Jalandhar, December 21 The students who managed to get admission without levy of any amount in the previous semester have alleged that the colleges were now asking them to pay up the fee, as they had not been, till date, reimbursed funds from the Central Government for the same. As per the data available with the District Welfare Office, nearly 1,200 students have availed admission in various courses being offered in government and private colleges The authorities of Guru Nanak Dev University, who till the previous semester had directed the colleges to admit SC students with income of less than Rs 2 lakh annually without any charges, too, have been asking the colleges to levy the university fee from the students, which is further dampening their prospects. On being asked as to why the university had been levying the funds in violation of the orders on the scheme, Registrar of GNDU Dr Inderjit Singh said, “We have so far not received any directions of the sort from the government regarding the second semester admissions. Even the colleges are after us for not having received their dues for previous semester. The government must expedite payment on the basis of claims sent by the colleges.” R.Venkat Ratnam, secretary, Welfare of SCs and BCs, Punjab, said, “If the colleges or universities will levy any amount from the students it will be a gross violation of the rules and action will be taken against the erring institutes. We are in the process of disbursing claims shortly as we have already forwarded the details to the Centre.” Rajesh Bagha, chairman, SC Commission, said that he already was in possession of the fresh directions from the Director, SC/BC Welfare and he would circulate the same to the institutes concerned. He urged the concerned institutes not to levy any amount from the SC students for the second semester or else they could face action. Cancellation of recognition A directive issued by the principal secretary, welfare department, Punjab, to all the Vice-Chancellors, reads, “It is often seen that the educational institutes concerned demand immediate payment of fee from the SC students and on not being able to do so, pass on the seat to the other candidates, which is a gross violation of the government instructions. You are directed to follow the government guidelines. If any government or private institution is found levying fee from such students, strict action would be taken against and recommendation for the cancelling of their recognition would be forwarded to the Central and state government or their council concerned.” What the scheme entails The Central Government provides 100 per cent assistance to the SC students coming from families having less than Rs 2 lakh annual income. All UG, PG or doctorate courses including those in arts, commerce, science, medicine, engineering, architecture, veterinary sciences, management and computer sciences are covered under the scheme. The day scholars enrolled under the scheme are also entitled to monthly maintenance allowances, ranging from Rs 230 to Rs 550, while the hostellers can avail Rs 380 to Rs 1,200, depending on the courses they pursue. The students are also entitled to study tour charges, thesis and printing charges, book grant and disability allowances. |
Robbers decamp with electronics goods
Jalandhar, December 21 The robbers broke into the aluminum goods manufacturing unit and a hardware store at the Rama Mandi-Dhilwan road. The robbers also made their entry to a spectacles store but did not take away much goods. The police said the robbers had entered the aluminum goods unit from behind the shop and took away a drill machine and some sign boards ordered by the PAP authorities, said Pritpal Singh, a victim. The miscreants also entered the hardware store in a similar manner and decamped with goods worth lakhs of rupees, claimed Anokh Singh, owner of the store. The shopkeepers complained that the robbers scaled the boundary walls in the backyards of the shops and committed the crime. The vacant plots behind the shops had been proving safe hides for the criminals, the victims pointed out. The police had recorded statements of the victims and cases had been registered at the Rama Mandi police station. |
Inspector-General of Police marks inquiry
Jalandhar, December 21 Six police personnel, including a former Phagwara Station house officer (SHO), are likely to face action for their alleged connivance in falsely implicating a suspect in the case. The IG has told the Jalandhar DIG to investigate the case and file a report in this regard. Sources in the department, however, revealed that the DIG had further sent the case file to the Kapurthala police chief, ordering him to probe the case. Earlier, the complainant Surinder Mittal, a presiding member, District Consumer Forum, Jalandnar, had submitted an application, seeking action under Sections 166 and 167 of the IPC against Amrik Singh Chahal, inspector, and his fellow colleagues for dereliction of duty while posted at the city police station, Phagwara. Surinder Mittal, who owns an IELTS coaching institute in Phagwara, was booked on the complaint of Sandeep Kaur, a resident of Naseerabad village, and a case under Sections 294, 500, 506 and 509 of the IPC was registered against him at the Phagwara police station in January, 2009. After picking him up, the Phagwara police registered another case against him under Sections 323, 406, 498-A of the IPC on a complaint (moved his wife on December 30, 2008) without conducting any inquiry. In his application, Mittal had said that due to the misconduct, unfair and false inquiry by SHO Amrik Singh Chahal, SI, Gulzar Singh, head constable Harjit Singh, munshi Jasbir Singh, and others who were posted at the Phagwara police station, he was framed in two false and frivolous cases. This all was illegal and unlawful and also against the "Principle of Natural Justice", and was done by misusing power and position by the police personnel. He claimed to have faced a long trial in a fake case, suffering humiliation and mental agony and was later acquitted of the charges by the court of Sub Divisional Judicial Magistrate Mohit Bansal. In his application, he has sought action under Sections 166 and 167 of the IPC along with other penal action in accordance with the law may against Amrik Singh Chahal and others. The SSP, Kapurthala, Inderbir Singh said the case was under investigation. It will be too early to comment on it. |

supplies of diesel from the MC workshop for running pumps attached with sewage disposals have been snapped and Further Mayor Sunil Jyoti has directed the sanitation staff to ply two ditch machines and a tipper even in the afternoon at all those garbage dumping sites where the waste is thrown off in bulk. As another major step, all engineers from the O&M department have been asked to take a note of the complaints received in the office regarding streetlights, take down a track of the episodes when lights remained off on certain streets, the days for which the lights remained off and accordingly penalise the contractors concerned as per the agreement. The issue had been raised by Leader of the Opposition Jagdish Raja who has been a complainant himself on a number of occasions, reporting about lights remaining off for even five days. Jyoti said he had even noted that the complaint centre was not generating complete data or even striking off a few complaints. "From January 1, I will have a parallel detail in my office and ensure that each complaint is dealt with seriously," he said. |
Quality health care given a backseat by city hospitals
Jalandhar, December 21 Though the NABH certification is not mandatory for the hospitals, it establishes excellence in health care. According to information, a number of private hospitals and Jalandhar Civil Hospital has applied for the NABH accreditation, but only one private hospital of the city has got this certification. Also, none of the government hospitals has obtained this accreditation. Interestingly, the Punjab Institute of Medical Sciences (PIMS) being run on public private partnership (PPP) mode is also run without the NABH certification. The owner of a facilitator Quality Ways company for hospitals to get the NABH certification in Punjab, Mukul Handoo, told The Tribune, “According to the latest edition of the NABH released in November, 2011, five of the main 10 chapters are patient-centric. These include Access, Assessment and Continuity of Care (AAC), Care of Patients (COP), Management of Medication (MOM), Patient Rights and Education (PRE) and Hospital Infection Control (HIC).” Meanwhile, claiming that a majority of the hospitals in Jalandhar are providing quality treatment, IMA district president Dr Navjot Dahiya stated, “The NABH certification is not only based on excellence in treatment but it also required protection of various rights of the employees. If a hospital gets the NABH certification, the patient will have to spend more money as the burden of expenditure on its employees by the hospital will have to be borne by the patient.” At the same time, he said IMA Jalandhar had spread awareness among the doctors for getting the NABH certification by holding various talks in this regard. Civil Surgeon Dr RL Bassan said Civil Hospital Jalandhar had already applied for the NABH certification. Meanwhile, Handoo said, “A hospital had to meet the parameters set up by the NABH before getting its certification. When a hospital applies for the certification, a pre-assessment is done by the NABH assessors, who recommend the hospital to take various steps to meet its parameters. Subsequently, the assessors visit the hospital after several months and provide the certification if the same comply with the parameters. The certification is initially provided for three years with annual assessment seeing compliance to given standards.” The NABH was set up in 2007 by a quasi-government body Quality Council of India. |
Woman ambulance driver 'thrashed'
Jalandhar, December 21 Both Manjit Kaur and the accused Sukhwinder Singh have been driving ambulances for private hospitals. Manjit Kaur alleged that Sukhwinder Singh pushed her off with his legs and misbehaved with her. “I fell off and even suffered bruises,” she alleged. An FIR under Section 751 has been lodged against the accused at the division number 4 police station. Sukhwinder Singh, on the other hand, claimed that Manjit Kaur slapped her publicly. “Since she was the first one to report the matter to the police, no one paid a heed to my complaint,” he said. |
Election results of state IMA chief announced

Jalandhar, December 21 Even as Dr Raj was unanimously elected president by IMA units in the state, the run-up to the today's announcement was mired in confusion. The current state president of the IMA (Punjab) Dr Shiv Dutt Gupta had elected Dr Ram Nath Bhardwaj as the other Punjab president of the IMA as early as November 13, a decision that was upheld by a five-member committee constituted for the purpose. However, on Friday Dr Gill held that since he was the election commissioner of the IMA, the decision by him would be held final. Dr Raj won by 80 per cent votes from branches of the IMA across the state. Dr Hardeep was chosen secretary of the IMA Punjab and Dr Narottam Diwan was elected the finance secretary. Sources said some of the IMA units did not participate in the voting. |

Jalandhar, December 21 The winning team was leading by 8-0 in the half time. Ajay Tadav struck twice in the 14th and 65th minutes, Summit Kumar in the 21st and the 25th minutes, Mithilesh in the 32nd and the 38th minutes, Sourabh in the 5th minute, Sanjay Yadav in the 11th minute, Ishityaq Hussain in the 12th minute, Raj Kumar in the 20th minute, and Manish Yadav in the 44th minute of the play. The Mumbai team, however, failed to score any goal, thus making the game one-sided. In another match, Baba Gurmuykh Singh Uttam Singh School, Khadoor Sahib, beat St Iquatuis School, Gumla, by 8-1. The winners had taken a lead of 3-0 in the first half. Navraj Singh scored three goals for the team in the 26th, 44th and 66th minutes of the play, Summet Pal Singh and Harmandeep Singh scored two goals each while Narinder Pal Singh had a chance in 17th minute of the play. It was Subhash Minj from the Gumla team, who struck in the 42nd minute of the play, and scored a lone goal. Philanthropist vows seven ‘gifts’ for drug addicts
Jalandhar, December 21 An industrialist by profession, Gurcharan Singh of Shiv Nagar has given nearly 100 huge boards carrying the message in chaste Punjabi to his friends to put them at prominent places of their business establishments. The board contains a message, "Drug addicts will be given seven attractive prizes, including deadly diseases like cancer, renal failure, TB, dispute at home, disrespect in the society and a small plot with three quintal wood and three-meter-white cloth means early death." When The Tribune found the philanthropist at his home-cum-office at the Shiv Nagar locality after noticing a board at a cloth shop, shy Gurcharan Singh was not ready to get his photograph clicked for the newspaper. Gurcharan Singh said, "He is more interested in getting the message spread among the general public as our young generation is becoming drug addict." The philanthropist said, "I use satirical language on the board asking the addicts to give up addiction, I do not pay any heed but the satirical messages touches the heart of the addicts." To a query, he said he had given nearly 100 such boards to his friends and relatives and about Rs 5,000 had been spent on each board. Gurcharan Singh has also put interesting messages on the tree guards fixed in his locality. |
Entrepreneurship development programme concludes
Jalandhar, December 20 More than 45 budding entrepreneurs, customers and non-customers of the Jalandhar Centre of the bank attended the programme. The aim of the programme was to create awareness of the entrepreneurship qualities and to motivate the participants to impart training for developing entrepreneurship capability, to hone their entrepreneurship, communication, marketing and technical skills. Besides, the programme focused to impart knowledge-based inputs on manufacturing, marketing and financial management aspects of a business enterprise being owned by the participants. Two snatchers arrested
Amritsar, December 21 During investigations, they confessed that they had snatched a purse from Hema Sultana, a resident of Mumbai, in February 2012. The police had also recovered a motorcycle (PB-02-AZ-7901) and a mobile phone from their possession. A case under Section 379-B of the IPC was already registered against them. The police added that Sections 379, 411 of the IPC had been extended and further investigations were under progress. |

Science carnival gets underway
Jalandhar, December 21 The events included on-the-spot programming, quiz, young mathematician contest and young scientist contest. The themes for exhibition of the science projects were ‘Kabbad se jugaad’, ‘Life science and biotechnology’, ‘Eco-tech Planet’, ‘Energy conservation’, ‘Kinematics’, ‘Electromagnetism’, ‘Anntriksh Vigyaan’, ‘Biological System and Health Diseases’, ‘Innovation/Project Idea’, ‘Communication and Automation’ and ‘Art in Science’. The major attraction of the day was the presentation of the CT Group of Institutions band named ‘VRITTIS’. Other than the students from Punjab, about 40 students from Afghanistan, who were at the CT Group of Institutions for the exchange programme, also participated. They participated in the slogan-writing and poster-making competition on environment, biological system and health diseases. Amritsar, December 21 The accused were identified as Satbir Singh and Sukhwinder Singh. The police had registered a case under Section 66-A of the IT Act, 2000. However, no arrest had been made so far. The police said, "Satbir and the girl became friends through a social networking site. However, soon after he started harassing and pressurising her for marriage. As she refused to bow before his demand, Satbir allegedly started calling her parents, who came under stress.
