Political leaders, it seems, consider Saturday as inauspicious as only nine nomination papers were filed for the MC polls today.

Even as it was the second day of filing papers, the office of the District Development and Panchayat Officer-cum-returning officer of wards 11 to 20 did not receive a single nomination paper. The office of the SDM II-cum-returning officer of wards 31 to 40 also did not receive any nomination paper today. There was one paper filed on Thursday by an independent candidate.

Deputy Director Local Bodies-cum-RO for ward 1 to 10 received two nomination papers - BJP nominee Prem Lata Vashisht from Ward 2 and independent candidate Kulwinder Kaur from Ward 9.

SDM I-cum-RO for wards 21 to 30 Iqbal Singh Sandhu received two nomination papers.

BJP MLA from Jalandhar (Central) Manoranjan Kalia accompanied party candidate Varinder Sharma from Ward 28 for filing papers. Another independent candidate Shama Sharma filed papers from Ward 29.

RO for wards 41 to 50-cum-Chief Agriculture Officer Swatantra Kumar received two nominations - BJP candidate Sunanda Malhotra from Ward 44 and Congress candidate Sharwan Grover from Ward 49.

Three nomination papers filed in the office of Secretary Regional Transport Authority-cum RO for wards 51 to 60 Jaskiran Singh. These included Jaspreet Kaur, wife of rebel Akali leader Inderjit Singh Sonu, who filed papers as an independent candidate from Ward 56. There were two other independent candidates Sandeep Kumar from Ward 52 and Joginder Singh from Ward 53.

Most candidates get Monday ‘mahurat’

A majority of the candidates have been consulting astrologers for the auspicious time (mahurat) for filing of nomination papers. Candidates, including Parvesh Tangri of the SAD from Ward 50, said Monday was the ‘shubh mahurat’ for the purpose. Congress leaders Jagdish Raja and Aruna Arora are also planning to file papers on Monday. Over 100 papers are likely to be filed on the day.

Cong authority letters

Even as it was the second day of filing of nomination papers, Congress leaders casually distributed authority letters to candidates from the party till noon on Saturday. Most of the women candidates had their husbands going and receiving the letters on their behalf. Manoj Arora came to receive a letter for his wife Aruna Arora from Ward 55 and so did Rajinder Beri for his wife Uma Beri from Ward 30.

Candidates tag their nicknames with actual names, say these help them stand out

Mintu, Titu, Raju, Rinku, Bobby, Tony, Happy, Shetty, Vicky, Bunty, Pappi and Gogi - these are some of the names of candidates of various political parties for the forthcoming civic polls.

As the local elections are dependent on popularity and involvement of the candidate in his area, they make it a point to tag their nicknames with their actual names.

So much is the fad to use the nicknames that many of them forgo their surnames for it as is in the case with Manjit Singh Titu, sitting SAD councillor from Ward 47. While his surname is Alag, he claims that since he is not known by that name, he has never used it. “I grew up in Basti Sheikh playing with my friends and later got engaged in social and social activities that now people know me only as Titu. The name has now become my identity,” he explained.

There are some newcomers in the Akali list who use their pet names, including Piare Lal of Ward 45, who uses Bobby with his name, and Rohit Kumar of Ward 13, who is more popular as Vicky.

Pet names as First names

There are some candidates who use their nickname as the first name. Even as the real name of Minta Kochhar, the BJP candidate from Ward 27, is Krishan Kochhar, no one would know him by that name. Other BJP candidates who use nickname are sitting councillor Arjun Singh Pappi of Ward 18 and the new entrant in the party Surmit Singh Happy from Ward 24.

The Congress list has the maximum number of such names as is in the case of Manmohan Singh Raju of Ward 15, Sakait Goraya Shetty of Ward 38, Harjinder Singh Lada of Ward 43, Sushil Rinku of Ward 46 and Harsimranjit Singh Bunty of Ward 47.

Women too use nicknames

Some women, better halves of political leaders, who are official candidates of political parties contesting MC polls, also tag their husband’s nickname with their name as is the case with sitting Congress councillor Sunita Rinku from Ward 46. Since the ward is no more reserved, her husband Sushil Rinku is the candidate from this ward. Congress’ Ward 25 candidate, too, has used her nickname Gogi with her name Neelam.

Of Anitas and Sunitas

Anita and Sunita are perhaps the most common names of the women councillors. The BJP had its councillor Anita Dhir from Ward 19 last time. However, she died during her tenure following an illness. There are two Anitas contesting this time from the Congress, including Anita Seth from Ward 21 and Anita Raj from Ward 36. Likewise, Sunita Rinku was a Congress councillor in the previous tenure. Now the party has another Sunita contesting from Ward 56. Rani, Mala and Lata are also popular names used for women candidates.

The district SAD committee has committed a major blunder which is going to annoy its alliance partner, the BJP.

The committee has put up a picture of a rebel Akali councillor who has filed her nomination papers as an independent candidate in a BJP ward on a flex board put up outside the party office at New Jawahar Nagar.

The picture of Raminder Kaur Dhindsa has been put with other sitting SAD councillors, including Kuldip Singh Oberoi, Manjit Singh Titu, Parvesh Tangri and Kamaljit Bhatia. Dhindsa, too, is a sitting councillor who had contested as an independent candidate in the 2007 MC polls.

The councillor’s husband Iqbal Singh Dhindsa is with the SAD and holds the post of a zila parishad member. While Raminder filed her papers on Thursday, her husband today filed the papers as a covering candidate for her.

Dhindsas have had the grudge that the ward had not got swapped with the BJP as was being proposed earlier. “Since we cannot contest on the Akali ticket, we have had to contest independently,” Raminder said, donning a saffron cloth around her neck.

Asked how come her picture was being used on the flex board when she was going against the party norms, SAD district president Gurcharan Singh Channi said her photograph had appeared by mistake. “We will get it removed,” he responded.

Insiders said the SAD leaders were playing a “dirty game” by working against the prospects of the BJP from the seat and they had themselves pushed Dhindsa to apply from the ward.

The BJP has fielded its office cashier Ram Lubhaya Kapoor from the ward. Asked about the same, he seemed upset. “It is unethical for our alliance partner to field and support a candidate in a BJP ward. If they have done it deliberately, we also can do the same in other wards. This is not going to lead us anywhere. Dhindsas have been going around saying that they are Akali candidates.”

BJP district president Subhash Sud said he would discuss the matter and get it resolved at the earliest.

Years of underdevelopment and bad governance has left the residents of Ward Number 18 fuming. The ward has narrow bazaar areas and the degenerating Partap Bagh area.

People residing right next to Partap Bagh say they see both heaven and hell in this little patch of their ward. Developed with the special efforts and struggle of the Partap Bagh society residents and shopkeepers about five years ago, Partap Bagh, once the pride of the area, is today plagued by a number of problems.

Every single road surrounding it is in a bad state. Illegal taxi stands are operated from here. Residents say during rains, the area is flooded with water. Sweepers and gardeners allocated to the area are never regular.

Even administrative directions are disregarded with impunity. Construction material is lying right under an MC board which declares that those who dump construction material here will be punished or fined. Surprisingly, the person running a taxi stand by the wall is the most vocal protester of this violation.

Throughout the ward - the railroad patch, the interior bazaar areas or Partap Bagh - the most common problem is overflowing drains and sewers during rain.

Shopkeepers at Panj Peer Bazaar and Attaari Bazzar complain of clogged drains. While some of them have themselves got the drains covered, they say waste being dumped from other bazaar areas where the sewer drain is uncovered, leads to clogging in their area too and the rains.

Areas in ward

Attari Bazaaar, Panj Peer Bazaar, Bhagat Singh Chowk, Partap Bagh Chowk, Ram Mohalla, Mattian Mohalla, Peer Bodla Bazzaar, Chowk Kade Shah, Guru Bazaar, Shivraj Garh.

Prospective candidates

The ward has been reserved for women candidates this time. The Congress has given a ticket to Rita Sharma, while the BJP has fielded Suman Sehgal, wife of Kailash Sehgal, who contested the previous elections.

Amount spent

Sitting councillor Dinesh Dhall says the MC has spent Rs 3.5 crore in the ward in the past five years. About Rs 2 crore was spent on roads and the rest on tubewells and streetlights.

About Rs 50 lakh was spent on setting up of three tubewells in the ward. Rs 25 lakh on streetlights and roads, laying interlocking tiles on Mandi Road, Railway Road and Mandi Road areas.

He admits that clogged sewers are a big problem in the ward, but says there is no solution unless the sewerage line is overhauled. On the Partap Bagh roads, he says estimates have been made for road works and it will start within some days.

Residents speak

  • The mandi outside Partap Bagh every Friday has made our lives difficult. Garbage is dumped on the roads and the stench remains for days. The vegetable vendors dig holes on the road during the mandi each time. A cycle or a scooter is lifted from the area every Friday during the mandi.

  • We made all efforts to develop Partap Bagh, but it is slowly becoming a hub of miscreants. Residents, especially women, now shy away from visiting the park. Its legendary stage where big leaders have addressed gatherings is on the brink of collapsing. Lights, condensers from water coolers and taps regularly get stolen. The administration is least bothered. Grants promised for the development of the park are yet to be released. The swings are also broken and the gardeners don't turn up.

  • There are three temples in the area. These are public places and bind people, but no effort has been made for their upkeep. Sewage during rains enters into the temples.

  • Large garbage dumps are a big problem in the area. The area has also become haven for criminals, especially the Bhagat Singh Chowk. Every kind of illegal activity takes place there. Snatching incidents are steadily on the rise. Residents are feeling more and more insecure.

Schools slapped notices on old buses

Coming down heavily on private school authorities, the traffic police today issued notices and warned them to put all outdated buses, if being used to ferry school kids, off road with immediate effect.

The traffic police swung into action following a Supreme Court ruling which states that school buses being used for the past 15 years or more should be sent off road to prevent unwanted accidents.

Jasbir Singh Rai, Assistant Commissioner of Police (ACP) said letters had already been sent to various schools of the city and they had been asked to remove outdated buses from roads as a preventive measure.

To implement the court’s orders and to check whether schools have paid heed to the notices, traffic personnel would be deployed near schools and would check the condition of buses and other violations of the Motor Vehicle Act , the ACP said. The police will impound vehicles if found violating norms, added, the ACP.

The traffic police has also instructed the school authorities to maintain punctuality while picking and dropping schoolchildren. The ACP said: “If school buses are not punctual, there is every possibility that driver will drive rashly or break speed norms, which may lead to fatal accidents.”

School authorities have been told to instruct students those are below 18 years not to bring motorbikes to schools, he added. He revealed that school authorities have also been told to conduct special traffic awareness lectures at school level to make students aware of traffic rules.

Bihar Police help sought to raid ammunition factory

The Jalandhar (Rural) police has contacted the Bihar Police to raid an arms manufacturing factory in Bihar from where firearms are being smuggled into Punjab and neighbouring states.

Following the disclosure of Jangli Shah, a resident of Bihar, who along with his three aides, was nabbed by the police with 10 firearms and 22 live cartridges on Thursday, the police have sought cooperation from the Bihar Police so that raids could be conducted.

SSP, Jalandhar (Rural) Yurinder Singh Hayer, said during interrogation, Jangali disclosed that he had been purchasing firearms and ammunition from a Munger district-based makeshift factory. The unit is operating from a riverbank and manufacturing weapons illegally, Hayer said. Munger district is notoriously know for illegal manufacturing of weapons in Bihar, he added.

The SSP revealed that the police has also laid a trap to nab those involved in the

smuggling and sale-purchase of the firearms. Traps have also been laid to nail drug paddlers.

"We have established contacts with the Bihar Police and a team of police officials will take Jangali along to the site," Hayer added. Hailing from Bhagalpur district in Bihar, Jangli was residing in Ludhiana for the past couple of years and came in contact with notorious gangs like Dharminder, alias Bhinda gang, Shaloo gang, Jassa group and Amit Kamboj gang, while lodged in jail.

After his release from the jail, he booked orders for firearms and finally took to arms smuggling as a profession. He started smuggling weapons from Munger to Punjab, the SSP added.

Quoting real life fun-filled experiences at workplace, fun-time with his friends and heartbreak, a young jilted lover has penned a novel 'I Will Love Again'.

The author, Deepak Verma, is a BTech (IT) 2008 passout from DAV Institute of Engineering and Technology, Jalandhar. Using his pen name Krishna, he writes about his love Priety (fictitious name) whom he met studying at Apeejay School here.

"I met her during my school and had never thought that this classy beauty of magnetic aura will take charge of my life." he starts his story. The love blossomed for seven years till he got a call from her that she had got engaged to someone else. "The timing coincided with me losing all the investment I had made in the business I had started," he recalls his double debacle months before he joined Wipro as a software engineer.

The story begins henceforth as he makes up his mind to forget her but is unable to do so. He talks about several instances in his life which remind him of Priety over and over again.

"Whenever one loses loved ones in life, there are two options left, either one goes mad completely ruining one's life, the other option is to keep oneself busy, get involved in work, partying with friends and never ever fall in love again but I chose the third one and that was to try and find love once again", here he quotes dialogues from move Love Aaj Kal which he had just seen then.

Krishna tells since his friends could relate to the actual incident, they were after him asking for a copy of the book priced for just Rs 100. He has quoted the real names of his friends Simerdeep Singh Bhatti, Varun Maria and Puneet Sharma. He makes a mention, "All the names of the boys used in the novel are real and those of girls fictitious", he said.

Asked if he thought that his lover would have read it, he returns a smile, "I don't think so". He says that he was trying to popularize his book through his blog www.krishnavyukta.com <http://www.krishnavyukta.com> and his facebook links. The youngster has interest in dancing, guitar playing, acting and sketching. He has even had a stint in acting and commercials. While his father is an accountant and his mother is a teacher here. He is himself settled in Gurgaon now.
