Getting Aadhar card uphill task
Jalandhar, December 15 The residents have complained that there were inadequate machines, owing to which there was pressure on the limited machines and their operators. Long queues and delay for the whole day in wait of their turn, too, has made them feel upset. A visit to a new makeshift centre at New Jawahar Nagar revealed that just one of the two machines were being used, as only one person had been employed by the company. Further, most applicants were finding difficulty in the scanning of their fingerprints, as the reception of the overused machines had perhaps become poor. Also there were no forms lying at the centre, as the operator claimed that he had already distributed them. "If you want any form, go to the councillor's residence first," he said. Further, the centre has been made in a discrete location at a house in the colony with no signage or board put up anywhere. Councillor of the area Kanchan Sharma said, "I am fed up of the complaints by the residents of my area. People tell me that they remain queued for days to get the card made. Owing to problem with the scanning machine and repeated attempts for the same, there have been unnecessary delays. It is the duty of the administration to ensure that there is adequate staff provided by the company and properly functioning machines for the same." She said residents had been coming to her, claiming that their work could not be done in one go and they have had to take leave from their office or even force their children to keep off school to get the card made. Col Rajesh Saini, a retired defence officer and Medical Superintendent, Guru Nanak Mission Hospital, said, "I am extremely dissatisfied with the working of the Aadhar card staff. I filled up my bank account details asked in the form, but they did not add these. This information would have been of immense use to me in case some funds or LPG subsidies were to be reverted to me at some point of time. They did not even add my e-mail account detail." TS Chopra, District Food and Civil Supplies Officer, said, "I am aware of the problem of less machines and manpower. I will get it sorted out at the earliest." |
DC loses appeal against dist forum order
Jalandhar, December 15 The State Commission has given pin-pointed rules under which the DC’s appeal has been rejected. Presiding member Piare Lal Garg and member Jasbir Singh Gill have pointed out to a delay in the filing of the appeal. They observed that the order of the district forum which he had challenged was passed on November 8, 2011, and the copy of the same was received by the appellant on December 15, 2011, as per the stamp on the photocopy of the order. “But the appeal has been filed on November 11, 2012, which implies nearly one year delay. No application for condoning the delay has been filed with the appeal,” the copy of the order reads. The second ground taken by the commission is that the DC had not even filed a certified copy of the order with the appeal as per Rule 15(3) of the Consumer Protection Rules 1987 as well as Rule 8 (3) of the Consumer Protection (Punjab) Rules, 1987. The Rule 15 (3) reads, “Each memorandum shall be accompanied by a certified copy of the order appealed against and such documents as may be required to support grounds of objection mentioned in the memorandum.” The third rule which perhaps was not followed was Section 14-A of Consumer Protection Rules 1987 as per which it was necessary for the appellant to deposit a requisite amount with the appeal. Background
Lawyer Arvind Sharda had filed a complaint before the forum claiming that he
had sought some information regarding noise pollution from the DC office on October 3, 2009, as a consumer by paying Rs 10 by way of two postal orders of denomination of Rs 5 each through speed post. Even as the information sought was to be provided to the plaintiff within 30 days, he got an acknowledgement of the same on October 23, 2009, and a letter later on November 23, 2009, that the reply would come to him shortly. He had written in his complaint filed in June 2010 before the district forum, “Despite a lapse of more than eight months, the required information had not been provided to him.” The opposite parties claimed that the complainant should have instead gone to the Commissioner Jalandhar Division or the State Information Commissioner for the appeal and that RTI Act applicant had not right to appeal before consumer forum. Sharda had earlier complained to the DC on August 3, 2009, that there was a blatant violation of rules laid down in the Noise Pollution (Regulation and Controlled) Rules 2000. He had said that there were no distinctive display signs depicting the area to be silence zone, especially around the judiciary courts complex. He had asked two questions, “When was my complaint received by the PGA dated August 6, 2009, and sent to steno on August 7, 2009, actually presented before the DC-cum-District magistrate? What action has been taken on the above-mentioned complaint?” The forum, then presided over by Darshan Singh and member Jyotsna Thatai, had said, “The complaint is maintainable. The forum has the jurisdiction to hear and decide the case. The Act of the opposition party amounts to deficiency in service. He is directed to pay Rs 1,000 as compensation within a period of 30 days from the receipt of the copy.” |
Vital tollfree helpline number 1077 Deepkamal Kaur Tribune News Service
Jalandhar, December 15 What is even more ironical is the fact that the calls are received on this number installed in the district revenue office only on working days and that, too, between 9 am to 5 pm. The administration has not even publicised anywhere the number of this very important cell formed to press various services in the event of any calamity. The idea of the cell was to form a directory of all contact numbers to be alerted from various related departments, including fire, MC, irrigation department, Civil Hospital, food and civil supplies and administration in any emergency like situation. The department staff has already made an inventory of all kinds of tools, vehicles, lights, fire-fighting systems and other gadgets required during such events. The disaster cell has ever since got just two bikes and an inflatable light tower as the only equipment. One of the most important requirements of hydraulic ladder to reach out to top floors is yet to come even as 10-storeyed buildings have already been constructed in the city. Deputy Commissioner Priyank Bharti said he would get the problem related to toll-free number sorted out. “We will also publicise it and try out diverting this number on some other line after 5 pm. My camp office number 0181-2459664, however, is available round-the-clock,” he said. |

‘I wasn’t wearing a seat belt, make sure you wear one’
Jalandhar, December 15 As deceased actor Jaspal Bhatti’s wife Savita Bhatti and son Jasraj Bhatti stepped in to lend some traffic awareness lessons to students at KMV College today, it was for all to know that the deceased comedian was blessed with a family as brave as he was funny. A traffic awareness seminar with a difference was organised by the Rotary Club at KMV College. A seminar which drove home the point like no other would. Savita Jaspal Bhatti addressed an audience of about 900 college and school students. Her son Jasraj Bhatti showed a documentary named "Ladla Driver" on under-age driving and its after-effects. Work on the film had been started by Jaspal Bhatti himself and after his death, Jasraj completed the work started by his father. Sending the most touching (and probably one that they might never forget) message to students, Jasraj pleaded with them to ensure that they wear seat belts and follow traffic rules. Grimly, he added he had lost his father because he was not wearing one. On the occasion, Harman Sidhu, president Arrive Safe (NGO), also joined Savita and Jasraj from Chandigarh to give a power-point presentation on driving safely. Harman also exhibited extraordinary courage in sharing his story with students. On a wheelchair, the brave activist is also a survivor of a road accident in which he suffered a spinal cord injury. His NGO is working with the Punjab and Haryana traffic police, WHO and global road safety programmes. On the occasion, Mayor Sunil Jyoti Mayor was the guest of honour. He requested the youth to follow the norms to uphold the cause of such seminars. Atima Sharma, principal, KMV College, president, Rotary Club, Jullundur, SK Bansal, secretary Nupur Sandhu were also present on the occasion. Everyone saluted the courage shown by Savita and Jasraj Bhatti as well as Harman Sidhu for sharing their message for such a noble cause. This is one seminar that students will certainly remember. |
City mourns demise of Satguru Jagjit Singh
Jalandhar, December 15 A teacher and guide to countless music seekers and a lover of music, art, nature, sports and literature, the extraordinary leader of the Namdhari sect, Satguru Jagjit Singh, passed away on Thursday and his demise has left Punjab with a void. His loss was greatly mourned by numerous disciples, well-wishers and admirers in the city. Art connoisseur Jagdish Singh Waryam said, “He was music personified. Music flowed in him like a river. He constantly extended moral and monetary support to the Harivallabh Sangeet Sammelan and promoted music and musical conferences whenever possible. The who’s who of Indian Classical music have been influenced by his kindness and undying spirit to serve music.” The Harivallabh Sangeet Mahasabha held an executive meeting today to grieve the loss suffered due to his demise. Purnima Beri, general secretary of the Mahasabha, on the occasion, said, “It is a moment of grief for all of us that a spiritual soul, social reformer, devoted lover of nature, environmentalist, promoter of sports and above all a promoter of the Indian Classical music, Shari Satguru Jagjit Singh Ji, is no more with us. This is an unbearable and irreparable loss to all of us.” Sitar maestro Manu Seen, who has been visiting Bhaini Sahib since he was a kid, said he had felt intense dedication exuded by the legendary leader. Seen said, “I have been visiting Bhaini Sahib and have attended many gatherings in which he sang, spoke or played (instruments), since I was a kid. Every morning, he taught little kids and spent hours with them correcting them and polishing their singing or playing (skills). No matter how busy his schedule was, he always took time out for his disciples.” Seen recalled, “During a musical gathering, which I attended in 1995 to Bhaini Sahib, he was humming a bandish (raga) of his to those present (Seen, Ustad Shahid Parvez and tabla maestro Vjay Ghate, among others). All the peacocks in the vicinity flocked there within moments and started calling out. Even birds were touched by his influence. I haven’t seen anything
like that.” Jatinder Pal Singh Chinka, an artiste who was tutored by Ustad Allah Rakha through the efforts of Satguru Jagjit Singh, said, “His demise isn’t just a loss for the Namdhari sect but the entire world. The fields of music, education and sports have all suffered a setback. Anyone, from any religion or sect, with talent and with a thirst to understand and learn music was supported by him. He sent talented youngsters from across Punjab to the greatest of artistes across India at his own expense. His patronage has created names to reckon with in the world of classical music and given
a direction to an entire generation.” Kulwant Singh Salaich, another artiste who was tutored by Ustad Allah Rakha through help and patronage by Satguru Jagjit Singh, said, “He mastered difficult taals, created ragas, revived tantri instruments. When the Harivallabh Sangeet Sammelan had been suspended briefly during the terrorism days, he made efforts to revive it. An era of Indian classical music has ended with him.” Artiste Sukhdev Singh said, “Me and my countless brothers have been benefited by his exemplary dedication to get us tutored from the best artistes. What is reassuring is that during his lifetime he had created scores of disciples who will carry forward the undying flame of the Indian Classical music and the Gurmat disciplines.” |

Deepkamal Kaur Tribune News Service
Jalandhar, December 15 Among those who announced this group are some old-timers and heavy weights of the party, including Sushil Rinku of ward number 46, Sharwan Grover of ward 49 and Bal Krishan Bali of ward 7. New-comers Baldev Singh Dev of ward 42, Harsimranjit Banti of ward 47, Gurvinder Kaur Mintu of ward 44 and Amanpreet Kaur Major of ward number 48 also hopped on the same wagon and so did three independent councillors, including Kanwaljit Kaur Gullu of ward 26, Mandeep Jassal of ward 13 and Amit Dhall of ward 19. The party had on Monday appointed Jagdish Raj Raja as the Leader of Opposition, Surinder Kaur as Senior Deputy Leader of Opposition and Des Raj Jassal as Deputy Leader after election held in Chandigarh on Monday. The party leaders who could not draw any consensus on the issue even three months after the appointment of Mayor had to finally resort to polling. All the councillors who have become members of the Dynamic Councillors Group had been opposing the re-appointment of Raja, claiming that the opposition under his leadership had remained very weak. Rinku, who leader the new group, has stated that wherever the main Opposition leaders would fall weak, the Dynamic group would pitch in and try to force the ruling party to revert its stand. “We are currently opposing taking loans and insisting that recoveries through House Tax be expedited. We will tend to adopt a more aggressive posture,” he said. Party insiders confided that the division was a result of growing dissidence against MP Mahinder Singh Kaypee and former minister Avtar Henry. Kaypee has been supporting Raja, owing to which councillors like Uma Beri and Aruna Arora have been wholeheartedly supporting him. Raja has also been harping on having won from two wards, another represented by his wife Anita Raja. On the other hand, Rinku has been from Kaypee’s dissidence group and so has been Bali from Henry’s opposite camp. Dhall had parted ways from Congress owing to open rebellion against Henry during THE Assembly polls. Sharwan Grover had been seeking ticket from Jalandhar Central against Uma Beri’s husband Rajinder Beri. Meeting called
To suppress the open dissidence against Raja, the District Congress chief Arun Walia has called a meeting of all 22 Congress councillors tomorrow at noon. Walia said, “We will hear everyone. We will try to convince them that since the leaders had been appointed by election, everyone must follow their diktat.” Another party leader Varinder Sharma, too, opined that the decision had not been imposed on any councillor and they must avoid representing a divergent group. “We will explain this to councillors tomorrow,” he said. Raja mum, Jassal issues statement
Even as the Leader of Opposition preferred not giving any counter statements on the matter on Saturday, Deputy Leader of the Opposition Des Raj Jassal today issued a written statement on having asked PCC president Captain Amarinder Singh to issue strict directions to the members of the Dynamic Group. He has said that the members of the group must toe the line of the new leaders and obey the party rules. |
