singh; Chief Executive Officer, Katra Development Authority, Sudarshan Kumar; Executive Engineer, PWD, Joginder Pal; Sub Divisional Police Officer, Katra, Rajinder Katoch; Assistant Road and Transport Officer, Reasi, Shami Kumar; Tourism Assistant Director Veenakshi Koul and other senior officers of various departments were present in the meeting.

Addressing the meeting, the DDC instructed the concerned officers to accelerate developmental activities pertaining to their respective departments for the convenience of passengers. She said the officials should keep in view the expected increase in visitors to the Vaishno Devi base camp with the commissioning of the rail link to Katra. She directed Executive Officer (EO), Municipality, to convene a meeting with representatives of taxi operators and auto unions for the redress of their genuine problems.

Sharma asked the concerned officers to check illegal constructions in the town by taking strict action against the defaulters. She also said constructions sshould be allowed strictly according to the master plan.

Other issues which were discussed in the meeting were garbage disposal and formulation of a comprehensive traffic plan for Katra town.

Later, separate deputations of taxi operators and auto unions called on the DDC to put forth their demands, which mainly include the renovation of the toilet block at the existing taxi stand, allotment of parking lots at the new bus stand and the Katra railway Station.

Responding to their demands, the DDC directed the EO, Municipality, to renovate the toilet block with allied facilities and to constitute a separate committee to chalk out a strategy for parking at various places in the town.

I’m a fan of Infosys chairman now: Omar

Chief Minister Omar Abdullah today said he was a fan of Infosys’ co-founder and chairman emeritus NR Narayana Murthy’s humility now.

“I have never met a man who wears his considerable successes and achievements with as much humility as NR Narayana Murthy does. Am a fan now,” Omar wrote on micro-blogging networking site Twitter while attending the first convocation of Baba Ghulam Shah Badshah University in Rajouri. Murthy was the chief guest and delivered a convocation address there.

Omar’s curiosity about the first convocation of the BGSBU could be gauged from his yesterday’s tweet, wherein he had written: “Looking forward to taking Mr NR Narayana Murthy up to Rajouri tomorrow for the first convocation of the Baba Ghulam Shah Badshah University.”

‘Probe collapse of legislative assembly complex’

A high-level probe into the collapse of a portion of historical complex of Jammu and Kashmir Legislative Assembly which caved in on the intervening night of December 9 and 10 here, has been sought.

Expressing shock, Harsh Dev Singh, chairman, NPP, lambasted the state engineering department for “culpable negligence” and “despicable apathy” displayed by them in the upkeep and preservation of the “most sacrosanct” institution of democracy.

“The Assembly complex has an over 100-year-old legacy as it was constructed during Dogra rulers’ period. The complex which was a symbol of our pristine glory was used by Dogra rulers as “Ajaibghar” and it was an epitome of Dogra art, culture and our rich heritage. It was visited by Prince of Wales,” Singh said.

He said the damage of the ancient monument was a “standing proof of inefficiency, callousness and corruption prevalent” in the system.

He said though the government had ordered an inquiry, the officers entrusted with the inquiry were the same engineers and heads of engineering wings who had approved the construction of new Assembly complex adjacent to the existing legislative structure.

“It is a typical case of being a judge in one’s own case. We urge the Speaker, who was taking keen interest in the matter, to prevail upon the apathetic helmsmen to order a high-level probe by technical experts from outside the state,” Singh said.

Singh said it was required to be ascertained as to whether the old complex caved in owing to excessive digging underneath its surface for construction of the new complex, or due to official negligence in ensuring its upkeep and maintenance, or due to flaws in planning or in execution.

“It is also required to be ascertained as to whether the technical advice to construct a concrete structure adjacent to the existing old monumental complex at a whopping cost of Rs 100 crore was indeed a wise decision,” the NPP leader said.

Singh further cautioned the government not to use the incident as “a ploy to shift the seat of Budget session” from Jammu to Srinagar.

Rejecting the option given by certain quarters that the ensuing Budget session could be held in Srinagar, he warned the authorities to refrain from such “deceptive and treacherous” moves. — TNS

Course on investigation of traffic accident cases concludes

A six-day course on “Investigation of Traffic Accident Cases” concluded at Sher-e-Kashmir Police Academy (SKPA), Udhampur today.

DIG Parminder Singh, Joint Director, SKPA laid emphasis on the need for strict implementation of traffic laws and directions of Supreme Court of India related to traffic management and road traffic accidents.

He said apart from implementation of traffic laws, there was a dire need to make the society aware at large about traffic rules to minimise fatalities.

Earlier, the course was inaugurated by Additional District and Sessions Judge, Udhampur, Mohinder Kumar Sharma who talked about the flaws found in investigations relating to traffic accident cases during judicial determination in courts of law and recent Supreme Court guidelines which are mandatory for police to be conformed to during investigations. A number of guest faculty members delivered guest lectures.

Christian Organisation, JKP XI log wins in cricket tournament

Jammu, December 16
The Christian Sports Organisation and the JKP XI registered emphatic wins today in the Christmas Twenty20 Cup Cricket Tournament being organised by the J&K Christian Sports Organisation in collaboration with the J&K Police Department at Parade Ground here.

In the first match, the Christian Sports Organisation got the better of the Young Star XI by 8 runs. Batting first, the Christian Sports Organisation accumulated 136 runs in the stipulated 20 overs. Rohan, Ravi and Rakul were the main scorers with 28, 24 and 14 runs, respectively. For the Young Star XI, Sanju was the pick of the bowlers with four wickets while Raghu, Shugal and Deepak claimed a wicket each.

In reply, the Young XI managed 128 runs for the loss of six wickets. Rohit, Sanju and Rajesh scored 39, 31 and 12 runs, respectively. For the Christian Sports Organisation, Ambrose clinched two wickets, while Rixon, Ravi and Sahil shared a wicket each.

In the second match, the JKP XI got the better of the Indiana XI by 10 wickets. Batting first, the Indiana XI garnered 112 runs for the loss of seven wickets in 20 overs. Sandeep, Gagan and Prashant scored 15, 11 and 9 runs, respectively. For the JKP XI, Dilbag and Farooq took two wickets each while Rajesh Gill, Vishal and Gurdeep scalped one wicket each.

In reply, the JKP XI overhauled the target without losing any wicket. Openers Rajesh Gill Farooq remained unbeaten at 41 and 24 runs, respectively. Sandeep, Michael and Suhail were the umpires in the match while Sanjay Bhatti maintained the scorebook. — TNS

Sainik School Nagrota holds alumni meet

As part of its annual feature, Sainik School Nagrota today organised an ex-students’ meet. A large number of ex-students of the institution alongwith their families took part in the meet and recalled their school days.

In his address, Group Captain Ajay Kumar, talked about the achievements of the school during the past year including the successful conduct of All India Sainik Schools Inter Zonal Basketball Championship and the school quiz team winning RBI Quiz Competition at state level. — TNS

Anil Kumar Gupta, chairman, J&K Democratic Front, was the chief guest on the occasion.

Out of 130 participants, 50 were selected for the grand finale which is slated to be held on December 23 at the Police Auditorioum, Gulshan Ground. The participants were judged were KL Verma, MC Kotwal and Usha Handoo.

ML Dogra, chairman, Bhartiya Lok Sangeet Kala Sansthan, in his address emphasised the need for strengthening the cultural heritage of the state.

Later, the semifinalists were awarded mementos and appreciation certificates by the chief guest.
