Former MLA Raj Kumar Gupta threatens to field his candidates from 12 wards

Jalandhar, May 27
Former Congress MLA Raj Kumar Gupta and his supporters have revolted against their party for allegedly ignoring them during the allocation of ticket for the Municipal Corporation (MC) elections, scheduled to be held on June 10.

In a meeting held at Gulab Vatika on the Gulab Devi road on this evening, Raj Kumar Gupta and his supporters threatened to field their candidates on as many as 12 seats of the 60-member MC House.

However, Gupta gave an ultimatum to the party high command to replace its candidates in 12 wards (number 13, 14, 15, 17, 24, 31, 35, 37, 38, 40, 41 and 43) by their own candidates by May 31, otherwise they would be left with no option, but to contest as Independent candidates.

The Congress had ignored Raj Kumar Gupta’s sitting councillor son from Ward 24 Pawan Gupta and their 11 supporters from various wards while releasing the list of its candidates on May 24.

Rajinder Beri, who had unsuccessfully contested the recent Assembly elections from the Jalandhar (Central) seat, managed to convince the state Congress leadership of not allocating ticket to Raj Kumar Gupta’s son Pawan Gupta from Ward 24 alleging that both the father-son duo had not supported him in the recent Assembly elections.

Interestingly, during the Assembly elections, the Congress had first allocated its ticket of the Jalandhar (Central) seat to Raj Kumar Gupta, but later it replaced the candidate with Rajinder Beri after strong opposition by most of the Congress councillors from various wards falling under the seat. At this, annoyed Raj Kumar Gupta and Pawan Gupta did not campaign for Rajinder Beri and he lost the elections with a thin margin.

Meanwhile, Gupta said his son Pawan Gupta and their other candidates would file their papers and if the Congress did not yield to their demand of changing the candidates, they would contest as Independent candidates.

Gupta and his supporters demanded to replace several-time councillor Jagdish Raj Raja (from Ward 37) as the party had also allocated the ticket to his wife Anita Raj from Ward 36.

Others Congress candidates whose have been sought to be replaced include Vijay Kumar Dakoha (Ward 13), Amrita (14), Manmohan Singh Raju (15), Palni Apal (17), Kiran Sareen (31), former BJP leader Randeep Suri (35), Sakait Goraya Shetty (38), Dr Pardeep Singh (40), Pawan Sharma (41) and Baldev Singh (43).

Another Congress man to contest as rebel

Meanwhile, a former Congress councillor, Mohinder Singh Gullu, also declared to contest as an Independent candidate from Ward 26.

In a meeting held at his residence this evening, he said he would file his nomination papers as a rebel Congress candidate on Tuesday as the party had ignored his services.

Remote possibility of changing candidates: Rana

When contacted, the Chairman of the Congress Screening and Campaign Committee for the MCelections, Rana Gurjit Singh, said no one had contacted him so far for replacing the candidates from 12 seats.

To a query, he said “There is remote possibility of changing any candidate now.” At the same time, he said “The party high command is supreme and the final decision will be of it on the issue.”

Jalandhar, May 27
Dhan Mohalla, Jagatpura and New Railway Road are the key areas in Ward 19, whose residents have been languishing under various problems for the past many years.

Areas flooded with sewerage water, addiction in Dhan Mohalla (where drunkards lying on streets are a common sight), snatching incidents, irregular water supply and depressions in streets newly-laid with interlocking tiles are some of the prime problems of the ward.

The Jagatpura Mohalla of the ward has paid the price of development of the Domoria Bridge. With higher roads and overbridges being made in the Domoria Bridge area, the water which earlier used to flood the low-lying Domoria Bridge, now floods Jagatpura.

Even a rain of five minutes floods the area and the water refuses to recede for days. Rubble and soil from the Domoria ROB construction have been dumped in the surrounding grounds in Jagatpura, where water earlier used to get accumulated. Result: Houses and streets lay flooded for weeks after rains, as water does not find an outlet.

Similar problems are faced by residents of Ikahri Pulli, where water logging is a problem even during dry days as these.

Residents in the low-lying Dhan Mohalla, too, have all secured their foundations with double coats of cement till several feet from the ground due to similar water-logging issues.

Similar problems are being faced by residents of the New Railway Road, where Congress candidate Anil Vashisht says he even suspects that the sewerage has become non-functional as shuttering works have been left incomplete. “They spent lakhs of rupees on laying the sewerage and I suspect they covered up the road without completing the shuttering work. People with offices on the road park their vehicles half a kilometre away and hire rickshaws to cover the inundated stretches,” says Vashisht.

A sewage pond at Dhan Mohalla was recently cleaned up after agitations by residents. Things are still far from normal as the problems of bad water, mosquitoes and disease threats still exist in the area.

Areas in ward

Kot Kishan Chand, Jagatpura Mohalla, Mohalla Kishanpura, Mohalla Kot Pakshian, Bhai Ditt Singh Nagar, Dhan Mohalla, Bagh Karam Baksh, Khingran Gate and Park of Quilla Mohalla.

Amount spent

More than Rs 2 crore have been spent on the ward in the past five years. Sewerage works of about Rs 13 lakh have been carried out in the ward. Rs 7.5 lakh have been spent on streetlights. Four new tubewells have been installed in the ward in the past five years.

Prospective candidates

Anil Vashisht will be contesting from the Congress and Satish Dhir, husband of deceased councillor Anita Dhir, who died in 2010, will be contesting from the BJP ticket.

Residents speak

  • The Jagatpura area is badly flooded with water during the rains. We can’t step out and water even floods our homes. The grounds, ponds and open spaces in our area have all been filled with soil or rubble, raising their height. There is no outlet for water in the area. — Deepak
  • It’s been years that we have been asking for better sewerage, but we haven’t got yet. During the rains water stands outside our houses and inside the water supply deteriorates. We are stuck inside our houses and the existing outlets have all jammed up due to the construction work. — Sukhwinder Singh
  • We almost get black water to drink during rains. Cobweb like substances flow in through taps. Water enters our houses and repeated complaints to the authorities have fallen on deaf ears. — Charan Singh
  • Snatchers are on the prowl in the area. Just some days ago we have had a snatching in our area. An old woman’s ears were torn at Kot Kishan Chand when snatchers pulled away her earrings. — Shakuntala
  • The sewage pond and sewage disposal unit in our area (Dhan Mohalla) is a constant pain. Its home to mosquitoes, flies and diseases. The vicinity of the pond and unit stink so bad that we can’t even have food in peace. — Surinder Kumar

Smuggler admits selling firearms to gangsters in region
Tribune News Service

Jalandhar, May 27
The kingpin of a gang of firearms’ smugglers, Jangli Shah, during interrogation revealed that he was in contact with certain criminals in Phagwara, Hoshiarpur and Amritsar and had sold weapons to them.

Jangli also admitted to have sold two pistols to a Phagwara-based taxi driver, notoriously known as “Don” in the criminal circle, last week.

The Jalandhar (Rural) police disclosed that Jangli even supplied firearms to some gangsters in Hoshiarpur and Amritsar districts after receiving orders in advance.

Jangli had been smuggling firearms from Munger district in Bihar to Punjab by travelling through trains.

He used to carry the weapons, wrapped in mucky clothes in a filthy bag and was eluding the security guards, who avoided frisking his dirty luggage.

Jangli was playing smart in his “business”. He had been booking orders for the weapons only after receiving 80 per cent of the weapon cost in his bank account.

On his disclosures, a team of the CIA staff on Saturday conducted raids on the hideouts of the suspects, named by Jangli during interrogation, in Phagwara, Hoshiarpur and Amritsar. The police, however, failed to nab any suspect as yet, police sources revealed.

The Phagwara-based taxi driver had, reportedly, gone underground soon after the police cracked the gang with the arrest of its four members, including Jangli Shah, the kingpin, from a dhaba in Kartarpur.

The police had also recovered 10 firearms and 22 live cartridges from them.

PSSF to organise protest rallies on June 15
Our Correspondent

Jalandhar, May 27
The Punjab Subordinate Services Federation (PSSF) organised a state-level convention at Desh Bhagat Yadgar Hall here today in which different unions of the state government employees participated.

The federation cursed the Centre and state government on various issues and also announced to hold statewide protest rallies on June 15 against the governments.

While condemning the Union Government and SAD-BJP coalition government in the state, Tirath Bassi, representative of the union, alleged that both the governments had failed to deliver what they had promised.

“We strongly reprobate the privatisation of government services, the ongoing practice of dissolving boards and corporations, less recruitment in government departments, employment on contractual basis, less importance to the rights of trade unions, rising inflations and increasing petroleum prices, etc,” Bassi said, adding that instead of solving the issues, both the governments had been engaged in blame game against each others.

While addressing the gathering, Shiv Kumar, general secretary of the Government Teachers Union, Balbir Singh, state president of the Field and Workshop Union, and Ajiv Drivedi, representative of ETT teachers, demanded that the state government should release the instalment of the dearness allowance, regularise employees recruited through the Zila Parishad and implement the recommendations of the Fifth Pay Commission without delay.

Member of the Municipal Employees Union Kuldip Kumar condemned the state government for giving garbage-collection contract to private companies.

While detailing about their future action plan, union members said they would hold state-level protest rallies in 50 cities on June 15 and on August 9 they would gherao the offices of Deputy Commissioners.
