SDMs fail to check growth of illegal colonies
Jalandhar, December 20 This despite the fact that the bodies concerned, including the Jalandhar Development Authority (JDA) and Municipal Corporation (MC), have already submitted their lists of illegal colonies with the SDMs concerned. Jalandhar-II has the maximum number of illegal colonies. Of the total 77 unauthorised colonies falling in the subdivision, there has been a rampant growth in the areas falling near the Basti areas, Wadala, Wariana, Mand and Nahlan villages. There also has been an illegal construction around the Nagra and Reru colonies and Bulandpur road. In the JDA area of the subdivision, Jalandhar-I, there have been 74 illegal colonies. These include those around Suchipind, Pholariwal, Dakoha, Sufi Pind, Mithapur, Brring, Dhina, Ladhewali, Sansarpur and Dhilwan villages. Nakodar has 28 illegal colonies, while there are 23 unauthorised colonies in Shahkot as per the JDA report. The fact that illegal constructions are still going on is proven from the point that as many as 63 such cases have come to light since April this year. An unauthorised colony has come up in a 10 acre area at Udhowal village in Nakodar and another measuring 9 acre on the Nakodar-Mehatpur bypass. In Dhogri village falling in Jalandhar-II, a new illegal colony has come up. Fazalpur village, falling in the same subdivision, too has an illegal colony in a 7 acre land. Passing an order in CWP No 12231 of 2011 titled Ramesh Kumar (of Sangrur) vs State of Punjab and others, the court had stated, “We are surprised that the law is so helpless. The state, however, is not so weak that if somebody is doing an illegal act the same cannot be stopped. The power to regulate also includes power to stop the irregularity being committed. “We direct that from today onwards no construction be allowed in any unauthorised colony and if raised the same shall be demolished immediately. The responsibility shall lie upon the SDM concerned of the area. If he fails to take effective steps, stern action shall be taken against the officer. “The work of vigilance shall be coordinated and regulated by the Regional Deputy Director, Local Bodies. The order shall be complied with throughout the state of Punjab. “So far as the areas where the master plan is available are concerned, the inspectors of Municipal Committees/Corporations concerned shall be responsible for keeping vigil on unauthorised colonies and will take immediate steps to stop construction and also to remove the construction which has already been raised. In the meantime, the state shall also think of making some law to stop such like illegal constructions, if it is not there”. official speak Pending reports with police
The JDA report put before the SDMs states that more than 150 cases have been kept pending with the police since long and there has been no headway. There also are a few cases where the culprits have not been traced by the police. The ADCP (Headquarters), Navjot Mahal, said any pendency on the part of the police was not in his knowledge. “I will have to check. I do not think that it should be a case,” he said. |

Jalandhar, December 20 The matter came into light when the son Manjinder Singh raised an objection over intkal number 1267 and the revenue official concerned referred the case to the court of the SDM. The complainant said he had bought a land measuring 3 kanal from his father Gurdeep Singh via a registered sale deed, number 1139, on October 1, 2012, for an amount of Rs 4.9 lakh. The revenue officials checked and found the record in the name of Gurdeep Singh as per the jamabandi. The counsel for Manjinder Singh said the land measuring 7 kanal 11 marlas had already been transferred as per a registered deed number 1084 on December 4, 2006, but he could not get its intkal done. He demanded that the intkal done by a third person be disapproved and new one be done in Manjinder Singh' name. The SDM concluded that Gurdeep Singh and his son Manjinder Singh had hatched a conspiracy with the former transferring land measuring 7 kanal and 11 marlas in the name of his son via a sale deed on December 4, 2006, and purposefully not getting its intkal done so that they could fool gullible persons and make big money. "It had also been planned by the twosome that when the third person would get the intkal done, the son would file an appeal against it, demand its rejection and get intkal back in his name so that the third person could remain embroiled in court matters for long," the SDM wrote in his order. He said he realised this when the father could not give a satisfactory reply on the matter that he had transferred the land in the name of his son. "How is it possible that the father does not know that he had transferred the property in his son's name he wrote. |
Teenager rescued, abductors nabbed
Phagwara, December 20 Avtar Singh, father of the girl, informed the Goraya police about the incident. The police sounded an alert on all routes and succeeded in stopping the car and nabbed the abductors on the Zandiala-Wandhala road within one hour of the incident. The three abductors were booked under Sections 363, 366 and 120B of the IPC. They were produced before the Judicial Magistrate, Phillaur, today, who remanded them in police custody for two days, said Sarabjit Rai, SHO, Goraya. The car was impounded, he said. |

In the first league match, GGS Vidhya Mandir, Ratwara Sahib, beat Sports School, Jalandhar, by 2-0. Arvinder Singh of Ratwara Sahib scored both the goals in the 40th and 48th minutes of the play. BRC, Danapur, and Government School, Jharkar, locked horns over a score of 5-5. Bishram of Danapur scored a goal in the third minute, Mangra Bhangra in the 18th minute, Naveen Minz in the 37th minute, Subash in the 55th minute and Anup Minz in the 58th minute of the play. While for Jharkar, Soni Ram scored in the ninth minute, Harpreet in the 39th and 68th minutes, Ravinder in the 41st minute and Lovejeet in the 65th minute of the play, thus equalising the game. With one win and one draw, BRC, Danapur, reserved its berth in the semifinals of the tournament. The Ratwara Sahib team entered the semifinals with two wins and a score of six points. |

Students, remembering the Almighty, presented a dance on a song, "Taare aasman ke". Students presented a "nukkad natika" on the social evils of corruption, dowry system, child labour, etc. Tiny tots dressed in their favourite cartoon characters walked the ramp. Students presented a choreography on “Jhansi ki Rani”. A performance on folk dance of Maharashtra "Laavani" was also presented by students. Shabads from Gurbani were also recited by students. Students by presenting a Western dance showed that they are good not only in Indian dances, but even at jazz and rock and roll. A glimpse of tribal culture was also shown through a tribal dance. A play, "King Mathematica", was presented telling the importance of mathematics in our lives. A Haryanvi dance presented by girls showed the versatility of the students in their dance skills. Gidda and bhangra performances were cheered by the audience with their claps. Martial art of Punjab "Gatka" was the highlight of the programme. The Principal, Radha Gakhar, presented the annual report of the school telling the various achievements of the school in academics, inter-school co-curricular activities and sports arena. Prizes were distributed among the academics and sports position holders. Harminder Singh, Additional Deputy Commissioner (Development), Hoshiarpur, was the chief guest of the function. Gurbachan Singh, chairman, chain of DIPS Institutions, Preetinder Kaur, vice-chairperson, Monica Mandotra, CEO, Gulshan Gakhar, academic controller, and Lakhwinder Kaur, director, attended the function. Dance workshop BD Arya Girls College, Jalandhar Cantonment, organised a UGC-sponsored dance workshop, titled "Shastriya nritya ke bhavnatmak ang mein paramparik gyan shillyon ka parchalan". The workshop was inaugurated by chief guest Guru Rajinder Gangani of Jaipur Gharana. Principal Dr Sarita Verma and M.K.Jain, member of the college managing committee, were present. Before addressing the audience, the Principal welcomed the guests and stressed the importance of a guru in life "whose guidance exalts the disciple to the level of a worshipper". Thereafter a "vandana" was performed by students of the Dance Department in the honour of the distinguished gurus. Prof Tajinder Singh, a resource person, made the audience aware of "taals", which are used in dances. He equalled both dancing and singing to the worship of God. In the first session of the workshop, resource persons Prof B.S. Narang and Tarsem Singh provided the students with the information regarding "sur" and "taal". In the second presentation, "Shiv vandana" was taught to the students by Swati Sinha and Guru Rajinder Gangani. During the second session, Guru Rajinder Gangani exhibited his skills in "nritya" and taught its various "angas". The workshop was attended by 200 students from different cities like Amritsar, Patiala, Ludhiana and Jalandhar. In the end Dr Anjul Sharma thanked all guests as well as the students. The stage was conducted by Dr Meenu Nanda. Christmas cakes In order to celebrate Christmas and New Year, students of the CT Institute of Hotel Management (CTIHM) started the preparations with cake making. The students made mouth-watering cakes of all shapes and sizes, filled with fluffy and tasty frosting. Students made some new varieties like plum cake, apple cake, etc. They prepared the cake by mixing different fruits and alcohol. The Principal of the CT Institute of Hotel Management (CTIHM), Rohit Sareen, said the event created a festive mood on the campus. Seminar on rights The Department of Political Science of Kanya Maha Vidyalaya (KMV) organised a seminar for creating awareness among students regarding their rights, duties and citizenship. The students of Clas XI and XII did researches on the topics and later prepared power-point presentations. Madhumeet, editor, The Oracle, said, “Literature is vast and dynamic and any research on our part will be a contribution to the ever-burgeoning expanse of the study of literature.” Workshop for teachers Lovely Professional University has conceived and designed career counselling and guidance project "Disha". As a part of the project, a four-day workshop to empower schoolteachers from Punjab and nearby states began on the campus on Wednesday. The workshop aims to add to the knowledge pool of near 120 teachers and principals from 40 schools on soft skills, e-learning and smart teaching. The first day of the workshop had technical sessions "Meeting challenges of Indian education" by Executive Dean Dr Sanjay Modi, "Role of information and communication technologies in educational institutions" by Additional Dean (Info-Tech) Rohit Dhand and "Managing work life" by Dr Rajesh Verma of the LPU School of Business. The other technical sessions are on "Communication skills", "Improving effectiveness of school education", "e-learning concepts and laboratory work", "Managing diverse classrooms", "Laboratory work on e-learning tools", etc. Science carnival A two-day science carnival, "Vigyan-Uday" will start at the CT Group of Institutions, Shahpur, on Friday. More than 1,000 students from 30 different schools will participate in the carnival. In addition to science exhibition, panel discussion on "Promoting scientific temperament among students" and seminars on different topics like "Changing education scenario", "Future of technocrats", "Teaching and technology" and "Stress-free teaching" will be conducted. Faculty development A three-day PTU-sponsored Faculty Development Programme on "IBM DB2" concluded at the Apeejay Institute of Management technical campus. The programme was organised by the School of Information Technology. Around 35 teachers from five engineering colleges, including the Sai Institute of Management Amritsar, GNA-IMT, Phagwara, and Anand College of Engineering, Amritsar, attended the programme. The event aimed at imparting necessary technical skills through hands-on sessions among the young faculty of engineering colleges, thereby improving their effectiveness and efficiency in classroom teaching. Yogesh Sharma, technical consultant for IBM, Florence Fennel Informatica Pvt Ltd, delivered talks on various topics like information and data models, relational model constraints, database logging and working with XML data during the programme. Dr Rajesh Bagga, Director, enlightened the participants in the field of databases through application-oriented and research-based study sessions.
